基于多维度的IT服务管理体系标准审核

2005年，国际标准化组织（ISO）及国际电工委员会（IEC）基于BS 15000，发布了IT服务管理体系标准（ISO／IEC 20000—1：2005）。然而，由于ISO 20000是新生事物，流程众多，如何审核企业是否满足ISO20000的各项条款是审核员在审核时需要面对的问题。为此，文章提出了文化维、业务维、过程活动维以及顾客维等多维度的ISO 20000审核方法，通过4个维度审核组织IT服务实施与ISO 20000标准的符合性。实践证明该方法是有效的。     

Global governance in new public environmental management: An international and intertemporal comparison of voluntary standards' impacts

The aim of this paper is to analyse the indirect effects of environmental management system implementation and certification. Specifically, the paper comprehensively assesses the effects of International Organisation for Standardisation (ISO) 14001 and European Union Eco‐Management and Auditing Scheme (EMAS) certification as well as experience with implementing environmental management systems on (a) organisational activities outside the scope of environmental management systems, (b) pollution prevention, and (c) product stewardship. This is done by applying multivariate regression analysis to a large multicountry and multiperiod dataset. The analysis finds heterogeneous effects that are limited specifically as concerns pollution prevention and product stewardship and cannot establish clear links to national business systems. Given this and the differences between environmental management system standards, implications for global governance in the context of new public environmental management and the role of national governments in implementing sustainability, even beyond environmental protection, are discussed. Ultimately, the paper evidences on potential limitations of the major international environmental management system standards ISO 14001 and EMAS in supporting the diffusion of advanced practices such as pollution prevention and product stewardship that are necessary for sustainable development. In doing so, it highlights that government‐led public environmental management remains crucial for organising governance, especially in the context of voluntary standards that are applied internationally.     

ISO、ITU及英德标准化战略实施经验及对首都标准化的发展建议

ISO、IEC和英、德制定、实施标准化战略已近10年。文章在实际调研和文献跟踪的基础上认为,其制定、实施标准化战略的主要经验包括：运作良好的标准化组织运行模式,不断创新标准化管理和运行机制,注重标准化战略的制定、实施和评估,重视标准与技术研发紧密结合和强化标准化的宣传和培训。在此基础上,文章提出了要创新首都标准化服务模式,完善首都标准化运行机制,进一步加强技术研发与标准的结合,加强标准化战略的制定、实施和评估,加大标准化的宣传、培训和教育力度,加强与国际组织和发达国家在标准化方面的合作等推进首都标准化发展的建议。     

Environmental Policies for Evaluating Suppliers' Performance Based on GRI Indicators

Many companies use a performance measurement system (PMS) to evaluate their suppliers' environmental performance (SEP). To do this a company can establish its own set of measures or adopt indicators borrowed from specific standards and guidelines such as the Global Reporting Initiative (GRI). However, the results of a literature review indicate that the weights of the different environmental performance indicators within an overall SEP rating are unclear. The aim of this paper is to understand what the environmental policies adopted by European manufacturing companies to evaluate their suppliers really are. In order to reach this objective, a quantitative model based on multiple linear regression has been developed. The model correlates different environmental aspects taken from the GRI set of indicators with the overall SEP rating. Interestingly, results show that performances on aspects such as transport and ISO 14001 certification do not count towards the final ranking, whereas compliance with laws and regulations is the cornerstone of the evaluation of the supplier. 证券期货业标准体系构建研究

随着标准在证券期货市场中的重要性越来越显著,建立证券期货行业标准体系对全面指导行业标准化工作,规范、协调、支撑和保障行业全面可持续发展,具有重要的理论指导与实践意义。文章通过对证券期货行业标准体系的构建进行初步探讨,分析了标准体系建设的重要性,阐述了标准体系建设的基本原则、目标与方法,着重介绍了行业标准体系框架分类,最后对体系实施建设做了简要的说明。

国际标准化组织环境管理标准化技术委员会（ISO/TC 207）自1998年以来先后发布了环境标志、生命周期评价等一系列有关环境管理的国际标准。近年来,为积极应对气候变化,该委员会又针对温室气体管理陆续制定了组织和项目层面温室气体排放以及产品碳足迹方面的国际标准。＂碳排放＂、＂碳标识＂、＂低碳技术＂和＂低碳发展＂等新概念、新政策正在成为世界各国环境管理专家和学者密切关注的议题。文章对环境标志和碳标识的内在关联进行了比较,分析了我国碳标识制度的发展趋势,并提出未来寻求环境标志和碳标识联合实施的策略和建议。     

Strategic supply management,quality initiatives,and organizational performance

Researchers in supply chain management have found over the past two decades that supply management should be not merely a purchasing function but a strategic tool for supply chain integration. Supply management, the cornerstone of the integration of industrial supply chains, has evolved as a key research area. Based on quantitative and qualitative investigations of 225 electronics manufacturing firms, we examine the organizational impacts of strategic supply management (SSM) and the contexts of company size, process type, ISO 9000 certification, and quality management (QM) implementation that facilitate such an endeavor. We reveal that SSM is essentially a quality management initiative that requires bilateral efforts for continuous improvement and thus is not associated with the basic requirements of ISO 9000. We find that SSM improves on-time shipments, reduces operational costs, and leads to customer satisfaction and improved business performance. Developed based on contemporary premises in supply chain and QM, this research refines our understanding of the relationships among quality initiatives, SSM, and organizational performance.     

浅谈职业健康安全管理体系与安全质量标准化整合

文章简要论述了职业健康安全管理体系与企业安全质量标准化整合的必要性和可行性,并对整合的方法进行了初步探讨,指出安全质量标准化与职业健康安全管理体系是企业开展安全生产工作中两种必不可少、相辅相成的手段和管理标准。两者各有侧重,既不能偏废,也不能绝对化,要有机地结合起来,通过职业健康安全管理体系的有效运行,来实现安全质量标准化,最终达到降低职业风险,提高本质安全的目的。
