2019年底暴发新型冠状病毒感染的肺炎疫情(以下简称新冠肺炎疫情)后,党中央、国务院高度重视,各相关部门和地方以对人民群众健康高度负责的态度,制订周密方案,组织各方力量全力以赴做好防控工作,迅速遏制了新冠肺炎疫情的蔓延势头。在做好防控工作的前提下,各地正在全力支持生产企业复工复产,实现经济的正常运转。那么怎样深刻认识新冠肺炎疫情对中国区域经济的影响,如何应对新冠肺炎疫情对中国经济的冲击,未来中国的区域经济发展将站在什么样的平台上等,成为备受社会各界关注的重要问题。本刊特组织部分专家学者从宏观视角、用理性思维观瞻新冠肺炎疫情发生后中国区域经济发展的走势,提出切合实际的研究对策,以期对中国的区域经济实现健康可持续发展有所启迪和借鉴。

新冠肺炎疫情冲击下中国经济目标战略性调整研究

新冠肺炎疫情对中国经济系统的供给侧和需求侧都造成了严重打击。面对2020年全面建成小康社会和"十三五"规划的收官之年这一特殊时间节点,如何对经济目标体系进行战略性调整,以缓解新冠肺炎疫情对经济社会发展的负面冲击,是中国经济恢复内生活力和实现动能转换的关键。研究表明,在中国经济以目标引领为主要特征的发展体制下,经济目标不只是一个数字化的简单概念,更是一套系统的复杂体系。首先,经济目标体系的调整应当涉及量化高低、权重结构和时间层次三个方面:在量化高低方面,应合理设定各类经济目标的总量指标,尽量采取区间预设方式增强灵活性;在权重结构方面,各类经济目标的序次权重要进行权衡,关乎民生的目标要适当前置和强化;在时间层次上,短期目标和长期战略应当激励相容,且短期目标设计要确保长期战略规划的实现。其次,在当前防风险和促转型并存的压力下,未来经济目标体系调整的主导方向应当坚定不移锚定"六稳"和"六保"目标:以经济增长目标为压舱石,"稳预期"恢复信心;以就业目标为优先级,"稳就业"是民生之本;以"新基建"目标为催化剂,"稳投资"增强动力;以外贸目标为连通器,"稳外贸"夯实基础;以产业链安全与提升目标为安全...     

The development of political skill and political capital by global leaders through global assignments

The purpose of this paper is to explain how developing global leaders through global assignments (i.e. in the form of expatriation and inpatriation) may lead to their acquisition of valuable political skill and political capital. First, using the theoretical frame of political influence theory, the benefit of political skill is explained relative to the development and augmentation of global leaders' capital portfolio during global assignments. Second, a distinction between social capital and political capital, as the integral components of global leader's capital portfolio, is made. In conclusion, the value of acquiring political skill and building human, cultural, social and political capital by global leaders is discussed separately for expatriate and inpatriate assignments.

Building Innovation Excellence of World Class: The Cluster as an Instrument of Spatial Governance in the European Union

European spatial governance is becoming an intriguing mix of ideas from the economic, political and cultural spheres. This article asserts that, in the EU's spatial planning, the cluster is increasingly part of a hybrid spatial politics, here named the ‘cluster gaze’, based on the interplay of innovation‐oriented political rationality and spatial governance. To study this process, the article provides an empirical investigation into selected EU documentation. The investigation is based on two perspectives. First, the cluster is analysed as a mediating instrument to stimulate and rescale transnational market developments in the EU. Second, the cluster is studied as an instrument of spatial management — one that builds on a business managerial ethos and endorses a specific hierarchical spatial imaginary and a cluster evidence base to assess the productivity and efficiency of European clusters. Both of these perspectives pave the way for a European ‘politics of cluster excellence’ that is about the constant sharpening of cluster practices, continuous evaluation and ranking, and the enhancement of cluster performance to rise from the ‘European league’ towards the ‘world class’.     

The components of career capital for knowledge workers in the global economy

The impact of globalization, demographic changes and technological advancements among other factors, have been driving new forms of organization, new ways of working and new characteristics in individuals and employees (Ohmae 2001). The purpose and direction of a knowledge worker's career is no longer confined to a single employer boundary and is seen to be the responsibility of the employee. Therein lies the opportunity for individuals to understand, manage and leverage this dynamic context for career progression and growth through the accumulation and implementation of relevant and valued career capital. This research investigated empirically the components, formation, differentiating features and interplay between the components of career capital. A de facto model of career capital emerged from the research that represents an integrated view of the components of career capital that are recognized in the new global economy, thereby validating the literature review and contributing new insight. The outcome of this research could facilitate knowledge workers in enhancing their career capital and could provide a platform for the management of knowledge workers.
