With international food price shocks in 2008 and 2011, food security became a political priority in many countries. In addition, some politicians have recently adopted a more nationalistic stance. Against that background, this paper critically investigates the prospects of increased food production within a national context. We use a small, high-income country, Norway, as an empirical case. In 2012, the government set a goal of increasing agricultural food production by 20% by 2030. We ask: 1) How has food production in Norway developed before and after the goal was set? 2) What plans do farmers have, and what do they regard as the main obstacles to increased production? We apply a mixed method combining public statistics, a survey, and interviews. We analyze four production systems: a) milk; b) grass-based meat; c) combined pig and grain; and d) grain. These systems represent around 80% of the domestically consumed food produced on farms in Norway. Since 2000, aggregate food production has had a slight downward trend with periodic fluctuations. Based on a political economy approach, we identify land and labor as the most limiting factors. Capital is less of a hindrance and offers a potential for increased production. Farmers have modest expectations of increased production, though. This outlook resonates with the strong integration of agriculture into the wider economy, at both micro and macro levels, making it challenging to implement new policies and change farm practices on a broad basis. 十七届三中全会通过的《中共中央关于推进农村改革发展若干重大问题的决定》开启了中国新一轮土地制度改革的帷幕。本文基于新制度经济学的视角,对中国土地制度中存在的问题、改革步骤与取向、具体工作中面临的问题进行探讨,指出:(1)新一轮土地制度改革的基础工作与主线是“确权赋能”,以奠定长期发展的产权基础;(2)近期在不改变现行征地制度框架的前提下,进一步推动区内和区间土地发展权转移的改革与实践;(3)远期以十七届三中全会《决定》和“十八大”报告的精神为指导,突破国家土地征用制度的框架,推动集体土地直接入市流转,实现国有土地与集体土地“同地、同权、同价”的改革发展目标;(4)土地制度改革是一项全局性和战略性的工作,提出了需要制定的财税和户籍等配套政策。 相似文献

The paper aims to comprehensively analyze key issues of current land use in China. It identifies the major land-use problems when China is undergoing rapid urbanization. Then, the paper interprets and assesses the related land-use policies: requisition-compensation balance of arable land, increasing vs. decreasing balance of urban-rural built land, reserved land system within land requisition, rural land consolidation and economical and intensive land use. The paper finds that current policies are targeting specific problems while being implemented in parallel. There is lacking a framework that incorporates all the policies. The paper finally indicates the current land-use challenges and proposes strategic land-use policy system to guide sustainable land use in the future. 相似文献

This paper estimates a structural econometric model of household decisions regarding income strategies, participation in programs and organisations, crop choices, land management, and labour use, and their implications for agricultural production and soil erosion; based upon a survey of over 450 households and their farm plots in Uganda. Many factors have context-specific impacts and involve trade-offs between increasing production and reducing land degradation. Government agricultural extension and training programs contribute to higher value of crop production in the lowlands, but to soil erosion in the highlands. By contrast, non-governmental organization (NGO) programs focusing on agriculture and environment help to reduce erosion, but have less favourable impacts on production in the lowlands. Education increases household incomes, but also reduces crop production in the lowlands. Poverty has mixed impacts on agricultural production, depending on the nature of poverty: smaller farms obtain higher crop production per hectare, while households with fewer livestock have lower crop production. Population pressure contributes to agricultural intensification, but also to erosion in the densely populated highlands. Several household income strategies contribute to increased value of crop production, without significant impacts on soil erosion. We find little evidence of impact of access to markets, roads and credit, land tenure or title on agricultural intensification and crop production and land degradation. In general, the results imply that the strategies to increase agricultural production and reduce land degradation must be location-specific, and that there are few 'win-win' opportunities to simultaneously increase production and reduce land degradation. 相似文献

The environmental recovery of quarried areas is increasingly a landscaping first-order issue in many countries and relevant lessons can be learned from each case history, depending upon factors such as the terrain nature and landscape consolidation over time. The case of the Tivoli travertine quarries near Rome (Acque Albule Basin, Italy) is addressed with a multidisciplinary approach and analytic data indicating sustainable and resilient future solutions. Geological data are analyzed to know the resources and natural hazards of this territory. Historical landscape analyses are next accomplished to know the cultural heritage and evolution of man-nature interactions. Eventually, the present land use and 3D landscape are considered to know the current setting. This territory is characterized by natural hazards including earthquakes, degassing, subsidence, and river flooding, and by resources such as abundant thermal waters. Historical analyses show the occurrence of a significant cultural heritage including two UNESCO world heritage sites. The present landscape is characterized by deep quarries and unplanned urbanization. The integration of geological data with historical information provides a new knowledge forming a geocultural database that must be taken into consideration for future planning. Based on these results, general landscape and urban guidelines are proposed for the future recovery of this intensively-quarried and -urbanized territory. The main lesson learned from the Tivoli case history is twofold: (1) the integration and feedback between multiple disciplines and professionals (architects and geologists) working together on environmental improvements and (2) the careful view of the past territory and meticulous analysis of existing buildings and urban landscapes are the key to sustainably interpret the future landscape. The main novelty of this lesson is the improvement of the concept of cultural landscape (UNESCO: http://whc.unesco.org/en/culturallandscape/) and its expansion toward geological issues and man-geology/nature interactions. In an urban-saturated territory that is also geologically-worn by human activities (e.g., Acque Albule Basin), restoring guidelines must comply with the partly-new concept of geocultural landscaping, which consists of a sustainable and resilient planning based on the study and understanding of natural-geological hazards, natural and cultural resources, and man-nature relationships over large spaces and long terms (4D). This paper focuses on evolving land acquisition compensation policy and practice in Hangzhou, a better-developed coastal city in the Yangtze River Delta Region, by assessing the evolution of land acquisition compensation and the interplay among the main actors, especially the local government and affected individual villagers and rural collectives. It evaluates the hybrid compensation governance that includes monetary compensation, employment alternatives, share-holding co-operative, social security assurance, and rural collective retained land. The study reveals that while land acquisition compensation has been gradually improved in many aspects, land-lost villagers are still subject to various uncertainties in sustaining their lives, competing in the labor market, and adapting to urban life. Furthermore, markedly improved land acquisition compensation in Hangzhou has created newly emerging socio-economic problems amongst dislocated rural villagers. The paper reveals how different compensation measures have redefined rural collectives and land-lost rural villagers in the urbanization process. 相似文献

Elandskloof was the first land restitution case in post-apartheid South Africa in which the government returned land to a community. The communal property association became dysfunctional, and the courts placed it under government administration. In its haste to return land to the community in the aftermath of the apartheid system the state did not set up comprehensive planning and consultative processes within government institutions, the beneficiary community and NGOs before returning the land. Consequently, the beneficiaries entertained expectations of resources that have not been met due to regulatory and institutional constraints, which have fuelled intense anger. In addition, internal community conflicts over membership eligibility and access to power and resources have bedevilled the project. The advantage of communal property associations is that they offer great flexibility in how a community can set up its land tenure system and the associated rules. However, lack of regulatory structure at the outset places great strain on a governing committee which has to create the rules, police them, judge them and administer sanctions. In Elandskloof, this occurred while the community was being reconstructed and the legitimacy of the governing committee itself was challenged. A major lesson is that the administrative structure, membership boundaries, and the land tenure rules should be established prior to land being returned to a community, and administrative powers need to be separated, at least until the community has settled. The case also raises policy questions about government administration of dysfunctional communal property associations. 相似文献

Throughout history non-native invasive species have created environmental, economic, and social problems. Technological change, trade, and land system change are among the key factors in their spread and intensification. A recent global phenomenon holds the potential to exacerbate the invasive species problem: amenity migration, the subdivision of farm and grazing land, and the introduction of alternative land uses and management regimes by new rural residents. An Australian case study explores the subdivision of fine wool sheep ranches, the arrival of amenity migrants, and the impact on the management of one of the country's worst weeds, serrated tussock (Nassella trichotoma). Interviews with property owners, government officials, and members of the community-based conservation group, Landcare, expose cultural, institutional, and economic barriers to the control of the invasive grass. As the subdivision process leads to smaller properties and higher population densities it holds the potential to improve management of serrated tussock if the result is fewer livestock and more people to chemically and mechanically control the grass. But roughly 65% of the newcomers are part-time residents and absenteeism tends to result in weak efforts to manage the weed. In addition, regardless of their full-time/part-time status, most of the newcomers are ‘amenity” landholders whose cultural context and ideas about land and nature is diverse, and who do not seek their primary income from the land. Much of rural Australia now contains amenity landscapes, with weakened social capital, and a reduced capacity to coordinate a response to regional-scale environmental problems. 相似文献

Although the development of greenfield sites in suburban peripheries is still the predominant trend in Canada, in the decade of the 1990s a growing inclination to redevelop under-utilized urban brownfield sites emerged. This study describes brownfield redevelopment patterns in the former “City of Toronto” during the 1990s and examines the key factors shaping them. The relevant data for the study were compiled from a City of Toronto land-use database, the appurtenant policy and planning studies, interviews with stakeholders, and case studies. Toronto's redevelopment experience has obvious implications for cities of similar socio-cultural and socio-economic character undergoing redevelopment planning and can thus be viewed as a “case-in-point” in brownfield redevelopment planning and policy. 相似文献

Summary This paper advocates the preparation by major urban planning authorities of land budgets to obtain a satisfactory balance between the development of derelict or vacant land and greenfield sites. Such budgets, requiring a city‐regional dimension, should be implemented by the public and private sectors, both of which need to find means of channelling profits from peripheral or out‐of‐town projects to counter losses on the development or ‘greening’ of inner‐city sites. Suggestions are made as to the form of land budgets, and the means by which they could be put into effect. The paper reviews briefly the various outlooks on the issue of balance between the development of urban and rural land, and the state of the art of priority setting for this purpose by central and local government. Although high standards are set by a few metropolitan areas in accounting for and monitoring the land resource, this is by no means widespread. Indeed in several major urban areas the matter does not even appear to be treated as a policy issue. Amongst the measures required to improve the situation is the need for wider use of skills attuned to development finance and management. 相似文献

The 1990s saw two different and even contradictory trends in Israel. On the one hand, there was a substantial increase in environmental awareness, on the part of both the general public and decision-makers, that led to a change in the land use planning policy at the national level. On the other hand, the Israel Lands Council (ILC), the body empowered by law to shape the national land policy, made a series of decisions that severely violated the principle of preserving agricultural land and led to massive conversion of agricultural land and open space for commercial, industrial, and residential development. Private, not-for-profit land trusts have become major players in U.S. conservation efforts in the last 50 years. During this period membership in land trust organizations has grown. Despite the expansion of land trusts and land trust membership, little is known about public attitudes and beliefs about these organizations. To address this gap, we fielded a mail survey to members of a regional land trust in Indiana and a sample of nonmembers that reside in the areas served by that organization. In addition to examining differences in land trust members and nonmembers in terms of their demographic characteristics, recreation habits, awareness and use of land trust properties; we examined land trust beliefs and attitudes. Drawing from recent developments in attitude theory, the study employed a two-dimensional/bivariate model that allowed us to assess attitudes and distinguish between two forms of neutral attitudes toward land trusts – ambivalence (equal positive and negative feelings) and indifference (lack of any feelings). The study results indicated that, on average, land trust members were slightly older, better educated, and had lived in the area for shorter period of time than nonmembers. Members were also more likely to engage in non-consumptive outdoor activities like hiking and bird watching, while nonmembers were more likely to fish and hunt. Members also tended to have more positive attitudes toward land trusts and were more likely to express positive associations with land trusts. Nonmember attitudes demonstrated greater variability; specifically compared to members, nonmembers were more like to hold indifferent, ambivalent, or negative attitudes toward land trusts. Additional analysis comparing these three non-member groups provided insight into differences in their behaviors, knowledge, and underlying beliefs. We conclude with a discussion of the implications for organizational policy and outreach efforts. 相似文献

In Brazil, incorporating the environmental dimension to the planning process is a challenging process. Planning has historically been carried without considering environmental protection concerns. The country's large development projects have engendered a discussion on the feasibility of these works given the conflicts with environmental policies. The strategic environmental assessment (SEA) is a tool that has the potential to integrate the sectoral, territorial and environmental perspectives to promote sustainable development, as shown by international experience. Its use has not yet been regulated in Brazil, only been voluntary initiatives, both public and private, have been implemented. This paper presents the structure and results of the SEA of the plans to expand silviculture of eucalyptus and biofuels in the Extreme South Region of Bahia state, in the Brazilian Northeast, in a context of sectoral planning dissociated from government guidelines for land use policy and environmental protection. It portrays a practical case of methodological proposal for the use of socio-environmental criteria to establish limits for land occupation by monocultures, for each of the municipalities of the study region, according to their specific climate, soil, relief and environmental preservation characteristics. Various alternatives were identified to ensure areas with greater productivity for small family farming and areas with potential for preservation. SEA helped to a better understanding of the effects of the expansion of the planting areas in each alternative, which was essential to help all stakeholders visualize the consequences of their strategies. Consequently, as results the SEA outlined a series of guidelines and restrictions for the various levels of government and the production sector. For instance, SEA suggested for Federal, State and Municipality governments that areas with better soil and climate conditions could be reserved for public policies to incentive the diversification of the uses of the territory, such as food production. SEA also suggests the adoption of incentive programs to establish multiple-use forests. The SEA recommended that the state government integrate its program for strengthening family agriculture with land-use planning criteria, based on cooperative systems The methodology employed has evidences to be replicable in other regions of Brazil and in developing countries. 相似文献

While there is an important body of research on environmental discourses and policy in Southeast Asia, the situation in the Lao PDR remains understudied. This paper builds on debates related to environmental change and knowledge production and examines the socio-political construction of the current mainstream discourse on land degradation in Laos. It highlights that, despite significant uncertainties as regard the extent and severity of the issue, land degradation in the uplands is represented by the Laotian authorities and many of their development partners as a major and imminent threat to the development of the country. The paper also examines the way this perspective is translated into policies specifically aimed at resolving the upland issue and proposes an alternative reading of this process where mainstream discourse and associated policy appear partly shaped by the subjectivities and political economic projects of Laos’ policy-makers. Finally, drawing on the case of Laos, the paper provides a critical reflection on conventional approaches to assessing socio-environmental issues and defining policy interventions. 相似文献

Under the past Common Agricultural Policy (CAP) olive oil subsidy regime, farmers were eligible for subsidies on the basis of amount of olive oil produced. This led to an intensification of production and negative environmental effects on sloping land, such as loss of biodiversity and more soil erosion. In 2004 the olive and olive oil regime changed, with integration of support to olive farmers in the Single Payment Scheme (SPS). Many tropical countries have recently implemented similar forest policies including large-scale afforestation programmes and the devolution of land-use rights. Their success in enhancing livelihoods and contributing to improved environmental services has been widely questioned. This paper discusses the impacts of state afforestation efforts and forestry land allocation on farmers’ land-use decisions in northern Vietnam. It links policy outcomes with factors located beyond the local level by analysing the decision-making process at the policy implementation stage. Our study suggests that the current national afforestation campaign has not successfully involved households in the forestry sector and that forestry land allocation to households has often disrupted existing land-use systems with little impact on afforestation. These discrepancies between policy intentions and outcomes are partly linked to the relative freedom provinces have to interpret and adapt policies during the implementation stage. In this respect, the political and economic context has played a significant role in providing particular financial and bureaucratic incentives to the former State Forest Enterprises and to civil servants. However, we argue that these actors have been allowed or even encouraged to take advantage of these incentives by national policy-makers thanks to: (1) the lack of clarity or the poor adequacy of the policies designed at the central level, and (2) the blurred character of prevailing national discourses promoting afforestation and community-based forest management. We recommend that national policy-makers allow flexibility in policy implementation but develop mechanisms of accountability and control between the provincial and the central authorities. 相似文献

Summary The paper commences by describing the statutory basis for land tenure and management. It examines the constitutional basis for land ownership and occupation rights, as amended by land administration law. The legal system and procedures at both central and local government level are introduced, with particular mention made of the special measures for land requisition. This is followed by a study of the organizational structure for land management in China at state and local government levels. The roles and responsibilities of the major agencies of government at both levels are explained, and related to the organization of urban planning. A separate section is then devoted to those areas such as Special Economic Zones and Open Coastal Cities which have been selected for preferential treatment, particularly in respect of the transfer of land use rights. The paper concludes with a study of the main issues and problems that currently confront China in the field of urban land management.
