The design of rural development policies and government programmes in support of farm operations and farm households relies on precise estimates of off-farm labour supply elasticities. However, the wide variation in estimates dilutes their power to predict the magnitude of these targeted interventions. We perform a meta-analysis of estimates of off-farm labour supply elasticity to identify systematic factors that influence these estimates. A sample of 137 elasticities is obtained from 43 studies which use data ranging from 1960 to 2012. We examine theoretical assumptions, data availability and empirical specifications, and other study-specific characteristics. Controlling for potential publication bias, we estimate that the elasticity is approximately 0.64 to 0.77. Results of the analysis show that estimates are affected by modelling choices controlling for self-selection and life-cycle elements. However, we found no compelling evidence that study-specific characteristics of off-farm labour supply functions, including various measurements of labour supply, explain variation in the elasticities.  相似文献

Off-farm employment has become increasingly important as an aspect of resource adjustment and a source of income in Australian agriculture. However, it is surprising that there is a paucity of work on this topic reported in the agricultural economics literature. Therefore, we have drawn upon recent developments in labour economics in order to investigate off-farm employment in Australia. A conceptual model of the allocation of a farmer's labour between farm and off-farm work is developed and applied to cross-sectional data from the Australian Agricultural and Grazing Industries Survey. A Tobit maximum likelihood procedure is utilised to test the influences of the life cycle, level of human capital, wealth, non-wage income and farm income on the off-farm labour supply of farmers.  相似文献

The determinants of off-farm work by married farm couples are examined using data from the 2004 Agricultural Resource Management Survey and multinomial logistic regression. Expected government payment is found important in decreasing the likelihood of off-farm work strategies involving work by the husband only or by both husband and wife relative to a strategy of no work by either husband or wife. The marginal impact of government payments on the probability of the wife working off farm alone is found positive suggesting the possibility of nonpecuniary motives for off-farm employment for 21% of farm households in the selected weighted sample.  相似文献

Using a nationally representative sample for Mexico, we analyse the effect of a husband having a working mother on the probability that he has a working wife. Our results show that labour force participation by a husband's mother increases the probability of the labour force participation of his wife by 15 percentage points. The effect is mainly driven by males with less than high school education. One possible confounding factor is the effect of labour force participation of the wife's mother on the wife's labour participation decision. However, in a different sample, we do not find any effect of work force participation of wives' mothers on wives' decisions to join the labour force. Finally, we test the effect of work force participation by a husband's mother on the husband's preferences regarding child-rearing practices. We find that having a working mother strongly reduces the probability that daughters will be tasked to care for siblings and fosters preferences for a more egalitarian allocation of educational resources among children. Hence, promoting female labour force participation can have important dynamic implications, especially for developing countries.  相似文献

We model jointly several types of discrete-choice labour decisionsof farm couples: farm work, off-farm work and hired farm labour.Rather than estimating a set of reduced-form participation equationsthat is subject to an internal inconsistency problem, we estimatea 16-choice multinomial model. We find that farm labour of operatorsand of spouses are substitutes. Hired farm labour increaseswith the farmer's qualifications, perhaps substituting for thecouple's labour inputs. Other adults in the household substitutefor the farm labour input of the farm couple and hired workers.We find that the organisation of work by French farm householdshas changed over time, in the direction of a more equal sharingof tasks and responsibilities between members of the farm family.  相似文献

This paper examines the effects of off-farm employment on grain marketable surplus supply during the reform period in China. A theoretical framework demonstrates that farm households' supply behaviour depends not only on the profitability of farm production but also on alternative off-farm wage opportunities of household members. An empirical model, which assumes full income maximisation of farm households, simultaneously evaluates the effects of on-farm and off-farm income on their grain supply behaviour. Particular attention is paid to the effect of off-farm income through a comparison of conditional and unconditional grain marketable surplus supply elasticities. Results show that off-farm income had a strong negative effect on grain marketable surplus from farm households following liberalisation of factor markets in China and that this could lead to a loss of marketable surplus supply.  相似文献

This article investigates the effects of weather risk on the off-farm labor supply of agricultural households in a developing country, distinguishing different types of off-farm labor markets. A multivariate two-limit tobit model is applied to data from India. The regression results show that the share of the off-farm labor supply increases with weather risk, the increase is much larger in the case of nonagricultural work than in the case of agricultural wage work, and the increase is much larger in the case of agricultural wages paid in kind than in the cash wage case, suggesting farmers' considerations of food security.  相似文献

Official statistics do not reveal the nature of the contribution which farmers' wives make to the farm labour force. On the basis of a pilot study, three roles for women on farms were identified. Main distinguishing features were division of labour between husband and wife, frequency of manual work, responsibility for farm enterprises, participation in formal organisations and approach to housework. Home-centred farm housewives only work on the farm occasionally, working farmwives assist their husbands regularly while women farmers threaten male status by doing “man's” work. Reasons for women playing one role rather than another are discussed. Trends in agriculture suggest that the farmer's wife's contribution to the farm business will become still more significant in future. “The concept of ‘the farmer and his wife’ so often used by agricultural economics is far from having universal validity” (Ashby, 1953: 97).  相似文献

The study of of-farm employment of farm family members in the context of a neoclassical time allocation model of labor supply is used to attempt to explain the amount and type of off-farm employment currently prevalent on the Canadian Prairies. The effect of labor saving technical change together with a production process characterized by periods of peak activity affect the priority that may be assigned to off-farm work These factors require explicit consideration in the theoretical framework for the study of off-farm employment. The refinements occasioned by expanding the paradigm in this manner have implications for the role of rural development policy in the support of the agricultural sector  相似文献

The objective of the paper is the presentation of a farm-household model which allows an analysis of labour input decisions of rural households in an environment with risky agricultural technologies and off-farm employment opportunities. Labour input decisions are condensed into a stochastic linear programming framework, and applied to a typical rural household in Southern Malawi. Weak adoption of yield-increasing technologies is explained by different opportunity costs of time of family members and by the risky nature of income generated using traditional or yield-increasing agricultural technologies. The view that land-saving innovations will increase agricultural production is revised. Special extension programmes for family members with low off-farm employment opportunities are proposed to increase the adoption of those technologies. These programmes have the purpose of reducing anticipated subjective income deviations for yield-increasing innovations.  相似文献

A theoretical model is presented which integrates the consumption and production components of the rural household. A theoretically determined system of expenditure equations, derived factor demand equations and an off-farm labor supply equation are estimated using primary data for Saskatchewan farm households. From the empirical results we conclude that if the wage rate can be observed or estimated, the farm household's behavior can be explained empirically in a manner consistent with received theory. Summary and Conclusions A theoretical model integrating the consumption and production sides of the farm household or enterprise is estimated empirically using primary data for Saskatchewan farm households. The farm household was assumed to maximize its utility function subject to farm production and cash flow constraints. The empirical results indicate that the theoretical model can be estimated successfully even when data are sparse. While the coefficients for the expenditure, derived demand, and off-farm labor supply equations are consistent with coefficients from similar equations estimated separately by others, the theoretically more precise integrated approach specifies the simultaneous effect of the variables across equations. From the empirical results and the theoretical considerations it is obvious that the wage rate is a key explanatory variable in the model. The wage rate links the three components of the model–final expenditures, the derived input demands and off-farm labor hours. The wage rate is one determinant of the allocation of the operator's time (although other factors such as the nature of the operation and opportunities to work off-farm dominated in this study), and both the wage rate and the allocation of the time determine the eventual income available to the rural household. In essence, then, the problem of explaining farm household behavior when the household's business enterprise function cannot be separated from its consumption activity is similar to that of traditional models based on the theory of the firm and models of consumer behavior. The only difference is that the wage rate is observable in the traditional models but needs to be estimated as a shadow price in models which seek to explain rural household behavior. As a result, research in this area must start with an explanation of the allocation of (at least) the operator's labor and a measure of the shadow wage rate. If the entire household's allocation of time between on-farm and off-farm labor and leisure is determined, it is possible to treat its consumption and production activities separately. Further research is required to extend the model to explain household labor supply to both the farm and off-farm labor markets.  相似文献

The reaction of labor markets to economic reforms is an important indicator of the progress of transition. Because of diminished government support and the breakup of state and collective enterprises, labor market adjustments in the transition economies have been particularly severe in the agricultural sector. This article evaluates the off-farm labor market for a sample of agrarian households in transition Bulgaria. We give particular attention to the distributional assumptions that underlie standard approaches to the evaluation of labor supply. A variety of specification tests are considered and support for standard maximum likelihood estimates which rely on normality as a maintained hypothesis is mixed. Alternative semiparametric (distribution-free) estimators are also considered. The empirical results indicate that, five years after the initiation of the transition, off-farm labor supply patterns for Bulgarian agricultural households are similar to what is commonly observed in developed market economies. Labor supply is positively affected by factors such as education and work experience which are hypothesized to increase off-farm wages. Social benefit programs providing monetary or in-kind support payments are shown to significantly decrease off-farm work.  相似文献

We use the concept of the elasticity of farm incomes with respect to changes in input prices to analyse the effects of a large increase in relative wages on selected measures of farm incomes. In order to estimate the elasticity of farm incomes we have to estimate elasticities and cross-elasticities of demand and supply for farm labour and capital. The estimates of elasticity of demand for operator and hired labour allow us to calculate the impact of a rise in wages on numbers of farmers and hired labour employed in agriculture.  相似文献

We analyse the simultaneous determination and evolution overtime of work choices and the level of farm activity, using apanel of Israeli farm households. We estimate jointly a multinomialchoice model of work activity and an endogenous switching regressionof farm size, accounting for unobserved heterogeneity and correctingfor simultaneity bias. Our results imply that some family farmstend to expand over time and specialise in farming, whereasother farm households downsize their farming operation and increasetheir engagement in the off-farm labour market. Past studies of the farm sector have concentrated on the use of farm based resources in the farm context alone. Changes in the economic environment have widened the opportunities available to these resources and have thus tended to make this narrow definition of the farm firm less relevant. Some recognition of this situation has emerged in more recent studies. The aim of this note is to collate and examine the degree to which farm labour resources are employed in off-farm activities in Australia. The main conclusion drawn from the evidence available is that, while in aggregate part-time farming is a fairly minor activity, in some sectors it is increasing in importance and constitutes a considerable outlet for farm based labour resources.  相似文献

A two-period model is developed in which a risk-averse farmer uses off-farm labor to smooth consumption, leading to greater use of fertilizer. Fertilizer demand is shown to increase with the depth of the off-farm labor market. Controlling for exogenous weather risk, farmers use more fertilizer the lower the unemployment rate and the higher the share of nonagricultural work in total off-farm labor. The results suggest that off-farm labor markets and own-farm production may be complementary in risky production environments, so that policies which promote the depth of the off-farm labor market in low-income areas may also bolster farm productivity.  相似文献

Gross entry–exit rates by operator age group suggest there is still an underlying trend toward declining numbers of commercial farms, aging of the farm operator population, and an increasing share of farms operated part-time. The number of entries by young farmers declined steadily from 1978 to 1997, as did the exit rate for older operators. Between 1992 and 1997, the entry rate rebounded for farmers over age 35 and those principally employed off-farm. A sharp decline in the exit rate for midcareer farmers also helped stabilize the decline in farm numbers.  相似文献

文章利用林业重点工程与消除贫困项目1999~2008年2070个样本农户数据,运用Tobit计量经济模型,对农户退耕地造林面积及参与退耕还林工程时间在林业、以土地为基础和非农业的劳动力供给上的影响进行了分析。研究发现农户退耕地造林面积及参与退耕还林工程时间能显著地增加农户林业、非农业劳动力供给,而显著减少农户以土地为基础的劳动力供给;退耕还林工程对黄河流域农户的影响大于长江流域农户;退耕还林工程不仅促进了农户劳动力从土地向非农业转移,而且还促进了农户非农劳动力供给的增加。  相似文献

Does access to off-farm income complement or compete with agricultural production? This article explores the effect of off-farm income on agricultural production activities, using data from the 2003 Mexico National Rural Household Survey. We first discuss the theoretical conditions under which access to off-farm income may influence production in an agricultural household model. Instrumental-variable (IV) estimation methods are then used to test whether agricultural production activities, technologies, and input use differ between households with and without access to off-farm income. We find that off-farm income has a negative effect on agricultural output and the use of family labor on the farm, but a positive impact on the demand for purchased inputs. There is also a slight efficiency gain in households with access to off-farm income. Findings offer insights into how household production evolves as rural households increasingly engage in off-farm income activities.  相似文献

研究目的:在市场主导型和政府主导型农地流转并存的背景下,以关中—天水经济区为例,分析农地流转中政府干预力量对农户非农就业的影响效果,为政府制定农地流转政策提供依据。研究方法:以市场主导型作为参照,利用两期截面数据,采用DID模型方法将政府主导型农地流转与之比较。研究结果:在关中—天水经济区,政府主导型农地流转在提高农户家庭非农就业人数和人均非农就业收入方面都显著优于市场主导型农地流转,但家庭中非农务工者的人均非农收入却比市场主导型低了2251元。研究结论:政府主导型农地流转确实能够推动非农就业,但就业质量不高,反映出政府主导农地流转的"强推力"导致农户"强制外出"后非农就业技能不足。  相似文献
