In recent years some OECD countries were successful in loweringthe unemployment rate substantially while other countries werenot. In this paper we investigate to what extent successfulcountries implemented a comprehensive set of institutional reforms.We present a theoretical framework to investigate the relationshipbetween unemployment and labor market institutions (LMI) suchas labor taxes, unemployment benefits, employment protection,union bargaining power and (de)centralization of bargaining.In our empirical analysis of data over the period 1960–99of 17 OECD countries we show that particular combinations ofLMI are responsible for low unemployment rates.  相似文献

The paper evaluates the empirical effects of labor market institutions (LMI) on foreign direct investment (FDI) decisions using an individual dataset describing French firms’ expansion strategies in OECD countries over 1992–2002. First, we provide evidence that labor market institutions do matter in location decisions. Precisely, we show that labor market rigidity significantly reduces the country’s attractiveness for foreign investors. Yet, the effect is of limited magnitude compared to FDI determinants related to the country’s market potential or supply access. Second, we go deeper in the precise role of various LMI dimensions. In line with the literature, we find that stringent employment protection laws have a dampening effect on the location probability. Besides, we show that this is not the only dimension that matters. In particular, we find that the generosity of the unemployment benefit system plays a significant negative role on the country’s attractiveness, even once the role of employment protection is controlled for.  相似文献

This paper studies the labor market impacts of trade liberalization, and specifically tariff reductions, with a focus on the wage gap between skilled and unskilled workers in presence of vertical linkages in the fixed costs of production. To that purpose, we develop and empirically test a monopolistic competition model with variable elasticity of substitution and labor differentiated by skill level, where skilled workers are the residual claimants of savings on imported inputs. Consistently with the model predictions, we find that a 10% reduction in tariffs implies on average a 3.8% increase in the wage gap. In addition, the same level of tariff reduction is expected to lower unskilled employment in domestic production by 3.3%, which is partially offset by an expansion of unskilled employment in the export segment of production. These results are obtained matching detailed international trade data with World Input–Output Tables and EU KLEMS data on country-sector wage by skill level on 17 OECD countries from 1996 to 2005.  相似文献

Public policies intended to raise the wages of unskilled workers, equalize educational opportunity, stabilize employment, and increase imports were sources of the growth of unskilled and, therefore, of black unemployment since 1950. The wartime wage-equalization policy and postwar minimum-wage policies raised the cost of unskilled labor relative to that of capital and of skilled labor. The Fed's inflationary full-employment policy between 1950 and 1970 reduced real interest rates relative to unskilled wages. Subsidies for higher education increased the supply of skilled labor, reducing its cost relative to that of unskilled labor. Trade liberalization increased imports of manufactured goods from developing countries, which displaced U.S. unskilled labor.  相似文献

We present a theoretical analysis of different types of active labor market policies in the context of a search-matching model. We find that labor market training is effective in bringing down unemployment while public employment services and subsidized jobs are not effective at all. This theoretical finding is confirmed in an explorative empirical analysis using data from 20 OECD countries.  相似文献

Since the early 1990s, Taiwanese workers have faced two simultaneous trends: democratization and globalization. These two trends have different, if not exactly opposite, implications for the labor movement. Democratization has empowered the working class and made its members more effective in the political process. Globalization, however, has led to an increase in the flexibility of the labor market and made workers more vulnerable to changes in the economic environment. This paper begins with a discussion of the general characteristics of Taiwan's labor movement and the general impact of globalization on labor institutions. Then, by examining the transformation of Taiwan's labor institutions in recent years, and specifically the process of union reorganization and the revisions of the Labor Standards Law, the paper shows how, against the background of globalization, Taiwanese workers have used their newly acquired political power to maneuver between different political forces and set the development course for the labor movement.  相似文献

This paper constructs a theoretical model with which to analyze the puzzling links between unemployment and crime rates, described in the literature. Most theoretical papers on crime, such as Becker Journal of Political Economy 76, 169–217, (1968), Ehrlich Journal of Political Economy 81, 521–565, (1973), and İmrohoroğlu et al. International Economic Review 41, 1–25, (2000), emphasize the analysis of the equilibrium crime rate, dealing with the unemployment rate as an exogenous parameter, but little attention has been devoted to investigating the influence of the criminal market on the equilibrium unemployment rate in the labor market and how these markets interact. This paper illustrates how the causes of crime play a crucial role in the unemployment-crime relationship, wherein different causality result in different associative relationships between unemployment and crime. The aforementioned conclusion illustrates the theory explaining why the empirical findings related to the unemployment-crime relationship are mixed and equivocal. Second, this paper describes the diverse origins of crime, in which employed workers and unemployed workers have different incentives for entering a life of crime. Employed and unemployed workers assume different opportunity costs by engaging in criminal activities, resulting in different effects on the economy. This explains why crime rates relative to unemployment rates in different countries could be either procyclical or countercyclical.  相似文献

基于126个国家1991-2017年的面板数据,考察了去工业化对收入不平等的影响。研究发现,去工业化会显著加剧收入不平等程度,这在发展中经济体尤为显著。从传导机制看,去工业化既可以通过劳动力就业转移直接影响收入不平等,也可通过非熟练劳动力就业和服务业部门就业分化间接影响收入不平等。一方面,去工业化导致非熟练劳动力受到更大冲击,致使该部分劳动力失业,加剧收入不平等;另一方面,去工业化导致非熟练劳动力的就业从工业的高薪部门转移至服务业的低薪部门,最终影响收入不平等。进一步研究发现,在可能存在"过早去工业化"的国家去工业化对收入不平等的作用更加明显。因此发展中经济体要着重预防由于去工业化可能带来的收入不平等程度恶化。  相似文献

We consider both the overall macroeconomic performance of theUK labour market since 1997, as well as some of the underlyingmicro problems, particularly those facing unskilled workers,On the macro front, we have seen unemployment decline to itslowest level for a generation without excessive inflationarypressure. The main factors behind this decline in equilibriumunemployment stem from actions taken by the previous government.Changes introduced in the labour market since 1997 are likelyto have only small effects on equilibrium unemployment. Underlyingthis favourable aggregate labour-market performance are seriousproblems facing unskilled men who have seen dramatic increasesin their unemployment and inactivity rates, concentrated particularlyin Wales and the northern regions of Britain. The policy responsesince 1997 has focused on encouraging the unskilled into work(the New Deal) while simultaneously raising the rewards forworking (the minimum wage, tax credits). These policies havehad a positive impact on youth employment and have significantlyreduced child poverty. So far, however, existing policies donot seem likely to have a serious impact on the high levelsof worklessness among unskilled men.  相似文献

Conventional wisdom about the criminal justice system suggests that extralegal factors such as race or employment status should not affect sentencing outcomes. In this paper we examine an alternative model of the relationship between imprisonment and unemployment and race. The model suggests that penal practices are shaped by the labor market conditions of a system of production and that prisons, as part of a larger set of institutions providing support for economically-dependent populations, help to regulate the most superfluous group of workers in the industrial economy of the Northern states of the United States—unemployed black workers who comprise a large fraction of the pool of “reserve” workers necessary for price stability and economic expansion. We find support for the structural model that links black imprisonment (and Northern imprisonment in general) to manufacturing output and black unemployment.  相似文献

We examine the impact of the 2007 Legal Arizona Workers Act (LAWA) on employment outcomes of low‐skilled legal workers. We use the synthetic control method to select a group of states against which the labor market trends of Arizona can be compared. Our results suggest that contrary to its intent, LAWA does not appear to have improved labor market outcomes of legal low‐skilled workers who compete with unauthorized immigrants, the target of the legislation. In fact, we find some evidence of diminished employment and increased unemployment among legal low‐skilled workers in Arizona. These findings are concentrated on the largest demographic group of workers—non‐Hispanic white men. While they are less likely to find employment, those who do have on average higher earnings as a result of LAWA. The pattern of results points to both labor supply and labor demand contractions due to LAWA, with labor supply dominating in terms of magnitude.  相似文献

Empirical evidence on the effect of minimum wages on youth employment is inconclusive, with studies pointing to negative, positive or insignificant effects. In trying to explain some of the conflicting evidence, this research paper examines synergies of minimum wages with other labour market institutions using an unbalanced panel dataset of 19 OECD countries over 1985–2013. Institutions that enforce labour market rigidity, such as unemployment benefits and union density, are found to exacerbate the negative effect of minimum wages on youth employment, while government expenditure on training programmes for the unemployed dampen it. This finding of significant synergy effects indicates that panel data models which omit interactive terms between minimum wages and institutions might be misspecified. In addition, the analysis suggests that the negative effect of minimum wages is most severe in rigid labour markets with high unemployment benefits and union density. Therefore, policymakers need to consider the full spectrum of institutions they face before adjusting minimum wages.  相似文献

This paper examines theoretically and empirically how employment protection legislation affects location decisions of multinationals. We depart from the “conventional wisdom” by examining not only the effect of protection on inward foreign direct investment (FDI), but also a country’s ability to “anchor” potential outward investment. Based on our simple theoretical framework, we estimate an empirical model, using data on bilateral FDI and employment protection indices for OECD countries, and controlling for other labour market institutions and investment costs. We find that, while an “unfavourable” employment protection differential between a domestic and a foreign location is inimical to FDI, a high domestic level of employment protection tends to discourage outward FDI. The results are in line with our conjecture that strict employment protection in the firm’s home country makes firms reluctant to relocate abroad and keeps them “anchored” at home.  相似文献

This paper investigate the relationship linking investment (capital stock) and structural policies. Using a panel of 32 OECD countries from 1985 to 2013, we show that more stringent product and labour market regulations are associated with less investment (lower capital stock). The paper also sheds light on the existence of non-linear effects of employment protection legislation (EPL) on the capital stock. Several alternative testing methods show that the negative influence of EPL is considerably stronger at higher levels. Finally, and importantly, the paper uncovers important policy interactions between product and labour market policies. Higher levels of product market regulations (covering state control, barriers to entrepreneurship and barriers to trade and investment) tend to amplify the negative relationships between EPL and the capital stock and ETCR and the capital stock. Equally important is the finding that the rule of law and the quality of (legal) institutions alters the overall impact of regulations on capital deepening: better institutions reduce the negative effect of more stringent product and labour market regulations on the capital stock, possibly through the reduction of uncertainty as regards the protection of property rights. This result also implies that the benefit from product and labour market reforms may be smaller in countries with weaker institutions.  相似文献

Motivated by declining labor market opportunities in Taiwan, this study examines adjustments to wives' work patterns based on husbands' job loss for both unskilled and skilled labor families. Explicitly taking information acquired before job losses into account, married couples' dynamic labor supply equations are estimated by using a short pseudo-panel data set of Manpower Utilization Survey (MUS) in Taiwan during the period of 1993–2006. Our results indicate that the AWE in skilled families exhibits almost twice as big as those in unskilled families. When husbands' job loss is compounded with district- or industry-specific unemployment information, wives have slightly higher probabilities of labor force entry than those in the traditional model, and the probabilities increase with the length of observation. A comparison of the asymmetric response of the unskilled and the skilled wives suggests that facing husbands' job loss, unskilled wives respond to both economic downturns and upturns, but skilled wives only respond to economic downturns.  相似文献

Throughout the 1990s, and particularly in the mid- to late-1990s, the Japanese employment situation went from bad to worse. We investigate the causes of rising unemployment in Japan, using data on individual workers from the “Special Survey of the Labor Force” between 1988 and 1999. This research focuses on the effect of labor market segmentation by industry on labor flows. Our findings reveal that unemployment in the construction industry and, more recently, in the service industry has contributed greatly to the national unemployment rate. We also find that most successful job transfers occur within the same industry, even though workers may experience some periods of unemployment. Finally, our results show that labor market conditions in each industry affect the probability that a worker will fall into unemployment as well as the probability that an unemployed worker will find new employment. These findings suggest that the Japanese labor market is segmented by industry and this segmentation contributed to the worsening unemployment in Japan. J. Japan. Int. Since the 1980s, industrial labor in India has been increasingly informalized, manifested in a rising share of unorganized sector employment and the growing use of temporary and contract workers, and subcontracting in organized manufacturing. Using unit‐level data from the National Sample Survey employment–unemployment survey for 2004–5, the paper investigates econometrically whether labor market rigidities and import competition have been responsible for the informalization of industrial labor in India. The results of econometric models show that labor market reforms tend to increase the creation of regular jobs, while import competition tends to raise casual employment among workers with education levels above primary.  相似文献

This paper presents new results on the relationship between severance pay and labor market performance for a sample of 21 OECD countries, 1956-1984. Specifically, it evaluates Lazear's empirical argument that severance pay reduces employment and elevates joblessness. His findings are shown not to survive correction for errors in the data and the application of correct estimation procedures. Furthermore, adverse labor market consequences of severance pay are not detected in a dynamic characterization of the Lazear model. Limitations of the approach followed here are also addressed and contextualized.  相似文献

Using retrospective data of young people's work experience in Japan, this paper found that initial labor market conditions, i.e., when workers first enter the labor market after permanently leaving school, have a significant lasting impact on the employment experiences of workers in their teens and twenties. An increase in the unemployment rate at the time of labor market entry reduces the probability of gaining full-time regular employment and, more important, increases the future probability of workers of leaving employers by lowering the quality of job matches. It was also found that the vocational guidance or recommendations workers received at school could be effective in raising the quality of job matches.
