This article is intended to conduct a three-dimensional examination of China’s rural land rights and the complex dynamic among political power, economic capital, and farmers’ rights during the past seventy years. First, the study takes a close look at the historical changes in the nature, scope, and ownership of land property in rural China during four significant time periods from 1949 to 2019. Second, it uses Ronald Coase’s theory on property rights in dissecting the four paradoxes and dilemmas in China’s rural land ownership, including the extent of clarity and stability of land property rights, the “three rights system” (the rights to ownership, contracting and operation of land) and three stagnations in defining and exercising such three rights, the simultaneous shortage and waste of land resources, as well as the restrictions on land transactions and the requirement to protect collective property. With examples derived from selected evidence, the article documents how both political power and economic capital have worked together to deprive farmers’ land rights. It concludes with a critical analysis of the current status of China’s rural economy, the problem of applying Western economic theories to China’s reality, as well as the theoretical definition, legal protection and policy parameters of land property rights in China.  相似文献

Rural land consolidation has been a very important and efficient development tool all over the world for a century and is now an indispensable instrument for rural sustainable development in China. The Chinese central government has devoted large sums of money to rural consolidation projects each year in an effort to help protect cultivated land, to improve agricultural production, to enhance the socio-economic development of rural communities, and to help build rural landscapes. However, little attention has been paid to evaluating the performance of land consolidation projects from the view of community members, which is sorely needed. Household satisfaction with land consolidation projects is a key indicator of consolidation performance. Understanding the factors that influence household satisfaction is an effective way of dealing with problems in the interactions between land restructuring and human behaviors in rural areas and can help improve project performance. This paper examines the performance of land consolidation in terms of rural households’ levels of satisfaction in rural China and analyses the most influential factors of satisfaction. Data were gathered via questionnaires and analyzed with a probit model. Results indicated three significant points. First, overall satisfaction rate was 76.5%, meaning that most rural households in the regions of Hangzhou, Changsha, and Guiyang were satisfied with land consolidation projects. Second, 11 factors significantly affected rural residents’ satisfaction with consolidation. These factors included farmers’ level of education, employment characteristics, family size, input level of agricultural production, agricultural produce transportation methods, level of agricultural mechanization, the characteristics of land transfer in the village and within their own families, the perceived importance of land consolidation, their level of social insurance support, and their participation in rural production cooperatives. Third, six of these factors had positive effects on performance; four had negative effects, and one (employment characteristics) demonstrated a significant influence.  相似文献

The distinct urbanization process of China has attracted worldwide attention because of its impressive speed, massive scale, and policy intervention. However, the interrelationship between urban expansion and government policies is still not well understood. The Pearl River Delta Urban Agglomeration of China is the first national pioneering urbanization area since the implementation of the policy “Reform and Opening-up” in the late 1970s. Here we compared the spatial and temporal patterns of urbanization in two leading cities of the Pearl River Delta (i.e., Guangzhou and Shenzhen, the provincial capital and the first Special Economic Zone of China, respectively) from 1975 to 2015, using Landsat data integrated with urban growth and landscape metrics analysis, and examined possible footprints of major economic and urbanization policies. Our results illustrated that urban land areas in both Guangzhou and Shenzhen have experienced magnificent annual growth rates at 8.1% and 11%, respectively between 1975 and 2015. On average, Shenzhen witnessed substantially higher urban growth rate than Guangzhou during the past four decades, particularly in the initial period (1978–1990) when the Reform and Opening-up policy was launched and Shenzhen was designated as the first Special Economic Zone in China in the late 1970s. However, the speed of urban expansion in Shenzhen became considerably lower than Guangzhou from 2005 to 2015, subject to physical conditions and a series of urban land use policies. Both cities showed a generally similar dynamics of urban growth forms with leapfrogging as the predominant type of urban growth at first and then edge-expansion while the contribution of infilling in Shenzhen was higher than that in Guangzhou, especially since 2005. The urbanization processes characterized by landscape and urban growth metrics revealed that a diffusion-coalescence-diffusion-coalescence process was identified for Guangzhou, while Shenzhen was generally consistent with the diffusion-coalescence urban growth hypothesis.  相似文献

The legal framework of Zambia has laws that support participatory land use planning process but there are no guidelines on how it should be done. Thus, the research aims at assessing if the Luapula Province Planning Authority (LPPA) has a land use planning process that incorporates effective stakeholders’ participation.The research is based on secondary data, especially the land use planning process in the Urban and Regional Planning (URP) Act No. 3 of 2015 of the Laws of Zambia and the participatory land use planning process of Kilimanjaro Region.The data analysed show that there is lack of effective stakeholders’ participation in the LPPA land use planning process; the LPPA land use planning process does not have the provision to capacity build stakeholders during the land use planning process; lack of participatory land use planning guidelines; the institutional framework under customary authority is not part of the land use planning process and the LPPA land use planning process is a top-down approach.The conclusions state that the legal and institutional frameworks in existence are inadequate for effective stakeholders’ participation in land use planning process of LPPA. In addition, the stakeholders are not incorporated in the LPPA land use planning process in terms of decision making but incorporated as reactants to the decisions made by the public authorities.The recommendations are that a National Land Use Planning Commission composed of representatives from stakeholder groups needs to be established. In addition, some sections of the URP Act No. 3 of 2015 of the Laws of Zambia need amendment inorder to have continuous feedback between the land use plan makers (planning firm(s) and planning authority) and the stakeholders. Furthermore, Village Councils must be given power to make decision by establishing them as Village Planning Authorities.  相似文献

Land consolidation plays an important role in increasing cultivated land, improving cultivated land quality and the ecological environment, and promoting the coordinated development of urban and rural areas. However, under the conditions of three decades of land consolidation being conducted and changing urban–rural human–land relationship, the areas of improvement in the land consolidation policy of China must be studied. This article analyzes the implementation and distribution characteristics of the land consolidation project completed in Shaanxi Province in 2018. Results show that land consolidation projects in Shaanxi are mainly land reclamation projects, cropland consolidation projects, and high-standard cropland consolidation projects. The increased cultivated land is mainly from land reclamation projects and cropland consolidation projects. The land consolidation projects in Aeolian Plateau Area, Loess Plateau Area, and Da Ba Mountain Area are mainly land reclamation projects. The land reclamation projects in Guan Zhong Plain Area and Qing Ling Mountain Area account for a large proportion. The spatial distribution of rural settlement consolidation projects, and rural settlement consolidation and land reclamation projects are mainly located in Guan Zhong Plain Area and distributed in the boundary area of Guan Zhong Plain Area and Loess Plateau Area. According to the characteristics of land consolidation projects and the changes of urban–rural human–land relationship, China should be prudent in or stop advancing land reclamation to increase cultivated land; cropland consolidation and high-standard cropland construction are vital ways to achieve China’s food security; and rural settlement consolidation should be carefully conducted in remote areas under the background of urbanization.  相似文献

Summary

Housing development operates at different levels of intensity in the urban areas of Britain, and private and public housebuilders exert varying pressures on local planning authorities. The findings of a research study on the provision of land for residential development in urban areas are examined by means of six case studies. These expose the significance of landownership and planning policies in influencing the rate of housing development. In order to exploit fully the potential of urban sites for residential development there is a need for coordinated action by local authorities which may include compulsory purchase power and a housing development budget.  相似文献

Over the last two decades, extensive literature has examined the socioeconomic and environmental impacts of China's Sloping Land Conversion Program (SLCP), a program that was launched in late 1990s to mitigate the environmental effects of agricultural production and reduce rural poverty. However, little empirical evidence exists with regard to the impact of SLCP on rural households' sensitivity to nature-induced changes and environmental challenges. In this study, household-level data covering the period 1995–2010 from five Chinese provinces were used to examine the effect of SLCP on farmers' sensitivity to climate change. The empirical results show that participation in SLCP significantly reduced farmers' sensitivity to climate change by reducing their dependency on land and natural resources for income, and by diversifying their livelihood options. Spatially, the results reveal that the effect of SLCP on farmers' sensitivity vary across regions. Specifically, SLCP was found to have a ‘rate effect’ on farmers in the Northern regions and a ‘level effect’ on farmers in the Southern regions. Likewise, we found that the effect of SLCP differs considerably across income groups, with the effect on low- and middle-income groups being most significant. The results indicate that subsidy is the main pathway through which SLCP reduces farmers' sensitivity to climate change. In contrast, we found inclusive evidence about the indirect effect of SLCP farmers' sensitivity through the promotion of non-agricultural employment. These results carry major implications with regard to the effectiveness of ecological conservation programs and their mitigation potential through building farmers' resilience in China and ecologically fragile environments.  相似文献

Soil salinization has become a global concern and poses a great threat to food production and sustainable land use. Land use policies are the main driver of saline soil farmland use in ecosystems. This paper proposes a theoretical framework for analyzing how saline soil farmland use is affected by land use practices of individual farm households. An empirical study, using an ordered probit model, was conducted based on questionnaire responses from farm households in 8 towns and 14 villages in eco-fragile areas in Shandong, Jilin and Xinjiang provinces. The results suggest that land tenure, state systems agricultural support, characteristics of a field parcel and characteristics of the farm households have different influences on farmer's land use in three regions. The adoption of organic fertilizer by individual households is constrained by the lack of stability and integrity in land tenure. Furthermore, the parcel of a field is generally small, sparsely distributed and often fragmented, which increases costs. Even subsidizing organic fertilizer does not necessarily help in its adoption. Given these challenges, this study makes recommendations for different regions that may promote the adoption of improved saline soil farmland cultivation methods by farmers.  相似文献

China’s Sloping Land Conversion Program (SLCP) is the world’s largest payment for ecosystem services program for improving ecological conditions and farmers’ livelihood. Communicating the SLCP outcomes across diverse stakeholder groups in ecological, socio-economic, political and institutional contexts can facilitate the effective implementation of the new round of the SLCP. Experts from various fields involved in the SLCP have developed good connections with governments, agencies, and farmers; therefore they can play an invaluable role in informing urgent policy changes. This study is based upon 24 interviews with the SLCP experts with the aims of assessing their perceptions of ecological, economic, political and social impacts of the SLCP on the Loess Plateau of China, and then gathering their policy recommendations to ensure that the new round of the SLCP would be implemented efficiently. Content analysis based on the grounded theory is used in present study. Judging from expert-based consensual statements from this study’s interviews, the main concerns about the first round of the SLCP on the Loess Plateau are that the dramatic increase in the farmer’s income and livelihood is mainly from off-farm sources rather than the SLCP subsidy, that equitable government compensation is dependent on the outcome of the SLCP, that the aggressive SLCP causes soil drought which have negative effects on ecological restoration, and that the stakeholders’ interaction could be improved. Based on the analyses of the experts’ interviews, the recommendations are summarised as follows: strengthening the farmers’ environmental awareness and vocational skills, establishing multi-source financial supports and flexible compensation mechanisms, establishing participatory planning that requires stakeholder involvement especially farmers and insisting that scientific studies on the ecological restoration of the Loess Plateau must be shared with local governments and farmers.  相似文献

Rural areas in densely populated regions face increasing competition for land. Consequently, land use planning processes must attempt to balance the goals of diverse stakeholders and the process of reaching consensus becomes more complicated. By investigating the perception of the actors involved in rural planning, this research contributes to the knowledge of the strengths and weaknesses of such processes. We have focused on the case of rural planning processes in Flanders in which proponents of nature and agriculture are competing for land. Data are collected through open interviews with key actors such as farmers, representatives of nature preservation organisations, farmers’ unions, and employees of the relevant governmental policy areas. Data analysis according to the grounded theory approach resulted in six categories and 26 concepts that represent the stakeholders’ perception of difficulties in the Flemish rural planning approach. Three points where difficulties arise are (1) the link between envisioning, drawing up the plan and implementation, (2) the need for data, and (3) the role of sectors. We use three concepts from literature (procedural justice, distributive justice and value conflicts) to frame the difficulties observed. Based on this analysis, we discuss several ways to improve rural planning processes.  相似文献

In this paper we assess the types of knowledge networks utilised by small-scale farmers in four case studies (located in Bulgaria, Poland, Portugal, and the United Kingdom). We focus on knowledge acquired to inform three new activities being undertaken by study participants: agricultural production, subsidy access and regulatory compliance, and farm diversification (specifically agritourism). Findings demonstrate that the new knowledge networks are dominated by different forms of expertise: formal ‘agricultural advisors’ identified in the case studies primarily offer codified managerial knowledge through centralised networks, suggesting that state-funded services for small-scale farmers are largely embedded in traditional, linear models of knowledge transfer. Production and diversification knowledge is exchanged through ‘distributed’ and ‘decentralised’ networks, where a range of actors are involved across varying geographical distances. Findings highlight issues associated with the quality and independence of both ‘free’ and paid advice, as well as the importance of combining tacit and codified knowledge for credibility. In all four cases, we found that small-scale farmers utilise formal advisory services primarily for accessing subsidies (e.g. completing application forms), rather than acquiring production knowledge. The authors argue that by utilising the state funding allocated to advisory services for small-scale farmers primarily to enable these farmers to access subsidies, important opportunities for innovation by both advisors or farmers can be lost.  相似文献

Many studies detail constraints deemed responsible for the limited adoption of new technologies among smallholder farmers in sub-Saharan Africa. By contrast, here we study the conditions that led to the remarkably fast spread of improved chickpea varieties in Ethiopia. Within just seven years, the adoption rate rose from 30 to 80% of the farmers. A combination of factors explains the rapid uptake. Their attraction lay in superior returns and disease resistance. Chickpea was already an important crop for rural households in the studied districts, for both cash income and consumption. Good market access and an easy accessibility of extension services advanced the adoption process. Thus, an attractive technology suitable for rural households in a conducive environment enabled adoption. Our findings prompt us to stress the importance of tailoring agricultural innovations to the realities and demands of rural households, and the need to design and deploy interventions on the basis of ex-ante knowledge on factors potentially determining their success or failure.  相似文献

The present study examines the influence of young farmers’ support system including both direct payments for young farmers and rural development measures initiatives under the Common Agricultural Policy (CAP) on the sustainability of rural regions. The intentions and decisions taken by young farmers in Lithuania are analysed within the rural sustainability concept. The empirical analysis relies on the questionnaire survey. In order to disentangle the possible effects of the CAP support on the farming sustainability (as it is perceived by the young farmers), we consider payments for farm establishment and expansion along with support for advisory services. The results show that young farmers’ support system under the CAP has the strongest perceived effect on income support in Lithuania without significant differences across different groups of farmers. The effect on investments is significantly lower for crop farms if opposed to the other farming types. Still, the results also indicate that environmental awareness of Lithuanian farmers is rather low as the demand for such advisory services appeared to be relatively low. The relatively high demand for advisory services on the business plan preparation suggests low levels of business administration and marketing skills among the young farmers, which indicates the need for development of the social dimension.  相似文献

Using separate nationally representative surveys, this study compared the views and perspectives of farmers towards agricultural related conservation issues with that of the general public. Results suggest that both the general public and farmers expressed similar levels of concern regarding the environment as a whole. This is an encouraging sign when it comes to environmental protection, as it indicates a certain level of agreement between farmers as the group whose activities largely shape the quality of the rural environment, with the views of the general public who are the major consumers of landscape related environmental public goods. The analysis did, however, reveal important differences in attitudes in relation to certain environmental issues such as the relative importance of maintaining wildlife and habitats and having wild flora and fauna in the countryside. These activities could be seen as in conflict with farmers’ productivist attitudes. We found no significant difference in environmental attitudes between farmers who have participated in voluntary agri-environmental schemes and those who did not. Results also suggest that there is significant heterogeneity in public attitudes towards environmental issues. Specifically, age, income, place of residence and presence of children were all significantly associated with environmental preferences. The study concludes that consideration needs to be given to the different views and perspectives of farmers and the general public in formulating policy aimed at providing an optimal mix of agricultural related environmental public goods and services.  相似文献

The purpose of the paper is to analyse the influencing factors on farmers’ willingness of withdrawal from rural homesteads (WRH). Methods that included field surveys, factor analyses and case studies were used for this paper. The results show that farmers have a strong willingness to own the property on which their homesteads sit. There are deviations between homestead systems and execution. It is common that the area of a homestead exceeds the lawful standard, and one peasant family owns two or more homesteads. Peasant families have many concerns about WRH, which include: reduction of employment, lack of supporting social security, high expenditure of new houses, low compensation criteria for homesteads, decline in standard of living and inconvenience in agricultural production. Among all means of compensation, peasants prefer allocated residences, and they pay more attention to public service facilities and fundamental facilities. The authors argue that implementing employment and social security policies and setting up linkage mechanisms of WRH could help to smoothly push forward WRH.  相似文献

The Montado is the silvo-pastoral land use system dominant in Southern Portugal, and similar to the Dehesa in Southern Spain. These systems combine an open tree cover of cork and holm oaks with grazing in the under-cover. Despite the acknowledged value of these systems due to their adaptation to the scarcity biophysical conditions of Southern Iberia, the uniqueness of cork production, the biodiversity values and the support of multiple public goods and services, in Portugal the area of the Montado is declining every year. It has been shown before how this decline is related to increased grazing pressure and use of inadequate soil mobilization techniques. Supported on social sciences theoretical insights, this paper focus on the farmers decision process, and the representations that support their decisions. The analysis is grounded on a large scale survey followed by in-depth interviews to Montado farmers. The results show that there is an underlying conflict between farmers representation of the Montado and the practices they are applying in their everyday management. Dominant representations of the Montado by farmers rely strongly on the tree cover and the forestry component of the system. While their management is strongly focused on the livestock and grazing resources. Farmers are abandoning a resilient thinking of their farm system considering the factors internal to the system, to adapt an external, driver oriented representation of their farm system. CAP coupled payments are seen as the main cause of this change. If the policy construction remains in its present state, the resilience of the Montado as a complex socio-ecological system is threatened in the very short term.  相似文献

The Chaco Salteño in Argentina is part of the Dry Chaco ecoregion, the largest neotropical dry forest in the world, and represents an important hotspot for deforestation and natural habitat loss due to agricultural expansion. The purpose of this article is: i) to assess systematically the role of agricultural expansion, intensification and demographics on the loss of natural habitat and ii) to understand how institutional factors contribute to direct the impact of agricultural intensification towards land sparing or Jevons paradox. We use multivariate statistical methods to assess the effect of important institutional changes, including the promulgation of the Forest Law in the Province of Salta and the titling of communal lands to Indigenous Peoples (IPs), on the loss of natural forests, shrublands and grasslands in the Chaco Salteño. Our results show that the approval of the Forest Law in Salta has been ineffective at slowing down the loss of natural habitat and is associated with the emergence of Jevons paradox via the increase in agricultural productivity. Moreover, this new institutional context appears to have increased the pressures on IPs land and encouraged preventive clearing on these lands. Finally, we detect the decreasing importance of livestock heads as drivers of natural habitat loss.  相似文献

The potential contributions of new biotechnologies to sustainable food and income security have been the subject of widespread discussions around the turn of the 21st century. But distributional issues of which segments of adopters of genetically modified (GM) crops benefit the most have not been given ample attention). Using propensity scores, we apply the (a) stratification‐multilevel method of estimating heterogeneous treatment effects; and the (b) matching‐smoothing method of estimating heterogeneous treatment effects proposed by Xie et al. We find that the incidence of higher yields, lower insecticide use, and reduced seed utilization in the Philippines diminishes progressively as a farmer's propensity to adopt Bt corn increases. Farmers with a low propensity to adopt Bt are those who farm smaller, nonirrigated farms located farther from seed suppliers and farmers without previous training on pest identification. In most cases, while these farmers are typically poorer farmers in smaller parcels, cannot afford irrigation and are situated in remote areas away from easily accessible seed suppliers, there is no evidence, however, that profits differ across farmers with varying propensities to adopt the Bt variety.  相似文献
