This paper examines the determinants and impacts of the adoption of five mutually exclusive practices System of Rice Intensification (SRI) on yields and household incomes using a multinomial endogenous treatment effects model. Farm household survey data is collected from selected districts of three States of India. Results suggest that the decision to adopt SRI is a function of experience in terms of age, farm assets, irrigation facility and information about SRI. The analysis showed that small and marginal farmers are more likely to adopt SRI as compared to large farmers. The National Food Security Mission (NFSM) came out to be significant and positive only in the case of few practices in some States. The welfare outcome results showed that the adoption increased the yield and income of three out of four practices-plant plus water, plant plus soil and plant plus water plus soil management. Briefly, the results show that the adoption of SRI especially full adoption of SRI has greater impact on the yield and income.  相似文献

While soil degradation has long-term consequences, static models which form the bulk of studies on this topic in Africa, do not account for the inter-temporal dimensions of optimal resource management. This paper used an inter-temporal optimisation framework, which considered soil in a time-dependent resource extraction perspective. We have demonstrated that soil degradation is causing an enormous reduction in productive value of smallholder land in Malawi. Current user cost of soil quality among smallholder farmers, which represents annual loss in productive value of land, was estimated to be US$21 per hectare. Based on this value and land area under smallholder agriculture in Malawi, economic costs of soil degradation among smallholder farmers were estimated to amount to 14% of the agricultural GDP for Malawi. Although smallholder farmers’ current practices are sub-optimal to Steady State solutions, they are above static solutions. This demonstrates that smallholder farmers have some private incentives to invest in the soil quality stock. Smallholder farmers internalise some of the dynamic costs of soil degradation under the current practices. However, a sensitivity analysis on a slightly higher discount rate indicates that SS solutions closely resemble the prevailing smallholder farming practices. This suggests that smallholder farmers may be overexploiting soil quality stock because they have a high time preference. That is, they value the current consumption more than their future consumption and wellbeing. High levels of poverty in Malawi and serious lack of viable alternatives to subsistence farming may be influencing such behaviour. Promoting more viable land use alternatives than subsistence farming and formuling policies that help transform smallholder agriculture into a profitable enterprise will not only increase the cost of degrading the soil, but also encourage farmers to invest in the soil quality stock.  相似文献

Conservation auctions have the potential to increase the efficiency of payments to farmers to adopt conservation-friendly management practices by fostering competition among them. The literature considers bidders that have complete information about the costs of adoption and optimal bidding behavior reflects this information advantage. Farmers seek information rents and bids decrease when risk aversion increases because farmers are more averse to losing the auction. We contribute to the literature by allowing for cost risk. Our paper shows that farmers must balance the risk of losing the auction (thus foregoing information rent) with the risk of submitting a bid that is not high enough to pay the costs of adopting conservation practices (thus incurring losses). We design an experiment to trade off these two risks and examine how risk aversion affects bidding behavior when participants face different sources and levels of risk. Our experiment contributes to a small literature on experimental auctions with risky product valuations. We find that participants decrease their bids as risk aversion increases, even in auctions with cost risk, suggesting that the risk of losing the auction dominates. These findings uncover new challenges for the practical implementation of conservation auctions as an efficient policy instrument.  相似文献

Integrated pest management (IPM) is a promising alternative to conventional pesticide-based pest control because IPM practices are less likely to pollute water supplies. Rational application of IPM principles is at least as profitable for farmers as is conventional pest control. However, better protection of water quality is not automatic. Publicly funded IPM programs should explicitly incorporate water and other environmental quality objectives to help ensure that farmers achieve these goals.  相似文献

This special issue features 14 new research papers investigating the role of farmers’ organizations (e.g., collective action, self-help groups, producer companies/organizations, and cooperatives) in supporting sustainable development. The key findings include: (1) farmer groups and cooperatives promote farmers’ adoption of good farm management practices, new agricultural technologies and sustainable farming practices, although not substantially improving farm yield; (2) outsourcing services provided by agricultural cooperatives help to increase the technical efficiency of crop production; (3) cooperative membership enhances members’ bargaining power and enables them to sell their products at higher prices; (4) cooperatives motivate rural laborers to work in off-farm sectors, while self-help groups empower rural women in decision-making; (5) internet use improves agricultural cooperatives’ economic, social, and innovative performances; (6) direct administrative intervention supporting cooperative development may lead to the emergence of shell cooperatives; (7) participation in forest farmer organizations enables wood value chain upgrading; (8) increasing the cooperative size in terms of income, equity, and assets increases the profitability of savings and credit cooperatives; and (9) creating cross-border cooperation between cooperatives generates benefits for all parties involved. These findings can inspire the design of policies aimed to support farmers’ organizations in achieving sustainable development goals.  相似文献

Natural resource management (NRM) technologies, such as the system of rice intensification (SRI), have been proposed to tackle agricultural challenges such as decreasing productivity growth and environmental degradation. Yet, the benefits of NRM technologies for farmers are often debated. Impacts seem to be context-specific, which are especially relevant in the small farm sector with its large degree of agroecological and socioeconomic heterogeneity. This was not always considered in previous research. We analyze the impacts of SRI adoption on rice yield and household income among smallholder farmers in Timor Leste. Heterogeneity is accounted for in an endogenous switching regression framework. Comparing mean yield and income levels, we find no significant differences between SRI adopters and non-adopters. This is due to negative selection bias; SRI seems to be adopted more on plots and by farmers with less than average yields. Controlling for this bias reveals significant yield and income gains. Poor and non-poor households benefit from SRI adoption; small farms benefit more than larger farms. The results also suggest that in the context of Timor Leste SRI may not be beneficial when compared to conventional rice grown under favorable conditions. Some implications for future research are discussed.  相似文献

This paper analyzes the impact of participation in farmer groups on dairy farmers’ adoption of sustainable farming practices in New Zealand. A spatial propensity score matching method is used to consider the spatial dependence and social connections between farmers in the decision-making of farmer group participation and adoption of sustainable farming practices. The results show that farmers’ decisions of farmer group participation are affected by their neighbors’ choices, and participation in farmer groups has a positive effect on farmers’ adoption of sustainable farming practices. The findings indicate the important role of social interactions in farmers’ voluntary uptake of sustainable agricultural practices. Overall, the positive effect of farmer group participation on the adoption of sustainable agricultural practices highlights learning and knowledge spillover among farmers, which emerges as important to the formulation of sustainable farming policy.  相似文献

Information and communication technology (ICT) plays an important role in rural livelihoods and household well-being. Therefore, this study examines the impact of ICT adoption on farmers' decisions to access credit and the joint effects of ICT adoption and access to credit on household income using 2016 China Labour-force Dynamics Survey data. Both recursive bivariate probit model and a selectivity-corrected ordinary least square regression model are employed for the analysis. The results show that ICT adoption increases the probability of access to credit by 12.8% in rural China and empowers rural women and farm households in relatively less-developed regions to access credit. ICT adoption and access to credit affect household income differently. ICT adoption significantly increases household income, while access to credit significantly reduces it, primarily because farmers do not use the acquired credit to invest in income-generating farm and off-farm business activities. ICT adoption has the largest positive impact on household income at the highest 90th quantile. Our findings suggest that improving rural ICT infrastructure to enhance farmers' ICT adoption and developing ICT-based financial products to enable households to access sufficient funds can improve rural household welfare.  相似文献

Currently, there is an increased interest in promoting climate-smart agricultural practices (CSAPs) around the globe, however, application of these practices may vary for different climate risk hotspots. Although, climate field schools (CFS) are conducted with the aim of empowering farmers with knowledge on the various agricultural practices, little attention has been devoted to building the capacity of smallholder farmers to facilitate adoption of appropriate CSAPs. Given the effects of climate change on agriculture, it is fundamental for agricultural sustainability to answer the question that has hardly benefited from empirical analysis in previous land use studies, which is: Do CFS build farmers' capacity to adopt CSA in flood prone areas? Cross-sectional data from 600 rural farm households in south Bangladesh is used and the recursive bivariate probit (RBP) is applied to address this knowledge gap. The results reveal that participation in CFS increases the probability of a farmer's soil salinity consciousness by 25% and eventually improves the probability to adopt climate-smart agricultural practices by 20%. We also analyzed the spillover effects of CFS participation on CSA adoption and found that there is a strong spillover effect which has important implications on the cost effectiveness and sustainability of the program. Overall, the study provides empirical evidence demonstrating that participatory approaches stimulate adoption of appropriate CSAPs by building farmers' capacity in recognizing the existing climate risk hotspots.  相似文献

In this paper we explore the motivation for the introduction of environmental management systems, and their certification. A distinction is drawn between their role in bringing about better compliance or improved performance, and as external indicators of good environmental practices to both other market participants and regulatory authorities. Drawing upon a database of approximately 4000 facilities in seven OECD countries, empirical evidence is found for the role that both factors play in encouraging the adoption and certification of EMS's, but that the relative importance of different factors varies according to facility size.  相似文献

Land conservation technologies used by farmers are known to play an important role in improving farm incomes and household welfare in the long run. For this reason substantial investments have been made in research to improve agricultural technologies in various parts of the world, from the development of new crop varieties to new practices of land management. This paper explores the impact of land rights among other factors on adoption of soil and water conservation practices. The study further tests for Boserup's hypothesis (correlation between population density, land conservation and property rights) using panel survey data collected from farming households. The key findings of the paper are that property right regimes and population density affect both the decision to conserve land as well as the type of conservation practices used by farmers. The results further suggest a positive correlation between land tenure security and population density, thus supporting Boserup's hypothesis. The findings call for pursuit of both short-term and long-term policy measures that offer incentives for land conservation through government initiatives and participation of local communities.  相似文献

Is the adoption of best practice in business associated with improved environmental performance? And what methods can he used to assess and compare the environmental practices and performance of different companies? In this paper, through case anatysis, the business environmental practices and performance of five companies in the manufacturing sector were examined and scored. Assessing these companies practices and performance according to “The best practice model” designed by Australian Manufacturing Council (AMC. 1994). The finding shows that there is strong correlation between environmental practices and performance of companies (r=0.85, p〈0.05), and indicates that corporate paying attention to environmental issue will improve its all performances in business.  相似文献

Frequent droughts and groundwater depletion are critical constraints to improving agricultural productivity in the semi-arid tropics. India has been promoting integrated watershed management in drought-prone areas to address these constraints. Watershed communities are being assisted to invest in groundwater re-charging facilities. While communities and the public bear such costs, individual farmers capture irrigation benefits. Groundwater is a free common property resource and land users hold de-facto use rights. This has accelerated private irrigation investments and depletion of aquifers resulting in iniquitous distribution of irrigation water. Power subsidies and negligible pumping costs aggravate the problem. These policy failures and low irrigation costs to farmers are displacing water-efficient crops in favor of water-intensive crops in water-scare areas. The paper reviews the village-level externalities that aggravate groundwater depletion and evaluates potential policy options to enhance local collective action in water management. Using 3SLS, an econometric crop-water productivity model is used to evaluate alternative water policy instruments. The results indicate that different types of water user charges can be introduced with modest consequences on profitability and farm incomes. If properly implemented and managed by the local communities, pro-poor policies could bring considerable sustainability benefits and also ensure enhanced equity in access to the resource.  相似文献

Why do farmers choose to participate in agri-environmental programmes and how do they choose the amount of land they allocate to such programmes? This paper examines the determinant factors influencing farmers' adoption of the EU-financed agri-environmental Nitrate Reduction Programme (NRP) in Greece and the extent of the programme's adoption, in terms of land allocation. The decision to adopt the NRP is modeled as a two-step procedure. First, farmers decide whether to participate in the agri-environmental programme and second, the extent of participation is determined. We employ Heckman's self-selection bias correction model to derive unbiased estimates. Based on farm level data, we develop the profile of farmers who choose to adopt the agri-environmental programme and the characteristics of their farms. The results of the analysis provide valuable policy insights decomposed into the main factors determining first, the adoption of the agri-environmental programme and second, the extent of adoption. By decomposing the determining factors, policy makers can employ this information to design effective agri-environmental programmes, desirable to farmers and more targeted towards specific environmental and agricultural development goals.  相似文献

Supporting and accelerating the adoption and diffusion of environmental innovations amongst small and medium sized enterprises (SMEs) is a major challenge to environmental policy makers. Research suggests that whilst SMEs possess high flexibility, their innovative capacity may be limited to incremental changes within their existing technology system and network. Twenty case studies examining the innovation adoption process in SMEs in four sectors and in five countries within the ENVIS project (commissioned by the EU) revealed great variety in factors driving this process. Findings indicate that this variation can be attributed to the character of the environmental innovation, the specific business opportunity, the regulatory setting and pressure experienced by the sector. Based on these findings an analytical framework is suggested, whereby the environmental innovative capability of SMEs is conceived as the result of an interplay between the competencies, the network relations and the strategic orientation of the company (the 'dynamic triangle'). This indicates that policy to support SME's adoption of environmental innovations has to take an integrated form, i.e. addressing and developing competence, networks and strategic orientation of SMEs simultaneously whilst remaining systemic and context sensitive.  相似文献

Increasing evidence shows that farm households in developing countries maintain a portfolio of income-generating activities. Concerns have been raised that household income diversification to include nonfarm activities will stifle farm works, and thus reduce agricultural productivity. On the contrary, some evidence of complementarity between the farm and nonfarm activities in rural areas has been found. This paper uses data from the fourth and the fifth waves of Tanzania's National Panel Surveys to examine whether there exists complementarity or substitutability between farm and nonfarm activities in rural Tanzania. The findings show that participation in off-farm work and nonfarm business activities has no clear relationship to the adoption and use of improved agricultural practices, namely, irrigation, fertilizers, pesticides, and herbicides. Participation in off-farm work and nonfarm business activities does not also seem to directly influence agricultural investments, production, and productivity nor overall household income. These results suggest that the complementary and substitution effects of nonfarm activities offset each other in Tanzania, implying that proper policies are required to unleash the potential impact of nonfarm activities on agriculture.  相似文献

Many firms are undertaking environment-friendly organizational change by applying the philosophy of total quality management with its emphasis on reducing waste and increasing efficiency. Their objective is to improve their management of pollution and increase customer satisfaction. This article investigates the factors that lead to total quality environmental management (TQEM) by large firms. We find that internal considerations stemming from a firm's technical capability, size (absolute and relative to competing firms), extent of operations and volume of past emissions are strongly associated with the TQEM adoption decision. The first four factors are proxies for the firm's costs and capabilities of adopting TQEM while the fifth factor is related to the benefits from increasing efficiency and waste reduction, and thus proxies for internally generated demand for TQEM. The desire to improve a firm's image with customers, earning good-will with regulators and the anticipation of future regulations do not appear to be associated with the adoption of TQEM. Thus, this article's main conclusion is that the adoption of TQEM is associated mostly with internal factors and motives.  相似文献

Intensive agriculture is often bad for wildlife. Does this imply that a goal to boost wildlife on agricultural land is best met through a general reduction in intensity? We argue that such an approach may not be optimal, since cost functions for provision of wildlife on agricultural land may be non-convex, due to fixed costs associated with such provision. This implies that, even when farms are identical, it may be preferable to split them into groups of high providers and low providers. We test our hypothesis in a study of the optimal management of mown grasslands in southern Sweden, where the two products are silage and successful reproduction of ground-nesting birds, and the variable controlled by the farmer is the date of the first mowing. We show that the optimal solution is likely to involve some farmers maintaining profit-maximizing practices while other—identical—farmers delay their first mowing significantly. The superiority of such split solutions may have major implications for agricultural policy.  相似文献

Using an option-value model thatindicates uncertainty can lead to a delay ininvestment, this paper analyzes the extent towhich uncertainty about cost-share subsidypolicies would impact adoption decision.Application of the model to adoption ofsite-specific technologies indicates thatuncertainty about subsidy policies has thepotential to impact the investment decision.When there is currently no cost-share subsidy,an increase in the probability of an expectedpolicy delays adoption. If the policy is ineffect, an increase in the probability of awithdrawal of the program encouragesinvestment.
