Community geographic features change over time, and this change can be contentious. Understanding social responses to this change is important for policies related to adaptation to climate change. This paper examines the use of participatory mapping of resources, at two time points, in a Tanzanian community. The results of our mapping (May 2015) were compared to those by a report by the United Nations Food and Agriculture Organization (2009). Differences included boundaries, land use designations and accessibility. These discrepancies may reflect actual changes in resources and livelihoods over time, but also differences in researcher trust and the enabling of participants. Findings suggest that repeated participatory maps, conducted in a trusting environment, are required for long-term planning in places experiencing both climate and social change.  相似文献

Understanding the socio‐economic and environmental implications of rural change requires the active participation of many research disciplines and stakeholders. However, it remains unclear how to best integrate participatory and biophysical research to provide information useful to land managers and policy makers. This paper presents findings of a RELU scoping study that has formulated and applied a research framework based on stakeholder participation and adaptive learning to model rural change in the Peak District National Park in the north of England. The paper describes a learning process that integrates different types of knowledge to produce future scenarios that describe possible economic and environmental changes due to a national review of burning practices on heather moorland and blanket bogs. We stress the need for using social network analysis to structure stakeholder engagement and outline how a range of participatory approaches can facilitate more inclusive environmental planning and policy development.  相似文献

Public and stakeholder participation in environmental planning is often assumed to enhance effectiveness through improving the environmental quality of decisions and enhancing implementation. We draw on the literature on participatory environmental governance in order to derive key participation-related factors that are hypothesized to impact on decision quality and implementation. We then outline four cases of decision-making processes in local environmental planning in Germany, representing a variety of forms of public participation, and what we suggest can be seen as four different pathways to ‘success’ in participatory planning. The case studies, recounted on the basis of stakeholder interviews and secondary research, are subjected to a cross-case analysis in order to examine the influence of participation in each case. We consider how key participation-related factors played out across the cases, and assess both decision quality and implementation against counterfactual non-participatory, or less-participatory, scenarios. In moving beyond accounts of ‘what happened’, and considering how participation changed the order of things relative to ‘what would have happened’ under different scenarios, the research highlights how very different pathways may lead to ‘success’ in participatory environmental planning from the viewpoint of process organizers and planners sympathetic to environmental issues. We conclude that, given the significance of context and surprises, planners and process organizers must be open to different pathways to the successful conclusion of participatory planning processes.  相似文献

The legal framework of Zambia has laws that support participatory land use planning process but there are no guidelines on how it should be done. Thus, the research aims at assessing if the Luapula Province Planning Authority (LPPA) has a land use planning process that incorporates effective stakeholders’ participation.The research is based on secondary data, especially the land use planning process in the Urban and Regional Planning (URP) Act No. 3 of 2015 of the Laws of Zambia and the participatory land use planning process of Kilimanjaro Region.The data analysed show that there is lack of effective stakeholders’ participation in the LPPA land use planning process; the LPPA land use planning process does not have the provision to capacity build stakeholders during the land use planning process; lack of participatory land use planning guidelines; the institutional framework under customary authority is not part of the land use planning process and the LPPA land use planning process is a top-down approach.The conclusions state that the legal and institutional frameworks in existence are inadequate for effective stakeholders’ participation in land use planning process of LPPA. In addition, the stakeholders are not incorporated in the LPPA land use planning process in terms of decision making but incorporated as reactants to the decisions made by the public authorities.The recommendations are that a National Land Use Planning Commission composed of representatives from stakeholder groups needs to be established. In addition, some sections of the URP Act No. 3 of 2015 of the Laws of Zambia need amendment inorder to have continuous feedback between the land use plan makers (planning firm(s) and planning authority) and the stakeholders. Furthermore, Village Councils must be given power to make decision by establishing them as Village Planning Authorities.  相似文献

Stakeholder involvement in research processes is widely seen as essential to enhance the applicability of research. A common conclusion in the extensive body of literature on participatory and transdisciplinary research is the importance of the institutional context for understanding the dynamics and effectiveness of participatory projects. The role of institutional context has become increasingly important in view of large international research projects implementing shared participatory methodologies across countries (for example within Horizon 2020 and within CGIAR programmes), which each have different institutional contexts. Despite the generally accepted importance of the institutional context for understanding the unfolding of participatory and transdisciplinary research projects, surprisingly little research has actually looked into its role in greater detail. This paper aims to fill this gap in the literature by studying how a set of participatory principles and methods in a European project on integrated pest management (denoted as co-innovation in the project under study) was applied by researchers and advisers operating in a single international research project under the institutional conditions of four countries. The principal finding of this study is that, although constraints and enablers of participatory research at the personal level (e.g. researcher identity) were similar across the studied countries, research organisation- and community-based constraints and enablers differed, as well as those at the level of the overall innovation system. The institutions at different levels interact and create country-specific histories and path-dependencies, which lead to different degrees of propensity and preparedness, and hence different starting positions for participatory approaches. Consequently, when participatory research methods and approaches are applied in different contexts following a one-size-fits-all approach they may be less effective if not translated to institutional conditions at different levels. The study suggests that large international participatory research projects make provision in their design for careful selection of project team individuals, the composition of teams, and pay attention to the room for manoeuvre that the project, institute and national contexts provide for participatory research. To support the adjustment of participatory approaches to local institutional conditions, large international projects would benefit from fostering learning spaces that enable reflection on translation to local contexts and are capable of connecting to a wider network of decision makers and influencers that can facilitate institutional change in organisations and innovation systems.  相似文献

In this viewpoint we draw on insights from participatory agri-environmental policy making, spatial planning and collaborative approaches to environmental management. We propose steps for planning, design and implementation of agri-environmental payment schemes that will encourage collaboration and co-ordinated actions at a landscape scale to contribute more effectively to the continued provision of ecosystem services.  相似文献

State and non-state actors increasingly work across scales to address complex environmental problems. Prior studies of stakeholder participation have not fully examined how collaborative processes play out in multi-level policymaking. At the same time, multi-level governance studies do not adequately investigate the impacts of stakeholder participation. This study examines the cross-level interactions of influence and information in the participatory implementation of the European Union's Water Framework Directive. This directive is an example of mandated participatory planning, a relatively new approach that engages grassroots collaboration through a top-down structure with nested policy cycles. A case analysis of three collaborative planning units in the Land of Lower Saxony, within the federal governance structure of Germany, finds limited influence and information transmission across levels via formal planning and implementation processes. However, the collaborative efforts did yield alternative pathways for achieving substantive progress toward the directive's aims via learning, coordination, and buy-in among participants.  相似文献

Participatory environmental governance is increasing worldwide. One area where such governance forms are apparent is in the management of water resources. For example, in the European Union the Water Framework Directive mandates several forms of involvement via its legal obligations. Under the Directive, implementing agencies should provide information on river basin management planning to the public, consult citizens and stakeholders during planning and actively involve interested parties in the plan process. Yet questions arise over the success of participatory processes on the ground in EU member states. In this study, participation was therefore evaluated in WFD river basin planning in England and Wales using process, community, output and outcome-related indicators. Research was conducted through extensive quantitative and qualitative data collection over a long temporal scale within case analyses of the Anglian, Humber and South West river basin districts. Results suggest that while the first phase of river basin management largely met legal requirements, the actual success of participatory water governance was mixed. On this basis, recommendations are made for enhancing participation in future river basin planning through national and EU policy.  相似文献

Watershed conservation is widely recognized as a major strategy for rural development throughout the developing world. In India, the apparent success of participatory approaches to watershed development resulted in a decentralization of project planning, implementation, and management to local communities at the village scale. We explore the effectiveness of this so‐called community‐based approach in achieving sustainable soil and water conservation in four semi‐arid regions in India, and analyze what factors explain project success. We confirm the result of earlier studies that participatory approaches are more effective in establishing soil and water conservation in the short run. However, our main result is that investments in community organization fail to ensure household commitment to maintenance in the longer term. Without better returns to investment in soil and water conservation and without local institutions to coordinate investment in the long run, the sustainability of participatory watershed management is seriously threatened.  相似文献

Conflicts often arise in relation to the conservation of protected predator species. If stakeholders are well defined and involved in participatory processes, their views and perceptions can be incorporated and steps can be made towards resolving such conflicts. In this paper, a case from Hungary is presented. In this case, a participatory management planning process was initiated in the Jászság Special Protection Area of European importance (SPA), within the frame of a LIFE+ project focusing on the conservation of the Eastern Imperial Eagle (Aquila heliaca). It provided a good opportunity to address a complex conflict situation between nature conservationists, game managers and farmers. We identified structural conflicts such as contradictions between direct agricultural payments and nature conservation goals, conflicts related to different views of the main influencing factors, relational problems between various stakeholders, and even differences in value orientation. The participatory management planning process was successful in clarifying the conflict situation and making productive steps toward a common understanding and resolution. Besides the mutually agreed conservation measures, the establishment of an administrative and financial incentive such as the high nature value area (HNVA) scheme proved to be an especially important factor for mitigating the conflict. It also contributed to a more successful realisation of nature conservation objectives in an area dominated by private land owners. However, continued interaction and cooperation are needed to stabilise this progress. Our paper also shows that stakeholder involvement in conservation management planning can transcend the strategic dimension of participation, and address broader common values besides the interests of land user groups.  相似文献

Based on media content analysis this study examines 213 land-use conflicts in Danish coastal tourism to understand the formats of land-use struggles and the methods used to manifest discontent. It contributes to emerging, but still under-investigated risks of overtourism and spatial degradation and it addresses who is active in conflicts, with what means they communicate, and with what results. A typology of issues that kick off conflict includes “Construction and rebuilding”, Change in land-use”, “Infrastructure alteration”, “Illegal activity”, “Landscape modification”, “Climate change” and “Access permission”. These are issues raised most frequently by neighboring residents and holiday home owners, followed by nature associations and public authorities. Institutionalized channels of complaint are most often used, while more radical forms, such as demonstrations, protest movements and vandalism, are rare. However, successful multi-modal campaigns and national energy planning are affected by tourism-related protests. Overall, the Danish planning system proves capable of accommodating most tensions, and the settled power balance in the planning systems largely continues, although planning is a target for remonstration and activism. The article discusses the participatory deficits observed. It informs protesters and government bodies alike, and contributes to the ongoing scholarly discussions about the nature of spatial development.  相似文献

Sustainable land use planning is crucial for realizing the aim of food security and for combating land degradation in the Sahel. A participatory land use planning workshop was organised in a village in the eastern region of Burkina Faso to investigate land use problems, their causes, effects and possible solutions. Participatory research tools and GIS were combined to get insight into possible conflicts or synergies between different land use options as mapped by different ethnic groups. Pictograms were used to locate alternative land use options on the map, after which they were digitised for analysis with GIS. The workshop confirms the importance of integrating scientific and local knowledge to develop concrete options for sustainable land use that fit to local realities and aspirations. Local people are knowledgeable about the driving forces behind land degradation, they take actions to combat the effects of degradation, and they have concrete ideas about alternative land use options. The use of GIS proved its added value in the participatory process of integrated land use planning. The maps that were produced also facilitate discussions between community members, researchers and government representatives at the regional level, both regarding current land use problems and regarding alternative options as perceived by the local population.  相似文献

研究目的:针对不同社会主体对规划认知及参与程度的调查与分析,提出提高规划认知程度的技术方法与管理措施,为新一轮规划修编提供建议。研究方法:参与式研究方法。研究结果:(1)顺义区公众对"土地利用规划"广义认知程度总体较低,明显低于城市总体规划;但是对土地利用规划实施的相关措施认知度却较高;(2)土地利用规划的权威性、统筹能力都有待提高;(3)公众的参与程度直接影响了规划的实施;(4)不同特征的社会主体对自身参与土地利用总体规划的认知程度差异明显。研究结论:政府应在规划各个环节中加强宣传,尤其强化对国家工作人员的教育,促进部门之间紧密合作,培育公众的规划参与意识,提高规划的公众认知度,加快建立以人为本的规划编制和实施的公众参与机制。  相似文献

This paper gives an overview of theme planning on designating valuable landscapes in Estonia (1999–2003) and traces its impacts through the decade up to the present. We claim that in addition to the mapped list of valuable landscapes and their attributes as we have described them, this planning exercise called forth changes in society as well as in landscapes and their appreciation. As the project applied participatory planning tools unprecedented in post-communist Estonia, the Estonian word for landscape (maastik) is now being used more in everyday language, according to the way its meaning altered in the process.  相似文献

Many major agricultural regions worldwide are experiencing drastic landscape transformations. Examining the complex links among agricultural landscape dynamics (ALD), land use and land cover (LULC) change, socioeconomic development and government planning is pivotal to enhance the efficiency of agricultural landscape management. With a case of the Ningbo region (China), this paper employs the structural equation modeling (SEM) to quantify and compare the relationships between ALD and economic transition as well as the mediating LULC factors in different spatial planning zones. ALD are quantified by time series remotely sensed imageries and a set of landscape metrics; and economic transition is described by a set of indicators from three aspects (globalization, decentralization and marketization). Results show that ALD present similar trend in the two spatial planning zones between 1979 and 2013. However, the magnitude of ALD is larger in the non-urban planning zone. In particular, agricultural landscapes change into the fragmented, irregular, decreased, and isolated patterns at a more rapid pace. Economic transition drivers and LULC mediators differ remarkably between the two spatial planning zones. For the urban planning zone, economic transition influences ALD through construction land morphological changes and water body spatial density increases. For the non-urban planning zone, economic transition influences ALD through forest morphological changes and construction land spatial density increases. In addition, the relative importance of ALD determinants differs between the two spatial planning zones. Marketization plays a more critical role in driving ALD in the urban planning zone, while decentralization has a stronger impact on ALD in the non-urban planning zone. It is argued that land use master plan for agricultural landscape protection should be implemented in the non-urban planning zones and land use plan in the two spatial planning zones should be integrated. This study contributes to the understanding of the complex mechanism of ALD in response to economic transition.  相似文献

Land use planning affects many different and usually conflicting interests. While every land use planning decision has a potential of creating conflicts, Locally Unwanted Land Uses (LULUs) are the most conflict facing subjects in urban land use planning processes. This paper aims to answer the question “what are the reasons and solutions for conflicts in the planning processes of LULUs”. This paper is based on a research examining LULU cases in İzmir, Turkey including solid waste facilities, fisheries and quarries to find out the reasons and the solutions for LULU conflicts. The research findings suggest that the conflicts stem not only from negative effects of LULUs on environment and community but also from procedural deficiencies such as lack of knowledge and lack of trust. The findings also call for planning processes with more consideration of local level and public participation seeking for consensus. Meanwhile, the conclusions underline the limitations for the success of participatory processes in which conflicts are resolved with attempts including symbolic benefits rather than considering exact interests of local people.  相似文献

Food insecurity remains persistent in the Global South due to constraints in food production capacities and intricate land tenure systems that stifle investment in agriculture. In the urbanized regions, uncontrolled urbanization and non-compliant land use systems have further worsened the potentials for urban food production. This research is based on a case study of the Wa Municipality in order to assess the influences of customary land allocation and peri-urbanization on land use planning and foods systems in Ghana using explorative and narrative research approaches. The study identified that customary stakeholders responsible for allocating such lands in the Wa Municipality were indiscriminately converting large tracts of hitherto agricultural lands to urban land uses. Statutorily prepared land use plans are hardly enforced and the planning priorities are on residential and commercial land uses that command higher land values to the detriment of agricultural lands. Weak institutional linkages also characterize the mandated planning and land administration institutions, with a planning system that is reactive rather than proactive in addressing development control challenges across the country. There is the need for planning authorities to adopt participatory land uses planning together with customary landholders and educating them on the essence of comprehensive land use planning approaches. Based on the findings, local governments need to partner landowners to identify and reserve high potential agricultural land for sustainable urban food production.  相似文献
