Abstract

The aim of the present article is to provide context to reading, interpreting and using Marx from 1885 to 1914 in La Revue Socialiste, the main journal of socialist movements in France. The article first states some quantitative elements on the absolute and relative importance of the references to Marx and the words “Marxism” and “Marxist” in the journal. The central editorial line of the review – to restore a French descent to socialism and to try to found a socialism not exclusively “Marxist” – is then analysed. This line is maintained over time, with variations, in different national and international contexts. Finally, three key economic themes defining the relation to Marx in the journal are presented. Based on this quantitative and qualitative analysis, a brief conclusion stresses some of the most specific aspects of the socialist reception of Marx in France before WWI.  相似文献

Health policy in the United States struggles with apparently conflicting purposes: (1) access to health care and (2) cost-containment. The failures of policy to resolve this apparent conflict have produced inequities in the health system and the perverse outcomes of high costs and poor access. The failures of policy are associated with the third-party payment system that has become a "rationing transaction" in John R. Commons' hierarchy of transactions. The dominion of private interests over the payment system elevates the financial interests of insurers over the interests of patients. Commons' approach to "reasonable value" as a means of resolving conflicts of interest through a process that engages all participants in the going concern suggests a strengthened role for the public sector in the payment system to achieve the public purposes of the health system.  相似文献

This article is in the tradition of Thorstein Veblen’s organized-intelligence-in-action definition of technology1. It intends to identify the social technology necessary for organizing knowledge in order to get a grip on social change. Social change is seldom directed by discretionary policy; its rate is too fast for most to comprehend, and it has consequences that too often are neither desirable nor just. Since the last century scholars have “accepted the idea that the circumstances of existence were continually changing, that society was necessarily in the process of making adaptions to the changing circumstances, and that intelligent adaptation would result in human progress.“2 Yet most of our social science models have yet to incorporate these dynamics. To further our understanding, scientific modeling must be developed to reflect social change as the norm, not as the exception to equilibrium.  相似文献

Abstract

This paper analyses the influence of James Steuart on Karl Marx’s monetary thought. It deals more specifically with Marx’s rejection of an automatic mechanism that links variations in the quantity of money to their direct impact on prices. Steuart’s pioneering discoveries in economics inaugurate an anti-quantity theory tradition that Marx supported and which fed his own conception of money and credit. Here, we deal with the criticism of the assumptions of the quantity theory of money (QTM), the specifically social character of labour which creates exchange value, the distinction between the functions of money, the difference between income spending and capital advances, and the difference between simple circulation and reflux of money credit.  相似文献

ABSTRACT

This paper studies social tax expenditures as an instrument of social policy, considering its broader social and political ramifications, particularly regressive distributive impacts, the targeting of social protection and making markets for non-state providers. Using OECD data and government budgets, we look at ‘tax breaks for social purposes’ in Portugal since the 1980s, with a focus on healthcare, educational and mortgage loan expenses. Portugal presents a comparatively high level of TBSP before the Great Recession. Why? Using Portugal as a theory-developing case, the paper argues that in the critical juncture following the late, double transition to democracy and structural economic reform, tax and welfare state developments combined to create social tax expenditures as a modality of targeted social expenditure favouring middle and higher strata. Once in place, a combination of powerful vested interests, obscure policy-making, regressive income distribution and high take-up rate across taxpaying groups obtained a path-dependent outcome, keeping inegalitarian and costly fiscal welfare growing during adverse fiscal conditions. Such a resilient outcome was curbed only in 2011 by the harsh conditionality of the economic and financial adjustment programme of the Portuguese bailout, an instance of how deep crises provide opportunities for path-shifting reconfigurations of social policy.  相似文献

This paper performs a long-run time series analysis of the behaviour of the income velocity of money in Portugal between 1891 and 1998 by assessing the importance of both macroeconomic and institutional factors and looking for particularities in the Portuguese case. We estimate two cointegration vectors for the income velocity of money, macroeconomic variables and institutional variables. It is apparent that one of these vectors reflects the relationship between income velocity and macroeconomic variables, while the other reflects the relationship between income velocity and institutional variables. Moreover, a regression analysis reveals that the usual U-shaped pattern is displayed with a relatively late inflection point located around 1970, which is consistent with the Spanish case. It is further noted that this is a feature of countries with a late economic and institutional development process.  相似文献

This paper presents a disequilibrium macrodynamic model that incorporates certain elements from Goodwin (the dynamics of the rate of employment and income distribution), Kalecki (an investment function independent of savings, and mark-up pricing in oligopolistic goods markets), and Marx (the reserve-army and reserve-army-creation effects). The model has a system of differential equations for the rate of utilization, profit share, and rate of employment. We show that there exist limit cycles that depend on the sizes of the reserve-army effect and reserve-army-creation effect. This implies that there exists a situation in which the economy experiences endogenous and perpetual growth cycles. Moreover, we show that if the stable long-run equilibrium corresponds to the profit-led growth regime, an increase in the bargaining power of workers increases the rate of unemployment; conversely, if the equilibrium corresponds to the wage-led growth-regime, an increase in the bargaining power of workers decreases the rate of unemployment.  相似文献

This paper identifies the empirical stylized features of consumer price setting behavior in Portugal using two micro-datasets underlying the consumer price index. The main conclusions are: one in every four prices change each month; there is a considerable degree of heterogeneity in price setting practices; prices of goods change more often than prices of services; price reductions are common, as they account to around 40% of total price changes; price changes are, in general, sizeable; finally, the price setting patterns seem to depend on the level of inflation as well as on the type of outlet.

ABSTRACT

The term ‘financialization’ is often used to describe the major changes that occurred in the macroeconomic regimes of most developed and, to a lesser extent, emerging economies since the beginning of the 1980s. In the present paper, we propose a reappraisal of the notion of the cost of capital and subsequently argue that financialization in France has increased the cost of capital for nonfinancial corporations with new standards of financial profitability. We introduce a measurement for what could be called the over-cost of capital and describe how the evolution of this additional financial burden may explain the slowdown in the pace of capital accumulation, and thus the drop in French macroeconomic performance observed for the past 30 years.  相似文献

It is rooted in their concepts of the inherently social nature of humans and potential authentic human development in accord with human nature, and the negation by humans as the active agents of history of the barriers posed to that development. This paper discuses their dialectic approach to defining a better society, their concept of human nature that it rests on, and finally specifies a number general aspects they give for a better future socialist society.  相似文献

This paper considers the consequences of a large scale mortality shock arising from a famine or epidemic for long run economic and demographic development. The Great Irish Famine of 1845–1852 is taken as a case-study and is incorporated as an exogenous mortality shock into the type of long-run unified growth theory pioneered by Galor and Weil (1999, 2000), and modelled by Lagerlöf (2003a,b) among others. Through calibration, the impact of such a mortality shock occurring on the cusp of a country's transition from a Malthusian to a Modern Growth regime is then depicted.  相似文献

This article presents a series of digital maps that track the evolution of intermediate level administrative boundaries in Western and Central Europe between 1850 and 2000. Our research led us to consider why neighbouring states often base the organisation of their respective administrative units on quite different principles. Although each European state has its own history and dynamic, it is also possible to distinguish a series of general characteristics and common traits. We have identified two basic groups of patterns, which we have called the rationalistic and conservative models. The former is characterised by a radical reform of the previous system of territorial organisation and administration. This generally took place after the French Revolution of 1789 and followed the example of the administrative reforms implemented in France under Napoleon. The latter has largely respected and conserved traditional boundaries and institutions and has only modified them when they become unviable and effectively obsolete. This offers considerable flexibility in the face of changing circumstances, as particularly observed in the sub-group of that we have referred to as ‘functionalist states’.  相似文献

The main objective of this paper is to empirically investigate the socio-economic causes of terrorism and political violence in a sample of 12 countries in Western Europe. First, we show that in western European countries the classical economic argument of opportunity cost is confirmed. That is, the larger is the set of current economic opportunities for individuals the lower is the likelihood or the willingness for them to be involved in a terrorist activity. Second, expected future economic growth seems to be associated with an increase in current terrorist activities. Eventually, our results also show that terrorist brutality (measured in people killed) is positively associated with real GDP per capita.  相似文献

There has been significant research effort to study the impact of liberalisation on growth and distribution in India. Using per capita income (PCI) data for the period 1981–82 to 2012–13 (28 regions for the entire period and 31 regions for 2001–2 to 2012–13) at the sub-national level in India we examine the claims of divergence and stratification (twin peak formation) as has been claimed in some of the recent literature. We confirm that there is divergence of PCI. We present the first set of tests of multimodality in the Indian convergence debate using Silverman (J R Stat Soc 43:97–99, 1981; Density estimation for statistics and data analysis. Monographs on statistics and applied probability, Chapman & Hall, London, 1986) procedure. Weighted kernel density plots and multi-modal tests reveal that there is emergence of “multi-modes” in the distribution of PCI, not just twin modes. The spatial pattern of growth reflects an area of stagnation in the eastern-central belt—Bihar, Madhya Pradesh, Uttar Pradesh and Orissa, and in the north eastern part of India—Assam and Manipur and a decline in Mizoram. Sikkim demonstrates fastest growth, whereas Gujarat, Haryana, Kerala, Maharashtra, Punjab, Tamil Nadu (among the big states) and Himachal Pradesh, and Andaman and Nicobar (small state and Union Territories) maintained their position. Karnataka, and Andhra Pradesh (among the southern states), Arunachal Pradesh and Nagaland (among the north eastern states) along with Jammu and Kashmir, Uttarakhand and Chhattisgarh, moved up in the growth ladder. The continuation of growth stagnation in most of the BIMARU states poses a challenge to received theories of growth convergence and raises developmental concerns that the increased play of market forces in the Indian economy have not been able to overcome.
