Pesticides have long been important for the development of agricultural production. However, improper use of pesticides may result in inefficiency with respect to farm profitability, in addition to external effects of pesticide use on environmental and human health. This paper employs a production function that explicitly accounts for the role of damage abatement inputs (i.e. pesticides) in the production process, to examine the optimal use of pesticides. It then investigates determinants of pesticide overuse versus underuse and the intensity of overuse. The empirical application uses data on Vietnamese rice and fruit farms drawn from the 2016 Vietnamese Household Living Standards Survey. Results show about 95% of farmers overused pesticides for both rice and fruit farming systems. The Mekong Delta, also known as the ‘Rice Bowl’ of Vietnam, has higher levels of overuse on rice farms than two other regions. Overuse intensity is lower for female and poorer rice farmers while intensity is higher for those with more income and more family members. For fruit farms, younger farmers or those with more family members were more likely to overuse versus underuse pesticides.  相似文献

Pesticides are used in agriculture to protect crops from pests and diseases, with indiscriminate pesticide use having several adverse effects on the environment and human health. An important question is whether the environmental spillovers of pesticides also affect the farmers’ production environment. We use a model of optimal pesticide use that explicitly incorporates the symmetric and asymmetric effect of pesticides’ environmental spillovers on crop production. The application focuses on panel data from Dutch cash crop producers. We show that pesticides have a positive direct impact on output and a negative indirect impact through their effects on the production environment.  相似文献

Chemical pesticides constitute an important input in crop production. But their indiscriminate use can impact negatively agricultural productivity, human health, and the environment. Recently, attention is focused on the use of economic incentives to reduce pesticide use and its related indirect effects. The aim of this work is to assess the effectiveness of different economic instruments such as taxes and levies in encouraging farmers to decrease pesticide use and their environmental spillovers. A policy simulation model is employed using data from Dutch cash crop producers including two pesticide categories that differ in terms of toxicity and pesticides’ environmental spillovers. Four different instruments were selected for evaluation: pesticide taxes, price penalties on pesticides’ environmental spillovers, subsidies, and quotas. The results of the study indicate that even high taxes and penalties would result in a small decrease in pesticide use and environmental spillovers. Taxes that differentiate according to toxicity do not lead to substitution of high‐ with low‐toxicity pesticides. Subsidies on low‐toxicity products are not able to affect the use of high‐toxicity products. Pesticide quotas are more effective in reducing pesticide use and environmental spillovers.  相似文献

There is a broad literature on the impact of Bt cotton adoption in different countries, but few studies have explicitly looked at environmental and health effects from an economic perspective. We analyse the impact of Bt cotton on environmental efficiency in Pakistan, using farm survey data and a doubly heteroskedastic stochastic production function framework. Negative environmental and health effects of chemical pesticide use are quantified with the environmental impact quotient. Bt‐adopting farms have higher cotton yields, while using lower pesticide quantities and causing less environmental damage. Bt farms are both technically and environmentally more efficient than non‐Bt farms. Bt adoption increases environmental efficiency by 37%. Achieving the same reduction in negative environmental and health impact without Bt would cost conventional cotton farmers US$ 54 per acre in terms of foregone yields and revenues (7% of total revenues). Extrapolating this shadow price of the technology's health and environmental benefits to the total Bt cotton area in Pakistan results in an aggregate value of US$ 370 million. These benefits are in addition to the profit gains for Bt‐adopting farmers. Our results suggest that Bt technology can contribute to sustainable agricultural development.  相似文献

Traditional benchmarking implicitly assumes that decision making units operate in isolation from their peers. For arable production systems in particular, this assumption is unlikely to hold in reality. This paper quantifies spatial spillovers on input‐specific inefficiency using data envelopment analysis and a second‐stage bootstrap truncated regression model. The bootstrap algorithm is extended to allow for the estimation of the parameter of the spatial weight matrix, which captures the proximity between producers. The empirical application concerns Dutch arable farms for which latitudes and longitudes are available. The average inefficiency across years was 3.87% for productive inputs and 2.98% for damage abatement inputs under variable returns to scale. For productive inputs technical inefficiency, statistically significant spillover effects from neighbours’ age and their degree of specialisation depended on the type of the spatial weight matrix used (inverse distance or k‐nearest neighbours). Statistically significant spillover effects of subsidy payments were adverse while statistically significant spillover effects from insurance payments were beneficial. For damage abatement inputs technical inefficiency, statistically significant adverse effects were found for neighbours’ age and subsidy payments and beneficial effects from neighbours’ insurance payments and their degree of specialisation.  相似文献

This study investigates how pesticide use by neighbouring farmers affects a given farmer's pesticide use. Although it is common knowledge that pesticide use has spatial externalities, few empirical economic studies explicitly analyse this issue. Applying a spatial panel econometric model to plot‐level panel data for Bohol, Philippines, this study shows that pesticide use, especially for herbicides, is spatially correlated, although there is no statistically significant spatial correlation in unobserved shocks. This implies that farmers apply pesticides by referring to the behaviour of neighbouring farmers rather than responding directly to the intensity of their own infestation.  相似文献

We focus on determining the impacts of government programs on farms’ technical inefficiency levels. We use Kumbhakar's stochastic frontier model that accounts for both production risks and risk preferences. Our theoretical framework shows that decoupled government transfers are likely to increase (decrease) DARA (IARA) farmers’ production inefficiencies if variable inputs are risk decreasing. However, the impacts of decoupled payments cannot be anticipated if variable inputs are risk increasing. We use farm‐level data collected in Kansas to illustrate the model.  相似文献

This paper compares the value of the marginal product of three different pesticides from different specifications of the production function. The specifications are the output damage abatement specification proposed by Lichtenberg and Zilberman, a general input damage abatement specification and a traditional production function. These specifications are estimated on panel data of specialised Dutch arable farms over the period 1989–1992, using Generalised Maximum Entropy estimation. Results of the input damage abatement specification show that pesticides have different impacts on individual productive inputs, although statistical evidence is weak. The output damage abatement specification produces statistically more significant relations, but imposes restrictions that are only partly supported by the data. It is also found that estimation of a quadratic traditional production function, that treats damage abatement inputs in the same way as productive inputs, does not lead to over estimation of the value of the marginal product as previous authors have hypothesised.  相似文献

Criticisms of the Green Revolution have focused on environmental and human health problems associated with pesticides. Pesticides may also have adverse effects on wild fish and other aquatic animals in rice paddies that supply an additional source of food and income for some farm households and provide natural pest control. We use survey data from the Mekong Delta region of Vietnam to estimate the impact of pesticides on fish harvests from rice fields. The results confirm findings of ecological studies that pesticide use harms fish populations. However, fish harvest losses are small enough that ignoring them is likely economically rational.  相似文献

Vietnam has had varying success over the past decade with its pesticides policy. Some of the most toxic pesticides have been banned from the market. But while many countries have successfully decreased agricultural pesticide use per hectare, this has not (yet) happened in Vietnam. Due to insufficient pesticide management capacity of the Vietnamese government, pesticide types and quantities registered and distributed on the market have substantially increased in Vietnam over the last 10 years. A 10-year monitoring programme at farm level showed that pesticide use follows the increasing pesticide availability on the market, and many toxic and illegal pesticides are still being used. In an agricultural country dominated by millions of small-scale farmers and with limited state capacity for control at farm level, reduction of the use of the most toxic pesticides can best be achieved by more effective pesticide market control through stricter and more effective state regulations and implementation, aimed at eliminating illegal, low quality and counterfeit pesticides from the market. But even then, better state and private extension services, and greater state capacity for control and enforcement remain essential in enabling farmers to make better decisions about pesticide use.  相似文献

Although the benefits of organic farming are already well known, the conversion to organic farming does not proceed as the Dutch government expected. In order to investigate the conversion decisions of Dutch arable farms, a discrete stochastic dynamic utility‐efficient programming (DUEP) model is developed with special attention for yield and price risk of conventional, conversion and organic crops. The model maximizes the expected utility of the farmer depending on the farmer’s risk attitude. The DUEP model is an extension of a dynamic linear programming model that maximized the labour income of conversion from conventional to organic farming over a 10 year planning horizon. The DUEP model was used to model a typical farm for the central clay region in the Netherlands. The results show that for a risk‐neutral farmer it is optimal to convert to organic farming. However, for a more risk‐averse farmer it is only optimal to fully convert if policy incentives are applied such as taxes on pesticides or subsidies on conversion, or if the market for the organic products becomes more stable.  相似文献

This article aims to investigate the impacts of climate change and of lower and more volatile crop price levels as currently observed in the European Union (EU) on optimal management decisions, average income and income risks in crop production in Western Switzerland. To this end, a bioeconomic whole-farm model has been developed that non-parametrically combines the crop growth model CropSyst with an economic decision model using a genetic algorithm. The analysis focuses on the farm level, which enables us to integrate a wide set of potential adaptation responses, comprising changes in agricultural land use as well as crop-specific fertilization and irrigation strategies. Furthermore, the farmer's certainty equivalent is employed as objective function, which enables the consideration of not only impacts on average income but also impacts on income variability.The study shows that that the effects of EU crop prices on the optimal management decisions as well as on the farmer's certainty equivalent are much stronger than the effects of climate change. Furthermore, our results indicate that the impacts of income risks on the crop farm's optimal management schemes are of rather low importance. This is due to two major reasons: first, direct payments make up a large percentage of the agricultural income in Switzerland which makes Swiss farmers less vulnerable to market and climate volatility. Second, arable crop farms in Switzerland have by law to cultivate at least four different crops. Due to these diverse cropping systems and high government direct payments risk does neither under climate change, market liberalization nor combinations thereof, play a very decisive role in arable farming in Switzerland.  相似文献

[目的]在数字农业和绿色农业的双重背景下,探讨互联网嵌入对农户化学农药减量使用的影响,有助于实现农业数字化和绿色化发展。[方法]文章基于四川省712份微观农户调研数据,采用倾向得分匹配法实证检验了互联网嵌入是否会减少农户化学农药使用,并分析了其影响效应在不同农户群体中的异质性。[结果]互联网嵌入对农户减少化学农药使用具有显著的正向影响,其平均处理效应为0.114;互联网嵌入能有效促进小农户、专业种植大户和家庭农场减少化学农药使用,平均处理效应分别介于0.104~0.113、0.078~0.103和0.116~0.128;互联网嵌入对家庭农场减少化学农药使用的促进作用略大于小农户和专业种植大户,而相比于专业种植大户,互联网嵌入对小农户化学农药减量使用的促进作用更强。[结论]应推进农村新基建发展,提升农村互联网普及率,采取差异化的措施,鼓励家庭农场发展,引导家庭农场将互联网技术应用于农业生产,并加强互联网技术宣传与培训,提升小农户和专业种植大户嵌入互联网的能力,以促进农户减少化学农药使用。  相似文献

This study examines the impacts of mobile information technology adoption on agrochemical expenditures, using data collected from 551 wheat farmers in China. Unlike previous studies that analyse a homogeneous relationship between the adoption of information technologies and farm input use, in this study, an instrumental variable quantile regression approach is utilised to capture the heterogeneous impacts of smartphone use on pesticide and fertiliser expenditures. Findings reveal that smartphone use affects pesticide and fertiliser expenditures heterogeneously, and its impacts on pesticide expenditure are larger than those on fertiliser expenditure. Specifically, at the lowest 20th quantile, smartphone use significantly increases pesticide expenditure by 33 per cent and fertiliser expenditure by 18 per cent. However, at the higher 60th and 80th quantiles, smartphone use significantly decreases pesticide expenditure by 36–39 per cent and fertiliser expenditure by 14–19 per cent. Our findings suggest that guiding farmers’ agrochemical usage behaviours through smartphone-based information intervention can be a practical strategy to help reduce the excessive usage of chemical pesticides and fertilisers and preserve the environment and human health.  相似文献

In a recent survey of 820 rice, potato, bean, eggplant, cabbage, sugarcane and mango farmers in Bangladesh, over 47% of farmers were found to be overusing pesticides. With only 4% of farmers formally trained in pesticide use or handling, and over 87% openly admitting to using little or no protective measures while applying pesticides, overuse is potentially a great threat to farmer health as well as the environment. Pesticide overuse was initially modelled using a three‐equation, trivariate probit framework with health effects and misperception of pesticide risk as endogenous dummy variables. Significance tests revealed that health and misperception were not endogenous to overuse, suggesting a bivariate probit model for health effects and misperception and a separate probit model for overuse. Health effects were found to be a function of the amount of pesticides used in production, nutritional status and income, while misperception of pesticide risk was determined by health impairments from pesticides and the toxicity of chemicals used. Pesticide overuse was significantly explained by variation in misperception, income, farm ownership, the toxicity of chemicals used, crop composition and geographical location. These results highlight the necessity for policymakers to design effective and targeted outreach programmes which deal specifically with pesticide risk, safe handling and averting behaviour. Ideally, the approach would be participatory in nature to address key informational gaps, as well as increasing: farmers’ awareness. The results also point to specific crops and locations experiencing a higher prevalence of overuse. Focusing efforts on these crops and geographical areas may have the most measurable effects on pesticide overuse.  相似文献

Pesticides are used as the primary method of pest controf in Asian rice production. Conditions in China have led to demand for high and increasing rice yields, resulting in intensive cultivation and adoption of fertilizer responsive varieties. The consequence has been widespread pest infestations. Many studies have estimated pesticide productivity, but few have estimated the productivity of alternative methods ot pest control, namely host-plant resistance. None have estimated the substitutability between these methods of pest-control. The productivity of pesticides and host-plant resistance, and the substitutability between them is measured using two-stage Cobb-Douglas and translog production functions. Under intensive rice production systems in eastern China, pesticide productivity is low compared to the productivity of host-plant resistance. In fact, returns to pesticide use are negative at the margin. Host-plant resistance is an effective substitute for pesticides and substantial reductions in pesticide use could be achieved, with no loss in rice production, through improvements in host-plant resistance. These results suggest that pesticides are being overused in eastern China and host-plant resistance is being underutilized. Government policies to promote increased pesticides in rice might be ill advised given the low productivity and negative returns, particularly in light of well known negative externalities associated with pesticide use.  相似文献

This paper uses a Mean-Variance utility function to build a dual model that simultaneously determines area allocation and production/input levels under output price uncertainty. Regularity conditions of the indirect utility function (convexity) and producers risk preferences are tested. The framework is applied to a rotating sample of Dutch arable farms. Dutch arable farmers are found to be risk averse, with the size of the risk premium given by 3 per cent of annual profit. A bootstrap resampling method shows that curvature conditions are rejected. Price elasticities are compared for an unrestricted model and for a model with curvature conditions being imposed.  相似文献

Agricultural pesticides have adverse impacts on the environment and human health. These impacts are sensitive to climate change because pest pressure and optimal pesticide application rates vary with weather and climate conditions. This study uses the Pesticide Environmental Accounting (PEA) tool and statistically estimated relationships between pesticide applications, weather and climate to compute the impacts of climate change on the external cost of pesticide applications. Using data from 32 US states, 56 crops and 325 pesticides, the current average external cost of pesticide use in US agriculture is calculated at US$42 per hectare. Under projected climate change this value increases up to $72 per hectare by 2100.  相似文献
