BENEFITS OF PRESERVING OLD-GROWTH FORESTS AND THE SPOTTED OWL   总被引:1,自引:0,他引:1  
This paper presents results from a national contingent-valuation study of the economic benefits of preserving old-growth forests in the Pacific Northwest. The study elicits "market-like" valuation responses from U.S. households concerning the benefits of a conservation policy for the northern spotted owl. These data provide a basis for estimating the benefits of preservation in terms of average household willingness to pay. Existing cost estimates are used to compute threshold prices that the benefits of the policy must exceed for the policy to be efficient. Benefit/cost ratios are calculated using "best" and "lower-bound" estimates of the benefits of preservation. Under all combinations of assumptions, the estimated benefits exceed the costs of the conservation policy.  相似文献

We analyze the determinants of environmental policy when two industry lobbies can seek a laxer policy that would apply to both industries and loophole lobbying that provides benefits specific to one industry. We determine the properties of the lobbying equilibrium, including the resulting emissions level. In many cases, higher effectiveness of loophole lobbying is detrimental for industries and beneficial for environmental quality, as it exacerbates the free-rider problem in the provision of general lobbying by inducing industries to turn towards loophole lobbying.  相似文献

传统经典的股利理论都把现金股利政策看做实现股东价值最大化的工具,并通过市场的反应对其进行检验。但是,它们都忽略了公司的“法律”性和控制权对现金股利政策的影响。现金股利政策是公司“法律”之一,它是控制权人意志的体现,渗透着控制权人的利益倾向,现金股利政策可能成为公司控制权人利益侵占“隧道”的挖掘工具。控制权人利用现金股利挖掘利煎侵占“隧道”可能有三种情况:经营者对股东利益侵占“隧道”的挖掘、大股东对小股东利益侵占“隧道”的挖掘、公司对债权入利益侵占“隧道”的挖掘。在我国还存在着一种特殊的利益侵占“隧道”——非流通股股东对流通股股东利益侵占的“隧道”。  相似文献

Current drug policy in the US military mandates frequent random drug testing of service members and dismissal of those who test positive for illegal drugs. This article analyses the economic costs and benefits of this zero tolerance policy as applied in the US Navy. Program effects consist of the actual number of detected users and the predicted number of deterred potential users. Productivity losses imposed by drug users are based on reported annual workdays lost due to drug use in the Navy. The productivity losses avoided by deterring and detecting users constitute program benefits. Program costs include the cost of replacing service members who are dismissed under the zero tolerance policy. Net benefits are sensitive to three key parameters?–?the deterrence effect, replacement cost, and productivity losses due to drug use. The results show that net benefits are negative for most plausible values of the key parameters.  相似文献

The standard framework in which economists evaluate environmental policies is cost–benefit analysis, so policy debates usually focus on the expected flows of costs and benefits, or on the choice of discount rate. But this can be misleading when there is uncertainty over future outcomes, when there are irreversibilities, and when policy adoption can be delayed. This paper shows how two kinds of uncertainty — over the future costs and benefits of reduced environmental degradation, and over the evolution of an ecosystem — interact with two kinds of irreversibilities — sunk costs associated with an environmental regulation, and sunk benefits of avoided environmental degradation — to affect optimal policy timing and design.  相似文献

Without policy reforms, the aging of the U.S. population is likely to increase the burden of the currently unfunded Social Security and Medicare systems. In this paper we build an applied general equilibrium model and incorporate the population projections made by the Social Security Administration (SSA) to evaluate the macroeconomic and welfare implications of alternative fiscal responses to the retirement of the baby-boomers. Our calculations suggest that it will be costly to maintain the benefits at the levels now promised because the increases in distortionary taxes required to finance those benefits will reduce private saving and labor supply. We also find that the “accounting calculations” made by the SSA underestimate the required fiscal adjustments. Finally, our results confirm that policies with similar long-run characteristics have very different transitional implications for the distribution of welfare across generations. This paper analyses current and alternative afforestation policy instruments in Flanders. First we select forest sites that maximize net social benefits given a constraint on the total area of new forests and then we select policy instruments that yield this optimal combination of sites. For each policy option, we calculate the associated costs for landowners and government as well as net social benefits for society. Our empirical illustration shows that the welfare gain is considerable if the afforestation subsidy is conditioned on an objective criterion rather than a case-by-case approach. Our results also show that it is worthwhile to consider alternative policy instruments, such as auctions, not previously used in Belgian legislation.  相似文献

FMLA will substantially influence the administration of employee benefits. The plan sponsor, trustees, plan administrator and collective bargaining parties must make a number of policy decisions. These include employer reporting and contribution procedures, settlement of eligibility questions, delinquency procedures, coordination with COBRA, substitution of vacation and sick leave rights and procedures, restrictions on participants working during leave, procedures for the non-forfeiture of accrued benefits and restoration of benefits. After the policy decisions are made and the procedures are established, the proper notices and caveats must be communicated to plan participants, and the plan must update the SPD. Each of the policy decisions, administrative procedures and participant communications must be carefully thought out before implementation. The potential duration of benefits is generally viewed as an important determinant of unemployment duration. This paper evaluates a unique policy change that prolonged entitlement to regular unemployment benefits from 30 weeks to a maximum of 209 weeks for elderly individuals in certain regions of Austria. In the evaluation, we explicitly account for the fact that the program was an endogenous policy response to deteriorating labor market conditions for older workers in certain regions and sectors. The main results are: (i) REBP reduced the transition rate to jobs by 17%; (ii) accounting for endogenous policy adoption is important and quantitatively significant.  相似文献

I begin by reviewing some of the features of Medicare and then turn to a discussion of reforms, both on the benefits side and on the financing side of the program. This paper employs an overlapping-generations model to explore the impactof public abatement on private investment and the intergenerationaldistribution of welfare. Whereas public abatement benefits the oldestgenerations in terms of non-environmental welfare, future generations gainmost in terms of environment welfare. The overall benefits tend to besmallest for generations born at the time of the unanticipated policy shock.Public debt policy, however, can be employed to ensure that welfare gainsare distributed more equally across the various generations. Adaptive Policymaking (APM) is a policymaking approach for dealing involving policy problems with deep uncertainty. Two barriers to getting APM used are that (1) there are few actual examples of adaptive policies developed by policymakers or domain experts, and (2) APM has rarely been used in a real-world policy setting. More specifically, there are questions that remain about the costs and benefits of APM, and the efficacy and performance of adaptive policies compared to traditional static policies. This paper addresses these questions and barriers by reporting on a workshop with experts that was aimed at developing an adaptive policy for the implementation of ISA in the Netherlands. We report on their evaluation of both the process of developing the policy and their assessment of the efficacy of the developed policy compared to that of the current policy under consideration by the Dutch national government. The experts indicated that APM increases the chances of reaching policy goals and makes better use of decision support information that is gathered during the policy analysis process. However, they also indicated that, despite these potential benefits of APM, it may be hard to implement adaptive policies due to institutional issues.  相似文献

This paper theoretically studies the consequences of partisanship with an application to environmental policy. We model an election between a right-wing and a left-wing candidate who strategically propose environmental policies to gain the support of an electorate divided based on their climate change beliefs and productive assets. While environmental regulations imply a trade-off between a more sustainable environment and higher incomes for all voters, climate change believers have a higher belief in human activity-induced climate change, which translates into greater expected environmental benefits from policy, and high-asset voters care relatively more about mitigating economic costs. Voters view the left-wing candidate as more effective in addressing environmental challenges, whereas her right-wing opponent is the better candidate to deliver relief from the economic burden of regulations. In equilibrium, there exists policy divergence and the right-wing candidate always proposes the more pro-industry policy. We find that higher asset inequality moves equilibrium policies in a pro-industry direction as long as high-asset voters are ideologically more homogeneous than low-asset ones. Equilibrium policies become further polarized with greater partisanship as those voters with the same climate change belief hold similar ideologies.  相似文献

目前我国尚未形成统一的环境政策评估规范体系,而对具体环境政策进行评估时,可能会因不同领域、不同视角、不同评估方法而带来不同的评估结果。针对现有环境政策评估体系存在的局限性,提出可以客观评估环境政策实施效果的框架:政策脱轨效应。从政策脱轨效应的定义、产生原因、分类及评估思路四个方面构建理论体系,同时根据脱轨效应理论框架分析我国不同时期的环境政策。该框架体系的基本特点是:将不同环境政策的评估统一到同一体系之下,以特定的模型和方法,评估环境政策实施是否存在"脱轨效应"。研究表明,环境政策实施后存在发生政策脱轨效应的可能性;消费品之间的替代(或互补)关系、单位环境效益和单位产量排污因子均会影响政策脱轨效应的产生;从脱轨效应角度分析,环境政策制定时的决策目标会影响政策实施效果,只有当环境政策以社会净福利为决策目标时,政策实施才可能避免出现政策脱轨效应,实现环境保护和经济增长的双重红利。  相似文献

In this paper, we study the costs and benefits of the adoption of a policy of free movement of workers. For countries to agree on uncontrolled movements of workers, short‐run costs must be outweighed by the long‐term benefits of better labor‐market flexibility and income smoothing. We show that such a policy is less likely to be adopted when workers are more impatient and less risk‐averse, when production technologies display stronger decreasing returns, and when countries trade a significant share of their products.  相似文献

A central question in discussions of integrating negotiations over domestic policy (e.g., environmental policy or labor standards) into traditional trade agreements is the degree to which the trade policy and domestic policy provisions of an agreement should be explicitly linked. For example, should the World Trade Organization enforce domestic policy obligations with the threat of the suspension of trade concessions? This article considers the conditions under which linking trade and domestic policy agreements within a self‐enforcing agreement is beneficial, and argues that the benefits of such policy linkage may be lower than is commonly thought.  相似文献

Language rights for speakers of minority languages are analyzed as well-defined policy measures that are implemented in given jurisdictions. For the implementation of such rights in some countries, certain rules concerning the number and geographical distribution of the speakers of a minority language have to be fulfilled. We discuss, how a policy maker with a given attitude towards the minority can manipulate the policy to further his or her goals. We first provide a normative background for this type of language policy, a benchmark, analyzing language policy on the basis of welfare economics, first discussing why language policy is but one type of public policy, then defining and discussing the benefit or “demand” side assuming that benefits are basically proportional to the number of beneficiaries of the planning measure. We then argue that the costs of a planning measure can be described as a function of two variables, “number of beneficiaries” and “size of area of application”. This lets us analyze planning measures in a two-dimensional model fully characterized by the number of beneficiaries and their geographical distribution in the jurisdiction under consideration. Finally, we characterize the optimal size and extension of the jurisdictions where the language rights are to be implemented. It is then shown, how the policy maker can manipulate the goals of the policy, the implementation rules, as well as the borders of the jurisdictions in order to achieve her or his political goals when they differ from the cost-benefit optimum.  相似文献
