At the European level there is an increasing focus on how freight transport can be moved from trucks on roads to more environmentally friendly modes such as rail and ship. A large proportion of the transport services between OD pairs, however, cannot be substituted since there is only one alternative available. The paper investigates the magnitude of this “structural inelasticity” of modal substitution in freight transport due to a sparser layout of rail and ship-based freight networks compared to road. In the analysis we use a recent Scandinavian freight demand model covering more than 800 zones. We find that the structural inelasticity is very significant - in particular for transportation over less than 500 km. Moreover, the inelasticity varies greatly with commodity groups and between OD pairs, and it depends strongly on the port and rail infrastructure. The results suggest that pure charging instruments (road pricing for trucks) in many regions will have limited mode substitution impacts. However, if combined with structural changes in terms of improved infrastructure for rail and ship, impacts may be greater.  相似文献

This paper presents a freight transport optimization model that simultaneously incorporates multimodal infrastructure, hub-based service network structures, and the various design objectives of multiple actors. The model has been calibrated and validated using real-life data from the case study of hinterland container transport of the Netherlands, where CO2 pricing, terminal network configuration, and hub-service networks are chosen as the design measures. Policy packages combining multiple types of policies show better network performance as compared with the optimal performance resulting from a single policy type. This illustrates the value of incorporating multiple types of policies simultaneously in freight transport optimization.  相似文献

Following the example of maritime transport, the relocation of fleets abroad – referred to as flagging out – has become an important cost reduction strategy for road freight transport companies. Particularly after the EU Eastern Enlargement in 2004, many Austrian road freight transport companies took advantage of both the freedom of services and the lower costs in New Member States. This paper shows the results of four waves of surveys of Austrian road hauliers, describing developments, attitudes, motives and impacts of the phenomenon. There is also a discussion about the significance of the problem, which was seldom referred to in the scientific literature.  相似文献

In recent years many European countries have seen a decoupling of the growth in road freight traffic (vehicle kilometres) from economic growth. A similar decoupling has not been observed in road freight transport (tonne kilometres). In this paper the historical growth in national Danish road freight traffic and transport is attributed to causes using a Divisia index decomposition method. It is demonstrated that overall road freight traffic growth is a consequence of often opposite pointing growth effects in the underlying factors. The observed decoupling of road freight traffic growth from economic growth is mainly the result of use of larger vehicles, increasing average loads, and less empty running. Growth in road freight transport is primarily caused by growth in production. A decrease in the number of tons lifted per tonne produced (the handling factor) is offset by an increase in the tonne kilometres per tonne lifted.  相似文献

The post-war era saw a dramatic decline in both the volume and market share of freight transported by rail in Britain. This decline was associated with the closure of thousands of rail freight facilities and reduction by one third in the route mileage of the national railway network. However, as a result of railway privatisation and increasing constraints on the competitiveness of the road haulage industry, the long decline has halted and rail freight traffic is growing. This article reviews the implications of this change for the demand for rail freight facilities and for extra capacity in the railway network, and considers how the land-use planning and transport planning systems might respond.  相似文献

This paper discusses the negative impacts of freight transport growth, especially in and around urban areas. Over time, a growing number of road freight vehicles have delivered less freight over longer distances, while average load factors have been reduced. This development is unsatisfactory, as transport capacity that could have been used more efficiently is lost. To mitigate negative impact, it has been suggested that freight consolidation and better planned localisation of freight consolidation centres (FCCs) would improve city logistics. Based on primary data, this paper investigates the potential to establish urban FCCs intended for small road hauliers (SRHs) delivering goods to the retail sector in a wider geographical area, the Gothenburg region in Sweden. While the findings show that a large majority of SRHs could reach potential FCC locations in a short time, congestion affects deliveries and several factors, many of which were observed already in the 1970s, restrict FCC establishments. Under present conditions, there is little scope for SRHs to successfully deliver goods to retailers in the Gothenburg region from FCCs; therefore, a more efficient urban transport system from a business or societal perspective is unlikely. Policy makers need to take into consideration the different segments, requirements, and characteristics of different cities before venturing into costly FCC projects.  相似文献

This paper presents some of the results of the shortlines research project for Ademe (French agency for the environment) and Predit (French support program for surface transport research). The paper focuses on France, and makes some comparisons with North America and Germany. It is organized in two parts. The first part analyses the notion of “short line” freight railways in the European context. We observe that to date, unlike short lines in North America, which have mostly sought cooperation with major railways, the new rail operators in Europe are competing with the majors. The second part discusses regional policies on rail freight transport. We observe that for some time, local governments in France have been afraid that the on-going reduction of regional rail freight services will increase truck traffic and environmental impacts. Today, however, these governments appear to be more reluctant to promote rail freight activities than they were a few years ago. The current conditions under which local lines operate in Europe and especially in France, including small capacity on the infrastructure and high cost of labor and low productivity, may explain this reluctance.  相似文献

This paper models competition for freight transport between the road and maritime sectors. Operators offer differentiated services and there are economies of scale in the oligopolistic shipping line sector. Two types of integration between shipping lines are considered: in one of them the liners production processes remain separate (like in an alliance); in another economies of scale are further exploited. Typically maritime freight post-merger goes down. However, it may increase if the merger exploits further economies of scale, they are important and transport services are sufficiently differentiated. An empirical application to the routes Valencia–Antwerp and Valencia–Genoa is undertaken to confirm the predictions of the model. It is shown that, for both types of merger, user surplus increases when transport services are weakly differentiated and economies of scale are sufficiently small. These conditions also guarantee that a merger is socially beneficial.  相似文献

This paper presents one of the first models explaining the choice of time-period in road freight transport. Policies that would shift some fraction of the trucks from peak to earlier and later periods will contribute to the reduction of congestion. Therefore there is an increasing interest in modelling the time-period sensitivity of road freight transport to changes in travel time and cost by period. The model developed here is based on a stated preference survey amongst receivers of goods in Flanders and was implemented in the strategic freight transport model of the Flemish authorities.  相似文献

Freight demand elasticity studies vary significantly in terms of the demand measure, data type, estimation method, commodity type, etc. This wide variation makes it difficult to compare empirical estimates when the differences may arise in part from the methods and data used. In this paper we conduct a comparative analysis to identify systematic sources of influence on direct price elasticity estimates in the context of freight transport, distinguishing between road, rail, and sea transport, using published direct price elasticities from 12 elasticity-derivative studies from five countries. The study focuses on revealed preference elasticities defined by the freight rate for tonnes and tonne kilometres of inter-city freight movements. Systematic sources that explain differences in direct price elasticities include the demand elasticity measure, mode, commodity class, model estimation form, country, and temporal nature of data (e.g., cross-section). Analysts can utilise the model outputs to adjust the empirical evidence from specific studies to control for differences that impact on the behavioural implications of comparative evidence.  相似文献

The main contribution of this paper is a new approach to evaluate and compare the freight accessibility conditions offered in a set of regions or cities. The key innovation of this approach lies in that it combines (statistical) centrality and reliability measures of accessibility, thus tackling one of the weaknesses that researchers have identified in the vast accessibility literature. The proposed approach is first explained in details for a hypothetical setting, and then is applied to Iran using data collected in the latest transport survey conducted in this country. The focus is placed on road transport, by far the dominant freight transport mode in Iran. The results obtained through this application provide clear insights into the relative positions of the main freight production and attraction zones of Iran with respect to road accessibility conditions, and therefore valuable information to assist transport authorities in their decisions regarding the evolution of the country's road network.  相似文献

This article deals with an analysis, modeling, and assessing performances of supply chains served by long-distance intercontinental intermodal rail/road- and sea-shipping freight transport corridor(s). For such a purpose, the supply chains are defined and the methodology for assessing their performances under given conditions is developed. The methodology consists of the analytical models of indicators of the operational, economic, environmental and social performances of particular corridors and corresponding supply chains assumed to be dependent on the infrastructural and technical/technological capabilities. The models of particular indicators have been applied according to “what-if” scenario approach to assessing performances of the long-distance intercontinental inland and maritime freight transport corridors spreading between China and Europe in the scope of the “Silk Road Economic Belt” and “A New Maritime Silk Road” policy initiative. The results prove that the intermodal inland rail/road alternative could act as a serious competitive alternative to its maritime deep-sea counterpart under given conditions. Nevertheless, in order to realize the opportunities, large investments in the inland rail/road infrastructure are required to appropriately connect China with Europe.  相似文献

On the basis of the outcomes of five disaggregate national models for passenger transport, four national models for freight transport and two European transport models, a fast and approximate meta-model for passenger and freight transport in Europe has been developed. The meta-model for passenger transport includes a detailed segmentation of the population, which makes it possible to investigate the impact of policies on many different groups of the population. The meta-model for passenger and freight transport has been applied for a reference scenario for 2020 and to simulate many elements of the European Commission's Common Transport Policy. These policy measures were also assessed in terms of the consequences on the internal and external cost of transport.  相似文献

Despite their potential, cargo airships currently remain a theoretical concept. This research aims to examine the factors determining the demand for their services from the perspective of transport logistics professionals. An online freight mode choice experiment is conducted, supplemented with follow-up semi-structured interviews. Across freight types the sensitivity of the modes (road, rail, sea and airship) to the attributes (price, time, reliability and frequency) varied substantially. Willingness to pay for the cargo airship mode for travel time saved is estimated to be $23/tonne/hour. It is conservatively estimated that the potential market share of cargo airships in the Australian domestic freight market varies across airship models with LMH-1 having the lowest market share of 8% while ARH50 has the largest potential market share at 25%.  相似文献

This paper applies a disaggregated approach to segment industrial markets under competitive structures taking the air-freight market for the high-technology product industry in Taiwan as a case study. Data from firms is used to examine the structure of the air freight industry and we find that carriers are clustered into two strategic groups, express and forwarder. Pricing is a leading strategy recognized by customers for forwarders, whereas service punctuality and freight security are the winning strategies for express. The high-tech freight market is classifiable by shipment destination and size.  相似文献

Since the global economic crisis of 2007–2011, the increasingly dynamic and challenging air cargo market in Europe has forced freight forwarders to improve their performance. In addition to improving their internal transport efficiency, they have also started to look at previously unexplored opportunities for horizontal collaboration in landside airport transport. The aim of this study is to reveal the potential of air cargo transport collaboration on a horizontal level, i.e. between multiple freight forwarders within a single airport. Reviewing existing literature on horizontal collaboration, with a focus on the air cargo industry, we propose a conceptual framework for transport collaboration in the air cargo industry. Based on a comprehensive study on air cargo transport movements within Schiphol, using a simulation model based on company data of 10,747 shipments (6977 tons of cargo) for a period of 30 days, we find several interesting results. Our main finding is that horizontal collaboration can improve the transport performance, by maintaining a high frequency of transport movements and maintaining an acceptable throughput time for air cargo shipments, and at the same time reduce transport costs by up to 40%. For smaller freight forwarders, the frequency of transport deliveries can even increase, while still allowing them to improve the average load factor of transport movements.  相似文献

Rail freight has an important role to play in improving the resource efficiency and sustainability of freight transport within the supply chain. The British rail network has seen considerable growth of both freight and passenger activity in the last 20 years, leading to concerns about its capacity to absorb continued growth. A number of infrastructure initiatives focused on increasing capacity and reducing conflicts have been implemented. This includes the North Doncaster Chord, opened in June 2014 primarily to provide a more direct route from the port of Immingham to the major Aire Valley power stations (i.e. Drax, Eggborough and Ferrybridge).The paper analyses the freight impacts of the new chord, focusing on three key operational measures (i.e. train routing, scheduled journey times and train punctuality) during 10-week survey periods before and after the opening of the chord. The analysis is based on real-time data relating to coal and biomass trains operating between Immingham and the three power stations. This is a novel approach as the data have been made publicly available only recently, allowing a detailed investigation of the flows on this corridor at a highly disaggregated level. The use of this empirical method to assess the detailed rail freight operational impacts is an important element in the process of evaluating the effects of network enhancement. The results demonstrate improvements in each of the three operational measures, but also reveal a situation considerably more complex than that suggested by the published material relating to the justification for this new infrastructure.  相似文献

The global freight distribution system has been impacted by convergence in terms of technology, infrastructure, modes and terminals. Still, in spite of strong converging forces, it can be argued that logistical practices are far from being uniform. This paper analyses the regionalism in freight transport systems by providing a comparative analysis of gateway logistics practices in North America and Europe. It is demonstrated that Europe and North America are not walking the same paths when it comes to the configuration of transport and logistics networks, via operational decisions and the setting of a regulatory framework. The attributes of gateways, corridors, hinterlands, regulation, governance, value chains and labor provide an analytical framework to understand the regionalism of freight distribution in the North American and European contexts, as well as anywhere else.  相似文献

在新冠肺炎疫情持续扩散的紧急形势下,铁路行业作为我国交通运输的主力军,在疫情防控工作中发挥支撑保障作用的同时,其自身发展也受到巨大的冲击。在整理总结2015—2019年我国铁路行业发展状况的基础上,分析了此次疫情对我国铁路行业客、货运发展和基础设施投资的影响,并提出对策建议:建立短期与长期相结合的政策,争取形成防控突发公共事件的长效机制;加强铁路货运体系现代化建设,保障铁路物流网络畅通高效;加快铁路数字化、智能化建设,充分发挥铁路大数据和高铁创新成果作用等。为铁路行业积极应对疫情防控等社会重大突发事件提供有关思路。  相似文献
