Stakeholder participation is frequently recommended to ensure that public values are taken into account in the decision-making processes. However, few attempts have been made to analyse the extent to which increasing stakeholder participation actually leads to better representation of the public values. The main aim of this study is to obtain more insights about reasons why the most frequently applied form of stakeholder participation, i.e. the public hearings, may fail in representing the general public views and values when applied at a local level. A case study was conducted on policy formulations and decision-making in the coastal zone on the island Flekkerøy in southern Norway. Local- and regional-public authorities contributed in in-depth interviews and with written documentation to inform about a comprehensive stakeholder participation process that took place in the early 1990s. The main findings include that landowner interests, and not public views and values, were legitimised during the participatory process because of: (1) the landowner's strong local social power among inhabitants, (2) the design of the participatory processes favouring the landowner interests, (3) the personal relations between local landowners and public managers, and (4) the low representation of public views and values due to a problem of scale, i.e. the NIMBY syndrome. Based on our experience, we recommend improving representation of public views by changing the frequently applied participatory processes to also include citizens in addition to interest groups and experts.  相似文献

Urbanization is a primary cause of wetland loss in coastal metropolitan regions. Therefore, it challenges the preservation of biodiversity and the provision of key ecosystem services for urban settlements. These services include leisure and recreation, climate and water regulation, water purification, and especially alleviation of natural hazards. Tsunami flood mitigation is a particularly valuable regulating service provided by these wetlands, as recently evidenced during the 2010 tsunami that hit the central coast of Chile.The Concepción Metropolitan Area (CMA), located on the central coast of Chile, has experienced noticeable wetland loss in recent decades. Our study focused on the Rocuant-Andalién wetland, which has been particularly affected by urbanization. This wetland strongly contributes to flood control, and has provided effective protection against the CMA’s latest tsunamis (1835 and 2010). Based on Strategic Environmental Assessment (SEA), we have quantified urban growth over the wetland, both executed and projected under the Metropolitan Urban Plan of Concepción (MUPC). Recent loss in wetland area by urban growth has been quantified using land use and cover change (LUCC) maps from 2004 to 2014, obtained from the classification of Landsat images. Prospective changes (considering the complete MUPC deployment) have been inferred by combining the MUPC with the 2014 land cover map. In addition, we quantified the observed effect and planned urban growth on the wetland protected area, geoforms and potential flooding based on the area affected by the last Tsunami. Results show that urban areas have increased by 28% between 2004 and 2014, while future increase is expected to reach 238%. In contrast, wetland area has decreased by 10% from 2004 to 2014 and is expected to decrease by up to 32 %. Thus, the MUPC is not contributing to the mitigation of wetland loss nor the preservation of its biodiversity and ecosystem services. Implications for coastal planning are discussed.  相似文献

In a context where several sectors of society compete for space, land use types must be carefully designed and spatially allocated to guarantee a sufficient level of relevant ecosystem services (ES) in a territory of interest. In this respect, contemporary land use planning involves multiple, often conflicting objectives and criteria. Consequently, major benefits can be expected from spatial decision support systems (sDSS) designed to deal with complex spatial allocation problems.This paper presents the generic conceptual framework ‘OSMOSE’ and its free and open source software implementation, for the generation of specific sDSSs for spatial land use planning. The specific sDSSs generated with OSMOSE are meant to (i) identify land units which meet multiple predefined ES-attribute values for a specific land use type (LUT) and (ii) rank land units for a given LUT according to these multiple ES-attributes. A complementary purpose is to (i) identify and (ii) rank LUTs for a given land unit. Whereas ‘identification’ is done by means of a threshold query, ‘ranking’ is based on the Iterative Ideal Point Thresholding (IIPT) method. The proposed framework is extremely flexible as it can accommodate differentially weighted, continuous and/or ordinal attributes with, for the latter, equal or unequal number of classes, alternative land unit definitions and land use types. Moreover, assessments cannot only be made using ES-levels for the land unit/LUT combinations but also in terms of changes in ES-levels after a particular change of LUT.The OSMOSE framework is illustrated by means of the specific sDSS BoLa which is generated to support land use planning in the region of Flanders (Belgium) with focus on soil protection. Four cases are presented in which the decision support varies between the available approaches (threshold – selection, threshold – ranking, IIPT – selection, IIPT – ranking).  相似文献

Land use changes have caused important losses of cultural elements around the world. While sometimes due to the impact of natural disasters, in recent decades urban sprawl invading coastal areas has intensified these losses. This process is one of the main factors responsible for the globalization of urban spaces worldwide, which implies a loss of cultural elements with heritage value. This is the case of the eastern coast of Las Palmas de Gran Canaria city (Canary Islands, Spain), which underwent major transformations from the late XIX century to the 1960s. This study evaluates the historical and cultural heritage lost along this stretch of coast. Historical sources were used to identify lost heritage elements, which were divided into four categories (military, industrial, commercial/services, and public infrastructure) and evaluated by 56 experts for six clearly defined intrinsic variables: uniqueness, identity, scientific, historical-cultural, aesthetic and social. Overall, the lost elements were given a medium heritage value score, with the highest valued elements tending to be associated with commerce/services. A link was also established between elements with the highest heritage value and the willingness to pay for them. The results of this work are of academic, social and educational interest, and can have a positive effect on the cultural sustainability of future urban planning.  相似文献

Cities establish and maintain Land Administration Systems (LAS) to manage information about the land and urban space. Recognizing the importance of the urban space for sustainable development, information from spatial planning will affect land administration and vice versa. Therefore, every aspect that influences land use, both from spatial planning and land administration should be identified, documented, and standardized as they contain legally binding rules for governments and citizens. The Land Administration Domain Model (LADM), ISO standard 19152:2012, offers guidelines to ensure interoperability in the representation of Rights, Restrictions, and Responsibilities (RRRs). LADM is also capable of standardizing multi-dimensional representation, including the temporal capability for documenting and visualizing all legal aspects of land use or space. This paper discusses how to construct interoperable information between the spatial plan and land administration. We present the standardization of spatial planning information and land administration as subsets of land-related information. The paper proposes the development of a spatial planning package within the existing LADM standard.  相似文献

Putting climate change policy-integration into practice is challenged by problems of institutional misfit, due to, inter alia, deficient vertical administrative interplay. While most focus within the field of climate change research has targeted the national–local interplay, less is known about the interface of regional and local perspectives. Here, the aim is to study that interface with a specific focus on the relation between regional and local spatial planning actors, through a case-study of transport and coastal zone management in a Swedish municipality. The article is based on interviews (focus group and single in-depth) and official planning documents. The material reveals a tricky planning situation, replete with conflict. In practice, various institutional frameworks, claims and ambitions collide. The attempts to steer the local spatial planning initiatives from the regional level led to conflicts, which in turn seems to have hampered the overall work for climate change management through spatial planning. Furthermore, there are few traces of prospects of a smooth vertical institutional interplay able to support the overall aims related to integrating climate change mitigation and adaptation in spatial planning.  相似文献

This survey concerns the urban coastal environment of Glyfada. Due to its wonderful natural resources, the area has been chosen for residence, business, tourism as well as recreation and entertainment. However, these natural resources are threatened by degradation due to an increasing intensity of land uses and various policies that have been implemented.The survey focuses on the problems this area faces and the possibilities to maintain or increase the quality of natural resources. A combination of methods including personal interviews with officers of the municipality, assessment of land use plans and legislation as well as a research in situ have contributed to trace and pin down the issues. The European Union policies and directives, that aim at upgrading and regenerating urban areas in order to make them more attractive for business and provide a healthier environment for residents, also form part of this study.The survey shows that the urban area offers possibilities for the upgrading and conservation of natural resources. The implementation of policies is not sufficient on its own, and direct action on the part of local authorities and citizens is required if the quality of natural resources and entrepreneurship that have been developed in the area is to be maintained  相似文献

Global land use change continues to undermine the capacity of ecosystems to sustain ecosystem service (ES) flows. Much attention in policy and research has therefore been given to concepts, tools and processes for sustainable land use planning, including consideration of ES and the ecosystem approach. However, there are limited empirical cases or evaluations of ecosystem approach based planning from which lessons can be drawn. The aim of this research therefore was to identify and evaluate existing case study planning frameworks that have the potential to operationalise the ecosystem approach. Based on the Malawi Principles, a new suite of evaluation criteria was developed. This was used to assess case study documentary evidence and evaluate the extent to which the 12 Malawi Principles had been considered. The evaluation also assessed the planning methods/approaches used by the case studies and their potential to help translate the Malawi Principles into land use planning outcomes. Finally, a SWOT analysis was used to structure the main findings. Our results show that the Malawi Principles have been considered across the case studies “fully” or “partially” in 64% of instances suggesting, therefore, that the case studies present a reasonable interpretation of the ecosystem approach. However, poor consideration of biodiversity and environmental limits across the cases highlights the risk of land use management decisions continuing to contribute to the degradation of natural capital.  相似文献

China's economic reforms over the past decades have given rise to the development of a rudimentary urban land market. Although one cannot speak of a land “market” in the strict sense of the word, there is an urban land allocation system in which land lease rights can be acquired through the payment of a land-use fee. If the urban land market is to develop in a sustainable manner, new credible institutions need to be established that can safeguard greater legal security and transparency. For these purposes, it is necessary to establish a management system that can support the legal (tenure security), economic (leases, taxes) and broader aspects (spatial and environmental land use policies) of land administration. To make an urban land administration system socially credible and functional, land-related information should be registered and structured at a detailed spatial level, such as parcels. There is no parcel-based information system in China, but the country has developed a population registration system at a detailed spatial level that could be a starting point to develop integrated information systems, or a so-called “local spatial data infrastructure”. This paper reviews China's population registration system and their spatial units and presents a proposal for an information system that can be expanded or adapted to meet the requirements of an effective land administration system.  相似文献

This study examined interactions between targeted fish populations, aspects of the fishing industry and land use changes along two ports in New England. By tracking changes in land uses over a two-decade period using parcel level data and geographic information system (GIS) tools, we examined the relationship of changes in species biomass, landings and other fishing industry variables to community spatial change. Using logistic regression models we assessed the impacts on essential infrastructure for continued fishing industry activity. Our findings have implications for land use policy that should accompany efforts being made to rehabilitate fish stocks; it should ensure that current marine infrastructure will remain in place to support the fishing industry if and when species rebound. Our models show that in New Bedford Harbor, the larger of the two ports, increasing scallop biomass (considered a long-term factor) is associated with the increase of marine-related land uses. In Provincetown Harbor, short-term factors, such as value and volume of fish landings as well as stock sizes, influence land use change. These findings suggest that the smaller port (Provincetown) is more vulnerable to market conditions and therefore in need of greater land use controls to prevent the conversion of marine-related uses. We propose some directions for further research and present the methodology used as one that can be applied to research questions of a similar nature.  相似文献

Over the years, the Zimbabwean and Zambian governments have been facing severe spatial development inequalities. They have therefore put in place various policies and strategies in a bid to ensure equitable spatial development. Spatial planning, which refers to the distribution of land uses and people, not only focuses on the physical aspects of land but also on national economic, environmental and social policies. This paper examines spatial planning frameworks in Zimbabwe and Zambia and how they have influenced spatial planning. The effect of spatial planning frameworks on development reveals a close relationship between spatial plans and spatial planning outcomes. The study shows how changes in institutional and legal frameworks affects development in different sectors of the economy and that a holistic approach to planning promotes sustainable development without neglecting other sectors. The data for the study was drawn primarily from secondary sources through a review of documents such as statutes, local development plans and other statutory instruments. The study found that in order to achieve sustainable spatial planning, there is need for a sustainable framework to guide spatial planning. Sustainable spatial planning frameworks also control and promote spatial development in both Zimbabwe and Zambia. Both institutional and legal frameworks guiding spatial planning should be sustainable for the benefit of future generations.  相似文献

In Brazil, incorporating the environmental dimension to the planning process is a challenging process. Planning has historically been carried without considering environmental protection concerns. The country's large development projects have engendered a discussion on the feasibility of these works given the conflicts with environmental policies. The strategic environmental assessment (SEA) is a tool that has the potential to integrate the sectoral, territorial and environmental perspectives to promote sustainable development, as shown by international experience. Its use has not yet been regulated in Brazil, only been voluntary initiatives, both public and private, have been implemented. This paper presents the structure and results of the SEA of the plans to expand silviculture of eucalyptus and biofuels in the Extreme South Region of Bahia state, in the Brazilian Northeast, in a context of sectoral planning dissociated from government guidelines for land use policy and environmental protection. It portrays a practical case of methodological proposal for the use of socio-environmental criteria to establish limits for land occupation by monocultures, for each of the municipalities of the study region, according to their specific climate, soil, relief and environmental preservation characteristics. Various alternatives were identified to ensure areas with greater productivity for small family farming and areas with potential for preservation. SEA helped to a better understanding of the effects of the expansion of the planting areas in each alternative, which was essential to help all stakeholders visualize the consequences of their strategies. Consequently, as results the SEA outlined a series of guidelines and restrictions for the various levels of government and the production sector. For instance, SEA suggested for Federal, State and Municipality governments that areas with better soil and climate conditions could be reserved for public policies to incentive the diversification of the uses of the territory, such as food production. SEA also suggests the adoption of incentive programs to establish multiple-use forests. The SEA recommended that the state government integrate its program for strengthening family agriculture with land-use planning criteria, based on cooperative systems The methodology employed has evidences to be replicable in other regions of Brazil and in developing countries.  相似文献

This study examines the experiences and opinions of a “public” which became involved in a government driven comprehensive land use and natural resource planning exercise in British Columbia, Canada during the 1990s. While it is generally assumed to be an inherently good thing, or at least a politically necessary thing, to involve the public in natural resources or land use planning, few studies have examined the experiences of the public or examined perceived failures from the public's perspective. This study examines British Columbia's CORE and LRMP planning processes, their successes and failures, as determined by residents of six communities that participated in these processes. Lessons on improving public processes from the viewpoint of that public are discussed.  相似文献

This study provides a review of spatial planning in the context of Ghana's socio-economic development trajectory. Spatial planning has been integral to the economic policies of the country since colonial rule. Yet, its role has been overshadowed by the domain of socio-economic planning. Drawing from published literature, policy documents, legislative frameworks and interviews, this study reveals the different context and scope within which spatial planning has been implemented in Ghana, and the successes and failures thereof. While the colonial governments employed spatial planning on limited scale and for exploitative purposes, post-colonial governments have implemented broad-based planning grounded in the ‘genuine’ aspiration to promote a spatially balanced development. This study argues that post-independence planning has not been successfully implemented compared to pre-independence planning due to a myriad of factors including rapid urban growth, inadequate staffing, low capacity, lack of institutional coordination, political interference in planning, complex land tenure and evolving land markets among others. Consequently, urban centres in Ghana are beset with problems such as poor environmental conditions, poor infrastructure and service delivery, and uncontrolled growth; and these are inimical to sustainable urban development. The study lauds renewed efforts to transform planning in the spirit of sustainable development through the national urban policy framework and a proposed land use and spatial planning bill; the latter proposes planning based on spatial development framework, and a repeal of an obsolete 1945 planning ordinance that has underlain planning since. It is argued that if supported and harmonised the two initiatives present the best planning framework in the 21st century Ghana.  相似文献

Global trends in land-use changes, including urbanization and abandonment of rural areas, have important repercussions for the supply and demand of ecosystem services (ES). In this study, we assessed and mapped the supply and demand of three ES (water provision, climate regulation, and outdoor recreation) along an urban-rural gradient in the Madrid region (Spain) from 1990 to 2012. We mapped ES supply, based on land use/land cover (LULC) data, using InVEST models and complementary methods, and ES demand, using population density and demand indicators. Then, we explored spatial supply-demand mismatches at a municipality spatial scale. Despite an increase in ES supply in some areas, a general increase in ES demand led to increasing dependence by the Madrid metropolitan area on outlying areas. We found that the number of municipalities that exhibited mismatches between the supply and demand in ES increased throughout the study period, due mainly to urban sprawl. Our results suggest the need for comprehensive land-use planning at the regional scale, taking into account that many ES flows reach beyond municipality boundaries. Finally, we discuss the utility of analyzing spatial mismatches in the supply and demand of ES for land-use planning and decision-making.  相似文献

This paper suggests that the capacity of indigenous groups to engage effectively in a range of planning activities is crucial to achieving land justice and community goals. This argument is relevant in the face of long-standing tensions between indigenous peoples residing in post-settler societies and nation-states such as Australia, Canada, and New Zealand over questions of land and natural resource use. The paper argues that effective planning is crucial for (i) protecting indigenous interests by engaging the planning activities of the state, (ii) the successful acquisition of lands through legal land claim processes, and (iii) helping indigenous communities achieve their goals by implementing effective community-based planning processes.  相似文献

As a result of landslides and soil erosion, a substantial amount of soil has been lost in Turkey. Particularly, fertile lands have long been faced with the threat of erosion, largely as a result of traditional (unplanned) land use practices. This threat is more evident in the Black Sea Region with its rough topography and rainy climate. The basic reason for this threat is the lack of organization in land use planning and control. Although proposals, in the context of this requirement, are included in national development plans, they have not been implemented. Accordingly, in this study research based on spatial data evaluation was carried out for Sera Lake located in Akcaabat, Trabzon, Turkey. For this purpose, temporal area, depth and volume changes of the lake were determined by utilizing topographic maps, aerial photographs and hydrographical measurements. To evaluate determined changes in the size of the lake and to produce suggestions to legislators for required sustainable land management activities, information on land use/cover types, land ownership and climate in the vicinity of the lake was utilized. As a result, it was determined that the area, depth and volume of the lake were significantly decreased during the last decades, as a consequence of erosion mainly caused by traditional land use practices; thus, the lake is threatened with the danger of extinction due to erosion. Precautions required for the alleviation of erosion and other adverse environmental effects which largely seem to be caused by harsh physical properties (caused basically by topography) of the region were discussed. In support of the information inherent to the region, traditional arable land use was logically determined as the basic non-natural factor (which is directly prone to erosion) to be rearranged in the context of sustainable land management. In this context, beyond nationwide actions (national agricultural policy and Soil Protection and Land Use Law), which may provide the required land management tools in the long term, it is proposed that planning and accordingly land management activities specific to the study area (Sera Valley) should immediately be commenced in close collaboration with the related public (owners or farmers). However, behaviours of different types of land users (engaged in commercial, subsistence and semi-subsistence farming) and also high number of owners and/or farmers (caused by small pieces of land parcels owned/used in shares) make the desired collaboration almost impossible. This socio-economical problem may be solved by further developing the current land registry and cadastre system in terms of customary land use rights, land use/cover changes and updating procedures.  相似文献

Decision-making on the directions of spatial development are particularly visible in post-mining areas in large cities. This issue is one of the key themes in a discourse that focuses on how to reconcile strategic urban planning and urban policy in post-mining towns, and is based on the concepts of brownfield regeneration and just transition. This paper approaches the issue by taking the redevelopment of the site of a large former stowing sand pit, operated for the needs of coal mining in Sosnowiec near Krakow (southern Poland), as an example. The dilemma concerns turning the former mining area into a new zone for industrial investment or transforming it into a leisure area around a new reservoir. An important part of the study involved obtaining, via a questionnaire survey, the opinions of residents as to their vision for how the former sandpit should be redeveloped. The paper underlines that due to limited social participation in this regard, this is a challenging issue for local urban policy. In post-mining towns, in which sustainable development is particularly important, the changeability of socio-economic phenomena on the one hand and residents' opinions on the other merit special attention.  相似文献
