Two contrasting views tend to dominate the literature on the impact of recessions on employment. One view is that recessions amount to a ‘critical conjuncture’ for work and employment systems, a time when firms try to transform radically existing employment models. The alternative perspective is that firms, constrained mostly by the forces of path dependency, seek to adjust to the immediate or short‐term pressures of the recession but otherwise maintain the established way of organizing the employment relationship. The purpose of this article is to contribute to this literature by reporting the findings of a major study of the effects of the recession on work and employment in firms based in Ireland. The main finding to emerge from the study is that firms mostly have made improvised adaptations in response to the crisis and have shied away from far‐reaching transformational strategies.  相似文献

This article analyses variation in the use of temporary labour based on a comparison of two plants of the same US automotive multinational corporation, one in Italy and the other in the United States. We argue that differences in the use of temporary labour are explained by union capacities to make trade‐offs between alternative forms of flexibility as well as trade‐offs in the protection of internal and external groups of workers. Union capacity is dependent on the availability of power resources within different national institutional environments. These resources are shown to influence not only the ways in which temporary workers are used but also bargaining outcomes — including employment conditions — benefiting them.  相似文献

This paper compares management flexibility in employment decision making in the United States and Canada through a cross‐national survey of organizations in representative jurisdictions in each country, Pennsylvania and Ontario, respectively, that investigates the impact of differences in their legal environments. The results indicate that, compared to their Ontario counterparts, organizations in Pennsylvania have a higher degree of flexibility in employment outcomes, such as higher dismissal and discipline rates, yet do not experience any greater flexibility or simplicity in management hiring and firing decisions. One explanation for this result may lie in the finding that organizations in Pennsylvania experience greater legal pressures on decision making, reflecting the generally more intense conflict in the employment law system in the United States. By contrast, high‐performance work systems, which some have looked to as a possible management‐driven mechanism for enhancing fairness in employment, had more modest effects.  相似文献

This article examines the practices adopted by firms in the Republic of Ireland to manage conflict involving groups of employees, focusing in particular on the uptake of ‘alternative dispute resolution practices’. The article reveals that conflict management practices take the form of ‘systems’, and it estimates the incidence of innovative conflict management systems, incorporating alternative dispute resolution (ADR) practices, as involving about 30 per cent of firms. A series of influences are shown to be associated with innovative, ADR‐based conflict management systems, especially commitment‐oriented HRM practices and whether unions are recognized.  相似文献

This article argues that the expansion of individual employment rights is presenting a series of challenges to the collective model of economic citizenship that prevailed in most of the Anglo‐American world during the last century. We examine developments in the management of workplace conflict in Anglo‐American countries to highlight the institutional manoeuvrings that have been taking place to mould the nature of national regimes of employment rights. We argue that Governments almost everywhere are actively seeking to create institutional regimes that weaken the impact of employment legislation and we find that statutory dispute resolution agencies are eagerly trying to develop organizational identities that are aligned with rights‐based employment disputes.  相似文献

This paper focuses on constraints on the effectiveness of high performance work techniques deriving from the traditions of craft‐based trade unionism and long‐established structures and cultures within sector‐based employment relationships. The findings question the fundamentally managerialist nature of HPW accounts that assume labour's position in the high‐performance equation to be simply one of recipient of managerial initiatives.  相似文献

This study integrated concepts from upper echelons, group process and social cognition theories to investigate how demographic diversity and group processes influence strategic consensus within the top management team (TMT), where strategic consensus is defined as the degree to which individual mental models of strategy overlap. Data from 76 high‐technology firms in the United States and Ireland were used to examine three alternative models. The results showed that while demographic diversity alone did have effects on strategic consensus the overall fit of the model was not strong. Adding two intervening group process variables, interpersonal conflict and agreement‐seeking, to the model greatly improved the overall relationship with strategic consensus. For the most part, TMT diversity had negative effects on strategic consensus. The model with superior fit showed both direct and indirect effects of diversity on strategic consensus. Managing Conflict in Software Development Teams: A Multilevel Analysis   总被引:2,自引:0,他引:2  
For a new product development (NPD) organization, a little conflict can be a good thing. Healthy disagreements can push project team members or different functional groups in an organization to pursue more in-depth, insightful analysis. This type of creative tension can help to engender an environment that encourages innovation and thus keeps NPD efforts free from the business-as-usual doldrums. However, management must ensure that conflict remains on a healthy level. David H. Gobeli, Harold F. Koenig, and Iris Bechinger note that conflict must be managed not only to increase the satisfaction of project team members, but also to achieve strategic project success. To provide better understanding of the important issues in conflict management, they examine the effects of three conflict factors on software development project success: context, conflict intensity, and conflict management style. Using survey responses from 117 software professionals and managers, they develop a multi-level framework of success versus conflict for team-based, software development projects. Within this framework, they examine context, conflict intensity, and conflict management approaches at the team and organization levels. For the participants in this study, unresolved conflict has a strong, negative effect on overall software product success and customer satisfaction. Project team member satisfaction decreases substantially with higher intensity conflict at the organization level, and even more strongly at the project level. For the respondents to this study, the combined effects of conflict intensity and conflict management style on project success are significant, but they are not as great as the combined effects of such context variables as company goals, group dynamics, and management support. Two conflict management styles—confronting and give and take—have beneficial effects on success at the organization level for the firms in this study. Smoothing, withdrawal, and forcing all have negative effects, although only forcing has a statistically significant negative effect. In general terms, the results suggest that management should guard against frequent use of the dysfunctional management styles—withdrawal, smoothing, and forcing. The results suggest that emphasis on confrontation—that is, true problem solving—is essential at the project level, even if a give-and-take style is better tolerated at the organization level.  相似文献

Many Western scholars have regarded union democracy and elections as affairs that are internal to trade unions and unconnected with outside forces. Going beyond the mainstream union‐centred approach, this study critically assesses one significant type of union election that has been emerging in China since 2010 and that has been driven by different forces from previous elections. Previous workplace union elections had been ‘top‐down’ — initiated by the party‐state or its apparatuses, or else transnational corporation‐induced — but this newer type of election has been driven by workers' strikes. This study illustrates how the dynamics among the quadripartite actors — party‐state, higher‐level trade unions, capital and labour — have shaped these strike‐driven elections. Contrary to the claim that these elections have been ‘direct’ and ‘democratic’, our case studies show that they have been indirect and quasi‐democratic in nature.  相似文献

The long‐term fracturing of the labour movement has led to increased attention to employee coping practices under new management practices and labour processes. However, the literature caters little for the recent rise of employees taking to social networking sites (SNSs), such as Facebook, to find ways to cope with the pressures of contemporary employment. To explore the self‐organised coping qualities of SNSs, interviews were conducted with front line workers, employed by a large anti‐trade union US retailer, who contribute to a self‐organised Facebook group set up as a place for fellow employees to deal with collective employment‐related problems. The main findings suggest employee self‐organised Facebook groups represent an important development and extension to the coping practices available to individual and groups of employees. The main implication of the findings is that Facebook groups appear to strengthen and widen the options for employee resilience in an age of continuing trade union retreat.  相似文献

Using case‐study data, the article examines the contention that protective labour market policies and trade union action are responsible for growing divisions between labour market ‘insiders and outsiders’. Case studies are reported on developments in collective bargaining in the hospitals and engineering sectors from seven western and central European countries. The article finds that managerial strategies, and interactions between management and unions, have to be considered to give a full account of the growth of precarious employment.  相似文献

This article explores the interrelationship between global production networks (GPNs) and free trade agreements (FTAs) in the South Korean auto industry and its employment relations. It focuses on the production network of the Hyundai Motor Group (HMG) — the third biggest automobile manufacturer in the world — and the FTA between the EU and South Korea. This was the first of the EU's ‘new generation’ FTAs, which among other things contained provisions designed to protect and promote labour standards. The article's argument is twofold. First, that HMG's production network and Korea's political economy (of which HMG is a crucial part) limited the possibilities for the FTA's labour provisions to take effect. Second, that the commercial provisions in this same FTA simultaneously eroded HMG's domestic market and corporate profitability, leading to adverse consequences for auto workers in the more insecure and low‐paid jobs. In making this argument, the article advances a multi‐scalar conceptualization of the labour regime as an analytical intermediary between GPNs and FTAs. It also provides one of the first empirical studies of the EU–South Korea FTA in terms of employment relations, drawing on 105 interviews with trade unions, employer associations, automobile companies and state officials across both parties.  相似文献

New product development practices (NPD) have been well studied for decades in large, established companies. Implementation of best practices such as predevelopment market planning and cross‐functional teams have been positively correlated with product and project success over a variety of measures. However, for small new ventures, field research into ground‐level adoption of NPD practices is lacking. Because of the risks associated with missteps in new product development and the potential for firm failure, understanding NPD within the new venture context is critical. Through in‐depth case research, this paper investigates two successful physical product‐based early‐stage firms' development processes versus large established firm norms. The research focuses on the start‐up adoption of commonly prescribed management processes to improve NPD, such as cross‐functional teams, use of market planning during innovation development, and the use of structured processes to guide the development team. This research has several theoretical implications. The first finding is that in comparing the innovation processes of these firms to large, established firms, the study found several key differences from the large firm paradigm. These differences in development approach from what is prescribed for large, established firms are driven by necessity from a scarcity of resources. These new firms simply did not have the resources (financial or human) to create multi‐ or cross‐functional teams or organizations in the traditional sense for their first product. Use of virtual resources was pervasive. Founders also played multiple roles concurrently in the organization, as opposed to relying on functional departments so common in large firms. The NPD process used by both firms was informal—much more skeletal than commonly recommended structured processes. The data indicated that these firms put less focus on managing the process and more emphasis on managing their goals (the main driver being getting the first product to market). In addition to little or no written procedures being used, development meetings did not run to specific paper‐based deliverables or defined steps. In terms of market and user insight, these activities were primarily performed inside the core team—using methods that again were distinctive in their approach. What drove a project to completion was relying on team experience or a “learn as you go approach.” Again, the driver for this type of truncated market research approach was a lack of resources and need to increase the project's speed‐to‐market. Both firms in our study were highly successful, from not only an NPD efficiency standpoint but also effectiveness. The second broad finding we draw from this work is that there are lessons to be learned from start‐ups for large, established firms seeking ever‐increasing efficiency. We have found that small empowered teams leading projects substantial in scope can be extremely effective when roles are expanded, decision power is ground‐level, and there is little emphasis on defined processes. This exploratory research highlights the unique aspects of NPD within small early‐stage firms, and highlights areas of further research and management implications for both small new ventures and large established firms seeking to increase NPD efficiency and effectiveness.  相似文献

This article examines labour transnationalism within four multinational automakers. In our sample, we find different forms of labour transnationalism, including transnational collective bargaining, mobilization, information exchange and social codes of conduct. We explain the differences through the interaction between management and labour in the context of the company structure; of particular importance are transnational coercive comparisons by management and the orientations of worker representatives as political entrepreneurs or co‐managers. We conclude that, although intensified worker‐side cross‐border co‐operation has not prevented wage‐based competition in general (due to the lack of between‐firm co‐ordination), it has reshaped employment relations within these multinational corporations.  相似文献

This article argues that the industrial relations (IR) field has had two distinct paradigms — an original paradigm centred on the employment relationship, and a modern paradigm centred on unions and labour–management relations. In practice, IR scholars in the decades after the Second World War frequently adopted the former as a broad principle but followed the latter in research and teaching. The narrower labour–management paradigm has created a significant survival challenge for the IR field, given the marked long‐term decline in union density in most countries. I join with others in arguing that to survive and prosper in the years ahead, the field needs to return to an updated version of the original ‘employment relationship’ paradigm. To promote this end, I describe the major features of the original paradigm, including its core positive and normative principle. I also outline how this core principle provides the foundation for an integrative IR theory of the employment relationship, which the field greatly needs to move ahead.  相似文献

Research claims that industrial relations in greenfield sites in Ireland are commonly individualized. Data from a representative sample of workplaces in Ireland show that no trend towards more pronounced individualization is apparent in the use of HRM practices in new as compared with established workplaces. The state of collective industrial relations in workplaces in general is also shown to be independent of the extent to which individually focused HRM practices have been adopted. The Irish findings, and recent international research, question the idea of individualization as a useful way of understanding the character and dynamics of employment relations in advanced economies.  相似文献

The Labour government's goal of social partnership embodies a particular view of the appropriate role of labour within the employment relationship, which requires the marginalization of trade unionism as an autonomous force. Its programme of employment law reform combines a dual focus: first, the reaffirmation of measures that weaken workers' collective power through the exclusion of autonomous trade unionism, and second, initiatives to regulate the labour market, strengthen workers' rights within the employment relationship, and include enterprise‐confined, cooperative unions as subordinate 'partners'. However, the second policy dimension has been diluted because of the commitment to free‐market values.  相似文献

Over the past 30 years, labour relations, and, indeed, the entirety of working‐class politics in China, have been dramatically altered by economic reforms. In this review, we focus on the two key processes of commodification and casualization and their implications for workers. On the one hand, these processes have resulted in the destruction of the old social contract and the emergence of marketized employment relations. This has implied a loss of the job security and generous benefits enjoyed by workers in the planned economy. On the other hand, commodification and casualization have produced significant but localized resistance from the Chinese working class. Up until now, the activities of labour non‐governmental organizations and of the official trade unions have contributed to the state's effort of individualizing and institutionalizing labour conflict resolution through labour law and arbitration mechanisms. Finally, we provide a brief discussion of the impact of 2008's Labour Contract Law and the outbreak of the economic crisis on labour relations. We conclude that the continual imbalance of power at the point of production presents a real dilemma for the Chinese state as it attempts to shift away from a model of development dependent on exports.  相似文献

We argue that compositional gaps in international joint venture (IJV) management groups, along parent company lines, will accentuate distinct managerial coalitions. Such gaps can occur on dimensions of observable demography, less apparent demography, or psychological characteristics. While compositional gaps in IJV management groups can provide the basis for healthy substantive conflict, such gaps—particularly if they are large—also tend to induce relationship conflict and heighten substantive conflict beyond its beneficial range. This can set off a downward spiral of relationship conflict, substantive conflict, and behavioral disintegration in the group. These harmful group processes further interact reciprocally with any tensions that might exist between the IJV parents, engendering a second downward spiral. Our model has implications for the performance of international joint ventures, and it serves as a foundation for designing interventions to avoid the downward spirals we portray.
