This article explains regionally differentiated patterns of structural change based on a theoretical framework dealing with strategic interaction of farms on the land market. The main research question focuses on the causes of regionally persistent structures. An empirical Markov chain model is defined for the West German agricultural sector. The model is used to explain the probabilities of farm growth, decline, or exit in terms of the current and former regional farm size structure. Further, the impact of variables describing the regional farm structure, thereby indicating market power of the large, the potential of high competition for land within a region, and possibly high rents of the status quo in combination with sunk costs, is quantified. The results confirm the relevance of strategic interaction as a crucial determinant of persistent regional differences in the farm size structure over time. 相似文献

Different forms of income diversification represent important strategies of farmers to either cope with the changing economic framework conditions or to valorise given territorial potentialities. Nevertheless, the decision to diversify economic activities on or off the farm will heavily depend on the agricultural business and household characteristics. Our study used a survey of 2154 farms from eleven European regions to identify distinct farm types in order to investigate differences regarding the willingness to diversify in the future. Two scenario situations with continuation (baseline) and without any market intervention (“No CAP”) were tested. A factor and cluster analysis depicted six farm types both previously described and novel. The typology proved validity across all case studies, whereas single types occurred more frequently under specific site conditions. The six farm types showed strong variations in the stated future diversification behaviour. Young farm households with organic production are most likely to diversify activities particularly on-farm, whereas farm types characterised by intensive livestock holding and also already diversified and part-time farm households are least likely to apply this strategy. Results have further shown that under hypothetical conditions of termination of economic support by the Common Agricultural Policy (CAP) an increasing share of farmers – throughout all types – would apply income diversification, mainly off-farm diversification, as a survival strategy. 相似文献

Research has shown that the reform of the CAP which broke the link between subsidies and production (the decoupling reform) has had little effect on farmers’ demand for land under the SPS (Single Payment Scheme) system. For this reason, in the conditions of the SPS, there is petrifaction of the structure of agricultural land, and an upward trend in prices on the market for agricultural land should not be expected to continue in the long term. Under the conditions of the SAPS (Single Area Payment Scheme), which applies in the EU-12 new Member States, the position in the market for agricultural land is different. However, most research carried out in Europe relates to the SPS system, where marginal changes in the value of land are identified as a result of the incidence of agricultural policy, as well as quantitative and qualitative attributes of particular properties. Under SAPS, these issues have not been sufficiently investigated. The authors have attempted to fill that gap, constructing a two-dimensional and multilevel econometric model for land prices in a leading agricultural region of Poland based on a sample of 653 transactions in the years 2010–2013. The aim is to determine how policy, as well as various quantitative and qualitative features, including location factors, affect the prices of land under SAPS. The results indicate, among other things, the key importance of the functional type of rural areas – properties in agrotouristic areas gained 43% higher prices on average than those in agricultural areas. Recent decades have witnessed substantial losses of biodiversity in Europe, partly driven by the ecological changes associated with intensification of agricultural production. These changes have particularly affected avian (bird) diversity in marginal areas such as the uplands of the UK. Future trends for upland birds will likely be impacted by changes in agricultural support regimes, such as those currently envisaged in on-going reforms of the Common Agricultural Policy. We developed integrated ecological-economic models, using seven different indicators of biodiversity based on avian species richness and individual bird densities. The models represent six different types of farms which are typical for the UK uplands, and were used to assess the outcomes of different agricultural futures. Our results show that the impacts of these future agricultural scenarios on farm incomes, land use and biodiversity are very diverse across policy scenarios and farm types. Moreover, each policy scenario produces un-equal distributions of farm income changes and gains and losses in alternative biodiversity indicators. This shows that generalisations of the effects of policy and pricing changes on farm incomes, land uses and biodiversity can be misleading. Our results also suggest that a focus on umbrella species or biodiversity indicators (such as total species richness) can miss important compositional effects. 相似文献

The rapid expansion of non-grain production (NGP) on cultivated land is of increasing concern regarding grain security in China. Characterizing the developmental mechanism of different NGP types and their responses to current policies is essential for providing critical references for the improvement of cultivated land protection policy. This study was conducted to explore the driving forces of NGP expansion in Tongxiang during three periods (2000–2008, 2008–2012, and 2012–2015). We first mapped the distributions of four types of NGP using multi-temporal high-resolution aerial photos. Then, we identified the driving forces of different NGP types at the parcel level using multinomial logistic regression modelling with geophysical, proximate, neighbourhood and policy variables. Our results showed that the total NGP area in Tongxiang increased from 31.16 ha to 2491.84 ha from 2000 to 2015. Farming conditions, such as soil type and distance to rivers, contributed more than settlements networks to the expansion of NGP in the Tongxiang region. A continuous and significant neighbourhood effect was found among pond fish farming, nursery plantations and duck rearing, demonstrating the strong stimulation of converted NGP parcels to surrounding farmers. Surprisingly, the implementation of policies such as basic farmland and standardized farmland failed to inhibit and actually encouraged NGP expansion. The planning of the main-functional region of grain production had a positive effect on inhibiting the expansion of some NGP types at certain stages. Our study provides valuable insights into the driving forces of NGP expansion at the parcel level and its response to current policies. Traditional buildings are important features of the rural landscape and a valuable documental source about rural technology and ways of life in the countryside. For the last 60 years many traditional farm buildings have lost their original function because of the great changes in the European agricultural sector. Their respectful conversion to adopt new activities provides economic, socio-cultural and landscape benefits for promoters and the whole rural community. Traditional wine caves used for the production and storage of wine are particular good examples of redundant rural buildings needing for viable new uses. The aims of this paper are to present the architectural features of these agro-industrial spaces and to discuss suitable new uses for them. The technical, socioeconomic and legal contexts of the reuse are also examined in the paper. The use of traditional wine cellars in the production of high-quality artisanal wines, cheeses and cured meats, for cultural activities, as restaurants, or in the production of mushrooms, among others, are viable reuse proposals according to the current needs in the Mediterranean rural areas. Nevertheless, special care must be taken when restoring these spaces in order to respect the identity and the aesthetic appeal of the ancient cellars and not to come into conflict with the planning and building regulations. 相似文献

Agricultural policy has been seen as exceptional, compartmentalized and complex. Consequently, policy making in agriculture has been portrayed as particularly difficult – sometimes as an example of a ‘wicked problem’. In this paper I argue that agricultural policy is more than ‘just’ a complex and wicked problem. It tends to be inbuilt contradictions in the form of trilemmas in agricultural policymaking, which imply that some combinations of core goals are impossible to reach. In this article I develop and illustrate the concept of an agricultural policy trilemma with Norway as a case – a plausibility probe. I argue that the concept of a trilemma may be a useful analytical tool in analysing policy and shifting policy priorities. I describe the development, and workings, of the trilemma from the 1970′s to the beginning of the corona crisis in 2020. 相似文献

The expansion dynamics of the agricultural surface is a complex process, since it requires decisions among different actors under a multitude of socioeconomic and natural conditions, expectations, and risks. This paper shows that despite this complexity, and at odds with the intuition, the density of agricultural lands and the government spending to foster agriculture around a human settlement displays a simple power-law relationship regarding the distance to such a settlement. The theoretical proof of this relationship is based on theoretical and empirical findings made by several authors on the expansion of population centers, river networks, species and ecosystem’s distribution. The empirical proof is made by fitting a simple power-law model having as response variables: density of agricultural land; government spending coverage, and government spending per unit of agricultural surface, while the distance to the centroid settlement is used as independent variable. Results show that the scaling exponents of the power-law relationship estimated from those models, with data from rural settlements in Mexico, are similar statistically to the expected values from theoretical models for the three expansion processes tested. Three applications of the scale-invariant attribute characterizing the expansion process of agricultural lands are presented:
- i)monitoring agricultural activities at the territories;
- ii)a proxy to estimate the expected growth of the agricultural surface; and
- iii)a typology to characterize government assistance at local level.

Agricultural modernisation has had an impact on the Irish environment but official policy to address this developed only slowly. The reform of the EU CAP provided the incentive for the formulation of the Rural Environment Protection Scheme (REPS). This is a wide-ranging scheme to promote environmentally friendly farming through application of 11 measures and six supplementary measures. Significant characteristics of the REPS include its: universal availability, voluntary nature, comprehensiveness, payment limitation, tailoring to individual farms and inclusion of training. There has been a high level of adoption, with participation being greatest in the small-farm west with its cattle and sheep enterprises. 相似文献

Recent changes in the Common Agricultural Policy (CAP) introduced different definitions regarding the eligibility of various types of land used by grazing animals. In particular, shrublands and other low-quality areas which have traditionally been used as grazinglands are now not eligible for European Union income support payments. Subject to these changes, a large part of livestock farms will be affected, being partially or fully deprived of EU income support. In addition to these policy-driven changes, pasture-fed livestock farms in Greece are faced with a unique system of grazingland allocation, as all grazing areas in the country are state-owned. These areas are allocated for a short period either directly to farmers who are permanent residents of the Municipalities or to other livestock farmers through an auction system, which does not take into account the grazing capacity thus bringing about environmental degradation. This paper investigates the effects of CAP changes and of this communal land allocation system based on the findings of a typological analysis. The study focuses on a typical Greek territory in terms of land uses, economic activities and sociodemographic developments. Data from a questionnaire survey are used to build a typology of local livestock farms in terms of their nutritional management and land use characteristics and then the profile of each type is investigated through the estimation of a Multinomial Logit Model where the dependent variable is the cluster participation. Three distinct types of farms (clusters) are determined. Cluster 1 includes traditional farms which rear sheep and goats and bovine for meat, which are highly dependent on grazingland uses and EU income support. Cluster 2 farms – mainly sheep and goat – have evolved a ‘double’ dependency on land in the form of grazingland but also of cropland for feedstuff production, which renders them more resilient to policy changes. Finally, Cluster 3 farms are intensive dairy cattle farms and use artificial (cultivated) privately-owned grazinglands and cropland for feedstuff production. Market-oriented measures are proposed for each type and suggestions for an integrated land use plan are made, including long-term leasing of land and the consideration of environmental criteria for land allocation, thus rendering farmers responsible for keeping their land in a good production state. 相似文献

Provision of landscape amenities produced by farmers, in addition to their economic function of producing food and fibre, has contributed to a reassessment of the role of agriculture in society. In this paper, we examine whether agricultural landscape provision really responds to a social demand as is argued by those in favour of multifunctionality. Thus, the aim of the present work is two-fold. First, we evaluate rural landscape preferences of citizens from a range of choices in the mountain area of the Alpujarras (south-eastern Spain), and second, we estimate their willingness to pay (WTP) to enjoy each of the landscape characteristics existing in the area. For the empirical analysis, based on a survey of public preferences due to the good public characteristics of landscape amenities, we applied two stated preference methods: Conjoint Analysis (CA) and Contingent Valuation (CV). Three landscape attributes were considered for this analysis: type of vegetation layer, density of rural buildings, and level of slope. Several levels were also considered for each attribute: abandoned fields, dryland farming, irrigated farming, and natural lands were included for the vegetation layer; three levels (low, intermediate and intense) were considered for the level of slope and three levels (none, little and intense) for rural buildings. 相似文献

Purchase of development rights (PDR) programs have been created in 27 states to preserve farmland resources. These programs seek to advance several societal objectives, including the protection of farmland from development, retention of rural amenities, and promotion of the economic viability of farming. Using New Jersey farm-level data, this study evaluates whether participation in a state PDR program improves farm profitability. The propensity score matching method is used to correct for selection bias arising from the voluntary nature of these programs. No statistically significant profit differential is found between preserved and observationally equivalent unpreserved farms in our full sample of 4029 farms. When the analysis is replicated across different farm types, we find weak evidence that the profitability of preserved residential lifestyle/retirement farms is lower than that observed for their unpreserved equivalents. In contrast, we find that small farms (<$100,000 in annual sales) operated by individuals for whom farming is a principal occupation earn $414 to $436 more per acre in profit than their observationally equivalent unpreserved counterparts. 相似文献

Neoliberalism and the revival of agricultural cooperatives: The case of the coffee sector in Uganda 下载免费PDF全文
Agricultural cooperatives have seen a comeback in sub‐Saharan Africa. After the collapse of many weakly performing monopolist organizations during the 1980s and 1990s, strengthened cooperatives have emerged since the 2000s. Scholarly knowledge about the state–cooperative relations in which this “revival” takes place remains poor. Based on new evidence from Uganda's coffee sector, this paper discusses the political economy of Africa's cooperative revival. The authors argue that donors' and African governments' renewed support is framed in largely apolitical terms, which obscures the contested political and economic nature of the revival. In the context of neoliberal restructuring processes, state and non‐state institutional support to democratic economic organizations with substantial redistributional agendas remains insufficient. The political–economic context in Uganda—and potentially elsewhere in Africa—contributes to poor terms of trade for agricultural cooperatives while maintaining significant state control over some cooperative activities to protect the status quo interests of big capital and state elites. These conditions are unlikely to produce a conflict‐free, substantial, and sustained revival of cooperatives, which the new promoters of cooperatives suggest is under way. 相似文献

With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well. 相似文献

Agricultural policies in sub-Saharan Africa have paid insufficient attention to sustainable intensification. In Uganda, agricultural productivity has stagnated with aggregate increases in crop production being attributed to expansion of cultivated land area. To enhance sustainable crop intensification, the Ugandan Government collaborated with stakeholders to develop agricultural policies using an evidence-based approach. Previously, evidence-based decision-making tended to focus on the evidence base rather than evidence and its interactions within the broader policy context. We identify opportunities and pitfalls to strengthen science engagement in agricultural policy design by analysing the types of evidence required, and how it was shared and used during policy development. Qualitative tools captured stakeholders' perspectives of agricultural policies and their status in the policy cycle. Subsequent multi-level studies identified crop growth constraints and quantified yield gaps which were used to compute the economic analyses of policy options that subsequently contributed to sub-national program planning. The study identified a need to generate relevant evidence within a short time 'window' to influence policy design, power influence by different stakeholders and quality of stakeholder interaction. Opportunities for evidence integration surfaced at random phases of policy development due to researchers’ ’embededness’ within co-management and coordination structures. 相似文献
