The Irish model of social partnership is considered distinctive as it is based on the principles of deliberative democracy more than adversarial bargaining. The deliberative features of the model are considered to be threefold. First, the negotiations to conclude national social agreements are not confined to the government, trade unions and employers, but also include a wide range of civil associations. Second, agreements are not simply concerned with wage determination, but cover a wide range of matters designed to promote social inclusion. Third, there is an effort to avoid agreements being overly centralized by promoting programmes at the local, territorial level. This paper examines the validity of this argument by assessing efforts to forge a local dimension to the social partnership model. The conclusions suggest that while the model has improved the delivery of public services, it is premature to claim that Irish social partnership represents a new model of labour market governance based on deliberative democracy.  相似文献

‘Social partnership’ between capital and labour is a distinctive characteristic of German industrial relations. Based on a survey of 142 German employers’ associations, we investigate differences in their support for partnership with unions. We find that organizational characteristics (e.g. membership density) as well as positive experiences with their union counterparts explain why employers’ associations adhere to the norms of social partnership. Building on an analysis that combines political and organizational institutionalism, we find that the positive evaluation of social partnership held by employers is associated with their positive experiences in more recent interactions with unions in collective bargaining, a more encompassing definition of an association's policy domain and a long‐term history of mutual collaboration.  相似文献

The establishment of a role in workplace learning has been perceived as one of the achievements of trade unions under New Labour. This article analyses the part the Trades Union Congress (TUC) has played in public policy since 1997. It examines its attempts to influence government and develop social partnership and statutory backing for vocational training. It assesses its degree of success and considers whether the TUC's role is best characterized in terms of social partnership or as a rediscovery of the unions' public administration function. It reviews the literature which suggests that involvement in learning stimulates union revitalization. The article concludes that the TUC has failed to attain significant influence over public policy. Rather it has delivered policy determined by government with priority accorded to employer predilections. A public administration role focused on the Union Learning Fund has provided the TUC with a new, secondary function, which provides some compensation for the failure of its primary agenda. Nonetheless, on the evidence, involvement in workplace learning appears an implausible path to union revitalization.  相似文献

This article reviews evidence on the outcomes of British social partnership agreements using matched comparisons. It concludes that in industries marked by employment decline, partnership firms often have shed jobs at a faster rate than nonpartnership firms. However, in expanding sectors, partnership firms have created jobs at a faster rate than nonpartnership rivals. There is no discernible impact of partnership on either wage settlements or union density. It is argued that we need evidence on information sharing, trust, and power and suggested that partnership agreements are unlikely to contribute significantly to union revitalization.  相似文献

In 1990 the former communist trade unions in Russia adopted a programme of social partnership, the aim of which was to defend their members’ interests during transition while also maintaining social peace. But critics of social partnership within the union movement argue that it amounts to little more than an excuse for inaction. To examine whether social partnership represents a departure from the collaborationist habits of the Soviet past, I examine 33 case studies of conflict at enterprise level conducted between 1999 and 2000. This analysis reveals considerable continuity with Soviet practice.  相似文献

本文融合社会资本理论,构建了转型经济中企业社会责任影响组织竞争优势的理论框架,并运用151家中国企业的调查数据进行了实证检验。结果发现:企业社会责任与经济绩效之间不存在相关性,但与组织声誉正向相关,社会资本会明显强化企业社会责任的声誉效应。具体而言,等级制社会资本会显著促进企业社会责任与组织声誉的相关关系,而市场社会资本则限制了企业社会责任对组织声誉的贡献。本文从研究方法的跨层次风险、资源依赖的动态性和整合能力等方面进行了应用性的讨论,建议中国企业用基于社会资本的战略性社会责任超越慈善导向的社会责任,通过这种战略转型积聚组织竞争优势。  相似文献

Research Summary: This study examines the effectiveness of targets as a tool for the contractual governance of cross-sector partnerships. Applying a difference-in-differences methodology, we find that the use of explicit targets within performance contracts is an effective means for improving partnership outcomes, especially where partner diversity and partnership capabilities are high. Furthermore, we find evidence that target intensity is associated with stronger partnership performance. These findings suggest that contractual forms with explicit targets may be a particularly successful approach for enhancing the public value created by cross-sector partnerships. A downward turn in performance following the removal of targets lends further support to this conclusion. Managerial Summary: Cross-sector partnerships have become a vital means for creating value in pursuit of the public interest. In particular, the effective management of these partnerships is thought to hold the key to addressing the strategic and organizational challenges posed by major social and environmental issues, such as big data and climate change. In this article, we combine data on waste recycling from 2003 to 2014 with information on performance contracts between local cross-sector partnerships and higher levels of government in England to quantify the impact of governance by targets on the performance of those partnerships. The benefits of target-setting for partnership performance that we identify are even stronger when partner diversity is high and partnership capabilities are strong. We discuss the managerial and policy implications of our findings.  相似文献

This paper reviews the growing literature on social protection. While not new, the concept evolved remarkably in recent years. It is approached from a multitude of perspectives, and intersects with broader bodies of literature – particularly around public policy, pro-poor growth, rights, humanitarian strategies, and aid effectiveness – as well as feeding into specific programmatic issues (e.g. conditionality, targeting and transfer selection). This blend of challenges and approaches has often made debates elusive and polarized. The paper examines the evolution and definitions of social protection, and unbundles critical policy, institutional and implementation quandaries. Taken together, these considerations shape a set of context-specific models of social protection. The paper’s five core conclusions may help chart future directions for social protection research and practice.  相似文献

This paper examines the effects of social networks and trust on a new venture's innovative capability. The concept of social networks is studied as the configuration of internal and external social networks for entrepreneurial team members. This study collected information about 112 technology-based entrepreneurial teams from the 65 research-based incubators in Taiwan. The results indicate that both internal and external social networks have marginally positive impacts on a new venture's innovative capability, and trust within the entrepreneurial teams is found to be as important a moderator for the relationship between external social networks and innovative capability. Moreover, results reveal that a higher level of trust between entrepreneurial team members can reduce the external social networks spanning the boundaries of the new venture and therefore may cause a 'not invented here' syndrome which will reduce its innovative capability.  相似文献

The current paper empirically examines the relationship between social media and happiness. Unlike existing works, we study this nexus from a global perspective using a cross-sectional model consisting of 140 countries on data from 2012 to 2017. Assuming that this effect may differ according to the average level of perception of happiness in each country, we use the quantile regression framework to yield more accurate inferences. The findings show that social media measured by Facebook penetration has a positive and significant relationship with happiness, and this positive nexus differs in terms of amplitude and significance throughout the conditional distribution of the happiness index. However, analysis in different samples reveal that this positive nexus is not universal and differs with the level of economic development of the countries and from one region to another. We put forward mental illness approximated by anxiety as the main transmission channel.  相似文献

Due to the increasing array of sales technology, salespeople must understand how each application assists them. This study examines how business-to-business salespeople use different forms of sales technology to meet their boundary-spanning roles. Our research draws from social exchange theory and task-technology fit theory to test a model that examines how salespeople use CRM and social media technologies differentially to support competitive information collection, product information communication, and buyer information sharing. Dyadic data from industrial buyers and sellers is used to analyze the technology-behavior relationships. Our study's results reveal social media use and CRM technology both positively influence buyer-seller information exchanges; however, each technology takes a distinct route to enable the information exchange between the buyer and the seller. The results also suggest that managers need to champion the use of both technology applications to their salesforce.  相似文献

This paper examines the relationship between labor–management partnership (LMP) and employee voice in the healthcare setting. We argue that the ability of LMP to deliver gains to employees is contingent on the quality of the procedural infrastructure on which it is established. We maintain that the quality of LMP processes influences employee trust in their employer and perceptions of union effectiveness and that these perceptions, in turn, are related to employee patient‐care voice.  相似文献

The paper introduces the highly problematic nature of modelling in design and technology education and examines the relationship between cognitive and concrete modelling. Its aim is to gain insight into what learners do, rather than what others say they ought to do in their learning activities. The variety of purposes that educators have for learners’ modelling are discussed through examining the contested curriculum justification for design and technology education itself. The paper proposes that learners’ modelling cannot be extracted from the social milieu in which they act and it provides some insights of these social influences through the analysis of two case studies. Their settings are a girls’ secondary school and a college of higher education. Each case study is presented independently but organised with a common format to consider a) the impact of assessment on learning intentions and outcomes; b) cultural influences on learning and modelling; c) social influences on learning and modelling. This paper examines the use of social media by business-to-business (B2B) salespeople to assist in their job functions. The authors propose that a salesperson's attitude toward social media usefulness, as well as a salesperson's learning orientation, will influence how much a salesperson uses social media to assist in day-to-day job tasks. Additionally, the impact that the use of social media has on collecting knowledge about competitors, adapting to customers, and sales performance is considered. Accordingly, a broad literature review is provided to introduce extant theory contributing to the proposed model. The practical uses of social media by salespeople will be described, and then the theoretical foundation is built, encompassing social media use, goal orientations, and adaptive selling theory. Results of an empirical model are provided, followed by a discussion of theoretical and managerial implications.  相似文献

The present system of social partnership in Ireland is in its twentieth year. A range of explanations have been put forward to explain why social partnership has been so durable even though it does not possess the institutional endowments often considered necessary to sustain tripartite industrial relations arrangements. Although these accounts are considered to have merits, this article suggests that they also suffer from a range of weaknesses. The article suggests that the longevity of the social partnership regime is a result of it being part of an unorthodox system of institutional complementarities that triggered a spectacular period of economic and employment growth.  相似文献

Can the recent decline in union density in Europe be attributed to specific economic, social or institutional causes? Can unions influence these causes and reverse decline? Using two data sources — a representative survey of Dutch employees and a data set for European countries between 1950 and 1997 — the author examines the determinants of union decline. The theoretical model is based on a social custom approach to unionization, integrating rational choice and social network theory. The empirical results show improbable small margins of union resurgence, that is, if institutional support for union representation can be maintained or regained within and beyond workplaces.  相似文献

Following the ERTA of 1981, partnership ownership of real estate dominated corporate ownership. This study concludes that the Tax Reform Act of 1986 provides incentive for holding real estate investments that produce sizable tax losses and/or that are eligible for large tax credits in corporate rather than partnership form. Perpetuity cash flow models are employed initially to identify key tax and cash flow variables favorable to each organizational form. The perpetuity assumption is then relaxed to consider a more representative real estate investment. A sensitivity analysis examines the extent to which the base case results are dependent on the assumed values of selected model parameters.  相似文献

Sustainability and social media use in open innovation play important roles in a firm's new product development (NPD) process. This research examines, in conjunction, the roles of sustainability and social media driven inbound open innovation (SMOI) for a firm's NPD performance, and further, takes a more refined approach by differentiating between different types of SMOI activities. To this end, this research develops and tests a conceptual framework, which predicts that (1) a firm's sustainability orientation (SO) is positively associated with its NPD performance, (2) customer focus (CF) partially mediates the SO–NPD performance link, and (3) particular SMOI activities moderate the CF–NPD performance link. The empirical results, using data from the Product Development and Management Association (PDMA)'s comparative performance assessment study, provide support for most of the framework. Notably, this research documents a positive link between SO and NPD performance, as well as a partial mediating role of CF. The results further suggest that social media driven open innovation activities focused on gathering market insights enhance CF directly, while social media driven open innovation activities that garner technical expertise enhance the link between CF and NPD performance. This paper bridges the separate literatures on sustainability and open innovation, and contributes to the NPD research. The findings suggest that managers should take a strategic approach to sustainability and embed it in the NPD process. Furthermore, managers should manage social media based open innovation carefully to fully benefit the firm during the front end and back end of NPD.  相似文献

This article examines Jarley's contention that trade union revitalization is conditional upon the generation of social capital through the systematic creation of networks. It draws on a qualitative study of freelance workers in the UK audio‐visual industry to consider two propositions. The first, that ‘social capital within networks is forged on “bonds” that are conducive to trade union identity’ was not sustained by the data, which instead suggested that social capital is more likely to be generated by networks outside trade union structures. However, the data did support the second proposition that ‘trade unions can harness social capital in order to achieve concrete industrial relations outcomes’ by linking networks to reservoirs of expertise and influence.  相似文献
