2016年,我国将玉米临时收储政策调整为“市场化收购”加“补贴”新机制,这一调整是对玉米市场的重大改革.本文分析了新机制的难点主要在于卖粮难问题难以解决、补贴工作落实难、农户生产决策难,并提出了引导多元市场主体开展市场化收购,维护收购市场秩序;完善信贷服务政策;加强组织管理,推动补贴工作落实;强化玉米种植户市场观念;鼓励“粮豆轮作”,切实落实玉米种植结构调整等对策建议.  相似文献

文章基于风险承担与保险对冲视角,考察董事高管责任保险对企业差异化战略的影响及其作用机理。研究发现:董事高管责任保险的风险对冲效应有助于管理层实施差异化战略,在民企以及诉讼风险较高的企业中,董事高管责任保险发挥更强的风险兜底作用;当采用高管海外经历作为工具变量控制潜在的内生性问题后,结论依然稳健。进一步分析表明,董事高管责任保险主要通过“激励效应”而非“自利效应”影响管理层实施差异化战略,且购买董事高管责任保险的企业风险承担水平较高、战略进攻性较强以及研发创新较多(研发型专利和外观型专利)。文章研究结论不仅丰富了董事高管责任保险和企业差异化战略的相关文献,还有助于全面认知董事高管责任保险的公司治理效应,为董事高管责任的全面推广及企业战略决策的选择提供了经验证据。  相似文献

In a highly globalized economy, foreign exporting firms have initiatives to be consumer friendly for many reasons. The aim of the present paper is to endogenize consumer-friendly actions by the exporting firms, and explore how government’s industrial policy and firm’s R&D investment are affected by the strategy of foreign exporting firms under cooperative and non-cooperative R&D commitments in an international rivalry market. It finds that consumer-friendly action is a dominant strategy equilibrium, and no matter whether under cooperative or non-cooperative R&D, a consumer-friendly firm tends to invest less than does the purely profit-maximizing firm on R&D under symmetrical decisions. In the case of firms cooperating in R&D and involving consumer-friendliness in action, their governments need not intervene. On the other hand, governments always subsidize non-cooperative R&D activities, or cooperative but unfriendly firms. Furthermore, the consumer-friendly action will result in more (less) R&D subsidies by the exporting government when both firms non-cooperate (cooperate) in R&D. Finally, it is robust to indicate that the government of an importing country prefers friendly foreign firms in any circumstances. Above all, the equilibrium outcomes explain the crucial role of consumer-friendly strategy for industrial policies and R&D activities.  相似文献

This paper presents a Kaldorian model of growth that incorporates both Kaldor's theory of income distribution and his endogenous technical progress function. Growth is driven by demand‐side forces that induce supply‐side accommodation. The model incorporates Hicksian induced innovation; Goodwin Marxist style labor conflict that affects wage bill division between workers and managers; Tobin inflation effects; and Kalecki monopoly power effects. Unlike the neo‐Kaleckian model, a Kaldorian economy operates at normal capacity utilization. Monopoly power plays a role as a barrier to entry rather than determining the functional distribution of income.  相似文献

We propose a liminality-based analysis of the process of ethical leadership/followership in organizations. A liminal view presents ethical leadership as a process taking place in organizational contexts that are often characterized by high levels of ambiguity, which render the usual rules and preferences dubious or inadequate. In these relational spaces, involving leaders, followers, and their context, old frames may be questioned and new ones introduced in an emergent way, through subtle processes whose evolution and implications may not be easy to grasp even by those participating in them.  相似文献

The interest rate and the fiscal balance can be thought of as two independent instruments to be assigned to two targets, the path of output and the path of public debt. Under what we term a ‘sound finance rule’ the interest rate targets output while the fiscal balance targets public debt; under a ‘functional finance rule’ the budget balance targets the output gap and the interest rate targets the debt ratio. The same unique combination of interest rate and fiscal balance will be consistent with output at potential and a constant debt‐GDP ratio regardless of which instrument is assigned to which target. The stability characteristics of the two rules differ, however. At low levels of debt, both rules converge to the targets, but there is a threshold debt level above which only the functional finance rule converges. Contrary to conventional wisdom, therefore, the case for countercyclical fiscal policy becomes stronger, not weaker, when the ratio of public debt to GDP is already high. We apply our framework to describe the possibility of policy‐generated cycles in the United States over the past five decades.  相似文献

It is commonly known in the positive psychology literature that people who want to increase their happiness ought to engage in so‐called happiness‐enhancing activities. Building on this stream of research, work that emphasizes the duality of happiness (affect vs. meaning) is introduced in order to propose a new conceptualization of happiness activities. The new conceptualization distinguishes between self‐ and other‐focused happiness activities, and argues for the importance of other‐focused activities over self‐focused ones. Results from a six‐week long study show that other‐focused happiness activities consistently outperformed self‐focused ones in terms of raising participants’ levels of happiness. Although self‐focused happiness activities also increased happiness, by showing increases over time relative to participants’ baseline level, other‐focused happiness activities consistently outperformed such increases.  相似文献

We show that governments in developing countries have an incentive to play the “confidence game” — wherein the need to win the confidence of the international capital market ‘can actually prevent a country from following otherwise sensible policies and force it to follow policies that it would normally consider perverse’. This incentive arises because of a combination of a ‘conformity bias’ and ‘good news bias’ in governmental decision making in an open economy, which results in inefficient outcomes which increases rather than decreases the threat of devaluation. While institutions that encourage greater transparency and the public revelation of information, may often mitigate this inefficiency, on some occasions increased transparency may even exacerbate the inefficiency.  相似文献

This paper addresses peer‐to‐peer (P2P) digital platform markets, often associated with the “sharing economy” or the “collaborative economy”. Such digital platforms, facilitating new purchasing channels for consumers by matching P2P supply and demand, can be considered new market places challenging the conventional markets. How are P2P platform markets evaluated by the consumers? Based on a comprehensive survey‐data material, five different P2P service markets are considered by peer buyers and the results compared to consumers’ evaluations from similar conventional service markets according to trust, comparability and consumers’ satisfaction with the transactions. Comparability seems to be one advantage for the platform markets, while trust could become a problem. Conditions for trust in P2P platform markets is particularly interesting to study because contrary to conventional markets P2P transactions cannot rely on governmental laws, regulations and security net. This trust problem has been solved by a trust‐generating rate and review system. Our data material, however, distinguishes a mechanism that we have coined as the don't‐want‐to‐complain bias. More precisely, people do not like to complain, hence buyers of P2P services often hesitate to give negative ratings when they are discontent with a service or a supplier. Therefore, positive ratings become overestimated. If consumers recognize this bias, ratings and reviews will lose credibility and no longer be considered trustworthy. Eventually, this may threaten the well‐functioning of P2P markets.  相似文献

Max Anderson and Peter Escher’s The MBA Oath addresses the need for a set of ethical standards to provide guidance to MBA graduates as they go about their everyday professional business. Their oath is relevant to the concerns of others in business but clearly was inspired by the special problems they encountered in the classroom as members of the Harvard MBA class of 2009. The oath and the book itself evolved from the financial meltdown of 2008 for which MBAs often felt that they were being held accountable. Our review begins with the oath itself. In this paper we consider the effectiveness of eco‐labels as a substitute for alternative, but trade‐restrictive, environmental policies. Specifically, while there are concerns that eco‐labelling requirements increase the cost of international trade, due to their potential for misuse as technical trade barriers, little attention has been given to the environmental benefits of eco‐labelling. We show that incentive problems inherent in eco‐labelling policies make it a very weak tool of environmental policy. Despite this, we argue that eco‐labelling schemes may remain popular, owing to the lack of alternative WTO compliant environmental policies. We also use this framework to consider the economic and political conflicts facing the EU with regard to its policies on genetically modified organisms.  相似文献
