In this paper, I examine the relationship between a basic income as a policy tool and the functioning of the labour market. I focus on three key areas where a basic income has been hypothesized to relate to labour markets: (i) through altering work decisions, (ii) as a response to predicted changes in work arising from technological change and (iii) as backstop that would allow workers to demand better working conditions and higher wages. I provide answers on the role or impact of a basic income in each area in the context of the current Canadian labour market. But a key focus in the paper is on the ways we could alter our labour market models to provide a better basis for debating the impacts of policies like a basic income in the context of a goal of moving toward a more just society.  相似文献

Economic Growth and Investment in Education: How Allocation Matters   总被引:1,自引:0,他引:1  
This article proposes an approach to answering two questions: first, does investment in education help growth; second, does the allocation of investment in education matter? I develop a model where individual ability is heterogeneous and education both trains students and reveals their suitability for further training. I use UNESCO data on educational enrollments and spending to estimate the efficiency of existing educational allocations in a panel of countries. A cross-country growth decomposition regression shows that the correlation of human capital capital accumulation and GDP growth is not significant in countries with poor allocations but is significant and positive in countries with better allocations.  相似文献

We estimate a discrete choice model of primary schooling and simulate policy alternatives for rural Madagascar. Among school quality factors, the results highlight the negative impacts on schooling demand of poor facility quality and the use of multigrade teaching (several grades being taught simultaneously by one teacher) in public schools. Simulations indicate the feasibility of reducing multigrade in public schools by adding teachers and classrooms, a policy that would lead to modest improvements in overall enrollments and would disproportionately benefit poor children. Given much higher price elasticities for poorer households, raising school fees to cover some of the additional costs would strongly counteract these favorable distributional outcomes. An alternative policy of consolidation of primary schools combined with multigrade reduction or other quality improvements is likely to be ineffective because of the strongly negative impact of distance to school.  相似文献

In this paper we try to examine the impact of education on growth in Pakistan for the time period of 1973–2001. Education, measured as gross enrollments and total expenditures, is broken down into primary, secondary and tertiary as well as by gender in each of the above categories. Time series techniques are used to determine whether education, for each category, has a causal impact on growth. The robustness of these results is then examined using the Levine–Renelt (1992) methodology. We find that secondary and higher education has a strong and robust impact on growth, whereas, at the primary level only initial female enrolments show a causal but not robust impact on growth.  相似文献

This paper analyses the effect of federalism on fertility and growth. In a model with human capital accumulation and endogenous fertility, two regimes of education finance are compared: central and local. I find that local education finance yields higher growth at the price of increased inequality. The effect of federalism on total and differential fertility rates depends on the elasticity of substitution between children and consumption. The paper also empirically examines the relationship between fertility rates and fiscal decentralisation on a panel of OECD countries and finds a weak negative effect of decentralisation on total and differential (poor minus rich) fertility.  相似文献

Air quality is already at unprecedented levels in many developing countries and is projected to worsen up until 2050. At the same time, despite the known adverse impacts of air pollution, questions remain of willingness-to-pay for cleaner air as existing studies are scarce and have several endogeneity concerns. To address this knowledge gap, I apply a locational equilibrium model to data from Indonesia. This model exploits migration patterns induced by spatial variation in air quality, wages, and cost-of-living to value air quality. I control for (a) migration distance and religious preferences, and (b) endogeneity of air pollution using a wind- and distance-based fire hotspots instrument. My estimates of MWTP of \(\hbox {PM}_{2.5}\) are higher than results from hedonic property models. I also consider heterogeneous MWTP and show that households with children and higher education level have larger valuation for clean air. In sum, this paper demonstrates a potentially novel and rigorous tool to value air quality improvements in developing countries and is an important first step to help policymakers evaluate policies to contain this growing problem.  相似文献

This study examines the urban population of tourism practitioners'perceptions of economic,environmental,and social impacts on cultural,convention,and sport tourism may have in Haikou and Sanya,Hainan,China the study uses a modified Urban Tourism Impact (UTI) to examine economic,environmental and social perceived impacts.Analysis of the data includes testing three models of structural relationships between tourism impacts and support for development in each of the tourism market sub-divisions through a confirmatory factor analysis.The results of this study show that the positive economic impacts consistently exert influence on predicting support for tourism development in all three models.However,the social impacts play a greater explanatory role with all three market segment,the negative environmental impacts play a role in determining support for .sport tourism only.Dif ferences have been found with those with a higher education level in predictmg support for cultural tourism,but not Convention or sport tourism.  相似文献

This study develops a quadratic relationship between education and income inequality among Asian developing economies for the period from 1960 to 2015. Panel cointegration and fully modified OLS is applied for the estimation of long‐run coefficients. The results show that initial, primary, secondary, and tertiary enrollment increases inequality. However, the effect of education on income inequality becomes negative after a certain threshold level (i.e., 97.5% for primary, 43.5% for secondary, and 11% for tertiary). Thus, this result proves the Kuznets phenomenon of an inverted U‐shape relationship for primary, secondary, and tertiary enrollments.  相似文献

Continuing the advances made in the later parts of the 20th century, East Asian economies and their higher education systems rapidly evolved in the first two decades of the twenty-first century. Most East Asian countries are categorized as advanced economies with developed societies; however, issues such as aging populations, debt levels, and decreasing salary premiums for education are becoming increasingly apparent. Many of the higher education systems have reached or will soon reach a peak of massification, and a new set of challenges may emerge. In addition to ongoing challenges, for example, the need to foster further equity and internationalization, this study identifies three emergent or near future challenges for policymakers and higher education institution strategists to reflect on: the need to consolidate the system in view of decreasing enrollments; the need to reform higher education institutions to cope with potentially decreasing resources and the emergence of the Fourth Industrial Revolution and automation; and the need to realign academic research systems to ensure that the knowledge produced is more sustainable, collaborative, and meaningful.  相似文献

This study identifies the factors that influence the demand for U.S. graduate business programs, using the entire population of schools as the basis for analysis. The study found that higher education institutions, at least graduate business programs, are not immune to the market forces of cost, quality, and trend. Schools that provide better value enjoy success, and those that do not, endure setbacks. Program demand was most sensitive to the tuition change and was moderately elastic. Schools that increased their tuition faster than others suffered significant enrollment declines. In addition, programs that were either accredited by the International Association for Management Education, publicly funded schools, or located in regions with generally rising enrollments enjoyed increased enrollments. Those that were either not accredited, private schools, or less favorably located suffered declines.  相似文献

We exploit the changes in the distribution of family income to estimate the effect of parental resources on college education. Our strategy exploits the fact that families at the bottom of the income distribution were much poorer in the 1990s than they were in the 1970s, while the opposite is true for families in the top quartile of the distribution.  Our estimates suggest large effects of family income on enrollments.  For example, we find that a 10 percent increase in family income is associated with a 1.4 percent increase in the probability of attending a four-year college.  相似文献

This article adopts the nonradial Russell measure in the context of data envelopment analysis to measure the relative efficiency of public education in the Upper Peninsula of Michigan, a geographically remote but homogenous region. The empirical analysis focuses on the effect of community characteristics on the schools efficiency by using school district–level data. Several different forms of model specifications in the stage of data envelopment analysis are executed to check the robustness of the findings by adopting extreme-bound analysis and thick modeling approach. Interestingly, despite the homogeneity of the Upper Peninsula, wide differences in the efficiency of education are found. These differences are robust as to model specification, suggesting that efficiency studies might be a useful guide for policy makers. Community factors such as income and educational levels, obtained from the census data by school district, are introduced in the second stage because they will influence the efficiency of the schools and the technology by which schools help students learn. Median family income is the most important explanatory variable, whereas the median value of housing is insignificant. In addition, private school enrollments are unrelated to the efficiency of public education, contrary to what many advocates of private schools have contended. These findings help understand education efficiency, having policy implications for education-oriented states such as Michigan. (JEL I2 , N3 , H52 )  相似文献

This author analyzes the effects of primary, secondary, and higher education on per capita growth for flow measures of education: enrollment rates, public expenditures, and expenditures per student. Worldwide panels since 1960 and developing and developed country subsamples are examined. Secondary and higher education enrollment rates and expenditures per student in lower education stages and primary overall demonstrate significance. Public higher education expenditures overall and per student are disadvantageous. This study recommends raising enrollment rates and prioritizing public expenditures toward lower education stages, while ensuring that expenditures per student keep up with increases in student cohorts. This article investigates the relationship between health status and time allocation decisions of individuals. Although many studies address impacts of health on labour supply, few studies explore associations of health status with non-market work activities. Using a nationally representative sample from a recent Turkish Time Use Survey, this article employs Seemingly Unrelated Regression (SUR) framework to estimate multiple equations of various time use categories. Consistent with literature, empirical results indicate that higher levels of self-reported health status (SRHS) are associated with more time spent in market work. However, better health level is negatively correlated with time spent in leisure and sleep. There is mixed evidence between self-reported health status (SRHS) and time spent on non-market work. There is a negative weak association between health and time devoted to personal care. Finally, demographics such as gender, age, education and marital status display correlations with time allocation of Turkish individuals.  相似文献

Since the early 1970s, litigation in many U.S. states has led to education finance reform. Over the same period, many states have imposed new tax and expenditure limitations (TELs) on local governments. The imposition of a TEL may alter how local and state education expenditures change subsequent to court-mandated decreases in spending inequality. Similarly, the effectiveness of TELs in limiting local education expenditures may be influenced by reform. To better evaluate the effects of reform and TELs on education spending, this article considers them jointly and finds that reform has a negative effect on local own-source education expenditures only in the presence of TELs. In the absence of court-ordered reform, TELs decrease own-source expenditure, but the effect is less pronounced than when TELs are present with reform. When both are present, state government spending on education is higher. Also TELs and court-ordered reform independently increase state government spending on education. (JEL H72 , I22 )  相似文献

The persistent correlations between parents and children's outcomes have long been investigated. From a policy perspective, it is important to understand the underlying causes of those correlations. Educational policy changes may have significant impacts on intergenerational mobility. The last several decades have witnessed a remarkable expansion of higher education around the world. In this paper, we examine the effect of higher education expansion on intergenerational mobility in China. We find that the higher education expansion in China has weakened the advantage of cadres’ children in higher education participation, and has strengthened the intergenerational educational correlation. One explanation for these results might be that, along with the process of economic reform started in 1979, the cadre selection mechanism has placed more and more weight on candidate's education and abilities.  相似文献

This study investigates the relationship between unequal regional development and racial and gender wage inequality in Brazil. Using sample data from the 1991 Brazilian census, I estimated monthly wages for a white, brown and black women and men working in the states of S"o Paulo and Bahia. The findings suggest that while women and Afro-Brazilians in Brazil's most developed region of S"o Paulo had the advantages of higher levels of state sponsored work benefits and more equitable occupational and wage distribution, they nevertheless experienced the greatest discrimination. In contrast, the less developed state of Bahia where racial and gender gaps in education, occupation and wages were the most severe, wage discrimination was lowest.  相似文献

基础教育是帮助国民摆脱贫困、实现社会公平的重要手段。我国基础教育财政投入不足,省际之间的差异比较大。本文基于2005年~2007年的统计数据,对我国各省基础教育均等化程度进行了比较。基本结论是:从基础教育的投入来看,我国基础教育经费在各个地区分配不均衡,差异较大;从产出和效果来看,我国基础教育水平发展也不平衡。这在很大程度上与上级政府承担基础教育财政责任份额不足有关。今后应在加大基础教育投入的过程中,提高资金使用效率,加大教育转移支付力度,实现基础教育均等化。  相似文献

Since 2012, at least 24 states have considered legislation on Pay It Forward (PIF) models of higher education finance (which enable students to pay the price of college upon departure from an institution, as opposed to paying upfront tuition). This paper proposes a theoretical model of PIF policies within a framework in which voters belonging to different income groups vote over the level of subsidies to higher education. We analyze the impact of two types of potential PIF policies—a deferred tuition approach and an income share approach—on college access and on voting equilibria over subsidy levels. The results show that college access is enhanced by PIF policies. The equilibrium level of subsidies depends crucially on the pattern of income distribution, in particular on the relationship between mean income and the income of the median income group, and on whether higher education widens or narrows the distribution of income. We show that the equilibrium level of subsidies to higher education will not necessarily decline under PIF, and may increase in some circumstances due to changes in college access for low‐income groups.
