This paper estimates the fiscal burden of the historical pay-as-you-go (PAYGO) Social Insurance Pension System in North Cyprus and analyzes the appropriateness of the 2008 reforms that introduced the new Social Security Pension System. Estimates are made of the system deficit. To bring the magnitude of the unfunded cost of the pension system down to a sustainable level, major parametric reforms will need to be made to the system. These include increasing the age of retirement, increasing the rate of contributions, changing the method of indexing of pension benefits and decreasing the theoretical replacement rate of the pension benefits.  相似文献

Public pension systems have long been a focus of special attention by neoclassical economics. In a context of intense aging processes, mainstream economists argue that the replacement of the pay-as-you-go pensions systems by unfunded individual savings accounts will have a positive impact, at a microeconomic and at a macroeconomic level, and will protect pension systems of the negative consequences of aging. However, these conclusions depend dramatically on the assumptions of rational expectations and perfect information. When we accept the existence of uncertainty, the presumed positive consequences of these reforms disappear, showing the advantages of pay-as-you-go over funded pension systems.  相似文献

Pension economics has traditionally guided pension policy with the help of formal models based on individuals who think in a life‐cycle context with perfect foresight, full information, and in a time‐consistent manner. Associated macro models were mostly based on a single country. This paper sheds light on several aspects of pension economics when these assumptions do not hold using—to our knowledge—the first multi‐country model of procrastinating households. Our focus is on the interaction between the share of procrastinators in a country, the speed and extent of population aging, and the size of an existing PAYG‐DB pension system. Starting from the insight that procrastination reduces the volume of savings, we focus on three questions that are particularly relevant for the quickly aging Asian economies: What are the consequences for the balance between pay‐as‐you‐go and fully funded pension systems? Where will retirement savings be invested in a globally linked world with very different pension systems and demographics? How large are global spillover effects of pension reforms in one region for the other regions in the world?  相似文献

This paper studies the role of alternative pension systems that offer collective annuities. The defining characteristic of collective annuities is that they do not depend on an individual's survival probabilities. We show that such a system may be welfare improving (with a utilitarian social welfare function) even when private annuity markets are perfect and when life expectancy and earning abilities are positively correlated (i.e., in a setting that is  a priori  biased against collective annuities). We first concentrate on linear pension systems and contrast two schemes: a pure contributory (Bismarckian) pension and a flat rate (Beveridgean) pension. We show that the case for collective annuities is stronger when they are associated with a flat pension system. Then we analyze nonlinear pension schemes. We show that the solution can be implemented by a pension scheme associated with annuities that reflect some degree of "collectiveness." Unlike under pure collective annuities, benefits do depend on life expectancy but to a lesser degree than with actuarially fair private annuities. In other words, the impact of survival probabilities is mitigated rather than completely neutralized.  相似文献

The present paper aims to quantify efficiency properties of flat and earnings-related pay-as-you-go financed social security systems of various institutional designs in order to identify an optimal pension design. Starting from a benchmark economy without social security, we introduce alternative pension systems and compare the costs arising from liquidity constraints as well as distortions of labor supply versus the benefits from insurance provision against income and lifespan uncertainty. Our findings suggest an optimal replacement rate of about 50 % of average earnings. In our model a single-tier earnings-related pension system yields the highest efficiency gains dominating flat benefits as well as two-tier systems of any form. We also show that the negative correlation between pension progressivity and pension generosity of real-world social security systems can be justified on efficiency grounds. Finally, our results indicate a positive impact of means-testing flat benefits against earnings-related benefits within multi-pillar pension systems.  相似文献

This paper examines the causes and consequences of public employee pension funding by local governments. The pension funding decision is analyzed within the context of two models: one where current taxpayers stay and pay employees' future retirement benefits and a second model where current taxpayers move and thereby hope to avoid paying future retirement benefits. The empirical results test the alternative models for a sample of 60 large U.S. cities using data for local police and fire services. The effects of underfunding on local wages and employment is then examined and found to be significant. Implications for national pension funding policy are drawn.  相似文献

This paper integrates into public economics a biologically founded, stochastic process of individual aging. The novel approach enables us to quantitatively characterize the optimal joint design of health and retirement policy behind the veil of ignorance for today and in response to future medical progress. Calibrating our model to Germany, our analysis suggests that the current social insurance policy instruments are set close to the (constrained) socially optimal levels, given proportional contribution rates for health and pension finance, the equivalence principle in the pension system, and a common statutory retirement age. Future progress in medical technology calls for a potentially drastic increase in health spending and a higher retirement age without lowering the pension contribution rate. Interestingly, from an ex ante point of view, medical progress and higher health spending are in conflict with the goal to reduce health inequality.  相似文献

Common to all discussions and projections of ‘a hydrogen economy’ is the widespread use of hydrogen as an energy carrier. Such use requires the development and application of a range of different technologies, some similar to and some quite different from those in common use in current energy systems. This paper starts by briefly introducing and describing the physical characteristics, economics and functionality of these technologies, before discussing some of the hydrogen futures that have been proposed, and the great improvements to the technologies which will be required before they become competitive with alternative means of delivering the same energy service. Technology cost estimates are then used to explore through the use of formal modelling techniques some of the futures scenarios.  相似文献

This paper examines two alternative pension systems, pay-as-you-go (PAYGS) and the capitalisation system (CS) in the light of alternative economic theories. It starts from a critical discussion of the insurance-fiction model of PAYGS proposed by Samuelson in 1958. The pros and cons of that model are illustrated by taking into consideration the non-orthodox views of Keynes, Lerner, Pechman, de Finetti and Eisner. Next, the paper investigates the relationship between CS and the marginalist capital theory. It is shown that, interpreted in a neoclassical framework, CS presents endogenous mechanisms of adjustment to demographic shocks. The problems of the transition between PAYGS and CS are then examined. The paper then discusses some main features of the current US policy debates on the Social Security system. Finally, the alleged advantages of a wider adoption of CS are criticised in the light of the Keynesian theory of effective demand reinforced by the Sraffian criticism of neoclassical capital theory.  相似文献

文章利用Auerbach等(1991)提出的代际核算方法,基于符合国情的参数假设,分析了各种"新农保"方案对财政体系可持续性的影响。模拟结果表明,按照目前方案建立"新农保"体系并不会给政府增加太多负担,"新农保"覆盖面扩大的快慢对财政体系的负担基本也没有影响。由于个人账户中积累的资金目前按照一年期定期存款计息,政府承担的个人账户长寿风险非常有限。"新农保"体系带给政府的主要财政负担来自全额负担基础养老金,如果政府把全国的基础养老金都提高至上海市每月135元的水平,给政府增加的负担不会过多。因此,政府可以加快"新农保"覆盖面扩大的速度,并在现有的财力水平下把全国农村的基础养老金都提高至上海市的水平,但是提高幅度不宜进一步加大。  相似文献

This paper analyzes the effects of pension funding for a small open economy in which wages are subject to bargaining. Using an overlapping-generations framework, we show that a reform away from a Pay-As-You-Go towards a funded pension system will be Pareto improving only if the reform results in a reduction in the steady-state unemployment rate. However, the reduction in the unemployment rate is by no means warranted: although for pension systems which involve a limited amount of intra-generational redistribution this is likely, for systems displaying a high degree of intra-generational redistribution the unemployment rate may well rise thus preventing the realization of welfare gains.  相似文献

本文首先构建一个人力资本积累模型,考察传统文化信念驱动下的家庭养老保障机制以及社会养老保障制度对家庭养老和人力资本投资行为进而对经济增长的影响。分析表明,传统文化信念将后代人力资本积累与父代养老保障有机地联系起来,提供了一种很好的家庭养老保障和人力资本内生积累机制;现收现付型社会养老保障制度不利于人力资本积累和经济增长。其次,本文以我国现实数据为基础进行实证研究,得到结论是社会养老保障制度对我国人力资本积累和经济增长具有明显的抑制作用,而家庭养老保障机制的良好运转则有助于更好地促进人力资本积累和经济增长。因此,我国在致力于完善社会养老保障制度的同时,决不能忽视家庭养老保障机制的作用与培育。  相似文献

Pay-as-you-go state pension schemes such as that operated in the United Kingdom face growing pressures from the rising old-age dependency ratio and improvements to life expectancies. Alongside compulsory increases in the statutory retirement age, governments have used incentives to encourage workers to postpone voluntarily their exit from employment, deferring their Basic State Pension in exchange for the additional financial reward of an enhanced pension at a later point in time. The impact of pension deferral upon the sustainability of the state pension system is dependent on the interplay of short-term savings from payment delay and increased subsequent longer-term payments to pension recipients. This article presents a model that simulates the financial effect of deferral uptake on the National Insurance Fund over a 40-year projection under alternative scenarios, including current and revised post-2016 deferral incentives. The findings indicate that the recent change in enhancement rate from 10.4 per cent to 5.8 per cent will significantly impact on state pension sustainability while still providing an incentive to defer. We estimate that any reduction below 4 per cent would result in zero uptake of the deferral option, based on a rational financial choice.  相似文献

This paper examines the redistributive effect of public pension programs in the framework of a two-period analysis. Private saving is also considered for comparison purposes as an alternative to public pension for assuring consumption during retirement. An emphasis is placed on investigating the effect of the various formulae for the determination of both the benefit level and the contribution, with the additional purpose of examining the effect of a maximum limit. The Japanese pension systems are evaluated on the basis of the above model framework in comparison with the British system.  相似文献

This paper studies the appropriateness of a public or private orientation of pension systems in the light of the recent financial crisis, which has underscored the difficulties and contradictions associated with each system. The different institutional arrangements, in which public or private pension systems are embedded, are key components when assessing their responses to the crisis. Particularly, private pension systems are intertwined with financial markets, while social insurance-based pension systems are linked to the labour market mechanisms. This paper compares the British and French pension systems, as “archetypes” of private-oriented and public-oriented systems, respectively, the first relying on the market and private pension schemes, and the second on mandatory social insurance. This paper shows that the crisis has upheld the founding principles of the public (French) and private (British) pension systems to maintain the existing institutional configurations. At the same time, both systems have strengthened the role played by means-tested benefits and minimum pensions for low-income groups to offset the weaknesses of one or the other system, as emphasised by the crisis.  相似文献

We consider a small open economy in which the level of public education funding is determined by popular vote. We show that growth can be enhanced by the introduction of pay‐as‐you‐go pensions even if the growth rate of aggregate wages falls short of the interest rate. The reason is that the pay‐as‐you‐go (PAYG) system allows future retirees to partially internalize positive externalities of public education due to the positive effect of higher future labor productivity on their pension benefits. The majority support for education funding will be especially strong when the PAYG benefit formula is flat, i.e., progressively redistributive. If a flat benefit PAYG pension system is in place then the economy will achieve the highest growth rate relative to the alternative pension system designs. While such PAYG pension system may be opposed by the majority of working individuals due to inferior returns to their pension contributions relative to a funded scheme, it is likely to be politically sustained by a coalition of older individuals and lower income workers.  相似文献

理论研究普遍认为,基金制养老保险筹资模式优于现收现付制,但这几乎都是基于人均资本视角的判断。本文在外生和内生生育率两种情形下,从福利经济学视角分析基金制是否完全优于现收现付制。理论模型表明,在一定参数组合下,无论外生生育率还是内生生育率,都存在使现收现付制下社会福利高于基金制下社会福利的养老保险缴费率。模型的数值模拟显示,存在使现收现付制下社会福利更高的养老保险缴费率,且在外生生育率下(符合我国生育政策)现收现付制缴费率在12%左右社会福利最高,内生生育率下(符合发达国家生育政策)现收现付制缴费率在6%左右社会福利最高。前一数值与已有研究成果观点相近(我国社会统筹部分缴费率应下降到15%左右),后一数值与美国(62%)、日本(77%)等发达国家现收现付制养老保险缴费率相近。稳健性检验显示,只要参数赋值在合理范围内,数值模拟主要结论不变。本文为降低现行我国社会统筹部分养老保险缴费率提供了理论借鉴。  相似文献

Governments that do not reform pay-as-you-go (PAYG) pension systems will eventually face a pension crisis. In a democracy, reforms require majority support. The problem is that pension reform requires today's generation to bear the burden to avoid burdening tomorrow's generation. Sweden recently passed pension legislation that specifies a gradual transition from a public defined-benefit plan to a defined contribution plan. Why was Sweden successful in reforming its pension system? We find that a political economy perspective helps to answer this question: there are more winners who would vote in favour of the reform than non-winners who would vote against it. When comparing the net effect (present value of expected benefits minus present value of remaining contributions) of the new and old systems, contributions of the working generation (age < 53) are reduced by more than their expected benefits.  相似文献
