This paper is concerned with the concept and practice of community capacity building (CCB) within the context of rural tourism. Issues are discussed with specific reference to an Iranian village which is a popular visitor destination. The results of interviews conducted with 34 stakeholders reveal a strong interest in tourism, yet an absence of CCB initiatives due to a variety of factors which include a lack of official support. It appears that CCB is not a prerequisite for tourism at a local level, but respondents felt that it could assist in maximising opportunities for communities to benefit from such development. The study enhances knowledge and understanding of the meaning and implementation of CCB in a part of the world which has been relatively neglected in the literature. Results also have implications for authorities and the tourism industry at work in rural areas as well as residents.  相似文献

The concept of sustainable tourism development is widely considered to be necessary for successful tourism development, but there is uncertainty over destination stakeholders’ understanding and thus ability to implement the concept. Utilising diffusion theory, this paper explores the diffusion of the sustainable tourism development concept among stakeholders in the tourism destination of Kret Island, Thailand. The primary data collection involved semi-structured, in-depth interviews undertaken with 10 local government authorities and 45 local residents, and data were analysed using content analysis. Interpersonal communication was the key channel for the concept's diffusion, and the involvement of opinion leaders, change agents and social networks in this diffusion was explored. Many local residents were laggards in the diffusion of sustainable tourism development thinking in comparison with local government and local opinion leaders. It is argued that both interpersonal and media communication and the identification of key actors in the community are needed to effectively diffuse sustainable tourism ideas among destination stakeholders. The results validate the use of diffusion theory as a means to understand the transfer of the sustainable tourism development concept among stakeholders, and they also provide information useful for the design of information dissemination programmes.  相似文献

Both in a national and global context, it is challenging to identify key conditions for the integration of sustainable tourism in public policy. By studying a number of recent planning processes pertaining to tourism development, this article aims to contribute recent insight into how sustainability may be integrated into tourism planning. The study was motivated by a publicized shift in the Norwegian government policy strategy on sustainable tourism, from a sector approach to an integration approach. Through case analysis, the concept of environmental policy integration is applied. Findings show that sustainable tourism is partially integrated in all cases and three key issues are outlined. First, although Norway is characterized by a high degree of sector organization, it has a weak structure for overall tourism policy integration. Second, the integration of sustainable tourism has been stimulated by national horizontal integration, bottom-up integration prepared by institutional changes, public participation, and by active use of the municipal system of planning. Third, this study could not find any evidence for the announced shift from a sector approach to an integrated approach to sustainable tourism.  相似文献

Many studies have explored how the tourism sector and tourism policies understand and relate to the concept of sustainable development. A common conclusion is that tourism concentrates on economic and social viability at the expense of environmental sustainable development. This paper considers if and how the concept of environmental policy integration (EPI) could improve sustainable tourism policy implementation. It defines EPI, and explores both the three-level (co-ordination, harmonization and prioritization) and four-level (inclusion, consistency, priorities and reporting) EPI approaches. It notes that there is both strong and weak EPI, and both political systems and policy analysis approaches. The paper then describes Norway's post-2007 adoption of sustainable tourism as a central part of its national tourism development strategy, with 10 defined principles, and suggested defined development standards, and assesses the implementation of the national strategy through the lens of the EPI concept. While there are now 18 pilot sustainable tourism destinations, with 44 criteria and 108 indicators, there remain many difficult issues to address. A series of suggestions are made, the chief of which is the need for a politically strong central authority that has been entrusted with having environmental concerns within the tourism sector as its key mandate.  相似文献

This paper raises questions concerning the complexity of the term “community” when dealing with community-based tourism initiatives. It highlights the difficulty of translating into practice the paradigm of “community-based tourism”. Through a case study of tourism in the multi-ethnic village of Viscri, Romania, the paper discusses the operational role that a network of both internal and external actors may play in piloting tourism initiatives that produce benefits for communities that are unaccustomed to participatory development processes due to various barriers. The study highlights the key role played by a local leader and an external foundation in building a network that, thanks to the bonding and bridging relations activated, led the community towards a form of sustainable tourism development and a broader amelioration of the social conditions. The network described can be replicated in other geographical contexts, provided there is strong local leadership and also international interests and donors. In the long term, however, the network needs to be strengthened by involving other actors, above all local authorities. They are needed to assure the basis for long-term empowerment, participation in decision-making and progressive diversification of economic activities.  相似文献

In the current climate of intense turbulence, tourism must transform to a more sustainable development platform. Yet it remains unclear how the concept of sustainability is embedded at different levels of government policy and planning, and how this has evolved over time. This paper identifies the concept of sustainability as it is articulated in 339 Australian tourism strategic planning and policy documents published between 2000 and 2011. The paper examines the extent to which the concept of sustainable tourism is evident in the discourse of Australian tourism strategic planning documents at the national, state, regional and local levels, as well as the balance of the discourse in relation to sustainability objectives. The results show that the frequency of occurrence of sustainability as a concept has slightly increased in strategies over the past decade. At the same time, there has been a shift in the conceptualisation of sustainability, with thinking evolving from nature-based, social and triple bottom line concepts toward a focus on climate change, responsibility, adaption and transformation.  相似文献

In the light of the increasing pace and scale of tourism activity in New Zealand, the concept of sustainable tourism has become a key ingredient in the nation's tourism strategy. This paper explores sustainable tourism planning in New Zealand at the level of local government, and in particular, focuses on the implementation of the Resource Management Act 1991 (RMA) as a mechanism for achieving sustainable tourism. Using the findings of a survey of Regional Councils and Territorial Local Authorities, the paper explores public sector planning responses to tourism impacts and sustainability concerns in New Zealand. The paper extends the earlier work of Page and Thorn (1997. Towards sustainable tourism planning in New Zealand: public sector planning responses. Journal of Sustainable Tourism 5(1): 59-77; 2002. Towards sustainable tourism development and planning in New Zealand: the public sector response revisited. Journal of Sustainable Tourism 10(3): 222-238), which identified major issues of concern at local council level with regard to tourism impacts and argued the need for a national vision for tourism to ensure that the RMA achieved its original goals. Since then, a national tourism strategy has been published and changes in legislation have further empowered local authorities to further progress the sustainability agenda. This paper examines these developments and the ensuing implications, concluding that significant progress has been made in developing tourism policies at the local level, but that a number of constraints and issues limit the development of New Zealand as a sustainable destination.  相似文献

Recent policy from the European Union has attempted to justify social tourism initiatives on the basis that they lead to a more sustainable tourism industry. However, the majority of latest research in the field has been focused on the benefits for participants, with the addition of some evidence on the economic impacts of such programmes on destinations, which have pointed towards sustainability outcomes including: a longer tourism season, more even spread of demand, and longer periods of employment for tourism workers. Yet there is a lack of direct evidence linking such programme to these outcomes. This paper aimed to explore this important disconnect between policy assumptions and evidence-based outcomes through an analysis of the deseasonalising effects of the Spanish social tourism programme for older people. The research found that this programme does have an effect on the seasonal nature of employment and economic activity in most regions studied, but that the huge volume of demand from international tourists in the high seasons masks the quantitative effects in the regions with the highest seasonal concentration of international tourists. Recommendations for policy and practice in sustainable tourism are made that are transferable to many countries and regions that adopt social tourism programmes.  相似文献

The term ‘sustainable tourism’ is rarely used within a specifically urban context yet the concept is as equally applicable to city‐based tourism as it is to rural areas. This paper explores recent attempts to promote sustainable tourism in the city of Malaga, southern Spain and examines the ways in which the activity of tourism is being more closely integrated with other facets of the city's economy and life. Rather than seeing tourism as a ‘separate’ and ‘exotic’ activity, the city authorities are attempting to use tourism in a creative way. It is argued that it is this very integration which constitutes one of the main features of ‘sustainability’ within an urban context. Specific examples of the kinds of strategies being pursued are examined and the paper concludes with a critique of these initiatives from the perspective of the debate on sustainability.  相似文献

This study investigates the impacts of the London 2012 Olympic Games and their related cultural programme on local small creative organisations in East London. It contributes to unpacking the elusive concept of legacy thorough an in-depth analysis of creative organisations' stories and experiences, combined with an analysis of policy documents and interviews with key informants, over a four-year period (2010–2014). A range of potential impacts of mega-events for creative organisations are identified and systematically discussed. The results highlight a gap between Olympic rhetoric and local reality. Problems include inadequate local consultation, barriers to accessing opportunities and inability to leverage effectively. The study also explores the role of cultural tourism in delivering an Olympic legacy for the local creative industry. It finds that opportunities to showcase deprived – but creative – areas in East London, and foster the development of creative forms of tourism, were missed.  相似文献

This paper focuses on the neglect of an employment or workforce focus in policy engagement and planning for sustainable tourism. Tourism is of interest here because there is an established role for government and the private sector in policy engagement and strategic planning with respect to product development, infrastructure, marketing and human resource capacity and the focus has increasingly emphasised sustainable goals within this process. The discussion addresses the central role of people and work within concepts of sustainability and sustainable communities and questions why this has been, substantially, ignored in tourism. The paper starts by recognising the interconnectedness of employment in tourism and its workforce concerns with a wide range of inter-linked policy and operational considerations. This, in turn, points to the utility of the sustainable HRM model as a means by which to frame tourism work. Thereafter, this paper introduces new approaches through the proposal of sustainability indicators that have both theoretical and practical policy formation value in relation to the workforce. These sustainable employment capacity, service delivery capacity and service quality capacity with which policy-makers can gauge their readiness for sustainable growth in tourism employment. The research and application implications for this approach are discussed.  相似文献

The main aim of this article is to investigate and explain the roots of unsustainable tourism development at the local level in a developing country, with special reference to Urgup in the region of Cappadocia, Turkey. It was found that the factors that ushered in unsustainable tourism development are beyond the control of local people and authorities. They are largely related to issues at the national level such as the policy of political economy, prevailing national planning approaches applied to tourism, patron-client relationships between decision-makers and related business class alongside the role of international tour operators in the international tourism system. It concludes that achieving sustainable tourism development at the local level in a developing country requires hard political choices, a confident decision-making process and the collaboration of international tour operators and donor agencies.  相似文献

National parks have become important tourist attractions and tools for regional development. New international initiatives, such as PAN (Protected Area Network) Parks in Europe, now promote sustainable tourism in protected areas. This paper examines the sociocultural sustainability of tourism perceived by local stakeholders of Oulanka National Park in northeastern Finland. The central question concerns the role of PAN Parks certification in community and tourism development. Four discourses were identified, based on 40 semi-structured interviews exploring different views on sociocultural development pertaining to tourism in the national park: (1) integrating nature-based tourism and conservation, (2) defending the rights of local people, (3) stressing the economic utilization of nature and (4) accepting tourism development and the national park. Although local stakeholders mostly have a positive perception of tourism in the park, it cannot be concluded whether the park facilitates development in a sustainable manner or not. Key problems identified are lack of participation opportunities and contradictions with traditional subsistence economies. The various positions of stakeholders in these discourses tend to influence their views on sustainability. Findings imply the necessity to monitor the distribution of benefits and burdens of park development holistically to multiple stakeholders.  相似文献

There is an absence of knowledge about the advantages and disadvantages of different local tourism governance approaches. Consequently, experimenting with different modes of local tourism governance is increasingly common. This paper addresses this knowledge gap by investigating the ways in which three different local tourism governance networks operate, and the effects of this governance on local tourism policy. The three local tourism networks examined are a council-led network governance structure, a participant-led community network governance structure and a local tourism organisation (LTO)-led industry network governance structure. The study found that these governance arrangements were underpinned by four key trade-offs and that these tended to shape the effectiveness of local tourism governance. The significance of this paper is that it opens up discussion about local tourism governance, highlights the advantages and disadvantages of different approaches and reflects on their relevance to sustainable tourism management. The findings can inform local councils interested in improving their local organisation of tourism, and spur further research.  相似文献

近20年来,民族旅游业极大地推动了民族地区社会和经济的发展。然而,在民族旅游业迅速发展的过程中,一些民族地区的自然和人文资源也受到了威胁和破坏。可持续发展是我国旅游业发展的基本战略。无论何种性质的旅游业,只有把可持续发展作为其发展的基本模式,才可能有效地利用和保护旅游资源。本文在实地考察的基础上,并借鉴一些他人的调查资料,对限制民族旅游业的可持续发展中的一些因素进行了初步的分析,指出目前我国的一些相关的理论和政策都存在一些误区。要使我国民族旅游业持续发展下去,理论上对旅游业的性质需要进一步明确,政策上田要进一步朝着有利于当地人的利益方面进行调整。  相似文献

The concept of sustainable tourism emerged as a reaction to the impacts of tourism development. This paper shows the relevance of sustainable tourism to tourism decline and the rising interest in de-growth. Mixed-methods research in the Isle of Man, UK, was carried out by analysing 355 postal questionnaires sent to randomly selected island households, and conducting 32 in-depth personal interviews. The research revealed a series of negative environmental and social consequences of tourism decline in a small island. Such consequences are found to occur despite successful local diversification into other industries, notably offshore finance. Consequences of decline are revealed as tangible, e.g. facilities closure, and as less tangible, e.g. a sense of rejection by off-islanders, and have led to an increasing sense amongst residents of isolation and loss of local attractiveness. Results suggest tourism decline, de-growth and economic replacement require sustainable management in order to facilitate change. Measures such as urban and rural landscape protection, may reduce adverse effects of decline. A re-assessment of the application of the principles of sustainable tourism in the context of decline, rather than development, is needed.  相似文献

A sound policy and regulatory framework is essential in planning for sustainable tourism development. The paper examines opportunities and challenges for China's planning for sustainable tourism development from both policy and regulatory perspectives. Despite the enthusiasm for sustainable tourism, China's existing relevant policy and regulatory frameworks are generally fraught with contradictory objectives, and they are also often incoherent, have ambiguous legal provisions, and many organizations have duplicate responsibilities, unclear definitions of responsibilities, interlocking activities, and weak coordination due to the complicated institutional structure. Based on Shanxi Province, the paper explores the policy and regulatory issues affecting tourism and its sustainability, and it also assesses the possible options to foster an improved policy and regulatory framework for China's sustainable tourism development. A much stronger political will from all levels of government will be required to overcome a prevalent mindset for short-term economic growth and deep-rooted practices in pursuit of departmental benefits. It is also necessary for China and Shanxi under the new national tourism law to articulate and coordinate its laws and regulations with much improved supportive bylaws. Finally, more rational and effective institutional arrangements are needed, with clearly defined functions and responsibilities for government at varied levels.  相似文献

Despite owing its origins to the general concept of sustainable development, the subject of sustainable tourism appears to have evolved largely in isolation from the continuing debate on the meaning of the former. This paper argues that such isolation has resulted in the emergence of an overly simplistic and inflexible paradigm of sustainable tourism which fails to account for specific circumstances. It is suggested that the concept of sustainable tourism be redefined in terms of an over-arching paradigm which incorporates a range of approaches to the tourism/environment system within destination areas. These approaches are outlined for a variety of abstract situations with the aim of demonstrating the legitimacy of different perceptions of sustainable tourism.  相似文献

Visitor management plans are increasingly seen by local authorities as an essential contribution they can make towards sustainable tourism. However, tourism is subject to many external influences and is only part of the system of activities and land uses at the destination. Successful visitor management must, therefore, be broadly based and rooted in a wide range of policies. The objectives for sustainable tourism in Cambridge are supported by policies at the European, national, regional, county and local level covering tourism, recreation, transport, the environment, land use and economic development. This results in an integrated policy framework that ensures consistency, encourages cooperation and long‐term planning, makes the best use of resources, opens up additional sources of finance and provides a firm justification for refusing undesirable development. Achieving integration requires the visitor management plan to be seen neither as an end nor as a beginning, but as part of a process. In Cambridge this has involved a commitment to monitoring and reviewing strategies and to ensuring a policy input on tourism issues at all levels of decision making. Appropriate ad hoc bodies have been set up. Visitor management cannot succeed in isolation: other policies must be made to work for it, not frustrate action.  相似文献

Government tourism initiatives in developing countries have been applauded by tourism scholars as a means of assisting a private sector that has insufficient resources and assuring public control of the industry's future. This article reviews the tourism development experience of seven South Asian countries (India, Pakistan, Bangladesh, Sri Lanka, Nepal, Bhutan, the Maldive Republic) on five policy options: public versus private tourism development; domestic versus international tourism; class versus mass tourism; centralization versus decentralization; and integrated versus enclave tourism. All of the governments in the region have been involved in tourism development to some degree, but they have shown considerable variation in their responses to these policy choices. Which choices are made by a specific country, it is suggested, will depend as much on political and cultural considerations as upon economic factors.  相似文献
