To date no clear consensus has emerged about how industrial relations scholars ought to conceptualize union responses to workplace restructuring. Yet, local union responses to management‐initiated workplace change can differ markedly and can have important implications for the outcomes of restructuring. This study examines the experiences of three local unions engaged in workplace restructuring in the North American steel industry and suggests a reconceptualization of local union responses, away from a simple 'militant'–'cooperative' dichotomy towards a conceptualization based on the process by which local unions engage with management over restructuring.  相似文献

Recent literature argues that trade unions in restructuring service industries have responded to the challenges of the post‐industrial era by accepting different forms of labour market dualization. This article examines two case studies from Italy and Greece, in which unions adopted divergent responses to intensified market pressures unleashed by the liberalization of national telecommunications markets. In the Italian case, collective bargaining was successfully centralized, resulting in the inclusion of traditional labour market ‘outsiders’. In contrast, bargaining centralization failed in Greek telecommunications, leading to intensified dualization. These different paths of institutional change are explained as resulting from differences in ideological cleavages among unions and distinct legacies in employers’ associations.  相似文献

The trade unions in the steel industry have faced two waves of restructuring, the first centring on closures, capacity reductions and mass redundancies, the second involving fundamental changes to patterns of work organization, labour utilization and industrial relations. Overall, the trade unions involved have failed to develop an adequate response to management-led change, relying instead on traditional methods and lines of interest representation. The challenges embodied in such developments as teamworking and craft restructuring are considered, together with union responses and the structural and ideological constraints on those responses. Contrasts are drawn with more successful union involvement in comparable changes in the German steel industry. In the conclusion, the authors review the dilemmas facing the UK unions in the steel industry and the main areas for a new agenda.  相似文献

The period of Tony Blair's leadership preceding the 1997 general election saw a transformation of the Labour Party. This was of immense importance to the political role of trade unions. The emergence of New Labour can only be understood through analysis of developments in both party and unions. This paper discusses the recasting of the party's industrial politics and reform of party structure, locating its provenance in electoral, representational and governmental strategies. It examines the unions' response, rooted in their industrial predicament but shaped by political reaction to it. Union politics intersected but did not coincide with the policies of New Labour. Political differentiation in the unions and opposition to New Labour is considered. It is concluded that change represents restructuring rather than termination of the link, but it will be further tested with New Labour in government.  相似文献

A growing body of recent research suggests that successful industrial adjustment at the local level today reflects the capacities of unions and management to identify problems and pursue solutions co-operatively through processes of micro-concertation which enlist the work-force substantially in the adjustment process at the firm level. The presence of such capacities to engage in micro-concertation has in turn been linked by some studies to a variety of local-level political and social realities which facilitate worker skill formation (including the ability to identify and solve problems), while encouraging communication and the development of trust between workers and management. Strong unions able to legitimize managerial decisions and to enlist the acquiescence and support of the work-force are seen as key to the success of such micro-concertational systems. This recent research on micro-concertation would seem to conflict with the liberal–conservative view that successful industrial adjustment occurs not when unions are strong, but when they are too weak to impede managerial choices. This paper examines successful processes of industrial adjustment in several textile–clothing–footwear centres of northern and central Italy. The paper observes that both strong-labour ‘micro-concertational’ and weak-labour ‘free-market’ models of successful adjustment exist, and that they prevail, respectively, in different geographical areas. The paper argues that successful micro-concertational adjustment is most likely where unions are strong, united and encompassing, and that successful free-market adjustment is most likely where unions are weak, divided and non-encompassing. This observation parallels the insights of Alvarez et al. (1991) on successful national-level macroeconomic performance, and suggests that the political-economic logic observed by Alvarez et al. at the national level obtains also at the local level. The paper observes further that the existence of both models suggests that successful adjustment may be linked to capacity of either micro-concertation or union weakness to remove impediments to labour market flexibility.  相似文献

This review examines trends in the economy and industrial relations in 1994 and goes on to consider the implications for unions of the continuing restructuring of organizations in the public and private sectors. The background is one of cyclical improvement in economic performance, with low inflation and strong growth feeding through to higher profit margins. Firms are shown to have enjoyed the benefits of the upturn with little pressure from labour for a greater share of the surplus. Unsurprisingly, employers have not generated much demand for further reform of the industrial relations system. Unions, on the other hand, have remained largely on the defensive, from a combination of job insecurity among their members, organizational constraints and political marginalization. Initiatives from the TUC show evidence of the union movement trying to develop a new set of strategies to break out of the spiral of decline.  相似文献

This article examines changing patterns of industrial relations (IR) in Taiwan. Although trade unions have become more autonomous since the lifting of martial law in the mid-1980s, trends such as the privatization of state-owned enterprises, industrial restructuring, flexible employment practices, and importation of foreign workers hinder union development. The millennium may represent a turning point for workers and their organizations because the Democratic Progressive Party (DPP) replaced the Kuomintang (KMT) as the ruling party. This may further union independence and power because the DPP tends to be a more pro-labor party. However, balancing the interests of workers and employers will still be a challenge for the DPP, particularly given employer opposition to many of the DPP's labor policies.  相似文献

With a shift in the political debate to more market‐driven social policy approaches during the past decade, politicians in a number of European countries have argued that employers should take on greater responsibilities in the provision of social policy. But why should employers get involved? After reviewing the relevant literature on firm‐level social policy, we analyse the conditions and causal pathways that lead to their provision. Our findings show that (i) the skill structure and level of the workforce are important conditions for firm‐level engagement; (ii) employers have usually been the ‘protagonists’; (iii) the role of unions has been more limited — in Germany they can largely be characterized as ‘consenters’, whereas in Britain, their impact is negligible; (iv) in accordance with the specific systems of industrial relations, the design in Germany very much follows the concept of social partnership; in Britain the design is usually based on unilateral management decisions; and (v) based on these conditions and causal pathways, ‘enclave social policy’ is the likely result of the expansionary policy development, although in Germany, these policies have the potential of becoming an element of ‘industrial citizenship’.  相似文献

Confronted with membership losses and declining bargaining power, trade unions have engaged in both political and organizational responses. A frequent type of organizational response has involved the creation of conglomerate unions, which bring together workers from various sectors and occupations. Pointing out a number of parallels between organizational developments in trade unions and political parties, this article analyses the emergence of conglomerate unions as a cause and consequence of changing conceptions of union democracy. Drawing on two in‐depth case studies conducted in France and Germany, the article examines how trade unions perceive their situation and how they define a reform rationale based on increasing their organizational ‘efficiency’ and ‘effectiveness’. In accordance with this rationale, unions engage in mergers and create larger conglomerates, thereby centralizing decision‐making bodies and professionalizing their staff. The reform of trade unions’ internal organization, in turn, affects unions’ capacity for interest aggregation and representation.  相似文献

This paper outlines a selection of technological and organisational developments in the information and communication technology (ICT) sector and analyses their likely challenges for workers and trade unions around the globe. It addresses the convergence of telecommunications and information technology, the related developments of ubiquitous computing, ‘clouds’ and ‘big data’, and the possibilities of crowdsourcing and relates these technologies to the last decades' patterns of value chain restructuring. The paper is based on desk research of European and international sources, on sector analyses and technology forecasts by, for instance, the European Union and Organisation for Economic Co‐operation and Development, and some national actors. These prognoses are analysed through the lens of recent research into ICT working environments and ICT value chains, identifying upcoming and ongoing challenges for both workers and unions, and outlining possible research perspectives.  相似文献

‘Social partnership’ between capital and labour is a distinctive characteristic of German industrial relations. Based on a survey of 142 German employers’ associations, we investigate differences in their support for partnership with unions. We find that organizational characteristics (e.g. membership density) as well as positive experiences with their union counterparts explain why employers’ associations adhere to the norms of social partnership. Building on an analysis that combines political and organizational institutionalism, we find that the positive evaluation of social partnership held by employers is associated with their positive experiences in more recent interactions with unions in collective bargaining, a more encompassing definition of an association's policy domain and a long‐term history of mutual collaboration.  相似文献

Trade union mergers have become common throughout the industrial world. In the United States, since the late 1970s, these have become increasingly multi-jurisdictional. Beginning in the 1990s, the trend has been dominated by five 'conglomerate' unions, who have embraced this as a strategy for growth and increased effectiveness. This article will examine the roots of this 'conglomerate' direction and quantitatively assess the claims for greater effectiveness in finances, organizing, and collective bargaining. The tentative conclusion is that while resources and policy matter, the conglomerate merger strategy of these unions has not improved any of these functions either over time or in comparison to other unions that have put less emphasis on multi-jurisdictional mergers.  相似文献

When the European Commission proposed a Directive On Market Access to Port Services in February 2001, the International Transport Workers’ Federation (ITF) issued a declaration of war on Europe’s waterfront. To protect established terms and conditions of employment in the port transport industry, the ITF developed a strategy of internationalization that required dock workers to engage in a new politics of scale wrought by globalization. A new repertoire of collective action — based on more effective union articulation (i.e. stronger interrelationships between the workplace, national and international levels of organization) combined with the activities of new labour networks that connected port workers at the trans‐national corporation, port range and pan‐European levels — enabled dockers to sink the Directive in the European Parliament in November 2003. The dockers’ victory will not be lost on other European unions or indeed other global union federations, although their success will doubtless prove more difficult for other occupational groups to emulate.  相似文献

This article reports on a two‐year study of union/community organizing in the UK, USA and Australia. It takes a particular model of organizing — that of the Industrial Areas Foundation — and analyses trade union engagement in coalition‐building activity in each of the three countries. Findings show mixed approaches to working with community groups from ad hoc instrumentalism to deep coalition‐building. While these variations may, in part, be explained by different industrial relations contexts, it appears that the ‘fit’ between ideology and culture of unions and their coalition partners, as well as the practices and strategies that reinforce this fit, have much greater effect on the attitude and behaviour of unions towards non‐workplace‐based organizing. The article contributes to debates about the conditions under which unions succeed (or not) in sustaining strong coalition‐building beyond their traditional constituencies.  相似文献

The purpose of this paper has been to examine, on a pre-liminary basis, some of the implications of the international corporationunion interface for individual countries. It has been suggested that the impact of this interface will depend on the production strategy of the international corporation, the solidarity of the coalition of the unions in different countries, and the economic and political conditions prevailing in the individual countries. In order to gain a deeper understanding of the bargaining relationship between unions and international corporations, it is suggested that research will have to be conducted on the following topics: the industrial relations decision-making process of international firms, in particular the ways in which these firms react to international collective bargaining; the alternative strategies open to unions in international collective bargaining; the impact of international unionism and international firms on the industrial relations system of individual countries; the problems associated with international collective bargaining involving unions with different political ideologies; and the impact of international unionism on economic and political integration and the perception of national governments.  相似文献

Many Western scholars have regarded union democracy and elections as affairs that are internal to trade unions and unconnected with outside forces. Going beyond the mainstream union‐centred approach, this study critically assesses one significant type of union election that has been emerging in China since 2010 and that has been driven by different forces from previous elections. Previous workplace union elections had been ‘top‐down’ — initiated by the party‐state or its apparatuses, or else transnational corporation‐induced — but this newer type of election has been driven by workers' strikes. This study illustrates how the dynamics among the quadripartite actors — party‐state, higher‐level trade unions, capital and labour — have shaped these strike‐driven elections. Contrary to the claim that these elections have been ‘direct’ and ‘democratic’, our case studies show that they have been indirect and quasi‐democratic in nature.  相似文献

本文采用全国2010~2015年季度数据实证分析互联网金融、FDI对产业结构转型升级的影响。通过建立VAR模型,运用Johansen协整检验、脉冲响应函数等定量方法进行实证分析。实证结果表明:互联网金融发展、FDI与产业结构转型升级之间存在长期均衡关系;起初,互联网金融与产业结构转型升级之间存在互斥作用,但从长期来看,互联网金融发展、对产业结构转型升级具有显著的推动作用;同时,产业结构转型升级对互联网金融发展具有支持作用;FDI对产业结构转型升级一直具有正效应;此外,研究还发现互联网金融发展对FDI也具有促进作用。最后,本文根据实证结果提出促进互联网金融发展、FDI投资以推动产业结构转型升级的政策建议。  相似文献

The formal transfer of West German industrial relations institutions into the East has been successful. Yet the literature is sceptical about the extent to which supportive attitudes and behavior among the actors have been developed. This article compares unionized workers' reactions toward their new unions and works councils in the East and West German textile and apparel industry. The research, first of its kind, shows that East Germans do not significantly differ in their attitudes from their western colleagues and that overall there is a strong support for the new institutions.  相似文献

There has been a growth of interest among industrial relations scholars in the functions of union leadership at both national and local levels. This paper presents a survey-based analysis of the impact of union leaders on member participation in Cypriot public-sector trade unions. It indicates that active leaders promote participation both directly and indirectly, through their influence on members' attitudes towards the union. The study emphasizes the importance of leadership in facilitating further understanding of member participation in trade unions.  相似文献

The South Korean case shows that the globalization trend in the 1990s and the 1997–1998 financial crisis had two contrasting effects on labor rights. First, these developments resulted in negative labor market outcomes: increased unemployment, greater use of contingent workers, and widened income inequalities. On the other hand, they led international organizations such as the Organization for Economic Co-operation and Development (OECD) and the International Labor Organization (ILO) to play important roles in improving labor standards in Korea. Also, continued restructuring drives prompted unions to merge into industrial unions and wage strikes with increased frequency and intensity. Contrary to the common belief, the Korean case shows that globalization and intensified competition resulted in stronger and strategic responses from labor by stimulating employees' interest in and reliance on trade unionism.  相似文献
