We analyse the impact of public subsidies on private sector research and development (R&D) activity for a sample of East German firms. Using propensity score matching, our empirical results indicate that subsidized firms indeed show a higher level of R&D intensity (R&D expenditures relative to total turnover) and a higher probability for patent application compared with non‐subsidized firms. We find that, on average, the R&D intensity increases from 1.5% to 3.9%. The probability of patent application rises from 20% to 40%. These results closely match earlier empirical findings for East Germany. Given the fact that the East German innovation system is particularly driven by small‐ and medium‐sized enterprises (SMEs), we draw special attention to the effectiveness of R&D subsidies for this latter subgroup. Here, no specific empirical evidence is available so far. Our findings indicate that policy effectiveness also holds for private R&D activity of SMEs, with the highest increase in terms of R&D intensity being estimated for microbusinesses with up to ten employees.  相似文献

How are export propensity and intensity affected by gender? Data from the World Bank's Enterprise Surveys (waves 2006–07, 2009–10) are used in a cross-country analysis to investigate whether export propensity and intensity differ according to the gender of top managers and entrepreneurs. Exporting is riskier than selling domestically and women, on average, tend to be more risk averse than men. Exporting entails costs, and women may have reduced access to finance compared to men. Most firms managed or solely owned by women are young and small and may have more difficulty obtaining credit. Women may self-select into routine sectors with lower mean productivity. Unlike most previous research, here the gender effect only takes into account firms where women have decision-making power. Accounting for the endogeneity of firm productivity, firm self-selection into exporting, and several factors influencing export propensity and intensity, the gender effect operates indirectly via some of those factors.  相似文献

We analyze the effect of environmental uncertainties on optimal fishery management in a bio-economic fishery model. Unlike most of the literature on resource economics, but in line with ecological models, we allow the different biological processes of survival and recruitment to be affected differently by environmental uncertainties. We show that the overall effect of uncertainty on the optimal size of a fish stock is ambiguous, depending on the prudence of the value function. For the case of a risk-neutral fishery manager, the overall effect depends on the relative magnitude of two opposing effects, the ‘convex-cost effect’ and the ‘gambling effect’. We apply the analysis to the Baltic cod and the North Sea herring fisheries, concluding that for risk neutral agents the net effect of environmental uncertainties on the optimal size of these fish stocks is negative, albeit small in absolute value. Under risk aversion, the effect on optimal stock size is positive for sufficiently high coefficients of constant relative risk aversion.  相似文献

Despite the extensive empirical literature on aid effectiveness, existing studies have not addressed directly how political ideology affects the use of foreign aid in the recipient country. This study, therefore, uses a unique dataset of 12 democratic countries in Africa to investigate the impact of political ideologies on aid effectiveness. Our results indicate that each political party uses aid differently in peruse of their political, ideological orientation. Further analyses suggest that rightist capitalist parties are likely to use aid to improve the private sector environment. Leftist socialist on the other hand, use aid effectively on pro-poor projects such as short-term poverty reduction, mass education and health services. Our additional analysis on the lines of colonialisation shows that the difference in the use of aid by political parties is much stronger in French colonies than Britain colonies. The study provides insight on how the recipient government are likely to use foreign aid.  相似文献

The absorptive capacity—the ability of enterprises to efficiently absorb and internalise knowledge from outside sources—represents the link between firms’ capabilities to implement new products and the external stock of technological opportunities, such as those gleamed from Multinational Enterprises (MNEs). This paper explores whether the effect of foreign direct investment (FDI) on the productivity of Italian domestically-owned firms (DOFs) is dependent on their absorptive capacity. In particular, given the peculiar characteristics of the Italian productive system, our analysis focuses on three different dimensions of the absorptive capacity: the size of the technological gap between foreign-owned firms (FOFs) and DOFs, firm size, and the regional distribution of firms. Our findings suggest that technological gap and firm size matter considerably for the spillover effect. Moreover, spillovers exhibit a sub-national dimension present only in the northeastern region of the peninsula.  相似文献

The caseworker‐to‐clients ratio is an important, but understudied, policy parameter that affects both the quality and cost of public employment services that help job seekers find employment. We exploit a large‐scale pilot by Germany's employment agency, which hired 490 additional caseworkers in 14 of its 779 offices. We find that lowering caseloads caused a decrease in the rate and duration of local unemployment as well as a higher re‐employment rate. Disentangling the mechanisms that contributed to this improvement, we find that offices with lowered caseloads increased monitoring and imposed more sanctions but also intensified search efforts and registered additional vacancies.  相似文献

Several studies have analyzed motives to work in the public versus private sector. However, research on prosocial motivation in the context of public sector employment has largely neglected civic virtue, the motive to contribute to society. This study considers civic virtue in addition to other possible motives, using a representative, longitudinal dataset of employees in Germany including 63,180 observations of 13,683 different individuals. We find that civic virtue relates positively to public sector employment beyond altruism, risk aversion, laziness and (low) financial motivation. The result holds within different branches and is explained by sorting into the sector.  相似文献

This article traces the development of policies designed to reduce gender workforce inequality in Australia. In contrast to earlier centralized and collective approaches, current strategy is founded on individualism and direct workplace bargaining. The location of reform is now the enterprise, with direct bargaining replacing collective standards. Current policy developments have seen gender subsumed under market imperfections and family responsibilities. These policies will remove many of the safeguards of minimum pay and conditions for women workers, especially those who are most vulnerable. When combined with the growth of "nonstandard" jobs the picture is bleak for many workers, especially the low paid. The onus for corrective action now rests with individual employees and workplace managers, with trade unions being marginalized. The authors suggest that a continuation of the current policy will wind back the clock on the employment conditions of women workers in Australia.  相似文献

This study examines the causal relationship between the actual and expected inflation in the U.S., using the bootstrap Granger full-sample causality test and sub-sample rolling-window estimation test to illustrate the self-fulfilment of inflation expectations. The full-sample result indicates that there is a bidirectional causality between the actual and expected inflation, showing the possibility of self-fulfilment of inflation expectations which illustrates that inflation is driven by inflation expectation. However, considering structural changes in two series, we find that the short-run causal nexus between the actual and expected inflation using full-sample data are fraudulent. By adopting a time-varying rolling-window approach to revisiting the dynamic causal relationships, this article identifies that the actual inflation has both positive and negative impacts on the expected inflation in distinct sub-periods. Nevertheless, inflation expectation exerts only negative effects on the actual inflation. The results point out that the self-fulfilment of inflation expectations does not exist. Given the bidirectional nexus between the actual and expected inflation, keeping a low and stable inflation is critical to price stability and anchoring of inflation expectation.  相似文献

This paper analyzes whether complexity, measured by the number of skilled tasks that are performed in production, explains countries’ commodity trade structure. We modify the Romalis ( 2004 ) model to incorporate advantage differences in complexity across commodities together with differences in the number of mistakes made by workers in the production process in developed and developing countries as a source of comparative advantage. Our model predicts that the share of developed countries in world trade increases with products’ complexity. Empirical tests confirm this prediction. Moreover, we find that complexity complements the explanation provided by skill‐intensity on countries’ commodity trade structure.  相似文献

The ambient tax is often considered as an efficient instrument to achieve a first best outcome of ambient pollution when the regulator cannot observe individual emissions, or when monitoring costs are prohibitive. While this view is supported to a large extent by experimental findings, there remains several hurdles that hinder the implementation of the ambient tax in the field. One of these hurdles is the nature of the damage. Experimental findings suggest that the efficiency of the ambient tax is higher under external damage, i.e. if ambient pollution affects non-polluters (Spraggon in J Public Econ 84:427–456, 2002) than under internal damage, i.e. if ambient pollution affects polluters themselves (Cochard et al. in Environ Resour Econ 30:393–422, 2005). But this result rests on very different experimental settings. Therefore, we designed a new experiment that allows to compare external and internal damage within a common setting. Our main finding is that the ambient tax is equally efficient under internal and external damage.  相似文献

This paper investigates the impact of wage employment on women’s well-being in the Senegalese horticultural export industry. It uses a subjective well-being approach, based on self-reported happiness, to capture income and non-income aspects of employment. The study uses original survey data from 2013 for the Saint-Louis region in Senegal and an instrumental variable approach, supported by information from focus group discussions. It finds that women’s employment improves subjective well-being for the poorest women, but not for women whose household income is above the poverty threshold. Women’s employment improves women’s happiness through an income effect, as it leads to higher income levels and improved living standards, but the non-income effects reduce women’s happiness. This negative effect is related to a higher workload and low job satisfaction due to unfulfilled expectations. The positive income effect outweighs these negative non-income effects for poor women but not for relatively wealthier women.  相似文献

Exploiting the Norwegian boards of directors’ quota reform of 2003, this study evaluates the impact of increased diversity on firm performance. Applying difference-in-difference approaches to accounting data covering the period 2003–07, the paper compares the return on assets for non-finance public limited companies (PLCs) and ordinary limited companies (LTDs), whereof only the former were affected by the reform. The impact of the reform on firm performance is negligible. Neither changed return on total assets (ROA) nor changed operating revenues and cost can be attributed to the reform. However, following the reform PLCs have to a larger extent accumulated capital, financed by debt or by a combination of debt and own capital.  相似文献

This paper empirically analyzes the impact of Chinese minimum wage regulations on the firm decision to invest in physical and human capital. We exploit the geographical and inter‐temporal variations of county‐level minimum wages in a panel data set of all state‐owned and all above‐scale non‐state‐owned Chinese firms covering the introduction of the new Chinese minimum wage regulations in 2004. In our basic regressions including all Chinese firms, we find significant negative effects of the minimum wage on human capital investment rates and no overall effects on fixed capital investment rates. When grouping firms by their ownership structure, we find that these results hold for most firms. Foreign‐owned firms are an exception to some extent, because the likelihood that they invest in human capital has not decreased in response to the policy.  相似文献

This article studies the effect on the risk of female victimization of the employment status of the woman and her partner. We use individual-level data from the violence against women surveys for Spain, which also provide information on income and a rich set of sociodemographic characteristics. To address the potential endogeneity of the binary employment indicators, we exploit exogenous geographical information on the employment and unemployment rates by gender and age, within a multivariate probit framework. Our estimation results show that male partner employment plays a major role in the risk of physical violence, while female employment only lowers it when her partner is employed too. The lowest risk appears for more egalitarian couples in which both partners are employed.  相似文献

This paper analyses Harald B. Malmgren's neglected 1961 paper ‘Information, expectations, and the theory of the firm’, which provided the first extensive elaboration of Coase's 1937 analysis in ‘The nature of the firm’. Malmgren's primary sources of inspiration were Coase, Hayek, Richardson and Penrose. Combining these sources in a creative way allowed Malmgren to anticipate themes that have only recently been addressed in the theory of economic organization. However, there is still much to be learned from Malmgren's discussion, particularly the way in which he combined contractual and knowledge-based approaches to the firm. Moreover, Malmgren suggested that it is possible to construct an opportunism-independent approach to economic organization.  相似文献

The current situation of employment quality in China allows no optimist during the period of economic transition. The disequilibrium is the most stressing characteristic in China's employment quality. The disequilibrium of this kind of level of the employment quality not only reflects among the areas where the economic development levels are different, but also reflects more differences of the employment quality due to the differences of the worker's identity in the labor market. At present, the problems of employment quality in China are mainly reflected in the labor contracts, working time, labor remuneration, job stability, safety in production, job hygiene, social security, and the respects of basic human rights and participating in the democratic management by the laborers, etc. During the economic transition period, the work relation fields in China appear some special colonies, such as the farmer's colony, the colony of ownership transformed enterprises, the colony of flexible persons who obtain employment themselves, whose employment quality demonstrates the questions of some peculiar ones and need special concern.  相似文献

Regulation of the employment contract is both wide spread anddiverse. The diversity of regulation is surprising because itsuggests that there is little consensus regarding optimal interventioninto the labor market. This paper discusses several economicreasons why it may be efficient for employers and employeesto enter into long term contracts that make employee dismissalexpensive. This analysis suggests that employment contractscan be expected to be complex in practice, and hence can beviewed as part of the technology of exchange. Given that knowledgeof a technology requires skill and know-how, one cannot expectall employee-employer matches to discover and use the most efficientcontract terms possible. It is suggested that the regulationof the employment relationship might be improved with the creationof a market for contracts, similar to the one that currentlyexists in the United States for construction projects.(JEL J300,J410, K310)  相似文献

Many authors demonstrate that the tax gap resulting from tax competition increases with the size asymmetry of the competing countries. Consequently, increasing country-size disparities exacerbates the inefficiency of tax competition. The aim of this note is to show that this classical view has no general validity, if we consider that countries compete not only in taxes, but also in the provision of infrastructure. The simple model we develop for this purpose demonstrates that the effect of size disparity on efficiency depends crucially on the degree of international capital mobility.  相似文献

In this article, we analyse whether technological change induces skill obsolescence and early labour market exit, and to what extent training participation and on the job learning reduce these risks. Using panel data on older workers, we find that workers report skill obsolescence more often when learning is a structural characteristic of the job. This perceived skill obsolescence is not related to a higher probability of losing employment. Instead, workers who experience skill obsolescence appear to learn more on the job and participate more often in training, which decreases the risk of losing employment. These results are consistent with the dynamic model of skill obsolescence and employment loss we develop in this article. Moreover, we find that when workers with long job tenures decrease their training participation, this is an early indicator of future job loss.  相似文献
