目前,黑龙江省农机融资租赁业发展存在对本行业认识不足,政策支持力度不够,经营主体实力偏弱,专业人才缺乏等问题,在一定程度上制约了此业务的快速发展。黑龙江省应提高对农机融资租赁业的重视,加大政策支持,广开融资渠道,鼓励租赁公司多参与黑龙江省的农业机械化发展。同时,加强租赁人才的培养,营造适合农机租赁业发展的政策环境,改变落后的发展局面,促进其健康发展。

现代租赁业发展至今已有五十多年的历史,作为一种融资与融物相结合的新型融资方式,已经成为与银行信贷、直接融资、信托、保险并列的五大金融形式之一。与世界各国的融资租赁市场迅速发展相对照的是,我国融资租赁业仍然处于停步不前的状态。本文旨在通过分析融资租赁业在我国发展过程中的问题,找到融资租赁业的发展之路。

我国融资租赁业目前存在的问题,主要是行业进入门槛较高,缺少相关税收优惠政策,相关法律法规不健全。缺乏租赁管理专业人才,以及融资产品创新不足等。我国政府应从建立健全融资租赁业的相关法律法规;加大政府扶持力度,发挥政府在融资租赁业发展中的关键作用;建立全国租赁业协会,实现行业规范化管理;建立租赁业风险控制体系等方面入手,发展我国融资租赁行业,同时租赁公司还要重视对租赁从业人员的培养。     

货币财政政策对我国金融租赁业发展影响实证研究

近年来,租赁业已逐步成长为金融体系的重要支柱,并为经济社会发展做出巨大贡献.但与发达国家相比,我国金融租赁业仍然处于发展的初级阶段.本文研究货币财政政策对我国金融租赁业发展的影响,旨在探讨制约租赁业发展的宏观经济因素,为促进我国金融租赁业健康发展提供思路.经实证研究发现,货币政策与财政政策均对租赁业具有积极影响,但财政推动租赁发展的作用更为明显.因此,促进我国金融租赁业发展,信贷支持与财政支持要双管齐下,并着重从税收政策和资本市场两个角度来为租赁业长期发展提供支撑.

发展中国家及IFC的成功实践经验表明，金融租赁是一种合适的、财务上非常成功的中小企业融资方式，为中小企业外源融资提供金融支持应成为金融租赁的市场定位，在我国，一方面中小企业面临外源融资难的困境，另一方面金融租赁业“贪大求洋，盲目发展”，忽视对中小企业的金融支持，最终因市场定位错误而陷入经营困境。本通过对发展中国家及IFC的实践经验进行考察，分析了金融租赁对发展中国家中小企业的金融支持优势，对我国金融租赁业正确的市场定位进行了探讨和思考。
