European agri-environmental schemes are being criticised for reinforcing rather than negating an opposition between agricultural production and environmental production, and for assuming instead of securing a public willingness to pay for agri-environmental change. This paper explores if a regionalisation of agri-environmental governance may contribute to overcome these criticisms. The paper empirically explores three regionalised agri-environmental schemes from Flanders, Belgium, with the use of 40 qualitative interviews with farmers and other relevant stakeholders. Building on the Bourdieusian theory of capital and the conceptual distinction between bonding and bridging social capital, the paper analyses whether and why the regionalised arrangements incited farmers to integrate environmental production in their farm management to meet other regional stakeholders’ demands for agri-environmental change. In doing so, the paper particularly focuses on the role of bridging social capital in fostering farmer participation in agri-environmental governance, which is a topic that—despite a growing scholarly recognition of the importance of social capital in mediating farmers’ environmental behaviour—has to date received scant conceptual and empirical attention. The paper reveals that farmers principally participated in the regionalised agri-environmental schemes to enhance the long-term viability of their agricultural businesses by building up more cooperative and appreciative, bridging social ties with other regional stakeholders. Notably, such participation is only likely to be substantive and lead to long-term, pro-environmental behaviour change of farmers, if farmers actually succeed in building up bridging social capital by receiving other regional stakeholders’ appreciation for their agri-environmental work. The paper ends with discussing the implications of these findings for the future design and implementation of socially and ecologically robust agri-environmental schemes.  相似文献

Ireland’s agriculture is characterised by an ageing farmer population and small average farm sizes. These structural issues are shared by a number of European countries and have been identified as barriers to sustainable growth in the sector. While farms with an identified successor usually enter a path of expansion and growth, farms without a successor at some point follow a route of winding down and extensification. Such retirement farming could potentially become an issue for food security and sustainable land use. Understanding the retirement decisions of farmers without a successor is key to address this issue. To this end a survey was conducted with Irish farmers including questions surrounding succession and retirement. About half of the surveyed farmers did not have a successor and two thirds of those did not intend to fully retire from active farming in the future. A logistic regression analysis of the collected data showed that placing a high value on family tradition in farming and only receiving a state pension had a negative effect on the intention to retire, while being aware of changing pension ages had a positive effect. A follow up qualitative study explored the perceptions of farmers without a successor regarding various land transfer options. The participants mainly anticipated negative consequences arising from selling the farm and full retirement such as the loss of land and the end of the farming activity. Other options such as the long-term leasing of part of the land or entering into a partnership with a younger farmer were regarded as having more positive consequences. These included a lowering of the workload, allowing a continuing involvement in farm work, and the ability to be able to stay on the farm.  相似文献

This paper examines the issue of compliance monitoring in agri-environmental policy when a farmer is risk-neutral and risk-averse. The optimal contract model presented here significantly extends and generalises the results and conclusions of Choe and Fraser (1998). In this paper the environmental agency explicitly chooses monitoring accuracy and monitoring costs as well as rewards for farmers. It is found that, by modelling the environmental agency as being cost-conscious optimal monitoring accuracy may or may not be higher for a risk-averse farmer than for a risk-neutral farmer. Essentially, the environmental agency faces an explicit trade-off between monitoring costs and incentive payments as a means to ensure the desired behaviour from the farmer. The purpose of this paper is to theoretically examine the efficiency of a cost-share agri-environmental program through a farm life cycle lens. Faced with a growing environmental impact from agricultural production, the farmer must decide when and how aggressively to invest in environmental capital. The steady state of the optimal control problem reveals the trade-off between allocating farm profits to consumption versus environmental improvements. A payment from a cost-share program reduces the time to investment in environmental capital, and also permanently increases the farmer's level of investment. A lack of targeting results in inframarginal farmers being paid more than the minimum amount that is required to induce investment. The portion of both the marginal payment and the average payment that induces new investment declines as the government's share of the payment increases, and this decline decreases overall program efficiency. Despite this inefficiency, a larger payment from a cost-share program is shown to decrease the farm's environmental impact in both the short and long run.  相似文献

The efficiency of production from a farm’s land, labour and capital is critically dependent on the ability of the farm manager. Yet, while there are studies correlating a wide range of manager‐related variables with returns, and, therefore, probably ability, little understanding of the basic determinants of managerial ability exists. Questions such as ‘what is the importance of a farmer’s family experiences and training in determining the farmer’s managerial ability?’ need answering. The solution to this, and other, questions will enable determining ways of improving farmers’ inherent ability developed both in early, and later, life. In that most decisions on a farm are made intuitively, in contrast to the use of a formal analysis, improving farmers’ inherent ability will have a significant payoff. The research reported here uses data from a large stratified random survey of 740 developed farmers (29 per cent had tertiary education, 30 per cent had 4 or more years secondary education) to create a structural equation model of the determinants of managerial ability. The results suggest that a farmer’s exposure to experiences is a significant factor in ability, as is the farmer’s management style and the family influence on early life experience.  相似文献

Farmers are decision-makers in a complex system of cause and effect. They decide with respect to their own attitude and beliefs, according to their farm structure and they take into account programs and regulations of the overarching policy scheme. In this paper we used mail surveys with identical questions to establish a cross-national comparison of two case study areas. The questionnaire investigates farmer's perspectives on what influences their own decision-making as well as their perception of the socio-ecological environment to relate these findings to the respective policy schemes in the case study areas. The two case studies are located in Southern Illinois, United States and in central Switzerland. The analysis shows that full-time farmers of the Southern Illinois case study area rate constraining factors such as financial aspects higher than Southern Illinois part-time farmers and farmers from the central Switzerland case study area. Furthermore, it is apparent that Swiss case study-farmers rate aspects of their land use responsibility and the Illinois case study-farmers rate ecological aspects higher. The empirical findings can be qualitatively explained through analysis of agricultural policy schemes.  相似文献

Understanding farmers’ willingness to participate in agricultural payment‐for‐environmental‐services (PES) programmes is an essential precondition for designing effective and efficient programmes. Willingness to participate is typically examined via stated preference surveys using the standard hurdle model for whether and how much to participate. Among respondents who decline to participate, such analyses cannot distinguish between respondents who declined due to the payment level and those who were not interested at all. This paper applies a double hurdle model to incorporate a prior condition for whether a respondent is even willing to consider participating in the PES market. The model uses a unique stated preference survey permitting separation of the consideration and enrolment decisions of 1,700 farmers in Michigan, USA. The first hurdle probit model suggests that farmers’ willingness to consider PES chiefly depends on farm and farmer characteristics, while the second hurdle tobit model shows that decisions on whether and how much to enrol depend more on the payment offer and marginal benefit–cost criteria. This study provides fresh insights on facilitating farmer participation in PES programmes using tiered strategies that differ in costs of programme payment and administration.  相似文献

The effectiveness of nitrogen abatement trading as a policy measure relies on both heterogeneity in costs and environmental effectiveness across landscapes. Cost‐efficient implementation may therefore critically depend on spatial distributions of farm and farmer characteristics in water catchments. We use a spatially specific hypothetical market experiment to analyse the likelihood of farmers’ enrolment into nitrogen abatement trading contracts, and derive demand and supply functions for farmers’ nitrogen abatement. We find that farm characteristics influence both the decision whether to supply or purchase nitrogen abatement, as well as the amounts being traded. The derived demand and supply functions for farmers’ N abatement, using hypothetical market experiment data, can be used to reveal the variability in costs of abatement within a market. This provides valuable information to test potential trading schemes ex ante, to evaluate potential economic gains from policy implementation.  相似文献

目的 中国是世界上最大的化肥和农药使用国,农业绿色发展面临严峻挑战,这与缺少国家层面和农田管理层面为农户专门设计的环境友好型技术及配套激励政策不无关系。方法 文章利用离散选择实验(Discrete choice experiment,DCE),以环境友好型农业技术(Agri-environmental technologies,AETs)及配套政策为基础设计农业环境政策方案(Agri-environmental schemes,AES)。用混合Logit模型(Mixed Logit model,MXL)来揭示农户在假想的AES情景下对AETs的选择行为及影响因素,证实农户偏好异质性的存在。后续条件Logit模型(Conditional Logit model,CLM)引入交互变量进一步揭示农户的偏好异质性来源。结果 研究表明补偿额度及农户社会经济变量是影响其参与AES的主要因素,且相对于退出保持现有耕种方式不变农户更偏好于实施AES。该研究还证实了农户对AETs选择偏好存在异质性,因此灵活的政策设计是AES顺利实施的重要保障。结论 鉴于对农户选择偏好及异质性的充分了解,政策制定者可以科学地制定和微调农业环境政策,设计AES以最大限度地减少各类农户反对意见,吸引绝大多数农户采纳AETs实践,提高项目参与率。  相似文献

This article provides an analysis of a payment for environmental services (PES) scheme in the Cidanau watershed, Indonesia. It contributes to the debate on the alleged effectiveness of such economic incentives to actually change decisions among land users. Building on the standard PES theory of change, one would assume that farmers respond to payments and change their land use decisions accordingly for the delivery of environmental services. However, at the project level the impacts of economic incentives depend on how the signal is transmitted to decision-makers. An extensive household survey was undertaken among 270 participating farmers in order to investigate these assumptions. Results indicate that farmers join the scheme for intrinsic motivations rather than because of economic incentives. Besides, the scheme does not target farmers whose decisions could be changed for the sake of service provision. Finally, farmer group leaders display disproportionate power of decision while individual farmers have a low level of understanding of the PES programme. As a consequence, land use patterns might not depend on the economic incentive only; rather they are likely to be determined by the local social context, traditions and economic dependency on forests. This in turn casts some doubts on the strong (yet contested) economic assumptions that underlie the emergence of PES schemes and on their modus operandi in developing countries.  相似文献

The European Union is committed to increasing the renewable energy produced and consumed within its territory, creating an opportunity and demand for renewable energy production on agricultural land. In this paper, Ajzen's theory of planned behaviour (TPB) is utilised to structure qualitative research on the role of renewable energy production in farm business decision-making, through a case study in North East Scotland. Qualitative interviews were undertaken with 23 farmers who had pursued wind energy production, and a further nine key informants. It is found that farmers undertake wind energy production primarily to ‘future proof’ their farms, increasing the long-term economic viability of their farms through business diversification and profitable capital investment. Although environmental considerations were not the primary consideration in turbine development, respondents recognised the energy dependence of farming and the depletion of world energy resources, including these issues in their rationales. The primary obstacles to turbine development focused around economic risks and transaction costs, which some respondents moderated by reducing turbine size or renting land to developers, thus increasing their ‘perceived behavioural control’. Relationships between intention and behaviour are thus found to be multi-directional. The authors argue that on-farm renewable energy production could lead to increased environmental awareness among farmers (and thus more economically and environmentally sustainable agricultural practices), as well as providing a potential economic boost for local economies, but that these opportunities are at risk of being co-opted by large-scale energy companies, which are better able to negotiate the growing complexities and risks of turbine development.  相似文献

To evaluate the nature of farm operation longevity in urban fringe agriculture, this paper develops a model that endogenizes planning horizon and estimates an empirical model whereby anticipated longevity in farming is regressed against farm, farmer, regulatory and land market related variables. The results suggest that the length of the planning horizon is directly related to farm profitability and confirm the impermanence syndrome hypothesis that land values are inversely related to the planning horizon. Contrary to farmers’ claims that periodic land disposal provides an internal source of credit to support long-term viability, the disposition of portions of the farmland is found to shorten the planning horizon. Innovative farmers are found to have longer planning horizons while experiences with Right-to-Farm conflicts are found to result in decreased planning horizon. Given the expected continual increase in land values and the growing physical closeness of farmers to their non-farm neighbors, significant concerns remain about the long-term survivability of urban fringe farmers. This study suggests the importance of considering farmers’ planning horizon as a key component in farmland retention programs.  相似文献

This study identifies farm‐specific and market factors affecting the adoption of herbicides and the level of herbicide use by rice farmers in the Philippines. This requires the application of a modified version of Heckman's two‐step method to estimate a random‐effects double‐hurdle model for unbalanced panel data. The age of the farmer, household size, and irrigation use are significant determinants of the decision of farmers to adopt herbicides as an alternative to manual weeding, while economic variables such as the price of herbicides, total income, and access to credit determine the level of herbicide use. Determinants of both adoption and level are land ownership, farm area, and the method of crop establishment. These results are potentially relevant when designing policies to reduce excessive herbicide use or to encourage the adoption of alternative weed control methods such as integrated weed management.  相似文献

A farmer’s decision to adopt sustainable land management practices often takes place in a changing context. In the Northeast Region of Thailand, rural areas face a deagrarianization process and the dominant farming system – small-scale rice farming under rainfed conditions – is losing its role as the main provider of household income. The study applies a mixed approach to investigate the reasons why farmers adopt sustainable land management practices in this region. This approach involved a quantitative assessment of factors that influence adoption and a qualitative analysis of local actors’ opinions regarding these reasons. Two major reasons were identified: the engagement in diversifying production and the willingness to reduce the amount of time household members spend farming. These two reasons relate to two strategies farmers use to adapt to ongoing changes: getting involved in changing the farm or maintaining it while limiting the effort they spend running the farm. Initiatives to enhance the uptake of sustainable land management practices in the Northeast Region of Thailand would benefit from structuring the support provided taking these two strategies into account.  相似文献

Demand for area crop insurance among litchi producers in northern Vietnam   总被引:6,自引:0,他引:6  
This study examines the need for crop insurance for litchi production in northern Vietnam and how farmers might participate in such a program. Hypothetical insurance programs were developed which proposed all‐risk coverage based on area yields. This coverage was offered to farmers to determine both their interest in the program and how insurance features and farmer characteristics affected their decision to buy insurance. Farmers were also surveyed regarding their production practices, price and yield expectations, and financial and personal characteristics. Even before considering other program costs and government budget constraints, there is not a strong case for establishing a crop insurance program here. Results indicate that while farmer participation would be significant, crop insurance is not needed to achieve policy goals like raising farmer income or guaranteeing subsistence levels of income. Crop insurance is not needed to promote litchi production, which is already expanding rapidly due to its high profitability relative to other farm enterprises. In their choice of coverages, farmers preferred higher yield guarantee levels and lower indemnity prices. Estimated premiums were quite low when expressed as a percent of expected revenue, and farmers were not responsive to changes in premiums. Econometric analysis indicated that high income farmers were more likely to participate, but other farmer characteristics seemed to matter little. Anecdotal evidence suggested that farmers believed the expected area yields used to set insurance coverage levels were too low. Because litchi productivity varies significantly by tree age and the litchi planted area is expanding rapidly, determining appropriate values for expected area yields and insurance coverage levels appeared to be the biggest challenge in program design. It is hypothesized that additional farmer education about the relationship between area and farm yields and other aspects of area insurance could improve such a program's operation. The European Union (EU) budget allocated to agri-environmental schemes (AES) has increased consistently over the past 20 years. European citizens should expect effective spending of these public funds, so investigation of the effects of these schemes on both environmental benefits and farm efficiency is warranted. We examine the effects of European agri-environmental schemes on farm-level eco-efficiency. Our analysis combines data envelopment analysis and impact assessment methods to evaluate the impact of scheme payments on eco-efficiency measures. Our results suggest that there is considerable scope for eco-efficiency improvements, both for dairy and crop production. Results also show that the average change in eco-efficiency scores does not vary significantly between AES participants and non-participants, which questions the effectiveness of present AES.  相似文献

This article studies the design of farm policy in the presence of asymmetric information about farmers' productivity, a government objective to insure farmers a minimum "parity" income, an endogenous land rent, and diminishing returns on alternative (nonprogram crop) land uses. In this setting, acreage set asides are never part of an optimal farm policy, although compensated acreage limits are. When there are new farmer entrants who cannot be excluded from farm programs, optimal policy takes the form of a pure voluntary acreage limitation—or "buyout"—program in which high-cost producers participate and low-cost producers do not.  相似文献

The present paper reviews the development of agri-environmental policy in Europe and assesses its prospects. While it does so from a predominantly UK perspective, there are many common features of the experience and policy choices across the majority of Member States. The first generation of agri-environmental measures applied command-and-control regulation for the prevention of pollution. Second-generation measures pay farmers for providing environmental public goods. The emphasis on 'amenity' derived from the maintenance of agricultural production systems contrasts with policy approaches in Australia and the USA. Well-designed incentive schemes constitute 'quasi-markets' for public goods, correcting for a pre-existing market failure. Problems in the delivery of policy include poor spatial targeting and a lack of clarity between environmental and income support objectives. Various changes will be required in order to increase the environmental effectiveness and efficiency of agri-environmental mechanisms.  相似文献

Influencing farmers to make positive contributions to the environment is one of the goals of agri-environment schemes (AESs). Understanding the drivers of farmer behaviour and the choices they make with regards to AESs is important as this aids policy makers in creating schemes that have a wider scope and are more likely to achieve environmental goals. Past studies have identified the importance of farmer self-identity and attitudes in decisions made on farms. Little emphasis has been put on modelling the relationship between self-identity and attitudes towards schemes and the resulting impact on participation in voluntary AESs. Using Ireland as a case-study, this paper employs a survey of 1000 farms to look at participation in AESs through the lens of farmer perceived self-identity and their attitudes towards schemes. A relatively novel approach of combining factor analysis, to generate a self-identity typology, with an AES participation regression model is implemented. The model results suggest that self-identity and attitudes have a significant impact on AES participation. Neighbouring farmers’ viewpoints also have a significant and positive impact on the participation decision made by farmers.  相似文献
