The Chinese high-tech industry has developed greatly since the beginning of China's “National High-tech R&D (863) Program” and “China Torch Program”. This paper introduces a conceptual model extended from the innovation value chain model to simultaneously estimate the R&D and commercialization efficiencies for the high-tech industries of 29 provincial-level regions in China. To match reality, a network DEA incorporating both shared inputs and additional intermediate inputs is constructed to open the “black box” view of decision making units used in single-stage DEA. This study is the first attempt to link the R&D and commercialization with a solid theoretical foundation and feasible mathematical methods. The empirical findings show that most of the 29 regions have low efficiency in the commercialization sub-process compared to the R&D sub-process, although there are regional differences in China's high-tech industry. Pearson correlation shows that the R&D sub-process is not closely correlated to the commercialization sub-process in terms of efficiency. Our analysis can provide information for the formulation of policies to achieve high innovation efficiency.  相似文献

As significant strategic players in China's economy, high-tech industries need to evaluate and analyze the technological innovation activities from a system point of view to understand and improve their technological innovation efficiency and, thereby, promote their development. Different high-tech industries have different characteristics and thus benefit from different industrial development policies. However, few studies to date have discussed this issue from a systematic perspective. In this study, technological innovation activities are divided into a research and development (R&D) stage and a commercialization stage. A high-tech industrial evaluation framework of technological innovation efficiency based on two-stage network data envelopment analysis (DEA) is constructed with shared inputs, additional intermediate inputs, and free intermediate outputs. Our empirical results indicate that the overall efficiency of most industries is relatively low and the differences between the five high-tech industries (i.e., sub-sectors) we examined are large. The Spearman correlation shows that overall efficiency and R&D efficiency are more correlated than overall efficiency and commercialization efficiency. Additionally, R&D has better average efficiency. The sub-sector with the highest average efficiency is computers and office equipment, and the one with the lowest average efficiency is medicines. These findings indicate the inadequacy but potential for breakthroughs in the evolution of high-tech industries in China. The analysis proves that it is necessary to create different industrial policies to encourage effective progress in certain high-tech industries, and some guidelines for doing so are provided.  相似文献

With the growing expenditure on the R&D activities of industrial enterprises above designated size (IEDSs) in China, it is important to evaluate the R&D efficiency of the Chinese IEDSs. However, few studies about R&D efficiency measurement of Chinese IEDSs have considered the internal structure of the R&D production process. To fill this gap, this paper investigates the R&D performance of IEDSs of 30 sample provinces on China's mainland from 2009 to 2014, based on a two-stage data envelopment analysis (DEA) model. The major findings from the empirical results are shown as follows: (i) serious imbalance exists in the R&D resources among Chinese IEDSs of 30 provinces; (ii) there is a decline in the average overall efficiencies after 2012; (iii) there are great differences regarding the performances of R&D activities among the Chinese IEDSs of 30 provinces; (iv) high attention to the R&D activities or strong scientific research atmosphere may promote the R&D efficiency of Chinese IEDSs; and (v) the IEDSs with the relatively high profitability or high government support in terms of R&D activities have relatively poor performance. Based on these findings, several policy suggestions are proposed for the R&D activities of Chinese IEDSs.  相似文献

Analyzing and measuring the innovation process from a quantitative perspective is needed for policy making, which can help in grasping and controlling the performance of innovations. There has been little literature to deal with it from a systemic perspective. In this study, a novel measurement framework for the typical innovation production process (IPP) is constructed from the system perspective associated with a relational network data envelopment analysis. It provides systematic and simultaneous efficiency measures for the overall process and internal sub-processes, i.e., upstream R&D process and downstream commercialization process. For confirming our measurement framework, we apply it to a cross-region empirical study of China’s high-tech innovations. The empirical innovation measurement provides in-depth evidences of China’s high-tech innovations inefficiency, and some policy recommendations are developed.  相似文献

Knowledge sharing is of central importance for the research and development (R&D) process. Because the process is extremely complicated and an employee possesses expertise only in a specific area, knowledge will not be available to others until the owner makes the objects of the knowledge available. It is, therefore, valuable to investigate how R&D professionals share knowledge with one another. This study explores the relationship between human resource (HR) practices and individual knowledge sharing in Taiwan's high-tech industries. The cross-sectional dataset comes from a sample of 368 R&D professionals from nine different high-tech companies. The findings indicate that the factor representing the perceived self-efficacy of knowledge sharing plays a very important role in the integrated knowledge-sharing model we developed. R&D professionals who believe that sharing will influence their performance will be more willing to share knowledge, and thus an effective sharing of knowledge will be more likely to take place. The results also show that HR practices, incentive compensation plans, performance appraisal systems, and face-to-face communication foster knowledge sharing among R&D professionals through the mediation of perceived self-efficacy and the willingness of knowledge sharing.  相似文献

Although significant progress has been made in China's basic research in recent years, there remains a wide gap between research in China and that from developed countries. How to optimize the allocative efficiency of research resources is of great importance for increasing research output. In this paper, using the fixed effect stochastic frontier model based on the translog production function, we estimate output and substitution elasticities of research and development (R&D) inputs at universities in China's provincial level during 2009–2016. We find that the R&D technical efficiency of China's universities, after a rapid growth, has tended to become relatively stable. Improvements of internationalization degree and exogenous R&D capabilities are conducive to promoting R&D technical efficiency, whereas expenditures from government grants inhibit the promotion of R&D technical efficiency; the effects of R&D capital deepening and internet penetration are not evident. The output elasticity of R&D capital is much higher than that of R&D personnel, suggesting that R&D capital is the main driving force of research output. The substitution elasticity between R&D capital and personnel has experienced a change from substitution to complementary since 2014. To realize sustained growth of research output, we should increase R&D input with positive output elasticity or reduce R&D input with negative output elasticity, making the necessary trade-offs according to the substitution relationship between the two R&D inputs.  相似文献

The main objective of this study is to investigate the impact of corporate research and development (R&D) activities on firm performance, measured by labour productivity. To this end, the stochastic frontier technique is used on a unique unbalanced longitudinal dataset comprising top European R&D investors over the period 2000–2005. In this framework, this study quantifies technical inefficiency of individual firms. From a policy perspective, the results of this study suggest that if the aim is to leverage firms’ productivity, the emphasis should be put on supporting corporate R&D in high-tech sectors and, to some extent, in medium-tech sectors. On the other hand, corporate R&D in the low-tech sector is found to have a minor effect in explaining productivity. Instead, encouraging investment in fixed assets appears important for the productivity of low-tech industries. Hence, the allocation of support for corporate R&D seems to be as important as its overall increase and an ‘erga omnes’ approach across all sectors appears inappropriate. However, with regard to technical efficiency, R&D intensity is found to be a pivotal factor in explaining firm efficiency and this turns out to be true for all industries.  相似文献

China is concerned to improve the technical capability of its industry. It has chosen Science and Technology Industry Parks (STIPs) as the model for incubating its R&D capability and driving its hi-tech policy. Against this background, the authors examine two main issues. First, we review assessments of university science parks in the UK and a wider context extracted from the literature before examining specifically China's R&D intensity and hi-tech policy. Second, we examine the performance of hi-tech companies situated on STIPs and those located outside STIPs, comparing their success in commercializing technology. We pay particular attention to the role of entrepreneurship in this activity by those engaged in it. Our findings are based on secondary quantitative data and qualitative data collected by means of interviews and focus groups in the Beijing and Shanghai areas in March 2004. From our research it is clear that China lags behind OECD countries in its R&D capability and the technology transfer rate is low, hampering China's hi-tech potential, although China is achieving some success in hi-tech exports, notably of ICT goods. Furthermore, innovation capability, locational factors such as being located in a regional industry cluster (in or outside STIPs), guanxi and networking opportunities, entrepreneurial skills, including international business experience and access to more financial sources and capital for developing the business, are essential for commercializing technology effectively in China. The role of entrepreneurship is evident. However, it remains still underdeveloped in China's STIPs.  相似文献

This research empirically examines the relation between R&D cooperation and unintended innovation performance. The effects of appropriability and sectoral conditions on the unintended innovation performance in the context of R&D cooperation were also tested. Binary logistic regression was used to analyze the manufacturing firms sampled from the Korea Innovation Survey (KIS) 2012. Our estimation results show that for the high-tech focal firms under strong appropriability regime, cooperation with competitors increases the likelihood of their unintended innovation performance. For the high-tech focal firms under weak appropriability regime, cooperation with customer and user firms and universities increases the likelihood of their unintended innovation performance. For the low-tech firms under strong appropriability regime, cooperation with the customer and user firms and advisory organizations increases the likelihood of unintended innovation performance. For the low-tech firms under weak appropriability regime, cooperation with competitors and government research institutes increases the likelihood of unintended innovation performance. As a whole, the significance of this paper lies in shedding a new light on approaching the innovation performance with the notion of unintended innovation performance, which is shaped by different partner types and environmental conditions.  相似文献

This paper estimates the effects of interindustry R&D spillovers on the cost and production structure for 10 Canadian manufacturing industries. Because of their high-tech nature and productivity performance, spillovers from electrical and electronic products are distinguished from other spillover sources. Generally, spillovers from electrical and electronic products generate cost reductions and render production processes for Canadian manufacturing industries more capital intensive (i.e. either more physical or R&D capital intensive). Social rates of return for R&D capital are calculated for all 10 industries. The social rates are 5–11 times greater than are the private rates. Indeed, the social rates are high for all the industries. This implies that the electrical and electronic products industry is an important interindustry spillover source but, like other industries, a major spillover-using industry.  相似文献

This study examines the effect of researchers' characteristics on the performance of R&D teams. Based on the multi-perspective of organization behavior and knowledge management, the authors adopt the framework of ‘Input-Process-Output’ regarding the process of the R&D team as knowledge creation. The theoretical model and corresponding hypotheses were tested empirically, drawing on a sample of 80 R&D teams from four universities in China. We concluded that knowledge communication, sharing, and integration play very important mediated roles in the knowledge creation process of the R&D team. Though researchers might have differing opinions on interdisciplinary research, they still tend toward communication and sharing their knowledge, experience, and viewpoints in the R&D process; this is an essential means for the achievement of knowledge integration. In order to achieve high innovation performance, management should pay attention to the process of knowledge communication, sharing, and integration.  相似文献

This study develops a mathematical model to examine the effect of innovation strategy on R&D employee’s job satisfaction and to identify the optimal guidelines of innovation strategy, with conflict and organization performance being treated as the intermediary variables. The study further conducts an empirical survey to illustrate the contributions of this mathematical model. The results indicate that the product innovation has a greater influence on organizational performance, while the process innovation has a greater influence on conflict resolution among R&D employees. The mathematical and empirical results have provided an optimal guideline for determining the allocation of resources, which suggests that firms must focus on product innovation to gain the optimal R&D employee’s job satisfaction. In addition, the types of innovation policies along with rivals’ attitudes influence the advantages to be taken from a firm innovation strategy.  相似文献

Corruption affects corporate investment and diverts resources away from growth-improving factors, including R&D activities and human capital, thereby lowering productivity. Using a time-varying difference-in-differences approach, we identified the causal effect of China's anti-corruption campaign on corporate productivity during 2011–2021. The findings uncovered that China's anti-corruption campaign increased corporate productivity by approximately 18.43%. Results from heterogeneity analysis showed that the promoting effect was particularly significant in non-state-owned firms, firms without political ties, and firms in areas with weak legal systems. Additional mechanism analysis revealed that firm productivity could be significantly boosted by improving resource allocation efficiency and advancing technological innovation.  相似文献

This paper estimates the contributions of R&D spillovers to four high-tech industries in Japan—general machinery, electrical machinery, transportation machinery and chemicals—by estimating the trans-log cost and share functions that include the R&D stock variables of own and spillover-source industries. The candidates for spillover- source industries are selected on the basis of large R&D flow or R&D proximity. The R&D flow measures the spillover embodied in purchased intermediate goods using input–output coefficients. The R&D proximity measures the extent of similarity between a pair of industries of the distribution of R&D expenditures across research fields, and is expected to show the likelihood of spillover at the R&D stage. The results suggest that electrical machinery benefited from R&D in the chemical industry, through the purchase of intermediate goods, whereas general machinery and transportation machinery benefited from R&D in the metal products industry, through R&D proximity. There was no evidence of the chemical industry benefiting from R&D spillovers. These results clearly imply that the contributions and the channels of R&D spillovers are diverse, casting doubt on earlier studies that used weighted sums of R&D expenditures (or their stocks) of other industries as aggregate spillover variables.  相似文献

This paper investigates the impact of direct and indirect R&D on the productivity growth of 30 French industries during the period 1978–92. The main aim of this paper is to assess the appropriateness of the Yale Technology Concordance (YTC) as a proxy for indirect R&D flows. We compare the effect on productivity growth of the Yale proxy with the traditional proxy based on goods input–output flows, and assess their suitability for different groups of industries. Results indicate that the indirect YTC proxy performs slightly better than the traditional proxy, as a result of superior performance in the high-tech and service sectors in particular.  相似文献

研究目标:测算中国八大行业门类研究与试验发展(Research and Development,R&D)资本存量。研究方法:基于SNA2008的GDP核算框架,厘清R&D支出的资本化核算框架;再利用美国BEA方法测算R&D资本存量。研究发现:1990~2015年,中国R&D资本存量不到美国R&D资本存量的1/4;然而,自1994年后,中国R&D资本存量年均增长率达24.79%,而美国仅为4.86%,中美两国R&D资本存量差距呈逐渐缩小趋势;制造业R&D资本存量占全国R&D资本存量的比例呈上升趋势,从1990年的17.41%增长到2015年的68.08%,这与中国加快制造业转型升级的事实相符。研究创新:给出完整的R&D支出资本化核算过程,首次测算中国八大行业门类的R&D资本存量。研究价值:为分析技术进步对经济增长的影响提供了行业层面R&D投资和资本存量数据序列。  相似文献

Researchers have identified open innovation as two dimensions, external technology acquisition and external technology exploitation. This study explores the direct and interactive effects of these two dimensions on firm performance and further examines the moderation effects of two factors (i.e., internal R&D and environmental turbulence) on the relationship between both types of open innovation and firm performance. Based on Chesbrough's open innovation model, multi-item scales were developed to measure two dimensions of firm-level open innovation. Survey results of 176 Taiwanese high tech manufacturing firms provide support for most hypotheses. The result shows that external technology acquisition positively affects firm performance, whereas external technology exploitation does not. This study also finds that external technology acquisition strengthens the relationship between external technology exploitation and firm performance. Both external technology acquisition and external technology exploitation are positively related to firm performance under high internal R&D investment and a turbulent market environment. However, technological turbulence only positively affects the relationship between external technological acquisition, but not external technology exploitation, and firm performance. The findings contribute to enhanced understanding of how the degree of leveraging open innovation dimensions depends on their complementarity, internal R&D, and environmental turbulence.  相似文献

This study examines factors that may affect innovation strategies and performance of firms in the biotechnology industry. Specifically, differences between factors common to firms with high R&D intensity and those to firms with low R&D intensity are investigated. Biotechnology firms with relatively higher levels of R&D intensity attribute their innovation performance to research-based innovation factors and strategies such as strengthening their own research capabilities, entering into research collaborations with universities, industry leaders and other biotech firms, and licensing their technology. These strategies can be summarized as alignment within the industry. Firms with relatively lower R&D intensity have a hybrid focus—they invest in R&D but may also have products on the market. These firms attribute their innovation performance more so to production-based innovation factors and strategies such as gaining market access and maintaining connections with customers. Their strategy focuses on competitiveness, marketing, and distribution channels, while not ignoring the importance of a strong research base and the need to advance technologically. In a sense, strategies employed to achieve successful innovation reflect the stage of innovation in which a firm is operating for a particular product or process.  相似文献

Research on academic spin-offs (ASOs) usually focused on their economic performance, but there was a lack of discussion on the decision-making grounds of enterprise behaviors. This study analyzes the influence of parent organizations on R&D investment of ASOs through listed high-tech enterprises in China. It is found that ASOs controlled by the parent organizations have a higher R&D investment. With the organizational imprinting theory and signaling theory, we attempt to attribute the R&D tendency to the higher financing efficiency and government subsidies. The conclusions provide a new inspiration and explanation the inherent logic of ASOs' active participation in innovation activities.  相似文献
