With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well. 相似文献

This themed issue of Land Use Policy builds mainly on papers presented at an international conference on ‘Land Use Issues and Policy in China under Rapid Rural and Urban Transformation’, convened by the Chinese Academy of Sciences in Beijing, China, in October 2012. The conference set out to share and promote new scientific findings from a range of disciplines that advance research on land use policy in China. The contributions to this themed issue provide conceptual–theoretical and empirical takes on the topic, around four main areas of interest to both researchers and policymakers: nation-wide land use issues, the Sloping Land Conversion Program, land engineering and land use, and land use transitions. Various land use issues have been associated with rapid urban–rural transformations in China, giving rise to formulation of new policies directly affecting land use. However, these have contributed to new land use problems due to the nature of the policies and the difficulties in policy implementation constrained by the special ‘dual-track’ structure of urban–rural development in China. In view of this, this themed edition makes a compelling call for more systematic research into the making and implementation of China's land use policy. This article explores the issues that arise when land use management organizations change their previous ways of relating to the public. I introduce an analytic framework for evaluating organizational changes that are grounded in participatory planning and decision making. Using a case study of a recent planning initiative of the Wisconsin Department of Natural Resources, I examine dynamics of trust, civic capacities, personal demands, history of working relationships, and interest in the issue at hand. Though preliminary, the conclusions drawn from this research illustrate how these dynamics may influence the success of participatory planning that reflects organizational change. 相似文献

In recent years, interest in the policy-informing role of research organisations has grown considerably. It has been argued from within the science domain that the management of land, whether at the field, farm or regional scale, can benefit from computer-based systems analysis. This proposition was examined through 26 semi-structured interviews, by conducting a workshop on modelling support in policy decision-making and investigating 11 European-based cases of policy-oriented modelling research. On basis of these materials, we assess approaches towards policy-oriented modelling within the domain of agricultural production and other environmental services of land. First, we define the boundary arrangements for our field of interest, i.e. computer-based systems analysis of agricultural production and ecosystems services. Such ideotypical classification of boundary arrangements makes explicit the institutional space in which system scientists function. This space enables certain activities, and at the same time constrains other initiatives, dependent on who is perceived to initiate and/or control research activities and to formulate objectives, and whether it is considered appropriate to integrate scientific knowledge development with policy work. Five ideotypical boundary arrangements are proposed: ‘Civil mandate’; ‘Trickle out’; ‘Janus face’; ‘Critical participant’; and ‘Knowledge broker’. In a second step, a number of critical leverage points are identified based on the 11 cases and these are addressed in relation to the five boundary arrangements. The term ‘leverage point’ covers means, conditions and methods that foster use of modelling work that can be changed, and thus may be part of a strategy to increase the chances that a model is used. The leverage points were: reputation of research institute and/or scientists; raising and balancing expectations; communication about and investment in the scientific basis of the modelling work; participation in model development; heterogeneous and extensive social network in policy domain; institute mandate that secures availability of ‘stepping stones’. We conceive of two applications of our research for modellers who are interested in the use of their work in the policy sphere. First, the boundary arrangement classification helps to interpret the experiences of others and to assess the relevance of lessons and suggestions for their own context. Secondly, the combination of the boundary arrangement perspective and critical leverage points presents a basis to design an institutional pathway for enhancing impact of modelling research in the policy sphere. For those researchers functioning in a science-domain-oriented environment, the analysis in this paper suggests that there are more options than the frequently proposed ‘more participation’ for increasing the likelihood that their policy-oriented work is used. These include establishing contacts with research groups or institutes that are in a position to function as ‘stepping stones’, or engaging with others to develop a social network in the policy sphere. 相似文献

The paper aims to comprehensively analyze key issues of current land use in China. It identifies the major land-use problems when China is undergoing rapid urbanization. Then, the paper interprets and assesses the related land-use policies: requisition-compensation balance of arable land, increasing vs. decreasing balance of urban-rural built land, reserved land system within land requisition, rural land consolidation and economical and intensive land use. The paper finds that current policies are targeting specific problems while being implemented in parallel. There is lacking a framework that incorporates all the policies. The paper finally indicates the current land-use challenges and proposes strategic land-use policy system to guide sustainable land use in the future. 相似文献

The 1990s saw two different and even contradictory trends in Israel. On the one hand, there was a substantial increase in environmental awareness, on the part of both the general public and decision-makers, that led to a change in the land use planning policy at the national level. On the other hand, the Israel Lands Council (ILC), the body empowered by law to shape the national land policy, made a series of decisions that severely violated the principle of preserving agricultural land and led to massive conversion of agricultural land and open space for commercial, industrial, and residential development. Changes in land use and land tenure can influence both physical fragmentation and ownership fragmentation of landscapes, with implications for biodiversity. In this study, we evaluated changes in land use and land tenure in the Tijuana River Watershed, a region of high biodiversity and endemism, following the implementation of a new Agrarian Law which allowed for privatization and sales of communal land (ejidos) beginning in 1992. In order to understand changes in land use and cover, we constructed maps from aerial photographs and Aster images and measured changes between 1994 and 2005. In order to understand changes in land tenure, we collected data from Mexican government sources on ejido land size, ownership, and sales, and we conducted 55 structured interviews with ejidatarios in the watershed. Our results demonstrate that land-use/cover change between 1994 and 2005 was dominated by an increase in urban area and grasslands, and a decrease in coastal sage scrub, chaparral, and, to a lesser degree, agriculture. In particular, the conversion of coastal sage scrub has left a far more fragmented landscape than existed in 1994. In addition, most of the ejidos in the watershed, as well as individuals interviewed, had participated in some stage of the land certification and titling process allowed by the new Agrarian Law, resulting in substantial changes in land tenure. However, land tenure security appeared to play a larger role than a desire to sell land and, contrary to studies from other regions, full title to the land was obtained in a range of urban and rural settings, rather than primarily on land closest to urban zones. Our results suggest that past predictions regarding future urban growth and fragmentation of native vegetation in the region have proven accurate and highlights regions of change that merit further study. 相似文献

Agriculture in the Abruzzi mountain area of Italy's Mezzogiorno region has been drastically transformed over the past 20 years. This article describes the traditional land-use systems and the processes by which they have changed to modern farming or fallen into decline. Traditional farming still has a strong influence, even where new crops such as grapes and peaches are being grown. The main effects of existing socioeconomic arrangements for agricultural land development in the Eastern Caribbean are discussed and changes aimed at improving both the efficiency and equity of the land development process are identified. The author argues that the existing ‘plantations-small holders’ structure is incapable of providing an efficient way of developing the available land resources and of improving the standard of living for the vast rural population. A new set of export oriented agricultural enterprises is pinpointed as a requirement in any viable solution aimed at taking land away from its present role as a resource for survival for the many and an economic benefit for the few and to reinstate agricultural lands as one of the key resources for more egalitarian, environmentally sound and efficient socioeconomic development. 相似文献

The current debate of ecosystem services has focused more on monetary valuation methods and payments for environmental services (PES) then on the classic economic analysis (i.e. assumptions regarding: sustainability, justice and efficiency). This paper examines, taking into consideration ecosystem services, income distribution from different land uses to stakeholders. We study the Portuguese common land ecosystem, which is characterized as having a wide range of ecosystem services. Allowing that all the benefits can be translated into economic value, we estimated the total economic value (TEV) associated with these territories on 5 different land use situations: forest, shrubland, water bodies, mountain agriculture and other uses, and analyzed the current institutional arrangements around these territories. We found that the distribution of the benefits of different land uses is relatively inequality. The results showed that the contemporary institutional arrangements of wealth distribution ensure a relatively fair distribution insider of system; however this institutional arrangement is unable to ensure equitable distribution of wealth by external stakeholders. We can conclude that different types of land use provide a very asymmetric distribution of income by different groups of humans: land owners; citizens of a country, and residents of Earth. 相似文献

While addressing the issue of field encroachment and land use pattern changes in the desert margin regions, the paper proposes to develop a model which recognises land use pattern changes as event-driven. The picture that underpins development efforts and policy papers for environmental improvement in the Sudan–Sahel region often describes changes in agricultural landscape systems as a unidirectional expansion of fields onto marginal land in response to population pressure and resource degradation. The integration of land and housing registration is a key opportunity for China: improved land governance is the intended outcome. Prior to the design of any integrated information system, the legal requirements the system must satisfy need to be identified. This paper identifies and reviews the legal requirements for the integration of land and housing information in China. Specifically, the existing legislative framework relating to land, consisting of seven levels of legislation, is interrogated. A collection of legal requirements emerges: these are categorized into themes including registration, maintenance, mortgage, transfer of real estate rights, relevant materials and archives, and preliminary notice. In order to be more applicable for the next design of the Land Administration Domain Model (LADM) country profile for China, these legal requirement are further converted into packages, classes and attributes by referring to the ISO 19152 standard. The existing databases of the Chongqing Municipality are used to support the modelling process. The paper concludes that the legal requirements can be used as a foundation for an integrated system in China. 相似文献

This article uses ethnographic evidence from Tigray to revisit the debate on informal rural land markets in present-day Ethiopia. It explores informal farmland rental from a historico-anthropological, micro-analytical perspective in relation to the formal allocation of land use rights and to other informal land transfer practices. It shows how different rationales for land rental give rise to different socially embedded tenancy configurations. On the basis of this empirical evidence, the paper questions the appropriateness of the common idea that in Ethiopia ‘the land rental market is expanding’. It argues that research and policy thinking on land in Ethiopia could gain analytical power and relevance by adopting a less monolithic and abstract view on people's informal land transfer practices. 相似文献

Exploring land use changes and the role of palm oil production in Indonesia and Malaysia 总被引:1,自引:0,他引:1
This study compiles and analyses national-level data on land use change (LUC) and its causes in Indonesia and Malaysia over the past 30 years. The study also explores the role that palm oil has played in past LUC and that projected growth in palm oil production may play in LUC until 2020 and suggests strategies to minimize negative effects. Data collection for the study revealed that the quality and quantity of data on LUC on a national scale over time are low. Despite these uncertainties, the overview of past LUC indicates that large changes in land use have occurred in Indonesia and Malaysia. In Indonesia, LUC can primarily be characterized by forest cover loss on 40 million ha (Mha) of land, a 30% reduction in forest land. Deforestation in Malaysia has been smaller in both absolute and relative terms, with a forest cover loss of nearly 5 Mha (20% reduction in forest land). Other large changes in Malaysia occurred in permanent cropland (excluding oil palm), which has decreased rapidly since the early 1990s, and in land under oil palm cultivation, which experienced a sharp increase. Projections of additional land demand for palm oil production in 2020 range from 1 to 28 Mha in Indonesia. The demand can be met to a large extent by degraded land if no further deforestation is assumed. In Malaysia, expansion projections range from 0.06 to 5 Mha, but only the lowest projection of oil palm expansion is feasible when only degraded land may be used. The role of palm oil production in future LUC depends on the size of the projected expansion as well as agricultural management factors such as implementation of best management practices, earlier replanting with higher yielding plants, and establishment of new plantations on degraded land. The current use of degraded land needs to be investigated in order to reduce possible indirect LUC, land tenure conflicts, or other social impacts. In addition to minimizing direct and indirect LUC by the palm oil sector, measures that reduce deforestation triggered by other causes must also be implemented. A key element for doing so is better planning and governance of land use, which entails more appropriate demarcation of forest land and protection of land that still has forest cover, improved monitoring of land use, and more research to uncover the complexities and dynamics of the causes and drivers of LUC. 相似文献

This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets. 相似文献

Forest Transition Theory (FTT) suggests that reforestation may follow deforestation as a result of and interplay between changing social, economic and ecological conditions. We develop a simplistic but empirically data driven land use transition agent-based modeling platform, interactive land use transition agent-based model (ILUTABM), that is able to reproduce the observed land use patterns and link the forest transition to parcel-level heuristic-based land use decisions and ecosystem service (ES). The ILUTABM endogenously links landowners’ land use decisions with ecosystem services (ES) provided by the lands by treating both lands and landowners as interacting agents. The ILUTABM simulates both the land use changes resulting from farmers’ decision behaviors as well as the recursive effects of changing land uses on farmers’ decision behaviors. The ILUTABM is calibrated and validated at 30 m × 30 m spatial resolution using National Land Cover Data (NLCD) 1992, 2001 and 2006 across the western Missisquoi watershed, which is located in the north-eastern US with an estimated area of 283 square kilometers and 312 farmers farming on 16% of the total Missisquoi watershed area. This study hypothesizes that farmers’ land use decisions are made primarily based on their summed expected utilities and that impacts of exogenous socio-economic factors, such as natural disasters, public policies and institutional/social reforms, on farmers’ expected utilities can significantly influence the land use transitions between agricultural and forested lands. Monte Carlo experiments under six various socio-economic conditions combined with different ES valuation schemes are used to assess the sensitivities of the ILUTABM. Goodness-of-fit measures confirm that the ILUTABM is able to reproduce 62% of the observed land use transitions. However, the spatial patterns of the observed land used transitions are more clustered than the simulated counterparts. We find that, when farmers value food provisioning Ecosystem Services (ES) more than other ES (e.g., soil and water regulation), deforestation is observed. However, when farmers value less food provisioning than other ES or they value food provisioning and other ES equally, the forest transition is observed. The ILUTABM advances the Forest Transition Theory (FTT) framework by endogenizing the interactions of socio-ecological feedbacks and socio-economic factors in a generalizable model that can be calibrated with empirical data. 相似文献

In China, rural land is collectively owned at the village level. Village officials usually have the power to reallocate land property across families on an ongoing basis due to demographic changes in the village. Realizing that frequent land reallocation and abusive land requisition will undermine economic productivity as well as social stability, the “Rural Land Contract Law” passed in 2002 explicitly reads that farmland tenure security must be maintained for at least 30 years since the last nationwide reallocation in 1998. The frequency and magnitude of land reallocation in Chinese villages have decreased as a result. However, failure to allocate land to the newly increased population often induced conflicts among village members if the security of land tenure for 30 years was strictly implemented. Administrative land reallocations then still continued in some villages to accommodate demographic changes in these places. Based on an almost nationally representative rural dataset collected in 119 villages of 6 provinces across China in 2008, this paper lays out some stylized facts about the administrative land reallocation after 1998. By analyzing the opinions of over 2200 farmers on the central policy of maintaining farmland tenure security, we are able to rationalize why some farmers support the policy while others oppose it. This analysis helps us to better understand the dilemma between efficiency and equity embedded in the current agricultural land system in China. It is further shown that social conflicts among village members may easily arise either due to administrative land reallocation or due to lack of it. We argue that this dilemma cannot be resolved effectively without coordinated reforms in household registration system which can help hundreds of millions of Chinese rural migrant workers to permanently settle in cities and release their farmland to those who stay in the countryside. 相似文献
