This paper aims to analyse the role and responses of professional groups and their media outlets in relation to fashionable management discourses. Although much emphasis has been given to the role played by ‘knowledge entrepreneurs’ in sponsoring and exploiting management fashion, this risks neglecting the degree of adaptation and re-invention involved in translating these ideas into practice. Professional groups, in particular, can be seen as mediators of the spread and assimilation of fashionable discourses. In an empirical study we sought to analyse the importance and implications of this mediating role by focussing on the academic and professional media associated with Human Resource (HR) and Information Systems (IS) practitioners and their responses to one of the most influential management fashions of the recent period—Knowledge Management (KM).The initial stage of the study involved a qualitative and quantitative review of the IS and HR literature to identify the critical elements of their response to the KM discourse. This highlighted the role of legitimation, differentiation and inter-professional competition as features of professional media's ‘theorization’ of new management fashions. A further element of the study focussed on a particular HR magazine sponsored by the HR profession. Analysis of these articles suggests that this magazine has evolved a distinctive perspective on KM, one which highlights the employee and behavioural issues associated with its application compared to the more IT-driven rhetorics found in the mainstream literature. The rhetorical claims of the new discourse were thereby interwoven with the overarching knowledge claims of the HR profession.  相似文献

A popular stereotype has it that German firms are somehow ‘long-term strategically oriented’ and British firms focus on short-term financial gain. Analysing ethnographic material from British and German brewers, this paper explores how management accountants in the two countries conceive of their relationship with processes of strategic formulation and how they seek to mobilize strategic arguments in their day-to-day contacts with operational management. The focus of this study is not on the strategy debates which one might expect among senior management, but on routine interaction between management accountants and managers in which the mundane events of organizational life are made to happen in the name of loftier ‘strategic’ priorities. From observations of such interaction and management accountants' reflections on them, contrasting ways of integrating management accounting expertise with operational knowledge of the firm are suggested for the British and German brewers studied. Those contrasts are developed by drawing on the relationship between time and the possibility for strategic intervention more generally.  相似文献

This paper uses data derived from interviews carried out in a number of UK companies to explore the extent to which management concerns are driven by accounting practices, and also how accounting practices are mediated by the views that managers have of the role of accounting. The paper also analyses accounts given by UK managers of the ways in which changes in accounting are being managed. Two specific issues relating to accounting change are examined: (1) the impact of new information technology on accounting change, and (2) the competition between accounting and alternative bodies of expertise as mechanisms for change. In studying accounting in the context of wider organizational change, the paper focuses on a number of distinct, yet related, themes: (1) management accounting’s power to reinvent itself; (2) the interface between management accounting practices and employee empowerment (as one example of ‘new’ management practices); and, (3) contradictions in using management accounting calculi to facilitate the ‘new’ organization.  相似文献

Many commentators have attributed the poor performance of British manufacturing to the ‘under-representation’ of engineers in management, and have proposed policies for bringing more engineers into management so as to develop a technologically oriented management culture. This paper argues that the under-representation of engineers in management is a symptom not the root cause of the problem, which lies in the split between technical and managerial expertise at the enterprise level. Based on a comparative analysis of engineers’ work roles and the relationship between technical and managerial functions in British and Japanese electronics firms, the paper argues that the mechanistically structured organization systems in the British firms generate a vertical polarization between technical and managerial roles, inhibit knowledge sharing and lead to the gross under-utilization of engineers in product development. A technologically oriented management cannot simply be achieved by getting more engineers into management. It requires, instead, organizational restructuring and changes in work practices to enable a better integration between technical and managerial expertise.  相似文献

One of the key principles underpinning Further Education (FE) college ‘incorporation’ was the notion that good management resides only in the private sector. Hence, if decision-making responsibility were decentralized to local levels, FE managers would have the freedom to experiment with practices borrowed from the private sector such as TQM and HRM. Examining the validity of this assertion, this paper explores: the extent to which participative management approaches (central to TQM and HRM) have been adopted in FE; the antecedents that explain the approach taken; and consequences of the emergent approach. In the event we found no evidence of participation beyond the perceptions of some members of the Senior Management Team (SMT). While obstacles to a more participative approach included the stringent funding regime, work intensification, proletarianization, casualization, remoteness of the SMT and general management competence, role-overload at middle management level was found to be particularly influential. A non-participative management style was also seen as deleterious to the functioning of the college as senior managers were failing to draw on repositories of creativity and expertise lower down the organizational hierarchy.  相似文献

Many universities are disengaged from their local regions. While universities are hotbeds of knowledge with the potential to generate new and disruptive technologies, their development strategies and public relations engagements rarely emphasize the potential of universities to act as local and regional economic engines. Similarly, information systems (IS) and other scholars generally aim to make international, not local impacts. Local contributions are often viewed as distractions from more visible and highly rewarded roles in the global scholarly community, such as publishing in international journals. This Global Challenge article argues that universities' local ecosystems are appropriate targets for IS scholarly activity, particularly when this is undertaken in the form of community-based research (CBR). Following conceptual discussions of ‘community’ and key elements of CBR, we draw on the authors' personal research experiences to evaluate the potential contributions of IS scholars in terms of CBR projects focused on technology-related knowledge exchange. After outlining implications and potential future directions for IS researchers, we close by presenting a call to IS scholars to intensify their local ecosystem research collaborations in technology-related knowledge exchanges contexts, in order to increase the relevance and local impact of their research.  相似文献

abstract In this paper, we explore the standardization of contemporary management knowledge, focusing in particular upon the role of ‘standards’ in creating and reifying ‘organizational objects’, with powerful consequences and with often unrecognized ethical implications. It is our argument that modernist beliefs in ‘general, abstract and timeless ideas’ ( Brunsson et al., 2000 , p. 173), enshrined in a universal and abstract rationality, results in the marginalization of more reflexive forms of rationality and the suppression of autonomy, creativity and discretion in organizations. To investigate the consequences of standardization, we take as the focus of our analysis a specific management model which has a significant and growing impact on many sectors of contemporary industry; that of project management. Drawing on the work of Timmermans and Berg (1997) , Bowker and Star (1999) and Brunsson et al. (2000) , we draw attention to the reification of the object of management; in this case, the project itself, as a transhistorical, ‘real world’ object. By tracing efforts to establish and institutionalize ‘standards’ in this and other fields of management, in particular through the creation and dissemination of a universal ‘body of knowledge’ for this field, we draw attention to the political and moral significance of the ‘blackboxing’ of knowledge. It is our broader intention here to help to denaturalize this organizational object, to legitimize other modes of knowledge and practice in the field, and thereby to reopen debate in this and other arenas of standardization.  相似文献

The notion of ‘sociomateriality’ has recently gained in popularity among information systems (IS) scholars in their search for providing new ways of investigating and theorizing about IS in organizations and society at large. While some scholars put forward arguments and research accounts that lead to new insights concerning the concept, others expose a cursory treatment and partial appreciation of the idea. In addition, sociomateriality as a new worldview has been criticized for introducing yet more academic jargon monoxide. Although existing research and debates show some potential for progressing the theorizing of ‘man–machine’ reconfigurations, we point to the necessity of a deeper exploration of the term. Inspired by the Alternative Genres Track at the European Conference on Information Systems 2012, the purpose here is to take a fresh look, to evoke new insights and to gain deeper understanding of the notion of sociomateriality and its use in the IS discipline. We invite the reader to attend a prolonged monologue – characterized by honesty, frank observations and wit – at the royal court of IS. The monologue is delivered by the court jester and directed to the two sovereigns who, based on their conceptual contributions, have played a decisive role in the spreading of the idea of sociomateriality in IS. The intention is to contribute with a stimulating debate about sociomateriality that builds on open-minded questions in the pursuit of key reflections to inform our research discipline. Throughout the monologue, the jester uncovers some contradictions and limitations in and between the sovereigns' writings and points to some possible resolutions.  相似文献

abstract This paper focuses on how continuity and change are managed discursively in narrative texts of organizational identity and thus helps move forward the discussion about persistence and change in organizational identity. The study reports on the content, context and authorial elements of the evolving narrative composed by a Canadian bank's senior managers. The analysis indicates that the discursive strategies employed by organizational authors to establish confluence (or simultaneous continuity and change) include the selective reporting of elements from the past, present and future, the juxtaposition of the ‘modern and attractive’ with the ‘outdated and undesirable’, the persistent use of expansive labels that allow the addition and subtraction of meanings attached to the labels, and the importation of selected themes from the wider macro‐discourses. In keeping with the view that organizations are plurivocal, evolving narratives of the organization in the business press are also presented. These narratives contribute themes that are at times concordant with senior managers’ accounts and thus confirm the value of the changes in identity elaborated by management; at other times, press accounts are discordant with senior managers’ narratives and provide alternative evaluations of the changes. The paper concludes with reflections on the indeterminacy of both organizational identity – for the texts that constitute it remain open to multiple readings and to subsequent re‐writing that continually destabilize it – and the narrative research enterprise that falls short of providing comprehensive and incontrovertible accounts of the voices that constitute organizations.  相似文献

Communication makes a difference. The manner in which we communicate creates the phenomena we communicate about. It can seem obvious, but we are nevertheless seldom aware of the complexity that this constructivist assumption implies. Through an analysis of a new pay reform in the Danish public sector, this article theorizes the complexity in terms of Niklas Luhmann's systems theory. In an attempt to understand the ambiguities of today's management of pay, it identifies four wholly different ‘codes’ of communication; law, money, learning and love. Each of them struggles for the position to construct ‘pay’, ‘personnel’ and ‘management’ differently. Ambiguity is construed in terms of the complex interference that arises between the systems of communication that are coded in these ways. Through this codified complexity, the new pay reform does not merely represent an innocent ‘management technology’, but a productive ‘management policy’ drawing on conflicting codes setting specific distinctions for rewarding, distinct boundaries for managing work life.  相似文献

Decision-making as a central concept in management and organization theory has had a colourful and controversial career spanning some 50 years. During this time its image and meaning has shifted substantially to the point where its explanatory value as an established conceptual category in management and organizational analysis has been questioned. In this article, I attempt a critical study of the concept of decision and try to show that the various attempts to replace it by other terms such as ‘action’, and ‘change’, overlook the ontological status of the decision-making process. I argue here that decision is better understood as a series of interlocking pre-definitive acts of punctuating the flow of human experiences in order to facilitate sense-making and to alleviate our Cartesian anxiety. Decisions are not so much about ‘choice’or ‘intentions’as about the primordial ‘will to order’whereby interlocking configurations of micro-incisions punctuating our phenomenal experiences contrive to construct and reinforce a stable but precarious version of reality. When viewed thus, decision-making takes on a very different meaning - one that accentuates the concrete everydayness of micro-decisional acts which re-enact the ongoing contestation between order and disorder, routinization and breakdown, organization and disorganization, chaos and cosmos. Such micro-decisional ontological acts are what produces and sustains a version of reality to which we then subsequently respond. It is this ‘becoming’theory of decision-making which is offered as an alternative to the ‘event’driven model of decisional theorizing.  相似文献

This article is concerned to demonstrate that paternalism and strategic management as forms, styles or ‘techniques’of managing people and organizations, are both constitutive of and embedded in what we term a ‘discourse of masculinism’. Within the context of the UK financial services industry, we examine how this discourse reflects and reproduces management practices, and reconstitutes individuals in accordance with masculinist priorities. This has the effect of privileging men vis-a-vis women, serves to rank some men above others, and maintains as dominant certain forms and practices of masculinity. We identify two of these as ‘paternalistic masculinity’and ‘competitive masculinity’respectively, regarding them as concrete manifestations of the interplay between historically shifting forms of management and masculinities in operation.  相似文献

This article details the evolving social and spatial dynamics of a planning approach that is now being used to regulate irregular or informal settlements in the conservation zone of Xochimilco in the Federal District of Mexico City. As part of the elaboration of ‘normative’ planning policies and practices, this approach counts, maps and then classifies irregular settlements into different categories with distinct land‐use regularization possibilities. These spatial calculations establish a continuum of ‘gray’ spaces, placing many settlements in a kind of planning limbo on so‐called ‘green’ conservation land. The research suggests that these spatial calculations are now an important part of enacting land‐use planning and presenting a useful ‘technical’ veneer through which the state negotiates competing claims to space. Based on a case study of an irregular settlement, the article examines how the state is implicated in the production and regulation of irregularity as part of a larger strategy of spatial governance. The research explores how planning ‘knowledges’ and ‘techniques’ help to create fragmented but ‘governable’ spaces that force communities to compete for land‐use regularization. The analysis raises questions about the conception of informality as something that, among other things, simply takes place outside of the formal planning system.  相似文献

A recently conducted piece of micro-level, interpretive IS action research has enabled the delivery of direct user benefits through the adoption of a methodological approach which focuses specifically on the interpretive generation of meaning by authorial individuals. Drawing on recent debates concerning knowledge and identity within social anthropology, IS and social psychology, this approach derives from a theoretical position which acknowledges social constraints on individual behaviour whilst according primacy to individuals’ biographically determined interpretive work. Use of this approach in the field revealed layers of interpretive interaction between users and technology which had hitherto remained invisible and problematic, and allowed several simple practical interventions which strengthened the ability of users to generate their own meanings at critical junctures in the system. It is suggested that such sensitive, low-level ‘fine tuning’ represents a new way forward for those seeking a practical, focused alternative to the more commonplace, high-level research approach within current interpretive IS literature.  相似文献

This paper examines the emergence of small indigenous software companies in Scotland, focusing on the strengths and weaknesses of the region's socio-economic infrastructure as a foundation for innovative new business ventures. Following a brief review of some of the accepted wisdom on high-tech start-ups and regional economic development the paper provides some background information on the Scottish region, comparing new firms in the software industry with the foreign multinationals that dominate the local IT industry. A framework - the ‘sociotechnical constituencies’ approach - is then proposed that allows the author to examine networks of specialist knowledge that underlie new business development. Agglomeration effects and the influence of ‘clusters’ of complementary types of knowledge, expertise and innovative competencies at the regional level are at the heart of the analysis. The framework is applied to a sample of local firms, looking at how ‘learning’ via sociotechnical networks underlies their evolution. Policy-makers' attempts to boost the region's new business birth rate and promote the hoped-for ‘silicon glen’ effect are viewed in the light of the study's findings.  相似文献

The ongoing confusion about the meaning of ‘talent’ within the world of work is hindering the establishment of widely accepted talent management theories and practices. The aim of this paper is to contribute to the literature on talent management by offering an in-depth review of the talent concept within the specific context of the world of work, and proposing a framework for its conceptualization. We group different theoretical approaches to talent into ‘object’ (i.e., talent as natural ability; talent as mastery; talent as commitment; talent as fit) versus ‘subject’ approaches (i.e., talent as all people; talent as some people) and identify dynamics existing within and between them, as well as implications for talent management theory and practice. Finally, we discuss different avenues for further research aimed at developing the talent—and consequently, the talent management—construct further.  相似文献

It is difficult to see what the Caritas ‘Zero Poverty’ campaign stands for and what its purpose is. It mixes poverty definitions and policy areas which have nothing to do with one another, displays ‘moral outrage’ with much ostentation, and calls for bigger government all the time. This article provides an in-depth case study of a UK mutual life insurance company with the pseudonym Pensco. The case is presented partly to illustrate some theoretical and empirical weaknesses within the managerialist literatures on human resource management (HRM), and in those academic critiques which perceive it to be all ‘hype’and no substance. Our concern is not with the questin of whether Pensco ‘fits’an HRM model, but with examining changes in management practice, their effects on the nature of management control and the growth of self-discipline throughout the company's hierarchy. Focusing on two management techniques regarding the development of ‘team’spirit among company employees, we see these changes as coinciding with the emergence of a language, if not directly the practice, of HRM which has come to pervade management in this and other contemporary organizations.  相似文献
