Abstract

This paper advances our understanding of policy formulation, exploring how the particular institutional dynamics between the transnational and national levels of enterprise policy-making affect policy choices made by governments and consequently their outcomes. The paper argues that policy development occurs within a framework of dominating assumptions on enterprise, influential academic/policy communities and lesson-drawing from other countries’ experiences, which have led to a privileging of the transnational when making policy choices. Empirically, the paper draws on a post-socialist country case – Albania, and uses interviews with policy actors and documentary data from national governments and international organizations. The paper explores the dynamics involved, and the actors that shape, policy formulation and makes two contributions to the literature. First, it provides a conceptual framework on how to analyse policy formulation, extending recent work on the link between policy formulation and the intended outcomes of policies. Second, it offers a more nuanced conceptualization of enterprise policy formulation, arguing that policy formulation reflects the changing configurations of ideas, policy tools and resources, and actors involved in the process.  相似文献

This study extends theory on the effects of public policies stimulating technology demand and of industry network ties on firm-level entrepreneurial behaviour. We take an institutional perspective to develop a theoretical model examining the mechanisms through which public policies, regulatory uncertainty, and industry network ties affect firm-level entrepreneurial decision-making processes and the ability to introduce highly innovative products and to sustain superior performance. We focus on firm-level effects, which enables the study of the tension between institutional pressures of homogeneity and competitive pressures of heterogeneity for entrepreneurial decision-making processes in environments characterized by policy-induced market demands. To test our hypotheses, we draw on data from a large-scale survey among German renewable energy firms. Our results show that public policies can constrain firm innovativeness and risk-taking behaviour because they steer firms towards a more conservative attitude and discourage the pursuit of high-risk innovation projects. However, firms can counteract these influences and enhance their innovativeness by maintaining close network ties with research associations as we find that innovativeness and a highly innovative product portfolio are key success factors. In summary, these findings provide important implications for the study of public policy effects, industry network ties and entrepreneurial behaviour.  相似文献

The capability to develop and sustain superior knowledge of markets and supply chains, or supply market intelligence (SMI), is an important element in increasing the strategic relevance of purchasing and supply management (PSM). This study draws on information processing theory (IPT) to shed light on how firms acquire SMI. In particular, the study aims to identify the drivers and mechanisms of information processing in SMI acquisition and to explore how the two constructs are related. Our findings emerged from an abductive multiple case study including 22 SMI tasks in eight case companies operating in various manufacturing industries. We find that the drivers of information processing needs in SMI acquisition are related either to uncertainty or equivocality. Uncertainty describes a situation in which decision-makers may be ignorant of a variable's value while equivocality describes a situation in which they may be ignorant of the variable's existence. We identify four structural mechanisms and three information technology mechanisms for information processing in the SMI context. We also find that equivocality seems to trump uncertainty in determining the use of the identified SMI acquisition mechanisms. In addition to elaborating IPT in the SMI context and exploring the theoretical foundations of SMI, we offer practitioners a framework for supporting the design of SMI practices in procurement organisations.  相似文献

This study investigates the link between relational trust in exchange partners and new venture performance, and determines whether weakness in national-level formal institutions influences this link. Based on a sample of 203 entrepreneurs and their new ventures from Germany and China, findings reinforce the idea that new venture performance may profit from relational trust in exchange partners. However, interaction analyses also reveal that the performance implications of relational trust are contingent on the institutional context. This paper introduces an accountability-based perspective of the effects of implementing HR analytics. Considering central arguments about HR analytics' potential to transform HRM and using research on the audit society and concepts from critical accounting research, we develop a framework that analyzes the emergence of three forms of accountability in HRM: accountability through exposure, design, and connectivity. The paper contributes to research on HR analytics by identifying three forms of accountability in HRM that result from implementing HR analytics and by determining how they influence how HRM is understood, how HR practices are augmented, and how HRM's status in organizations can be improved.  相似文献

This article explores how hybrid professional managers relate to coexisting institutional logics in their everyday work. It examines coherence between the logic that informs managers’ identity and that prioritized in their role. By comparing interview data from managers in two settings, a faith-based hospital and a religious organization, this article analyses primary and secondary identities and roles. Findings show that experiences of coexisting logics differ according to the organizational context. Hospital managers identify with a managerial logic in both their identity and role. A professional logic informs church managers’ identity, yet they prioritize a managerial logic in their role. The article proposes a model that links hybrid professional managers’ identities and roles with a framework of coexisting logics proposed earlier.  相似文献

Besides their academic success, teachers are bound to equip learners with values and prepare them as good citizens for the society. In this respect, the aim of this study is to evaluate primary school class-teachers’ roles in transferring values to their learners. This qualitative study comprises views by inspectors, directors, subject-teachers working in ten primary schools and parents in the city of Nicosia, Cyprus. The data was collected through interviews. This research indicated that class-teachers are effective role-models with responsibilities and effect of values transferring differed according to academic priorities and personalities. While parents feel satisfied with values transfer, most inspectors, directors and subject-teachers point to deficiencies in the approach. At this point, it is suggested that teachers are trained and a target-based curriculum is designed. This study was particularly aimed at evaluating class-teachers’ roles in transferring values in primary school years, which are assumed to be the most critical period of time. In the literature, the opinions of inspectors, directors, subject-teachers and parents about value transferring are not well known. One of the aims of tolerance education is that all stakeholders in educational organizations are satisfied with the transferring values and they feel peaceful. In this study, these new perspectives will show the state of harmony in educational institutions and the different opinions about transferring values. This research is hoped to add to this issue, which was rarely dealt with in literature, for the development of applications and policies.

How do high-involvement work processes influence employee outcomes? In this paper, we use Vandenberg et al.'s [Vandenberg, R. J., Richardson, H. A., & Eastman, L. J. (1999). The impact of high involvement work processes on organisational effectiveness: A second order latent variable approach. Group and Organisational Management, 24, 300–339] elaboration of Lawler's [Lawler, E. E. (1986). High-involvement management: Participative strategies for improving organizational performance. San Francisco, CA: Jossey-Bass] model to test direct links and to explore skill utilisation and intrinsic motivation as mediators. Survey data were collected from a large New Zealand organisation providing distribution services and results were analysed through structural equation modelling. While there are important direct effects, the results demonstrate that both skill utilisation and intrinsic motivation transmit high-involvement processes into valuable outcomes for employees. The benefits to employees of such processes are direct but also lie in the way they make the work itself more motivating and enable them to deploy and grow their skills. This implies that forms of work organisation and supervision that offer workers greater opportunity for discretion, and involvement in the decisions that concern them, create the conditions for greater learning and, in turn, contribute to their well-being.  相似文献

Much of the previous research on the ‘purchasing practice–performance link’ rests on the notion of “net effects,” which assumes that specific practices independently of each other impact outcomes. This study challenges this core tenet by adopting a neo-configurational perspective, exploring how different combinations of factors (called “configurations”) affect outcomes. Another limitation of extant studies on the ‘purchasing practice–performance link’ is the narrow focus on practices; more recent behavioral supply management research finds the behavior of managers to be critically influenced by cognitive maps—the lenses through which managers perceive, simplify, and interpret the world. Focusing on supplier quality as a core aspect of the broader ‘purchasing practice–performance link’, this study explores how configurations of different supplier quality management (SQM) practices and SQM-related cognitive maps help firms to manage supplier quality. It uses fuzzy-set qualitative comparative analysis (fsQCA) to identify SQM configurations and a cognitive-linguistic approach for the computerized text analysis of purchasing managers’ cognitive maps in the context of Western companies sourcing from Chinese suppliers. The configurational fsQCA analysis identifies four different configurations associated with overcoming barriers to SQM in emerging markets. SQM-related cognitive maps prove to be a critical component in these four configurations.  相似文献

By combining features from distinct theoretical approaches, namely the evolutionary and the job search, matching and bargaining literatures, we propose a model that captures the main dynamics of a world where heterogeneous firms and workers interact and co-evolve. Within a micro-meso framework, the model focuses on the influence of firms’ labour choices (“institutional settings”) on industry dynamics, taking into account the existence of employment adjustment costs. The consideration of endogenous matching and bargaining processes in the labour market results in significant frictions, such as the simultaneous coexistence of unfilled job vacancies and unemployment. In a setting where technological progress is not biased a stylized fact of industrialized world economies in the last few decades emerges, the increasing wage inequality. Additionally, turbulence in the industry increases after a negative demand shock. As expected, the negative demand shock causes a decrease in the number of vacancies and, consequently, unemployment rates increase considerably. Interestingly, and mimicking the recent experiences of countries such as US, Spain, Greece and Portugal, the rise in unemployment is matched by a rise in contractual wages. This outcome is explained by the lower ability of the firms to fill their posted vacancies, which results from friction in the interactions among agents.  相似文献

Communication by central banks has two goals to fulfill: One is to be accountable and transparent to the public for its policy. The other is to make monetary policy by guiding expectations as effective as possible. Diversity of views inside the bank is instrumental for appropriate monetary policy decisions, but creates a tremendous challenge for communication. Central banks dispose of a variety of communication tools. Forward guidance seen as a revolution in central banks׳ communication raises new questions. The World Trade Web (WTW) is a weighted network whose nodes correspond to countries while edge weights reflecting the value of imports and/or exports between countries. In this paper we introduce to this macroeconomic system the notion of extinction analysis, a technique often used in the analysis of ecosystems, for the purpose of investigating the robustness of this network. In particular, we subject the WTW to a principled set of in silico “knockout experiments,” akin to those carried out in the investigation of food webs, but suitably adapted to this macroeconomic network. Informed by results in network theory as well as studies of contagion in economic networks, we seek to understand the role of connectance in the robustness of the system. We interpret increasing connectance as one aspect of a move towards globalization and liberalized trade policy. Broadly, our experiments confirm two conjectures. First, that the WTWs are “robust yet fragile” networks — robust to random failures but fragile under targeted attack. Second, that growing connectance has both positive and negative impacts on robustness. More specifically, we find that increasing connectance corresponds to increasing robustness for small shocks but to decreasing robustness in the face of large, cascading shocks up to the system. This yields evidence in support of the view that globalization, as witnessed by increasing connectance, increases the ability of a system to absorb shock up until a certain size, whereupon the shock overwhelms the system and sparks a broader contagion. We anticipate that experiments and measures like these can play an important role in the evaluation of the stability of economic systems.  相似文献

This article attempts to (1) explore the process by which a high-performance work system (HPWS) affects firm performance and (2) demonstrate the mediating role of implementation and organizational culture in the HPWS-performance link. The proposed model was tested using a sample of 243 Hong Kong and Taiwanese firms operating in Guangdong, China. The results from the present study supported the hypothesized mediation of implementation and organizational culture on the HR–performance relationship. This study offers important insights into the mediating mechanism of the HPWS-performance research. Implications for research and managerial practices are provided.  相似文献

A new data set is employed to construct an index of the Swiss rental residential market starting as early as 1936. Given the data sample at our disposal of slightly less than 1000 paired data points spread across all Switzerland, we focus on using the most efficient type of repeated-measurement index to evaluate the yearly price development of the rental property market. In the process of building the index, an alternative of the SPAR method (Sale Price Appraisal Ratio) is developed and compared against a structural time series model and the Case–Shiller approach. The newly developed ISPAR (Inverse SPAR) method yields qualitatively similar results to the regression based methodology yet is influenced to a lesser extent by the sample size. The structural time series model is the version least influenced by the sample size. An interesting finding in our sample is that despite the large time span between successive price measurements, no notable improvement is obtained using the 3SLS method of Case–Shiller instead of the traditional Bailey et al. method.  相似文献

ABSTRACT

The Industrial Ecology Virtual Laboratory (IELab) is a collaborative cloud-computing platform for compiling large-scale, high-resolution, enviro-socio-economic accounts based on multi-region input–output tables and for conducting integrated sustainability assessment projects. These include, for example, assessments of biofuels and low-carbon construction materials or high-resolution waste modelling. This contribution provides a structured review of IELab applications that were published in either peer-reviewed journal papers or in the form of conference proceedings. The main research question posed is ‘What are the specific features of IELab that were used in the research and could the research have happened without them?’ It is investigated whether the IELab has actually and truly enabled new research. A detailed analysis of IELab characteristics and their usage is presented. The results can help with the design of new research projects and inform existing and prospective users of the IELab about the options for academic research and practical applications.  相似文献

The EU Directive on informing and consulting employees (I&C Directive) is now established on the employment relations agenda with the provisions coming into force in the UK in April 2005. The I&C Directive potentially has far reaching consequences for the way UK employers inform and consult employees over a wide range of organizational issues, with the potential to transform the UK industrial relations environment. The initiatives contained in the I&C Directive and the subsequent introduction of the Information and Consultation of Employees (ICE) Regulations will take place in an employment relations environment in a period of significant change. Pressures of globalization have intensified competition in product and labour markets, emphasizing the need for greater efficiency and productivity. This has led to a greater focus on the link between employee participation practices and business strategy and organizational performance in search of an elusive (or illusory) fit? This paper is a commentary on the origins and rationale of this new legislation in the UK context, drawing on existing knowledge and academic debates in the area. In addition, the paper discusses the potential implications of the I&C Directive and the likely impact of the ICE Regulations on UK representative voice arrangements.  相似文献

We examine the dynamic relations between institutional ownership and a firm's capital structure. We find that a firm's leverage decreases when institutional ownership increases. This result implies that a firm reduces its debt level as institutional investors substitute for the monitoring role of debt. More importantly, we find that a firm's suboptimal leverage decreases when the institutional ownership increases, and institutional ownership decreases when a firm's suboptimal leverage increases. This finding shows that institutions not only effectively monitor a firm's capital structure but they also passively sell their shares when dissatisfied with it. In addition, we find that the monitoring evidence on a firm's leverage and suboptimal leverage are more pronounced when the institutional investors are less likely to have business relationships with a firm or the information asymmetry is high in the market.  相似文献

Bringing innovative products to markets is essential for companies, especially in competitive environments. One of the driving forces for successful new product development (NPD) is the inclusion of the functions that form part of the process such as purchasing and supply management (PSM). While extensive research has been conducted on the role of procurement in promoting innovation, insufficient research on the future of the PSM function in NPD has been conducted. This study addresses this gap, considering increasing digitalization and its effect on the future PSM function managing purchasing and innovation. To explore the future of PSM in NPD, a Delphi survey with 91 experts from industry, academia, and politics or associations was performed. The results reveal that digitalization will influence the PSM function in NPD across different time horizons and forms depending on the subject area. While in many areas, an interplay between digital technologies and human PSM professionals is expected, in certain domains the PSM function is likely to lose added value compared to digital technologies. Furthermore, digitalization is expected to be a potential enabler of a stronger key innovation role for PSM in NPD but to also introduce new requirements such as data science capabilities.  相似文献

The emergence of the Industrial Internet of Things (IIoT) poses a large impact on established business models of manufacturing companies. This study aims at analyzing the influence of the IIoT on these business models from a business level perspective. In particular, it focuses on the interrelationships between business model component changes. While the sparse body of extant management literature examines just a subset of business model elements as affected by the IIoT, a framework comprising an entire set of elements is provided. Besides, their direct and indirect interrelationships, and the most important changes in each of the elements, are investigated. For this purpose, an exploratory multiple case study approach is employed, which is based on relevant IIoT-related experiences of 76 German manufacturing companies. By triangulating data from semi-structured expert interviews and archival company material, the study provides in-depth insights and a better understanding of IIoT-driven effects on manufacturing business models. It contributes to extant management literature by revealing the value proposition, internal infrastructure management, and customer relationships predominantly influenced by the IIoT. Moreover, it is shown that IIoT-triggered business model changes are offer-driven, particularly by production and process optimization within customers' production systems. These value proposition changes result in subsequent modifications of the remaining business model elements.  相似文献
