The paper broadens the scope of environmental management system (EMS) research by describing how EMSs can contribute to inertia in present production systems. In conjunction with other factors this inertia can inhibit dramatic shifts toward more sustainable technologies and systems. Our approach builds upon technological lock‐in theory, which focuses on market coordination and technological interdependencies as generators of inertia in technological systems. Building on this framework, we call attention to previously under appreciated non‐market social forces and institutional structures that can further reinforce lock‐in. We argue that the co‐evolutionary mechanisms that generate increasing returns for physical technologies may also be applied to social technologies, such as management systems. The paper describes the emergence of ‘EMS lock‐in’ as a path dependent evolution occurring within the context of the larger quality management paradigm. While EMS may initially produce improvements in environmental performance, EMS may also constrain organizational focus to the exploitation of present production systems, rather than exploring for superior innovations that are discontinuous. The paper questions the enthusiastic private and public sector support for EMS implementation and instead recommends an ambidextrous management approach that integrates foresight and broader stakeholder collaboration. The development of an environmental policy represents the cornerstone of an environmental management system (EMS), an essential tool that helps companies both systematically manage their environmental obligations and risks, and promote these objectives throughout the entire organization. The implementation of such policies must rest not solely upon the development of specific pollution‐reduction programmes but also upon more encompassing issues dealing with the examination of existing management systems and work procedures. This paper presents the results of a study conducted in 250 manufacturing firms. It examines factors such as manufacturing policies and competitive positioning in their role as driving forces behind environmental commitment. The study's results demonstrate that environmental commitment is often linked to sound management practices. Good relations with both employees and suppliers, participatory management and total quality management programmes appear to be intimately correlated with the existence of an environmental policy. The main aim of this research is to find the most relevant factors for a successful ISO 14001 implementation in the construction industry. Thousands of companies, including those in the construction industry, are interested in an ISO 14001 environmental management system (EMS). Italy holds one of the largest databases of ISO 14001 certified organisations; in this database, the construction industry represents the second largest sector. Using a questionnaire, the research tested six potential factors that affect the success of an ISO 14001 EMS implementation. Moreover, the quantitative results were discussed together with qualitative notes left by respondents. The results showed that only three out of the six factors really affect ISO 14001 EMS implementation in the construction industry: involvement of employees, top management commitment, and development of environmental technical skills. It seems that the respondents perceived that economic and financial results, identification of environmental aspects and impacts, and the involvement of stakeholders have a limited or null effect on ISO 14001 implementation. Particular issues concerning developing workers' awareness, evaluating all the environmental impacts, and obtaining real economic advantages were raised in the respondents' comments. Conclusions highlight specific contributions for practitioners and other stakeholders involved in EMS.  相似文献

This paper emanates from a larger research project (see Kamp-Roelands and Bouma, 1998) which has a practical focus. This research project seeks to start the process of exploring how environmental management information systems could be designed such that they better satisfy the needs of those using the information which emerges from these systems. In order to develop this work it was necessary to first generate some information about the internal and external stakeholder needs with respect to environmental information. This task has been tackled in the context of a single site of a multinational company. For this site a range of stakeholders were identified and questioned in some detail about, inter alia, their expectations of what an environmental management system (hereafter EMS) could achieve, their motives for using environmental information, how important they viewed various pieces of information to be and their views on quality of information issues. This paper presents the data gathered from this part of the larger project and seeks to determine if there are particular aspects which should be taken into account in EMS design and whether or not internal and external stakeholders are different from each other in their expectations about EMSs. Finally, some tentative concluding remarks are made on the implications of this work for the further investigation of the EMSs.  相似文献

Some researchers question the legitimacy of EMSs since organizations can claim to have one when in fact they make no attempt to reduce their environmental harm. In instances where EMSs enhance an organization's environmental performance, critics argue that improvements are likely to occur within the organization's operational boundaries rather than being extended throughout the supply chain. However, previous research suggests that the organizational capabilities required to adopt an EMS may facilitate GSCM implementation and the institutional pressures to adopt both management practices are similar. Consequently, EMS adopters may have a greater propensity to expand their focus beyond their organizational boundaries and utilize GSCM practices to minimize system‐wide environmental impacts. This article analyzes the influence of the sources of motivation that lead companies to adopt environmental management systems (EMSs) on the outcomes of these systems. A set of hypotheses derived from an extensive review of the literature is analyzed using cluster analysis – in order to identify groups of companies – as well as correlation and regression analyses, with data obtained from a survey of 361 Spanish organizations that have environmental certification. The results reveal that, for the groups identified, companies from the holistic cluster (with high levels of both internal and external drivers) and from the internal focus cluster (with more intensive internal sources of motivation) secure greater benefits from the process of adopting an EMS. This article also sheds light on the influence on the outcomes of some variables that have been under‐researched, such as the economic resources invested in an EMS and whether or not the certified companies belong to a sector with high environmental pressure. The findings help to characterize the firms with environmental certification and may also help managers, policy makers and other stakeholders to anticipate the potential benefits of EMSs. In Hackefors Industrial District in Sweden, 26 small and medium‐sized enterprises (SMEs) have formed an environmental network and implemented a joint environmental management system (EMS) according to ISO 14001. Based on interviews with the environmental co‐ordinators at these enterprises, the effects on business and environmental efforts and impacts are analysed. It can be concluded that the joint EMS has resulted in better relations with important stakeholders, such as existing and potential customers. For example, three‐fifths said that their EMS had made it easier to receive a contract for the sale of products and services. Several environmental improvements have been observed and are presented in the paper, many of which are considered as consequences of the EMSs. Moreover, based on observations during the study, this paper discusses how boundaries and screening affect the connection between EMSs and environmental performance. More than 60000 organizations worldwide have implemented environmental management systems (EMSs). About 800 of them are located in Austria. As Austria was one of the leading countries in promoting the EU scheme EMAS, and as there has been no specific study on Austrian experiences with ISO 14001, the purpose of this study is to describe the experiences with and effects of ISO 14001 in Austria. The results show that ISO 14001 often leads to reduced environmental impact, especially in the area of waste. A strong driving force behind implementation is the expected improvement of an organization's image. The average repayment time on an investment in an EMS is less than two years. Legal compliance tends to be difficult to implement, but on the other hand it works well in daily practice. To develop an EMS into a sustainability management system, the two most important challenges are to improve coordination between the EMS and the organization's strategies and to synchronize the EMS with central value chains. Environmental sustainability is a growing global concern. Environmental management systems (EMS) could be an effective strategic tool to help firms deal with their sustainable development. However, whether EMS certification pays off financially and how it takes effect can be debated. Thus far, these questions remain largely under‐researched. In particular, the effects of EMS certification on financial performance are inconclusive, and the reasons explaining the effects are underdeveloped. This study aims to enrich the current research by exploring the mediating and moderating roles from the perspective of cost‐efficiency trade‐offs to reveal how EMS certification affects financial performance. Applying a PROCESS procedure analysis and causal mediation analysis to a sample of 1,751 Chinese listed manufacturing firms from 2008 to 2016, this study shows that the effect of EMS certification on firms' financial performance is insignificant because their operating costs burden increases while their marketing efficiency and managerial efficiency improve. For the first time, this study demonstrates the moderating role of industry peer learning, as the mediating effects decrease with the growth of industry peer learning.  相似文献

Introducing an effective environmental management system (EMS) to an organization is a complex process. This complexity is belied by current EMS models that concentrate on EMS frameworks and components, and present a relatively simple approach to the process, especially the introduction and implementation phases. While these models outline what should be introduced, they provide little guidance on how EMSs may be implemented. Experience indicates that effective EMS introduction may be adversely affected by a number of conditions, but EMS literature has yet to recognize these barriers. There is a significant gap between EMS theory and application. This paper discusses the degree to which current EMS models address practical EMS design and implementation, barriers to successful EMS introduction, strategies and tactics for overcoming these barriers and implications for EMS practice. abstract This paper presents results from a longitudinal, qualitative study into the adoption of environmental management systems (EMS) in three companies in the UK water & sewerage industry. Based on institutional theory and the literature on EMS, four factors related to the adoption of EMS are identified: external and internal institutional forces, environmental performance issues, and economic performance issues. While previous literature has often assumed a balance of performance and institutional factors or a preponderance of performance factors, the results of this study indicate that institutional forces are the predominant drivers. The results further indicate that environmental performance issues become less important over time, whereas institutional drivers and economic performance rationales increase in importance over time. While conforming to institutional pressures can result in improved economic performance of a company, adoption of environmental management systems mostly on the basis of institutional and economic factors has wider repercussions for the state of corporate environmental management and progress towards greater ecological sustainability of business.  相似文献

Following the trend in the private sector, standardized environmental management systems (EMSs) have been introduced in several local authorities around the world. When the tool is transferred from the private sector to the public, one can ask how useful the tool is in the new environment, since the private and the public sectors are two different types of social sphere, with different institutional logics. Taking a closer look at the situation in Sweden, this paper aims to investigate the applicability of standardized EMSs in local authorities and the public sector in general. Based on qualitative interviews with public officers in two municipalities in Sweden, it is argued that EMSs are useful in municipalities. However, the study also reveals that an EMS seems to be more suitable for technical service administrations and municipally owned companies than social service administrations. This paper explores the role of accounting and the accountant in the Environmental Management System (EMS). This study was founded on a postal survey of chief executive officers (CEOs) and chief financial officers (CFOs) from the top 500 listed Australian companies. From responses to the surveys, this paper firstly documents the adoption of environmental accounting processes by respondent companies and secondly management attitudes as to the role of environmental accounting in these companies. The senior executives responding to the survey suggest that they believe the environment is an important issue, and recognize the need for a business response. However, there appeared to be limited participation of the accountant in the EMS, which suggests there is a gap between the aggregate observations of this sample and literature support with respect to the role of environmental accounting. It is suggested that this might reflect a lack of understanding of the potential role accounting and the accountant could (and arguably should) play as a member of the EMS team. It is the intention of this paper to provide some input to enhance an understanding of the potential and important role accounting and the accountant could play in the EMS. Firms are under pressure to invest in environmental management systems (EMSs) to reduce the environmental impacts of their activities. Many advocates of EMS adoption promote the idea of ‘win–win’ gains, where improvements in environmental performance are accompanied by financial rewards. The empirical evidence on this is mixed and suggests that the' right' conditions must exist within the firm for genuine environmental performance gains to materialize. The paper uses a survey of 129 Spanish manufacturing firms to investigate managerial perceptions about what these right conditions might be. Results indicate that enhanced environmental performance following EMS adoption is linked to managers' belief in the win–win paradigm, and that managers who adhere to the win–win story also tend to integrate other stakeholder demands into their business strategies. This paper develops a typology of visibility in an environmental context. Although visibility has been neglected and ill defined in contemporary environmental management research, environmental visibility can be a useful construct for predicting green organizational response. As such, it might prove a useful tool for environmental management researchers, policy‐makers and business strategists. The paper derives a conceptual typology of visibility from previous organizational theory research. Visibility is considered both as a characteristic of an organization and as a characteristic of an issue, and at both the corporate and operating unit levels. Data collected in a recent series of interviews in 24 business units in UK PLCs are analysed to provide examples of the types of visibility in an environmental context. The resultant environmental visibility typology is used to discuss the relationship between environmental visibility and green organizational responses. This study's findings suggest that considering environmental visibility as a predictor of green organizational response should be fruitful for future empirical research, and useful for policy‐makers and business strategists. Research efforts on ambulance response times for Emergency Medical Services (EMS) calls have been made for decades, especially in developed countries, using different techniques and with varying objectives. In Brazil, a developing country, the scarce scientific production on this vital indicator prioritizes scenarios for EMS in cities with more than one million inhabitants. This shows the importance of extending research to the reality of small and medium-sized cities. This paper presents SAMU, the Brazilian EMS that follows the Franco-German emergency medicine model, compiling numbers related to service at the national level. The use of quantile regression allows the identification of the RT for the EMS and helps to explain the effects of factors at the system level, at the patient level, and specific factors on response time intervals of Southwest Paraná SAMU. This specific EMS, characterized as an inter-municipal consortium of prehospital services, is responsible for prehospital emergency care for an approximate population of 635,000 inhabitants in 42 small towns in the State of Paraná in southern Brazil. From the analysis of the records of 12,050 ambulance dispatches, it was possible to identify the average ambulance response time of 14 min and 25 s. The regression model was able to explain the influence of the independent variables at the system level (presumed severity of the emergency, ambulance dispatch time, and ambulance travel time), at the patient level (age, gender, and characteristic of the emergency) and specific variables of the emergency (day of the week and time of day) on the dependent variable response time over the quantiles, showing that the dispatch time, travel time, time of day, service to male patients and critical cases influence the ambulance response time. This work contributes to deepening the understanding of the management of EMS operations in a developing country, allows the comparison of the RT identified in relation to other countries, and identifies factors that impact the RT for other actors directly or indirectly involved. The practical implications are also presented, as well as how the study impacts the decision-making and management process of the EMS in the short, medium and long term.  相似文献

ABSTRACT    Many firms worldwide have adopted environmental management systems, and some have taken the extra step and had their systems certified for the international standard ISO 14001. While institutional pressures and market demand often motivate firms to adopt an EMS, the reasons why they certify for ISO 14001 are less clear. In this study, we interviewed members of the Canadian pulp and paper industry who had either an EMS or ISO 14001 certification to understand why they may have become ISO 14001 certified. We found that task visibility and environmental impact opacity lead to differences in a firm's approach to ISO 14001 certification in the absence of coercive pressures.  相似文献

Although prior research generated inconclusive findings between a firm's environmental management system and firm financial performance, attention to resolve this inconsistency by examining the internal channels is limited. Thus, this study focuses on a firm's access to finance and investigates whether a firm's environmental management system certification (EMS) leads to better access to finance. Based on the organizational legitimacy perspective, we hypothesize that this certification will benefit a firm with stakeholder approval and support and consequently alleviate its financial capital constraints. We further posit that the proposed relationship will be moderated by three types of legitimacy environments pertaining to how stakeholders and investors make the judgment on the environmental management system certification. We document that the proposed relationship, that is, the positive relationship between environmental management system certification and access to finance, will be stronger when the government attaches larger importance to environmental protection (regulative legitimacy), better environmental record (moral legitimacy), and better financial position (pragmatic legitimacy). Empirical analyses provide strong corroborating evidence for our predictions. These findings have important theoretical and managerial implications that are well discussed in this study.  相似文献

Environmental reporting is a tool of corporate environmental management that can also be used as research material. The aim of this paper is to produce a comprehensive definition of eco‐efficiency based on the literature and then compare it with definitions identified in the environmental reports published by selected companies. In addition, this paper presents a conceptual framework of the relationship between environmental and economic performance in the companies. Three Finnish companies in the forest industry are selected as case companies. This analysis reviews environmental reports published by the companies from 1998 to 2007. In short, eco‐efficiency can be seen either as an indicator of environmental performance, or as a business strategy for sustainable development. The case companies very seldom give an exact definition of eco‐efficiency in their environmental reports. However, different aspects of eco‐efficiency are often referred to.
