This study aimed to identify the current land management and cadastre system in Turkey and determine the most appropriate strategy for integrating the current structure with the principles of the Cadastre 2034 vision. In this work, the legal, institutional, and technical (LIT) status of the existing land management and cadastre system in Turkey was determined using a method based on Strengths, Weaknesses, Opportunities, and Threats (SWOT) and Analytic Hierarchy Process (AHP). Initially, the advantages or weaknesses of the existing land management and cadastre system in Turkey in terms of LIT aspects, opportunities, and threats arising from the external environment were determined by the SWOT matrix. Then, the information obtained concerning the existing land management and cadastre system in Turkey using this matrix was integrated into AHP and the most appropriate strategy was determined in terms of LIT aspects. For the existing land management and cadastre system in Turkey, from the legal point of view, the best strategy with a weighting of 30% was to ‘update the land administration legislation according to the conditions of the day. The best strategy in terms of institutionalization was to ‘disseminate in-vocational training for the training of qualified personnel (28% weighting)’ and the best strategy from the technical perspective was identified as, ‘the use of technical and technologically advanced measurement techniques in spatial data collection (38% weighting)’. The goal in implementing the AHP-Based SWOT method is to improve the quantitative information basis of strategic planning processes. So, SWOT provides the basic outline within which to perform an analysis of the decision situation, and the AHP assists in carrying out SWOT more analytically and in elaborating the analysis so that alternative strategic decisions can be prioritised.  相似文献

A vast array of trends and innovations, such as drones and person-to-person trust solutions, have been proposed to revolutionize the task of recording land and property rights. There is, however, a gap in current research regarding how to approach systematically the future(s) of cadastral systems. This paper introduces socio-technical transitions theory and multi-level perspective (MLP) framework in particular as a way to structure potential pathways for cadastral systems. The approach emphasizes the role of institutional rules of the game – the regulative, normative and cognitive institutional elements – in socio-technical transition processes. Using the Finnish cadastral system as a case study, we illustrate the approach by forming three alternative transition pathways: (1) a cadastral system under digital transformation, (2) differentiating urban and rural cadastral systems, and (3) a cadastral system facing new data management challenges. After describing each transition pathway with a narrative storyline, we reflect them in light of previous discourses of the cadastral domain. Thereby, the study provides new insights into discussions about the future of cadastral systems and land administration in general.  相似文献

Latin America has a long and rich history of land administration projects stretching back to the 1980s and beyond. Unfortunately, this history has not been systematically analyzed nor recorded but is buried in a myriad of reports and other gray literature. Currently, almost every country in the region has a land administration project, incorporating cadastral reform, that is either in preparation or being implemented. It is therefore timely to consider what lessons have been learned from previous experience, in the region and elsewhere, and more specifically how this experience can inform current efforts. This paper starts with a summary of a recent World Bank/USAID initiative to compile lessons learned from land administration projects around the world and follows with the author's view of lessons learned in the context of project design, institutional reform and technical innovation.  相似文献

To curb excessive rises in housing prices, the government has instituted a series of macro-control measures in the real estate market. The housing purchase restriction (HPR) policy, one of the most severe policies, aims to curb a rapid rise in housing prices by excluding investment demand for housing. The real estate market of Langfang City was a particularly pertinent case because it is adjacent to Beijing, the capital of China. This study collected 11,597 sets of second-hand housing transaction data from five counties around Beijing in Langfang. A regression discontinuity design was then used to indicate that the HPR policy of Langfang did not significantly reduce the price of second-hand houses in the study area. In addition, the effect of the HPR policy on housing prices had an obvious spatial heterogeneity. Within 500 m of the buffer zone around Beijing, the implementation of the HPR policy significantly increased the price by 8.07 %. Within 1000 m of the buffer zone, the implementation of the policy increased the price by an average of 6.70 %. Although the HPR policy played a role in reducing the price further than 1000 m, it was not robust. Finally, the paper highlighted that the policy makers should pay attention to the heterogeneity and connection of different cities, balance the relationship between multiple stakeholders, and improve and implement relevant systems, including a real estate tax regime and land spatial planning regime.  相似文献

The increasing complexity and flexibility of modern land use requires that cadastres need an improved capacity to manage the third dimension. As the world is per definition not static, there also will be needs in relation to the representation of the temporal (fourth) dimension either integrated with the spatial dimensions or as separate attribute(s). In this paper, registration of utility networks in cadastre are considered in this 3D + time (=4D) context. A number of countries in the world have developed methods to register utility networks complying with their legal, organizational, and technical structure. We researched the different approaches of three specific countries: Turkey, The Netherlands and Queensland, Australia. These are analysed to evaluate a solution that matches legal, organizational, and technical cadastral requirements in the most optimal way.  相似文献

A high level of fragmentation of farmland ownership is an important underlying cause of land degradation and, at the same time, an obstacle to sustainable land management. This study makes the first-ever analysis of long-term trends in the rate of fragmentation. Our study covers the period from the earliest stages of the current form of ownership patterns at the end of the 18th century until the present day. On the basis of significant predictors that have been identified (initial fragmentation, population growth, historical development of inheritance laws and of the land market, natural soil fertility and landscape type), we go on to project probable developments for the period from 2016 to 2045. A total of 102,984 land parcels in 56 cadastral units in the territory of Czechia have been analysed on the basis of data from four years (1785, 1840, 1950, 2015). Our study considers the development of two basic indicators of fragmentation – Mean Parcel Size and Number of Owners per 100 ha. The Mean Parcel Size has decreased over a period of 230 years from 1.08 ha to 0.64 ha, at a mean rate of −0.26% year−1. During the same period, the Number of Owners per 100 ha has risen from 17.50 to 79.66, at a mean rate of 0.61% year−1. A detailed analysis of the development trends confirms significant spatial variability and also time variability of the rates of the two indicators. The analysis also shows their mutual complementarity: growth in the rate of one of the indicators is usually accompanied by a drop in the other. The general trend that we project for the territory of Czechia in the upcoming 30 years is that there will be further diminution of the physical size of land parcels (continuing fragmentation of land parcels) accompanied by a reduction in the Number of Owners (defragmentation of land ownership).  相似文献

Due to this fact, the authors believe that there is the time when deep transformation of approaches, procedures and awareness related to valuation domain becomes. Today, due to the fact of the global COVID-19 and pandemic restrictions is the best time to implement the automated models and advanced technological solutions to the valuation world.The authors proposed the hybrid approach that is the way to reconcile the participants on the property market. Hybrid approach is understanding as the synergy in combining aspects of new (automated solutions) and traditional components that are developed in the agile mode system creation. The proposed solutions can be treated as a cure for some symptoms of the real estate market infection but also as a vaccine, which should to a large extent prevent restrictions and nuisance in real estate valuation in case of repeated infection.  相似文献

The present paper describes a project-based governance approach for public goods provision in the domain of land administration, which is a new decentralized structure within the traditional centralized system in China. Project-based governance represents a new relationship between the central and local governments that aims to cooperatively provide land-related services for public interest projects. The top–down project allocation from the central government and the bottom–up project packaging by local governments together successfully improve the incentives of the local governments and, therefore, achieve the central government’s aim of providing public goods and fostering economic development. We use Fujian Province of China as an example to show the operational process of the project-based governance approach, and we discuss in detail the features and potential effects of the new governance system. The paper may provide new evidence for governance innovation regarding decentralization in a traditionally centralized system.  相似文献

Extreme farmland ownership fragmentation is becoming a limiting factor for sustainable land management in some countries. Scattered, excessively small parcels cease to be viable for individual farming, and owners feel forced to rent these parcels to larger enterprises farming on adjacent land. Our study demonstrates a phenomenon that we call the Farmland Rental Paradox, where very small parcels tend to create large production blocks by being rented to larger farmers, and therefore to significantly homogenize the land-use pattern. The parcel size established as the threshold for this phenomenon is 1.07 ha. Below this threshold, the smaller the parcels were, the larger the blocks that they tended to create.Using the example of the Czech Republic, a state with extremely high farmland ownership fragmentation, it is demonstrated that this phenomenon can currently determine the land use of up to 40% of the country's farmland. Our study also points to other countries where this phenomenon may apply, especially the transitional countries of Central and Eastern Europe.The study discusses the tempo of the fragmentation process, which accelerates exponentially in countries with the equal inheritance system. It goes on to discuss defragmentation, social impacts of the dominance of the land rental market, and environmental impacts of significant homogenization of the land-use pattern. The serious negative impacts of extreme land-ownership fragmentation show that this phenomenon can be considered as a significant form of land degradation.  相似文献

Neoliberal land policies such as land administration seek to improve property rights and the efficiency of land markets to boost rural economic production. Quantitative studies of pre-existing land markets can help planners to tailor these policies to local conditions. In this article we examine an extra-legal land market currently being modernized by a World Bank-sponsored land administration effort. Specifically, we use a hedonic-type revealed preference model and household survey data to estimate the factors affecting extra-legal land prices along an agricultural frontier in Petén, Guatemala. Our model indicates that land value is significantly affected by land attributes including location, tenure status, presence of water, distance to roads, and distance to landowners’ homes, and that land prices in the northwestern Petén are estimated to have risen on average 26.5% per year between 1977 and 2000. We contend that this rate of increase provides a strong incentive for colonists to speculate in land rather than invest in state sanctioned property rights. We conclude that if frontier development programs, such as land administration, are to become attractive to settlers in Petén and elsewhere, they must compete favorably with economic incentives associated with land speculation, or alternatively, target landowners who are not interested in playing the land market.  相似文献

Contestation over land is a central element of urban food systems. This paper examines how Ghana’s dual legal land system affects urban farmers. Situated within the “emancipatory planning” discourse, the paper investigates how farmers navigate customary and statutory land rules using tactics that include compliance, opposition and adaptation. Based on field work conducted in urban and peri-urban areas of Accra, the study demonstrates that farmers access land by working around, outside, and within the rules of the dual legal land system. The landowners on whom urban farmers depend also both comply with and violate these same rules. This system perpetuates inequities. Food systems policy and planning must address the structural and systemic inequities that are reinforced by the rules of the land game. The paper concludes with some reflections on how local and national policy and planning can do a better job in supporting urban food production in contexts characterized by complex, dual legal land systems.  相似文献

Rural land rental markets in China play an increasingly important role in the transformation of the agricultural sector. This study focuses on the rural land rental market in the Xishuangbanna Dai Autonomous Prefecture in Southern China, a mountainous region, where rapid changes in land use have taken place with the transition from traditional agriculture and a tropical rainforest to rubber monoculture. Notably, we assess the impacts of population aging, land tenure security, and ethnicity on the participation of smallholders in the land rental market. The analysis suggests that a higher proportion of older people in a household increases the likelihood of renting out land and reduces the probability of renting in land, implying that population aging fosters land rental market development by transferring land from older to younger farmers. We also confirm that the availability of a land tenure certificate has a significant and positive impact on the renting out of land. Furthermore, ethnic minority groups are less likely to rent out land, indicating that land rental markets are ethnic sensitive. Additionally, specialization in rubber farming, household wealth and the altitude of household location also influence participation in the land rental market.  相似文献

With international food price shocks in 2008 and 2011, food security became a political priority in many countries. In addition, some politicians have recently adopted a more nationalistic stance. Against that background, this paper critically investigates the prospects of increased food production within a national context. We use a small, high-income country, Norway, as an empirical case. In 2012, the government set a goal of increasing agricultural food production by 20% by 2030. We ask: 1) How has food production in Norway developed before and after the goal was set? 2) What plans do farmers have, and what do they regard as the main obstacles to increased production? We apply a mixed method combining public statistics, a survey, and interviews. We analyze four production systems: a) milk; b) grass-based meat; c) combined pig and grain; and d) grain. These systems represent around 80% of the domestically consumed food produced on farms in Norway. Since 2000, aggregate food production has had a slight downward trend with periodic fluctuations. Based on a political economy approach, we identify land and labor as the most limiting factors. Capital is less of a hindrance and offers a potential for increased production. Farmers have modest expectations of increased production, though. This outlook resonates with the strong integration of agriculture into the wider economy, at both micro and macro levels, making it challenging to implement new policies and change farm practices on a broad basis. The German government has committed to substantially limiting future land consumption. Among the most prominently discussed policy instruments is the implementation of a cap & trade system for land consumption, in which a limited amount of certificates is allocated to and traded by municipalities. Since these certificates would be a prerequisite for conducting building projects, this system is expected to reduce urban sprawl and foster the efficient allocation of land consumption projects. While previous empirical studies have supported these projections, the potential fragility of a cap & trade system in the case of macroeconomic shocks has not been considered. In three laboratory experiments, we simulate the impact of economic and budgetary crises within a cap & trade scheme for land consumption. We find that a market-based system succeeds in compensating macroeconomic disturbances with only minor welfare losses. Certificate prices in auctions and trading are somewhat more volatile before shocks, yet normalize afterwards. Trading volumes and the specifics of project realizations remain largely unaffected. Unrelated to the macroeconomic shocks, auction and market prices persistently diverge, leading to income redistributions to the state. Overall, our evidence supports the introduction of a market-based certificate scheme to reduce land consumption in Germany due to its resilience against potential shocks.  相似文献

The Land Use Scanner (LUS) is a decision support system for land use planning that is widely used in the Netherlands. The model yields solutions that have a high resolution (500×500 m) and reflect economic equilibrium in the land market, in which eighteen types of land use and nine aggregated habitat types competitively bid for locations. Here, an extension to the LUS is presented that enables the internalisation of environmental externalities. The focus in this study is on two important externalities, namely ammonia emissions from agriculture and habitat fragmentation. We simulate four IPCC-based land use scenarios and assess the level of fragmentation of the nine habitat types. We also perform sensitivity analyses in the most market-oriented scenario on the effectiveness of market-based instruments in promoting more efficient land allocation. The simulation results suggest that particularly the habitat type ‘rain-fed mires and bogs’ is susceptible to fragmentation. The sensitivity analyses show that internalising the damage costs of fragmentation resulted in smaller changes in land allocation than internalising those of nitrogen deposition. For both instruments, the policy effort was large in relation to the efficiency gains in land allocation.  相似文献

In the past few years, urban growth has affected vast agricultural areas, especially in some European regions (EEA, 2006). In peri-urban areas, land consumption is particularly intense, exposing agriculture to the risk of land loss. Assuming the action of different factors, both exogenous and endogenous, on the agricultural system, the potential risk of land use conversion is measured by the Sensitivity Index of Agricultural Land (SIAL), an innovative tool for territorial analysis. In the following paper, the SIAL will be presented with an application for a metropolitan area. In this case study, the exogenous variables of urban proximity seem to be those most involved in the processes of conversion from agricultural to urban land use.  相似文献

The contribution of the EU bioeconomy to sustainable development depends on how it is implemented. A high innovation potential is accompanied by considerable risks, in particular regarding the exacerbation of global land use conflicts. This article argues that a systemic monitoring system capable of connecting human-environment interactions and multiple scales of analysis in a dynamic way is needed to ensure that the EU bioeconomy transition meets overarching goals, like the Sustainable Development Goals. The monitoring should be centered around a dashboard of key indicators and targets covering environmental, economic, and social aspects of the bioeconomy. With a focus on the land dimension, this article examines the strengths and weakness of different economic, environmental and integrated models and methods for monitoring and forecasting the development of the EU bioeconomy. The state of research on key indicators and targets, as well as research needs to integrate these aspects into existing modeling approaches, are assessed. The article concludes with key criteria for a systemic bioeconomy monitoring system.  相似文献

The rapid growth of biofuels production, particularly in the United States, the EU, and Brazil, has had important implications for the global livestock industry—both by raising the cost of feed grains and oilseeds and by forcing onto the market a large supply of biofuel by‐products, most of which end up in livestock feed rations. This article investigates the impact of an expanding biofuels industry on the mix and location of global livestock production. Surprisingly, we find that growth in the U.S. and EU biofuels industries results in larger absolute reductions in livestock production overseas than in those regions, due to the international transmission of grains prices which is offset locally by the lower cost of by‐products. We also find that nonruminant production is cut more than ruminant livestock, because it is less able to use biofuel by‐products in its feed rations. Implementing biofuel mandates increases cropland area, a large portion of which is estimated to come from reduced grazing lands. The biofuel producing regions are expected to reduce their coarse grains exports and increase imports of oilseeds and vegetable oils, while they increase their exports of processed feed materials. In sum, biofuel mandates have important consequences for livestock as well as crops, with net effects influenced by the important role of by‐products in substituting for feedstuffs.  相似文献
