The lack of published information on indigenous agricultural knowledge in South Africa frustrates the efforts of scientists who seek to enhance the creativity of subsistence farmers, and thus help their delivery from the cycle of poverty to commercialised farming. The term ‘indigenous crop’ is not clearly defined in the literature, and confusion about what is a traditional or an indigenous crop often arises even in conversations with local people. Perhaps the confusion stems from the generally accepted norm that a crop is associated with conventional production practices and commercialisation. Indigenous crop production and use of indigenous plants for food are generally not associated with conventional agriculture. Many subsistence farmers in South Africa have known only organic farming until recently, when they were introduced to ‘new seeds’ and agricultural chemicals. On-farm opinion surveys and physical farm appraisals were undertaken at the Msinga and Embo tribal areas in KwaZulu-Natal, in an attempt to assess the knowledge of subsistence and small-scale farmers about indigenous crops and organic farming. Results showed that the traditional definition of the term ‘indigenous crop’ may be broader than ‘African only’, at least in the context of indigenous South Africans. The findings also showed that subsistence farmers take organic farming to be a peasant's approach to food production, but its health and economic merits are recognised.  相似文献

This article compares the performance of selected South African microcredit non-governmental organisations (NGOs) that have a poverty-alleviation focus against various benchmarks drawn from the MicroBanking Bulletin. Donors, governments and many analysts regard sustainability as the benchmark of microfinance institutions' (MFIs) performance. However, the most relevant question is whether microcredit NGOs are doing as well as they can in their context. Of particular contextual importance is income inequality in a society. South Africa has the world's second worst income inequality, after neighbouring Botswana. This creates a situation in which microcredit NGOs must recover ‘First World’ costs, particularly salaries, from revenues based on clients who can only afford loans on a par with Third World countries. Compounding this situation are structural obstacles to microenterprise in South Africa, as well as obstacles to productivity in microcredit NGOs. Taken together, this creates a ‘salary burden’ for South African microcredit NGOs, which is the highest in the world according to relevant benchmarks. South African MFI managers face significant obstacles to improving productivity to compensate for the divergence between staff and client living levels. These include an inadequate skills base, the small scale of the market, rapid labour turnover, and limited resources for capacity development. South African MFIs face the options of moving upmarket (which many have done), adopting methodological innovation or new product development, or closure. Of these, there is a strong argument to be made for supported savings and credit approaches as an alternative to NGO-based microcredit. Such an approach has the advantages of greater voluntary input and social capital formation.  相似文献

Abstract: How do we stimulate investment and growth in Africa? This paper focuses on low‐income countries that are ‘good performers’ and not especially endowed with natural resources. Many of these countries have undertaken a set of economic reforms, and have recorded growth rates in per capita GDP of around 5 percent over the past 10 years. But some constraints to growth persist. We look at three things — how business environments create ‘external costs’ for firms and inhibit performance, how investors perceive the constraints to doing business, and the role of political economy factors especially in those countries with lagging indigenous business sectors. Our analysis of investment climate and other data leads us to several recommendations for governments, donors and the private sector itself, including the following: deepen macro reforms; build a strong, unified business forum; create incentives for more responsive governments; and improve risk mitigation and broaden this to domestic investors.  相似文献

The South African government is committed to helping local governments make full use of service delivery ‘partnerships’ in improving the quality of essential urban services for its citizens, as so many other governments are now doing worldwide. A key part in this effort is being played by the Municipal Infrastructure Investment Unit (MIIU), a not‐for‐profit company established in 1998 for the purpose of using grant funding and technical help to guide the process of preparing and negotiating concession contracts and other forms of municipal service partnerships at the local level across South Africa. This article covers the MIIU's operations and rationale in an effort to describe one important way in which the government is responding to the challenges associated with extending basic municipal service provision to all of its citizens.  相似文献

Abstract: This paper provides an overview of how African labour markets have performed in the 1990s. It is argued that the failure of African labour markets to create good paying jobs has resulted in excess labour supply in the form of either open unemployment or a growing self‐employment sector. One explanation for this outcome is a lack of labour market ‘flexibility’ keeping formal sector wages above their equilibrium level and restricting job creation. We identify three attributes of labour market flexibility. First, whether real wages decline over time; secondly, the tendency for wages to adjust in the face of unemployment; and thirdly, the extent of wage differentials between sectors and/or firms of various size. Recent research shows that real wages in Africa during the 1990s may have been more downwardly flexible than previously thought and have been surprisingly responsive to unemployment rates, yet large wage differentials between formal and informal sector firms remain. This third sense of the term ‘inflexibility’ can explain a common factor across diverse African economies — the high income divide between those working in large firms and those not. Those working in the thriving self‐employment sector in Ghana have something in common with the unemployed in South Africa — both have very low income opportunities relative to those in large firms.  相似文献

An important component of the informal economy in South Africa, the Spaza sector is portrayed as dominated by foreign nationals who outcompete South African shopkeepers on price. Indeed, this business competition from foreign nationals is a key reason given to explain xenophobia in South Africa. This article sets out to interrogate this widely held assumption. Drawing on evidence from over 1000 Spaza shops from South Africa’s three main cities, the article makes the case that business competitiveness does not correspond with ‘foreign’ or South African identities in a simple way. Firstly, while citizenship or nationality is a factor, it is not captured by the labels of ‘foreign’ versus South African, as there are significant differences by nationality within the ‘foreign’. Secondly, not all foreign nationalities out-compete South Africans on price. Thirdly, place matters too, not only because we find different nationalities in different cities, but also because there are different patterns of price competition by nationality in each place. Lastly, there are product-specific dynamics that impact on price more profoundly than nationality. For example, regardless of nationality, milk is cheaper in Cape Town and bread is cheaper in Johannesburg.  相似文献

This paper attempts to make a contribution to the on‐going debate among psychologists in Southern Africa about the relevance of their discipline to the social problems of this region. It argues that the main focus of attention among psychologists in this region should be directed at the poverty and underdevelopment that characterize most Black areas in Southern Africa. The paper further argues that the main cause of this poverty and underdevelopment lies in cultural factors, which account for a ‘person‐environment mismatch’ between the Western‐oriented organizations found in the region and the traditional African culture that characterizes most Black members of these organizations. It describes the main differences between Western and traditional African culture and considers whether psychologists and other behavioural scientists interested in contributing towards a solution of this problem, should attempt to Westernize the Africans or to Africanize the organizations.  相似文献

Continuing decentralisation in most developing countries increases pressure on local governments to manage more functions and services and larger budgets. In this context, financial improvement planning (FIP) is a strategy that can be used by local governments wishing to improve or ‘fine‐tune’ their financial performance, and especially by those facing serious financial difficulties. This article examines the application of FIP in the town of Kitwe, Zambia, which faces financial difficulties within a national decentralisation framework characterised by several policy and fiscal deficiencies. The article covers how an FIP framework was developed, undertaken and the resultant interventions structured. Implications regarding the role, design and techniques of FIP in local governments within a decentralisation policy framework are elaborated upon. Effective decentralisation in southern African countries requires local governments to undertake sound financial management. In turn, this requires local governments to embrace challenging local policy processes. Development of FIP techniques, and strengthening local capacity and policy to support them in local governments, should be ingredients of any country's decentralisation programme.  相似文献

Market‐based integration is not appropriate to the joint development of the southern African region; the region's political, technical and institutional immaturity requires instead loose, function‐based economic cooperation. This will also facilitate intraregional trade. Subregions in the meantime could progress to higher levels of integration: international experience has shown that successful integration is most likely when it takes place on the basis of ‘regions within regions’. Cooperative development of the subcontinent is likely to be best achieved through the ‘concentric circles’ approach to regional cooperation, in which a revised Southern African Customs Union‐Common Monetary Area forms the highly integrated core of a loose, function‐based cooperative arrangement covering the whole of southern Africa.  相似文献

Using a standard panel gravity equation of 175 origin/destination countries between 1995 and 2008, 43 of which are African, we identify the factors that drive African-inbound (arrivals to Africa from other continents) and within-African tourism (arrivals from and to an African country). We find that the determinants of African-inbound and within-African tourism are not all that different from global tourism flows; repeat tourism, income, distance, land area and the standard dummy variables not only drive global or OECD tourism, but also tourism within Africa, disproving the belief that African tourists ‘differ substantially’.  相似文献

In South Africa we have, since 1990, experienced an upsurge of interest in the study and teaching of development. In this article it is argued that two brands of development research and teaching have emerged in South Africa: one brand has a distinct public administration/management focus, while the other has a more pan-disciplinary, development studies focus. Despite these different focuses, a peculiar convergence has taken place in that the themes of study of the two ‘schools’ often overlap. This convergence demands further exploration of a number of themes, such as the research methodologies appropriate to the South African development context; approaches to administration and management relevant to South African development; balancing the role of state and civil society in South Africa; and clarity on what we mean by the concept ‘empowerment’ in our deliberations on development in South Africa.  相似文献

ABSTRACT

For Africa to develop and achieve sustainable development, African governments have to prioritise spending on public health. However, the current spending data shows that health spending is a continuing struggle for African countries. Many researchers have the view that African governments have to collect more tax to spend enough on public healthcare. The question here is what extent people are willing to pay more tax to increase spending on public healthcare? Employing a multilevel regression model on Afrobarometer survey data, this paper examined to what extent individual and country level factors influence people’s willingness to pay more tax to increase spending on public healthcare in 12 Southern African Development Community (SADC) member states. This study found that peoples’ trust in their government is an important determinant of willingness to pay more tax, while factors such as the country’s quality of democracy, economic condition, and current per capita health expenditure have no influence.  相似文献

ABSTRACT

This article argues that the normative construction of ‘family’ in heteronormative ‘nuclear’ terms is infused with power relations, and therefore must not be taken for granted as an analytical category or concept. Not only a site where racialised and patriarchal western notions of sexed and gendered hierarchies have been naturalised and institutionalised, the ‘nuclear family’ model was positioned as a signifier of modernity, civilisation and progress within eurocentric knowledge construction that served colonial interests. This discussion reviews decolonial thinking on the nuclear family, as well as anti-imperialist literature on the colonial history of the nuclear family ideal. These perspectives are brought into conversation with current developments in which the nuclear family model is being reinvigorated by the conservative US-based ‘pro-family’ movement. The ‘family’, it is concluded, is entangled in multiple relations of geo-political power that should be taken into account in research and the production of knowledge around kinship in African contexts.  相似文献

党的十八大明确提出我国要实施创新驱动发展战略,而创新资源是决定创新能力高低的关键因素。文章基于浙江省11个地级市2003-2012年面板数据,从企业和政府两大创新资源投入主体,考察区域科技投入对创新产出的影响。结果发现:浙江区域企业与政府的科技投入在创新过程中起到不同的作用,企业资金投入对技术创新的影响主要集中在技术知识的应用和产业化阶段,而政府的资金投入对区域技术创新的影响则主要集中在技术知识的生产阶段;企业与政府的创新资源投入对区域创新的作用存在门槛效应。最后,文章提出了提高浙江区域科技创新资源使用效率的对策建议。  相似文献

The paper attempts to evaluate, as far as possible quantitatively, the costs and benefits to the countries of the ‘Southern African periphery’ (Botswana, Lesotho and Swaziland) of participation with South Africa in the current customs union agreement. On balancing the agreement's measurable effects (on industrial development, exports, government revenue and the cost of living) against one another, it appears that on sanguine assumptions only, there would be a substantial benefit to Botswana and a much more moderate benefit to Lesotho if the customs union were dismantled and replaced by separately protected national markets. Such a calculation, however, neglects what may be the most important benefit and cost to the ‘peripheral’ countries of leaving the customs union, namely the increase of ‘economic independence’ and the risk of South African retaliation respectively: themes which are explored in the final section.  相似文献

This paper investigates the sources of economic stagnation in sub-Saharan Africa during the 1970s. Several policy variables are considered, as well as a set of ‘environmental’ variables which include climate, violence, export prices and other exogenous factors. The paper uses statistical analysis in an attempt to identify the relative importance of the policy variables and the ‘environmental’ variables, taken as groups. It also seeks to identify particular policy variables which seem to have been most significant in determining growth outcomes.The technique employed for investigation is reduced-form econometric estimation. In a preliminary analysis, the impact of the international trade environment on average economic performance in Africa during the period since independence is investigated. The results suggest an extremely close relationship between movements in export prices and average performance throughout the 20-year period.A second econometric exercise investigates the joint impacts of environmental and policy variables on growth in a cross-section of African states since 1970. The spirit of the approach is exploratory, and a relatively large number of variables are constructed and tested through multivariate analysis. A primary finding is that the environmental variables seem to have had more impact on growth as a group than the policy variables. This finding must be qualified, however, by the continuing lack of some important policy variables. Agricultural price data have not yet become available in sufficient quantity for cross-section analysis, nor have several important human resource variables and indices of the use of resources in the public domain.Among the policy variables which have been used for the analysis, those identified with retrenchment during periods of declining commodity prices seem most significant. Primary among these are the real effective exchange rate and some measures of effectiveness in foreign exchange reallocation during periods when imports must contract severely.In the final section of the paper, the cross-section results are used for a counterfactual analysis of the growth experiences of individual African states. Measures of growth opportunity cost are constructed which suggest the degree to which errors in management and uncontrollable circumstances have held states below their potential growth paths. The results suggest that some ‘success stories’ may owe much to good luck, while some ‘failures’ may well be due less to bad management than to adverse circumstances.  相似文献

In the past year, the South African Government has committed itself to ‘developing’ the informal sector as a strategy to ease the unemployment crisis and to aid the underemployed. In this paper, the author examines both the lives of self‐employed car‐washers and car‐washing as an activity within the informal sector. He argues that many ‘marginalised’ people who eke out a subsistence in the lower echelons of the informal sector in South Africa regard themselves as lumpenproletariat (or ‘wage‐labourers‐in‐waiting') and not dynamic entrepreneurs. These people expect the Government to intervene in the process of their transition to proletarianism. Further, activities such as car‐washing offer no prospects for self‐advancement.  相似文献

Latin America presently faces a critical unemployment problem. A major cause has been an emphasis on ‘maximum-growth’ models and ‘sophisticated’ industrial production techniques rather than on programmes and processes which utilize human resources more fully. A variety of factors-economic, technological, political, and cultural-accounts for the proliferation of these inappropriate technologies, but possibilities exist in most industries to adapt them so as to employ more labour economically. To date, multinational corporations have done little in this field, but Latin American governments can and must prevail upon them to contribute to a resolution of the unemployment problem.  相似文献

Abstract: The governments of low income countries should be giving more attention to ‘industrial policy’ than they and the aid donors have given in the past quarter century. (‘Industrial policy’ means any sectorally or activity‐targeted interventions, including in agriculture and services.) The first step is to discard the common assumption that industrial policy is about ‘picking winners’. The second step is to realize that industrial policy can be done ‘big’ or ‘small’, and by ‘leading the market’ or by ‘following the market’. It can be tailored to the available resources and state capacity. The third step is to see that the key issues of industrial policy are less to do with ‘what activities should be encouraged?’, or ‘what sorts of policy instruments are best?’, and more to do with, ‘how do we organize a process of discovery of sensible objectives and policies?’, and ‘how do we organize a constant nudging of producers to upgrade, diversify, link up with foreign firms?’ (where the nudging effort has to be targeted at some activities and sectors more than others). The paper illustrates with East Asian examples. One of the good effects of the current global crisis is that it has shaken confidence in the virtues of lightly regulated markets and free capital movements, and opened the way to a less ideologically charged debate about the role of the state in development—in which thinking is not precluded by easy jeers like ‘governments can't pick winners’ or ‘maybe the East Asians can do it but you can’t, so you have nothing to learn about industrial policy from them’.  相似文献

ABSTRACT

Coal mining and burning are among the most destructive activities on the planet, and a major driver of environmental inequality in South Africa. This article suggests that, despite heavy constraints, initiatives involving resistance to coal are building a ‘counter-power’ which challenges inequality, generates solidarity, and is potentially infused by imaginative visions of another world beyond coal. Following the ‘social power’ approach this vision could, with deeper connections between three sites of resistance to coal – organised labour, mining affected communities and environmental justice organisations – cohere into a vision of a ‘just transition’. This could embed the anti-coal struggle in a social movement for an alternative development path to challenge deepening poverty and inequality.  相似文献
