ABSTRACT

Performance measurement (PM) has become increasingly popular in the management of public sector organizations (PSOs). This is somewhat paradoxical considering that PM has been criticized for having dysfunctional consequences. Although there are reasons to believe that PM may have dysfunctional consequences, when they occur has not been clarified. The aim of this research is to conceptualize the dysfunctional consequences of PM in PSOs. Based on complementarity theory and contingency theory we conclude that dysfunctional consequences of PM are a matter of interactions between PM design and PM use, between control practices in the control system and between PM and context.  相似文献

Abstract

Social enterprises are being promoted as responsive and innovative way to deliver public services. As part of this promotion, these organizations are being required to demonstrate the social and economic value they generate. Social return on investment (SROI) is a performance measurement tool currently being encouraged to capture this impact. This paper draws on survey and interview data to analyse how SROI is used and understood in health and social care settings. It indicates that despite being accepted as an internationally recognized measurement tool for social enterprise, SROI is underused and undervalued due to practical and ideological barriers.  相似文献

Abstract

Over the last decades the process of modernization in the public sector has fostered the adoption of new accounting techniques, such as accrual accounting and non-financial performance measurement systems. The purpose of this paper is to test hypotheses on the different perceptions of politicians and managers as to the importance of performance information. Our findings suggest that politicians’ and managers’ views on the importance of performance information are more similar than expected. They also show that accounting innovations are in some cases embraced with enthusiasm (non-financial performance), whereas in other cases they are hardly recognized (e.g. accrual accounting).  相似文献

Abstract

Performance measurement is increasingly important for UK third sector organizations (TSOs) driven in part by policymakers’ interest in harnessing them as deliverers of public services. This article examines a developing and little researched constituency of TSOs – community composters – which has become attractive to policymakers facing obligations to reduce, recycle, and reuse waste. The research, which included the first extensive survey of this constituency combined with a purposive case study investigation, found a highly diverse set of organizations. The analysis proposes five types of community composters and explores the challenges to developing a standardized measurement regime.  相似文献

Abstract

Measuring and comparing the overall performance of countries' public sectors requires agreement on definitions and objectives of government. I argue that such an agreement is about finding a consensus rather than about finding better definitions. Measuring government requires a number of leaps of faith, where certain definitions, assumptions and statistics are accepted as good enough for measurement and comparison. The political science and economic research community have a different tradition of dealing with such agreements and leaps of faith, and this is reflected in their approaches to measuring and comparing the performance of public sectors. The implications of these traditions are particularly visible in the usefulness of measurement and indicators for policy makers.  相似文献

  • Australian nonprofit organisations (NFPs) operate in an increasingly competitive marketplace for funding staff and volunteers and donations. In this context, many NFPs are being driven to adopt more commercial practices in order to improve their strategic performance, particularly competitive positioning for donor appeal, staff retention and service strategy and delivery. Knowledge management (KM) is one commercial practice being explored and implemented by the NFP sector to support strategic performance and operations. Although the concept of knowledge management is basically understood, the implications and strategies to pursue this practice in a NFP context are under explored. This paper presents a KM implementation planning framework for discussion and further research in the NFP sector. Specifically, this paper proposes that NFP's unique missions, many and varied organisational structures and operational maturity requires a customised approach to knowledge management. Implications for competitive strategy and performance are discussed.

Abstract

U.S. firms are increasingly seeking foreign workers to help satisfy growing demands for technical and highly skilled labor, and many immigrants continue to seek jobs in America. Despite this, few studies in the management discipline examine immigration issues as they relate to organizational attraction and recruitment. In an experimental study, we investigated the relationship between stated recruitment policies, perceived work-related expectancy, and organizational attractiveness among graduate students from Asia as potential job seekers to companies in the United States. We found a relationship between perceived work-related expectancy and either emphasizing international diversity or work visa sponsorship. However, emphasizing work visa sponsorship weakened the effect of international diversity on perceived work-related expectancy. Perceived work-related expectancy was also found to positively affect organizational attractiveness, resulting in a conditional indirect effect of international diversity statements on organizational attractiveness. Implications for organizations and directions for future research are discussed.  相似文献

ABSTRACT

Artificial intelligence is increasingly used in advanced manufacturing systems to realise intelligent manufacturing. However, there is still a lack of empirical research on the impact of intelligent manufacturing on enterprise performances, especially for China. The author adopts the enterprise panel data of intelligent manufacturing implemented by China’s manufacturing industry in 2014 to 2019, and uses propensity score matching with difference in differences (PSM-DID) method to investigate the impact of intelligent manufacturing on financial performance and innovation performance. The research yields two main conclusions. First, the implementation of intelligent manufacturing has a significant role in promoting the financial performance and innovation performance of manufacturing enterprises. Second, technology-intensive industries improve the quantity of innovation by implementing intelligent manufacturing, thus promoting the improvement of short-term financial performance, but the improvement of innovation quality has a negative impact on short-term financial performance. In labour-intensive industries, the relationship between financial performance and innovation performance is not obvious.  相似文献

Abstract

This study sought to determine whether managers within a multinational enterprise (MNE) differed in their perceptions of selected human resource development practices in their organization. The study also sought to identify whether the managers' perceptions could be clustered by the countries in which they reside. The study was based on cluster research studies that have been conducted in the field of cross-cultural management. Cluster research has suggested that systematic differences in an individual's perceptions of organizational variables can be expected to occur, which are based on culture and national identity. The results of this study showed that differences in perceptions about human resource development existed among managers and that the managers' responses could be clustered into five relatively distinct country clusters.  相似文献

Abstract

We make the case for increased laboratory experimentation in public management research. Laboratory experiments can generate useful knowledge, particularly in testing causal relationships among constructs of interest. The challenge in this regard is one of identifying the appropriate role for experiments in a greater knowledge production enterprise. Although laboratory experiments are underutilized, they have proffered important knowledge contributions to the field, especially in areas of decision-making and, increasingly, motivation. Because practical problems may pose a greater obstacle to laboratory experimentation in public management than epistemological issues, we address external validity and the cost of conducting laboratory experiments before concluding with suggestions for future research.  相似文献

ABSTRACT

Hybrid professional managers appear less effective in introducing management into public professional settings than policymakers hope. To date, research has offered little understanding of professionals’ identity transition challenge and the role of social interactions underpinning this process. We studied the identity work of hybrid doctors inside a large public health-care organization, finding that it takes place through processes of familiarizing with management, rationalizing being a hybrid, and legitimizing the new role-identity. We contribute to the literature by showing that identity work is distributed and enabled by social interactions beyond the professional group. Abstract

Today, many public professionals feel estranged from the policy programmes they implement; that is, they experience ‘policy alienation’. This is of concern as, for satisfactory implementation, some identification with the policy is required. We conceptualize policy alienation based on the sociological concept of work alienation, and show how this can be used in policy implementation research. Studying a Dutch case of professionals implementing a new work disability decree, we observe how NPM practices increase policy alienation because of a perceived dysfunctional focus on efficiency and results. A large number of policy changes and stricter implementation rules further increased policy alienation.  相似文献

Abstract

This research aims at examining how workplace bullying, a collection of predominant organizational factors and job dissatisfaction may both directly and indirectly influence the emergence of negative health perception among teaching professionals in occupational settings. The method utilized for testing the research hypotheses is based on Partial Least Squares Structural Equation Modeling (PLS-SEM), which enables the simultaneous assessment of construct measurement and the estimation of hypothesized relationships. A sample population of 2328 European educators has been employed to reach research objectives. Results suggest that negative health perception escalates when there is a direct conditioned correlation between this factor and either bullying or certain working conditions, while indirect effects are unveiled when dissatisfaction is added to the research framework as mediating construct. From a theoretical perspective, this work contributes to human resource management research on the subject of detection and prevention of those underlying organizational constituents that might potentially undermine occupational health. From a utilitarian perspective, the findings of this research encapsulate promising implications not only for teaching professionals but also for educational institutions that pursue the continual improvement of health and performance in their educators through human resource management.  相似文献

ABSTRACT

Process models are increasingly being used to analyse business processes within supply chains. Although products are an essential part of supply chain semantics, product representation in supply chain process models is insufficient. This research proposes a novel product representation, namely, ‘labelled flows,’ which directly assigns product names to flows instead of implicitly representing products through other visual constructs. Using a laboratory experiment, we find that labelled flows improve domain understanding with respect to product comprehension and product modelling performance. Our contribution to modelling research is a novel product representation within supply chain process models, which enhances domain understanding.  相似文献

Abstract

Philosophy and sociology of science have devoted significant attention to processes which define what counts as valid scientific knowledge thus making the producers of such knowledge legitimate academics at the expense of those who do not conform to the cliché. In accounting, too, a vibrant debate has augmented our understanding of the conditions which make certain kinds of accounting knowledge more acceptable than others. The debate included, but was not limited to, issues such as, the institutional arrangements of accounting academic associations and doctoral training regimes and how these shape journals' editorial boards and the selection of published articles. This introduction aims to reopen that debate on the two realms of institutions and practices. In terms of institutional arrangements, we note relevant changes in the forces which contribute to define the quality and relevance of accounting knowledge. We discuss the institutional space towards which accounting departments and scholars are increasingly migrating, that is, business schools. These are often separated from universities and operate under pressures which are sometimes only marginally academic in nature. In terms of practices, we observe changes in academic training regimes which favour the proliferation of opportunistic behaviours. These changes call for a debate on the governance of accounting academia, if academia is to be a knowledge and ethical, and not simply rather a business enterprise.  相似文献

Abstract

We investigate how women that start organizations contribute to the creation of social value in communities and society. We draw on theory from gender self-schemas and social identity theory to explain how women with a female gender-self schema have a natural inclination to create organizations with social goals and intentions in mind. We label these social goals and intentions as social salience and draw on goal theory and existing understandings on intentions to explain how the presence of a social salience in an organization is related to the social performance of their organization. Utilizing structural equation modeling, we show that gender positively influences social salience that subsequently has a positive relationship with the social performance of the organization. We also show that social salience fully mediates the relationship between gender and social performance implying that gender alone is not enough to explain the social performance of an organization. We conclude by highlighting the implications, contributions, and future research that result from our findings.  相似文献

Abstract

This article explores the introduction of performance measurement tools in new democracies by presenting a qualitative study based on Estonian governmental documents and performance audits. A set of specific factors help to explain difficulties in introducing performance measurement tools in immature policy environments: instability, poor strategic planning and policy analysis, an implementation gap and uncritical, uninformed transfer of Western performance management initiatives. Although the authors recognize the limits of generalizations based on the Estonian example, the presence of such ‘transitional’ factors is likely to make the development of performance measurement in new democracies even more complicated than in the West.  相似文献

Extensive research has produced many insights into the dynamics of performance management systems. Spreading these complex insights among students and practitioners can be a daunting task. Gathering new insights can be equally challenging. This article introduces a novel tool for teaching and researching performance management, reporting on the design and first use of a free online management game. Players take the role of a hospital manager trying to satisfy multiple stakeholders through applying different performance management instruments. While students learn about the complexities of performance management, researchers gather data about the pathways individuals pursue while navigating performance management systems.  相似文献
