A mathematical programming model, calibrated on individual farmdata, is used to analyse the reform of the common market organisation(CMO) in the sugar sector of the European Union. The model includesa precautionary farm supply function for out-of-quota sugarbeet that is estimated as part of a simultaneous system of first-orderconditions. Simulation results from a sample of Belgian sugarbeet farms show that the sugar CMO reform induces differentsupply and income effects across farms depending on their shareof out-of-quota sugar beet relative to their total beet supplyand their quota rent. A further cut in the minimum price ofsugar beet initiates structural change in the farm sector. 相似文献

This paper uses duality theory to develop a model of European Community agriculture. The model is used to investigate the impact of the land set-aside provision of the recent package of reforms of the Common Agricultural Policy. We assume that producers chose output and variable input levels that maximize difference between revenue and variable cost. By including first-order conditions for the allocation of land across its uses, we impose that the observed allocations are profit-maximizing allocations. To overcome the problem of incorporating many outputs into an estimable production structure, we imposed a priori the restriction that the technology was weakly separable in major categories of outputs. With this restriction, it was possible to model production decisions in stages using consistent aggregates in the latter stages. 相似文献

This article aims to evaluate the impact of the 2005 reform of the Common Agricultural Policy (CAP) on farm production choices as a treatment effect (TE). This impact is measured through alternative metrics of the short‐term changes of the output vector. The heterogeneity of the response to the reform is assessed by estimating both average and quantile TE. As this heterogeneous response may depend on the different farm‐level CAP support, a multivalued treatment approach is adopted and applied to treated units (i.e., supported farms). This approach is applied to a balanced panel of Italian FADN farms observed over years 2003–2007. Results show that the 2005 reform of the first pillar of the CAP actually had an impact in (re)orienting short‐term farm production choices but this response is largely heterogeneous and concentrated in the lower levels of support. 相似文献

This analysis utilises a model of production under risk estimatedon Finnish farm-level data to measure farmers' risk attitudesin a changing policy environment. We find evidence of heterogeneousrisk preferences among farmers, as well as notable changes overtime in farmers' degree of risk aversion. This result is dueto the increase in the non-random part of farm income generatedby the policy change after Finland's European Union accession.The analysis confirms the assertion that agricultural policiesthat are decoupled from production do affect input use and cropmix through their effect on farmers' risk attitudes. 相似文献

This study examines the reform of agro‐allied parastatals in Nigeria and determine the impact financially, economically and socially. Three enterprises, Flour Mills of Nigeria Limited (FMNL), Okitipupa Oil Palm Company (OOPC) and Nichemtex Industries Limited (NIL), were privatized in Nigeria under a reform programme aimed at improving the performance of agribusinesses in the country. The exercise was successfully conducted through public offer of shares and private placement. The reform led to an improvement in profitability, productivity, financial leverage and liquidity position of the enterprises. The social impact of privatization was also favourable. It has no adverse consequences on job security, level of employment and participation of employees in trade union matters. Successful implementation of the reform was due to several factors including high level of professional competence and dedication of officials connected with the reform, a high degree of transparency and strict compliance with laid down guidelines. At the enterprise level, the positive changes recorded by the enterprises came about through the adoption of a number of coping strategies such as the maintenance of diverse product mix, expansion of export potentials and upgrading of product quality, improved marketing management, technological restructuring and improved techniques of sourcing raw materials. At the macro level, some policy actions such as trade policy reforms and price liberalization also played significant role in enhancing the performance of the enterprises after privatization. 相似文献

Recent changes in the Common Agricultural Policy (CAP) introduced different definitions regarding the eligibility of various types of land used by grazing animals. In particular, shrublands and other low-quality areas which have traditionally been used as grazinglands are now not eligible for European Union income support payments. Subject to these changes, a large part of livestock farms will be affected, being partially or fully deprived of EU income support. In addition to these policy-driven changes, pasture-fed livestock farms in Greece are faced with a unique system of grazingland allocation, as all grazing areas in the country are state-owned. These areas are allocated for a short period either directly to farmers who are permanent residents of the Municipalities or to other livestock farmers through an auction system, which does not take into account the grazing capacity thus bringing about environmental degradation. This paper investigates the effects of CAP changes and of this communal land allocation system based on the findings of a typological analysis. The study focuses on a typical Greek territory in terms of land uses, economic activities and sociodemographic developments. Data from a questionnaire survey are used to build a typology of local livestock farms in terms of their nutritional management and land use characteristics and then the profile of each type is investigated through the estimation of a Multinomial Logit Model where the dependent variable is the cluster participation. Three distinct types of farms (clusters) are determined. Cluster 1 includes traditional farms which rear sheep and goats and bovine for meat, which are highly dependent on grazingland uses and EU income support. Cluster 2 farms – mainly sheep and goat – have evolved a ‘double’ dependency on land in the form of grazingland but also of cropland for feedstuff production, which renders them more resilient to policy changes. Finally, Cluster 3 farms are intensive dairy cattle farms and use artificial (cultivated) privately-owned grazinglands and cropland for feedstuff production. Market-oriented measures are proposed for each type and suggestions for an integrated land use plan are made, including long-term leasing of land and the consideration of environmental criteria for land allocation, thus rendering farmers responsible for keeping their land in a good production state. 相似文献

One of the objectives of agricultural policy worldwide concerns the support of farm income. Common Agricultural Policy direct payments (DPs) are the main instruments to support farm income in the European Union. This article addresses their role in the concentration of farm income. This is done by calculating the Gini coefficient and its disaggregation in a large sample of Italian farms in the period between 2006 and 2007. Although this approach has been used to develop ex‐post analysis in previous studies, this article is innovative given that it is used here in an ex ante analysis aimed at evaluating the likely impact of a recent reform proposal. This latter requests changing the current model to a regional model of DPs application to make payment rates (i.e., payment per hectare) homogeneous among farms in the same region. The analysis shows that DPs and farm incomes are both very concentrated but that DPs allow for an income concentration reduction in Italian farms. The shift to a regional implementation reduces DPs concentration and, to a limited extent, farm income concentration. Of the considered regionalization scenarios, those that redistribute DPs among regions are the most effective in reducing concentration. The extension of the Gini considered approach to an ex ante setting seems effective because it provides insights that could feed the policy debate regarding the forthcoming reform. 相似文献

Influence of the EU CAP on terrain morphology and vineyard cultivation in the Priorat region of NE Spain 总被引:1,自引:0,他引:1
After the GATT agreements in 1986, which removed the existing external protection on wine market, and with demand developing towards a qualitative level, the European wine sector has been subjected to a continuous transformation to accomplish that main objective. To give producers the chance to bring production into line with market developments and to allow the sector to become permanently competitive, the European Commission established the Council Regulation (EC) No. 1493/1999) on the common market organization in wine, later adopted in the 2003 CAP reform. Among other measures, this regulation finances the restructuring of a large part of present vineyards by adopting new farming systems (EC Council Regulation No. 1227/2000), supporting actions as soil preparation, which includes land levelling and terracing. Traditional vineyard areas in Mediterranean mountain environments, with subsistence agriculture and farming systems based on man and animal labour, have taken advantage of the new market opportunities in the wine sector and of this policy as well, and have changed to a market-oriented farming strategy. It has involved the construction of terraces on hillslopes using heavy machinery with the objective of crop mechanization, which has supposed important changes in soils and landscape. An example of this situation is the Priorat region (Catalonia, NE Spain), where vineyards have been cultivated on hillslopes by human and animal labour since the 12th century. Since the early 1990s the region has been undergoing major changes arising from new wine market opportunities and later by vineyard conversion and restructuring EU policy, which subsidizes up to 50% of the cost. In this paper we consider two aspects of the changes that modern farming systems are causing in the region: (a) land use changes after the coming into practice of the EU vineyard restructuring policy and (b) terrain morphology changes due to land terracing and related geomorphological effects. The results show high terracing rates (22.6–36.1 ha year−1) in the study period (1998–2006), accompanied by huge land movements (a cutting rate of about 5475 m3 ha−1). Bad design of terraces has led to the collapse of benches and borders, affecting about 3.5% of the newly planted area. These effects question the suitability of the EU CAP for vineyard restructuring in Mediterranean mountain environments, revealing that although farmers comply with environmental protection requirements, CAP support is not accomplishing the objectives for which was conceived: the protection of the environment by the reduction of impacts of the agricultural activities. 相似文献

We quantitatively assess the impacts of re-allocating budgetary resources within Pillar 1 of the EU's Common Agricultural Policy (CAP) from direct income support to a direct greenhouse gas (GHG) reduction subsidy for EU farmers. The analysis is motivated by the discussion on the future CAP, with calls for both an increased ambition on climate action from the agricultural sector and for a more incentive-based delivery system of direct payments under strict budgetary restrictions. By conducting a simulation experiment with an agricultural partial equilibrium model (CAPRI), we are able to factor in farmers’ supply and technology-adjusting responses to the policy change and to estimate the potential uptake of the GHG-reduction subsidy in EU regions. We find that a budget-neutral re-allocation of financial resources towards subsidised emission savings can reduce EU agricultural non-CO2 emissions by 21% by 2030, compared to a business-as-usual baseline. Two-thirds of the emission savings are due to changes in production levels and composition, implying that a significant part of the achieved GHG reduction is offset globally by emission leakage. At the aggregated level, the emission-saving subsidy and increased producer prices compensate farmers for the foregone direct income support, but differences in regional impacts indicate accelerated structural change and heterogeneous income effects in the farm population. We conclude that the assumed regional budget-neutrality condition introduces inefficiencies in the incentive system, and the full potential of the EU farming sector for GHG emissions reduction is not reached, leaving ample room for the design of more efficient agricultural policies for climate action. 相似文献

The 2003 Mid‐Term Review of the CAP sought to refocus the EU's farm support policy to foster a more competitive and market‐orientated agricultural sector. The foundation of this reform comprised the introduction of decoupled payments to farmers, replacing the EU's previous system of supports that were directly linked to production of designated crops and livestock. This paper explores the effect of coupled payments and their subsequent replacement by decoupled support, on the technical efficiency of specialist beef farms in Ireland. Given the high reliance of beef farmers in Ireland on CAP payments, the decoupling of payments has been especially important for the sector. A stochastic production frontier is estimated using a panel dataset comprising detailed accountancy data for Irish beef farms between the years 2000 and 2013. Our results indicate that technical efficiency in the beef farming sector has been consistently poor, with an average efficiency score of only 0.53 during the period analysed. However, we found that direct income received in the form of coupled payments had a positive impact on farm efficiency, and that this positive effect was maintained after their replacement with decoupled income support. 相似文献

The usual sale of European agricultural products to Africa using export refunds has been heavily discussed in recent decades. At the centre of the discussion are the consequences on the agricultural producers in Western and Southern Africa. There are two different points of view: On the one hand, the European Union's (EU) export policy reduces the prices on these markets and relieves high burdens on local producers; on the other hand are claims that refunds do not influence local prices significantly. Hence, the Common Agricultural Policy (CAP) has no effect on markets of third countries, besides depressing world market prices. This paper focuses on the effects of EU's export subsidies for beef exports on its market share in several developing countries. Twenty-seven African countries were analysed using a fixed-effects model between 1988 and 2000. The results clearly show a highly significant positive impact of the export refund rate on the market and the import share. With its export policy, the EU raises its market position and edges out other competitors. 相似文献

Many agricultural practices are negatively impacting the environment and threatening the ecological foundations of the global food system. Therefore, agroecological practices are being proposed as viable and desirable alternatives. Biophysical, economic, social, and political factors, matched with farmers’ psychological attributes, may all be governing the choice of agricultural practices. Public policies can play a significant role as they can stimulate the adoption of innovative farming practices. The main objective of this research was the evaluation of farmers’ motivations for the adoption of agroecological practices in the viticulture sector in the province of Trento, Italy. A specific focus was laid on the influences from the European Common Agricultural Policy (CAP) measures. For the evaluation of farmers’ perceptions of their systems of practices, the Cognitive Mapping Approach for Analysing Actors’ Systems Of Practices (CMASOP) was applied. Based on information collected during in-depth interviews, Individual and Social Cognitive Maps were generated, representing the most frequently adopted agroecological practices and the major drivers of adoption of such practices, as mentioned by farmers. Drivers of adoption were categorized according to the self-determination theory of human motivations. Farmers reported that adoption of agroecological practices was mainly driven by existence of site-specific pedoclimatic conditions, followed with decreasing importance by requirements from wineries, availability of material, appreciation for aesthetics, health concerns, influence from irrigation consortia, and legal requirements, among which a local legislation for integrated pest management based on a CAP measure. Overall, results show that farmers reported to adopt agroecological practices mainly because of autonomous choices rather than coercion. Therefore, wineries and local policy-makers might incentivize the adoption of agroecological practices by promoting autonomy-supportive policies that foster farmers’ identified and intrinsic motivations. 相似文献

As a multi-objective policy, the EU Common Agricultural Policy continues to secure significant income support for farmers as one of the nine specific objectives. We estimate the income transfer efficiency of a broad set of pivotal policy measures, focusing on the effects of farm structure on income transfer efficiency. We use dynamic modelling, based on a micro-data panel of Italian farms for the period 2008–2014, allowing for endogeneity, simultaneity bias, and omitted variables. In line with previous studies and economic expectations, we find that decoupled direct payments provide the highest contribution to agricultural incomes, followed by agri-environmental payments and on-farm investment subsidies. Coupled payments have no significant impacts on farmers’ income. Generally, for all analysed Common Agricultural Policy measures, large farms benefit from greater transfer efficiency levels compared with medium and small farms. These differences among instruments and across farms suggest that policy-participation costs may play a pivotal role, together with the economic structure of farms, in determining the income transfer efficiency of CAP policies. 相似文献

Under the past Common Agricultural Policy (CAP) olive oil subsidy regime, farmers were eligible for subsidies on the basis of amount of olive oil produced. This led to an intensification of production and negative environmental effects on sloping land, such as loss of biodiversity and more soil erosion. In 2004 the olive and olive oil regime changed, with integration of support to olive farmers in the Single Payment Scheme (SPS). The successive reforms of the Common Agricultural Policy (CAP), the enlargements of the European Union (EU) and the impacts of climate change have amplified the diversity of European agriculture. These rapid changes have resulted in the intensification of agricultural activities in some regions, while they have led to the marginalization of agriculture and its eventual abandonment in others. The objective of this paper is to investigate the factors that are behind the differential performance of agriculture across the EU-27 countries. Ward's, k-means and two-step clustering methods were used to classify European agriculture based on gross-value-added farm, land and labour productivity indicators. Significant differences were revealed between the Northern-Central counties and the continental peripheries (Mediterranean, Eastern, Northern Scandinavian). An exact logistic regression model was used to analyse the factors behind this differential performance. Agricultural sectors characterized by a young and better trained farm population are more likely to attain high economic performance. The odds to attain high economic performance are almost 9 times greater for countries with a highly trained farm population, namely, the Netherlands (72%) and Germany (69%), than for countries with poor farm training, while an ageing farm population such as in Portugal (72%) and Bulgaria (66%) is 92% less likely to be high performing. The importance of investments in agriculture was also identified. The significance of the wheat yield variable highlights the importance of both environmental conditions and technical efficiency on farm economic performance. Similarly, countries with a high share of utilized agricultural land in less favoured areas, such as in the Mediterranean, are 94% less likely to attain high economic performance. The redesign of CAP direct payments between old and new member states after 2013 combined with the impacts of agricultural trade liberalization and climate change are expected to deteriorate the position of low performing agricultural sectors further. 相似文献

The empirical literature suggests that farmland prices and rents capitalise agricultural subsidies and that the 2003 reform of the EU Common Agricultural Policy, which decoupled subsidies from production and attached them to land, may have increased the extent of the phenomenon. Employing a farm‐level dataset, the Farm Accountancy Data Network (FADN) for Italy, we investigate this issue while accounting for selectivity, endogeneity and unobserved individual heterogeneity. To understand the impact of the reform we compare the estimates of capitalisation rate for decoupled payments with those for coupled payments. After correcting for unobserved individual heterogeneity and selectivity, our results reveal no capitalisation of coupled payments and only limited capitalisation of decoupled area payments into farmland rents in Italy. 相似文献

Information asymmetry is one of the main obstacles to the effective design and implementation of agri‐environmental schemes (AES). The literature has generally addressed this issue through the use of principal‐agent models (PAM). We develop a PAM to support optimal design of a new AES for improving farmland biodiversity. We use the results of choice experiments to assess both the costs incurred by the agent for the provision of biodiversity and the resulting social benefits. We also make a number of novel contributions such as the inclusion of a non‐linear non‐compliance detection curve, a sensitivity analysis to identify which parameter estimates have a critical impact on PAM results, and analysis of the efficiency of different sanction scenarios. The results suggest that: (i) the second‐best solutions differ significantly from the optimal solutions attainable with perfect information, with farmers being strongly over‐compensated for the extra costs associated with improved biodiversity; (ii) monitoring levels should be higher; (iii) the sanction system should be tougher. Sensitivity analysis shows the need for accurate estimates of the marginal cost of public funds and the costs and benefits associated with the public goods, which represent the key parameters determining PAM results. 相似文献

This article reviews ways of representing the effects of decoupling in the European Union (EU) on land allocation and production in eight selected simulation models (AGLINK, AG‐MEMOD, CAPRI, CAPSIM, ESIM, FAPRI, GOAL and GTAP). It then compares the simulated effects of decoupling and traces them back to the model specifications and parameter assumptions. In particular, roughage is not included in most models, so that changes in ruminant production are not necessarily consistent with the changes in fodder area. Models also differ in the extent to which they reflect the substitution possibilities in ruminant feeds. Notwithstanding the considerable differences in model types and specifications, all the studies considered here predict that as a result of decoupling, areas allocated to cereals (and silage maize) and beef and sheep production in the EU‐15 will decline, while fodder area will increase. Differences in the projections about pasture, oilseed and set‐aside areas can be attributed to different model or scenario specifications. The most important factor affecting the results is the extent to which the models assume that the Common Agricultural Policy (CAP) 2003 Reform (regarding Single Farm Payments) involves a substantial decoupling of support compared with the baseline (Agenda 2000) policy. 相似文献
