Farmers are decision-makers in a complex system of cause and effect. They decide with respect to their own attitude and beliefs, according to their farm structure and they take into account programs and regulations of the overarching policy scheme. In this paper we used mail surveys with identical questions to establish a cross-national comparison of two case study areas. The questionnaire investigates farmer's perspectives on what influences their own decision-making as well as their perception of the socio-ecological environment to relate these findings to the respective policy schemes in the case study areas. The two case studies are located in Southern Illinois, United States and in central Switzerland. The analysis shows that full-time farmers of the Southern Illinois case study area rate constraining factors such as financial aspects higher than Southern Illinois part-time farmers and farmers from the central Switzerland case study area. Furthermore, it is apparent that Swiss case study-farmers rate aspects of their land use responsibility and the Illinois case study-farmers rate ecological aspects higher. The empirical findings can be qualitatively explained through analysis of agricultural policy schemes. 相似文献

Over the past centuries, land systems in Italy experienced fundamental shifts, owing to the availability of new energy forms, population surges, and technological progress. The 20th century was characterized by massive productivity increases, accompanied by gradual land abandonment and the return of forest land. We here analyze 120 years of land system change in Italy, applying the human appropriation of net primary production (HANPP) framework, a metric for socio-economic pressures on terrestrial ecosystems. HANPP allows integrating ecological with societal perspectives, by systematically quantifying (a) biomass harvest and (b) the difference between potential productivity of ecosystems and current productivity induced by land use processes, such as land conversion, or land degradation. Besides assessing national trends we calculated HANPP separately for the Italian North and South between 1934 and 2007, in order to scrutinize if high regional discrepancies in terms of natural and socio-economic preconditions translate into diverging land system trajectories. Our results show that national HANPP has been declining from 78% of natural productivity before WWII to 56% in 2007, indicating a declining land -use induced pressure on biomass flows over time. Simultaneously, biomass harvest increased by around 26% due to agricultural intensification, despite shrinking croplands. Although we found a significant difference between the Northern and Southern region in the absolute levels of several land use indicators related to biomass appropriation, the overarching trends of land system change were remarkably similar in both regions. This suggests that underlying drivers of land system change, such as policies aimed at land-use intensification and structural change were equally dominating land system trajectories in the North and South of Italy, not withstanding their socio-ecological divergences. 相似文献

The development of wind energy in France presents an exemplary case of contrast between the policy instrument and its effectiveness in terms of installed wind power capacity. After 7 years of one of the highest feed-in tariffs in the world, the installed capacity in France is still very low. This is notably due to a diffuse pattern of administrative landscape protection which impacts on the construction of wind power potential. In turn, the pace of wind power development can be understood only by looking in more detail at the way in which landscape is dealt with in local planning processes. This paper examines the question using the case of Aveyron in southern France. We follow the shifting ways in which landscape is enrolled in wind power planning, in a context where new planning instruments favor an incipient decentralization in wind power policy. The case points to a change in both the networks and the concepts involved in the design of landscape representations that underlie the construction of wind power potential. We show that this change has been forced by the far-reaching and decentralized visual impacts of wind power technology, suggesting that technology is recomposing the social as part of its development process and questioning the very meaning and perception that is given to landscape. 相似文献

The analysis of energy efficiency of agroecosystems from a sociometabolic perspective is a useful way to assess the sustainability of farm systems. In this paper we examine the transition of a Mediterranean agroecosystem from an organic farm system in the mid nineteenth century to an industrialized one at the end of the twentieth century by means of the technologies and ideology of the Green Revolution. Given that many of the world’s agricultural systems have experienced, or are currently experiencing this transformation, our results are relevant for building more sustainable agricultural systems in future. Our results highlight the relevance of livestock density, and the flows of biomass reused and unharvested biomass as key elements affecting the sustainability of the agroecosystem not only from a socioeconomic perspective, but also from an agroecological point of view. Additionally, from a biocultural perspective our investigation sustains the relevance of the study of traditional farm systems for the development of a sustainable agriculture. 相似文献

Land Use and Cover Changes (LUCCs) significantly increase the frequency of mudflows in the silty areas of north-western Europe and particularly in the NUTS 3 Seine-Maritime region (France). Predicting the effects of a range of possible LUCCs helps local authorities choose policies that can help to mitigate the risks to which local populations are exposed. In this article we build scenarios for changes in farming systems, with a 2015 horizon and with 2007 as the initial situation. These scenarios are assessed through combined biophysical and economic approaches. Two scenarios for the disappearance of dairy farming are chosen. One scenario has no public-action program (StopMilk), while the other one has a program based on the funding of best management practices (StopMilk-E). These scenarios are assessed at the small watershed scale (7 km2) in terms of both changes in farming systems and effects on runoff (use of the STREAM model). Finally, the economic evaluation of additional costs of StopMilk-E is extrapolated at the level of the Austreberthe watershed syndicate (214 km2), using the French Land Parcel Identification System (LPIS) with a spatially referenced database of cropping plans. StopMilk leads to a significant increase in runoff whereas the local public-action program proposed under StopMilk-E reduces runoff to below the 2007 level. The Austreberthe watershed residents’ willingness to pay for a 15-year program is around €395,000/year, which is not sufficient to balance the cost of the modified farming practices (€640,000/year over the first 3 years). Funding of the practices would require either subsidies from a higher level (Europe), borrowing by the community, and/or a more selective approach in the type and the location of farming practices to be funded. The method used for calculating costs at the watershed syndicate level shows the huge potential of new databases like LPIS (available in France since 2006) for the assessment of environmental issues. 相似文献

Grassland conversion to row-crop production in the north central United States has been a growing threat to socio-economic and environmental sustainability for producers, conservationists, and policy-makers alike. We used a system dynamics model of the region to forecast agriculturally driven land transformation through mid-twenty-first century. The base-case scenario projection showed that farmland area continued to increase, from under 200,000?km2 to over 230,000?km2. Unmitigated, the soil environmental risk (SER) of such changes reached conservative estimates of Dust Bowl-era externalities. Systems analyses show that reducing livestock production costs, doubling conservation compliance requirements, and livestock–cropping integration had the largest impact on grassland conservation and mitigating SER. The largest SER effects came from eliminating conservation incentives or raising cultivation incentives, despite improvements in reduced tillage and enhanced agronomy. Several system archetypes were identified within the policy scenarios: ‘fixes that backfire’ and ‘success-to-the-successful’. For scenarios creating favourable impacts, time delays caused some behaviours to worsen before positive gains were realized. If implemented, patience and persistence to ensure that these scenarios reach their full potential will be necessary. Our scenarios provide quantitative forecasts around measures for sustainable intensification. These projections can aid regional stakeholders in enhancing discussions currently taking place about sustainable agriculture in the region. 相似文献

Land consolidation (LC) is essential for ensuring rural development and for increasing land use effectiveness. LC has been implemented in China since the mid-1990s in an attempt to increase available cropland area, reduce fragmentation and promote agricultural production capacity. The purpose of this study is to identify the changes resulting from the land consolidation project (LCP) implementation, and to develop a parametric approach to assess the resource–environment effects. This study could promote the LCP planning, and provide the support for the decision-making of the LC authorities. The Tianmen land consolidation project in Hubei Province of China was chosen as a case study. The results of the case study showed LCP implementation results in great changes in land use types and their proportions, connectivity of field-roads, irrigation systems and drainage systems, plot numbers, plot shape and plot size. These changes bring both positive and negative effects to region environmental and economic system. Positive effects were demonstrated in agricultural production capacity and agricultural production cost and the negative effects were expressed by the ecosystem services value, landscape diversity and human disturbance intensity. 相似文献

This viewpoint paper presents a reaction to the article by Brandt et al. (2016). It highlights the complexities inherent to the attribution of deforestation impacts to policy interventions when using remote-sensing data. This critique argues that in the context of the Congo a suite of factors (i.e., population density in particular) other than those considered by Brandt et al. (e.g., type of forest, distance from roads and markets) play essential roles in determining the fates of forests. It also contends that care is needed when making decisions regarding which units will be included in the comparison group so that contextual factors and on-the-ground information are properly considered (e.g., when logging operations are inactive or when a concession is used for ‘conservation’ purposes). Finally, it proposes that a focus on an analysis of deforestation rates for a given level of timber production might be a metric that more accurately represents one aspect of the consequences of forest management, which should also consider the appraisal of trade-offs associated with a larger set of social, financial and ecological objectives. 相似文献
