Under the banner of a "New Green Revolution for Africa," agricultural intensification programs aim to make smallholder agriculture more productive as well as "climate smart". As with Green Revolutions in Asia and Mexico, agricultural innovations (hybrid seeds, agronomic engineering, market linkages,and increased use of fertilizer and pesticides) are promoted as essential catalysts of agriculture-led economic growth. Intensification programs are now frequently linked to Climate Smart Agriculture (CSA), which attempts to build resilience and reduce greenhouse gas emissions while increasing crop yields. This article considers who and what is resilient in Africa’s Green Revolution. We report on a multi-season study of smallholder food producers' experiences with Rwanda’s Crop Intensification Program (CIP) and related policies that aim to commercialize subsistence agriculture while implementing CSA. . We suggest that there are fundamental limits to the climate resilience afforded by CSA and development efforts rooted in Green Revolution thinking. Our findings illustrate that such efforts foreground technology and management adjustments in ways that have reduced smallholder resilience by inhibiting sovereignty over land use, decreasing livelihood flexibility, and constricting resource access. We put forth that rural development policies could better promote climate-resilient livelihoods through: 1) adaptive governance that enables smallholder land use decision-making; 2) support for smallholder food producers’ existing agro-ecological strategies of intensification; 3) participatory approaches to visualize and correct for inequalities in local processes of social-ecological resilence Such considerations are paramount for meeting the United Nations Sustainable Development Goals and building climate-resilient food systems.  相似文献

Despite a greater need for social protection among people with disabilities, there is limited evidence of their inclusion into social protection programmes in low- and middle-income countries. This paper presents the findings from a review of regional and global data sources for Asia-Pacific and Africa to identify social protection programmes that aim to include people with disabilities. It finds a substantial number of programmes in both regions, although there is considerable variation in the quantity and types of programmes within and between regions and countries, as well as between low- and middle-income countries. Further, the quality of data is not sufficient to assess the degree to which these programmes are genuinely inclusive of people with disabilities. As such, it highlights important limitations in the way data is currently being collected that require further attention in the context of the Sustainable Development Goals and the commitment to ‘Leave No-one Behind’  相似文献

Achieving food security at a global scale while protecting the environment, as envisioned in the Sustainable Development Goals, will require a complex process of collaboration and the integration of analyses at multiple scales. Agricultural and land use models are increasingly being used to bridge the global/local divide, particularly as a means to envision future land access, use and management in different agricultural production systems. This special issue contributes to our understanding of global modeling, governance and land use change. Specifically, it provides insights into the question of: how do the ways of knowing and governing affect the politics of environmental protection and agriculture? The papers in this special issue bring reflexive questions of knowledge production, public policy and civic engagement into the epistemic spaces of scientific and technological development, both as a means to improve the way we model and to understand the implications of governing by models.  相似文献

African countries continue to face deepening food crises that have been accentuated by the global food, energy, and financial crises. This situation is part of a long‐term structural problem: decades of under‐investments in agricultural sector and poor policies of support for smallholder farmers who form the bulk of the farming population. The inability of these farmers to achieve a supply response when commodity prices were high and market access was less of a problem suggests that there are multiple sets of binding constraints that continue to limit the potential of agricultural growth to reduce food security and poverty on the continent. This article reviews some of the historical trends that have hampered the performance of the agriculture sector. In addition, it reviews the impacts of more positive trends that could stimulate agricultural growth in Africa that could change the African agricultural landscape. The article however warns that there are more recent global developments and some continental challenges that could prevent or slow agricultural growth. These include the global financial crisis, public sector investments, inequities in global agricultural development policies, rush for agricultural lands by foreign investors, domestic commercial financing markets, climate change, and emerging carbon markets. The article argues that while opportunities for accelerated growth exists for African agriculture, new sets of policy instruments will be needed to support smallholder farmers to access new agricultural technologies, finance, reduce impacts of climate change, and adopt sustainable land use practices that can allow them to benefit from emerging global carbon markets.  相似文献

Agriculture and rural growth promotion show a recent 'comeback' in development cooperation, but action on the ground so far is not sufficient. After years of neglect, policy makers have recognized that poverty reduction in many low income countries can only be achieved if development efforts are clearly focused on the sector which employs most of the poor, and the space where most of the poor live. The importance of agricultural growth was amply demonstrated during the economic transformation of Asia. Forty years ago, Asia was a continent of widespread poverty. Today, most Asian countries are experiencing significant growth and poverty reduction. Rapid growth in productivity in the small-farm sector helped drive this process. Sub-Saharan Africa, however, failed to achieve rapid agricultural growth and remains mired in poverty and hunger. If Africa is to halve poverty by 2015 in accordance with the Millennium Development Goals (MDG), agriculture will need to maintain an annual growth rate of 6 per cent between 2000 and 2015. China's experience from 1978 to 1984 shows such growth is possible. Achieving the desired rapid rates of growth in Africa will require coherent policies by governments and donors, a substantial investment of public resources in rural infrastructure and access to agricultural technology, and significant improvement in national governance.  相似文献

One of the main drivers of food insecurity is pests, which are estimated to cause around 40% of crop losses worldwide. We examine the food security effects of plant clinics, a novel agricultural extension model that aims to reduce crop losses due to pests through the provision of demand‐driven plant health diagnostic and advisory services to smallholder farmers. The study is based on survey data from maize‐growing households in Rwanda, where 66 plant clinics have been established. Using switching regression and matching techniques as well as various food security metrics, including the food insecurity experience scale, we find evidence that participation in plant clinics is significantly associated with a reduction in household food insecurity. For instance, among the participating households, plant clinics contribute to a decrease in the period of food shortage by one month and a reduction in the severity of food insecurity by 22 percentage points. We also show that these effects are more pronounced for female‐headed households. Overall, our findings suggest that plant clinics can play an important role in achieving the Sustainable Development Goal 2 of zero hunger.  相似文献

研究目的:基于联合国2030可持续发展目标(SDGs),分析土地可持续利用的目标以及中国所面临的形势与挑战,并提出应对策略,为可持续发展的实现提供路径支持。研究方法:文献研究法。研究结果:土地利用是人类、土地单元和土地利用方式三者相互影响与制约的过程,会深刻影响2030年可持续发展目标的实现;在17个SDGs中,有7个目标与土地利用相关,可归纳为高效和集约利用土地、保护和改善土地生态环境、被社会所接受三大目标,以及提高农用土地生产能力、促进工业土地集约与转型利用、建设安全和包容城镇、防治土地污染、恢复生态系统和防治土地退化、消除贫困和实现土地产权安全7项具体目标;面对SDGs的土地持续利用目标,中国在耕地保护、工业用地转型升级、土地污染治理、土地生态修复等方面还面临诸多挑战。研究结论:为推进面向SDGs的土地可持续利用,需要构建本土化监测指标体系,自然资源相关规划与政策的制定要反映土地可持续利用的目标,以土地制度改革助推土地可持续利用,重视土地科技创新,并加强利益相关群体的参与和合作。  相似文献

This article develops a method for decomposing changes in agricultural producer prices. The method builds on a procedure used by the World Bank, with the main variables in the decomposition being trade prices, exchange rates and trade policies. We expand on the World Bank decomposition procedure by broadening the analysis of policy effects, adding the effect from incomplete transmission of changes in trade prices and exchange rates to producer prices, and handling the effect on prices from interactions between variables as they change simultaneously. Decomposition results are presented for various commodities for the major emerging markets of Brazil, China and South Africa.  相似文献

The contribution of the EU bioeconomy to sustainable development depends on how it is implemented. A high innovation potential is accompanied by considerable risks, in particular regarding the exacerbation of global land use conflicts. This article argues that a systemic monitoring system capable of connecting human-environment interactions and multiple scales of analysis in a dynamic way is needed to ensure that the EU bioeconomy transition meets overarching goals, like the Sustainable Development Goals. The monitoring should be centered around a dashboard of key indicators and targets covering environmental, economic, and social aspects of the bioeconomy. With a focus on the land dimension, this article examines the strengths and weakness of different economic, environmental and integrated models and methods for monitoring and forecasting the development of the EU bioeconomy. The state of research on key indicators and targets, as well as research needs to integrate these aspects into existing modeling approaches, are assessed. The article concludes with key criteria for a systemic bioeconomy monitoring system.  相似文献

Sustainable land use, targeted poverty alleviation (TPA) and integrated urban/town development are key issues for the poverty-stricken counties of China. This paper explored the spatio-temporal pattern and driving forces of construction land change in Longzhou, a typical poverty-stricken border county in southwest China, based on high-resolution remote sensing images and field investigations. The results showed that, from 2011 to 2016, the construction land in Longzhou increased by 10.08%. The largest increase shown by urban built-up areas (37.74%) followed by rural residential (25.48%), industrial and mining (20.96%), and transportation areas (15.49%) as well by tourist facility areas (0.33%). The accelerated urban development, rural housing construction, and construction of industrial parks and transportation facilities are main factors driving construction land expansion, while the implementation of TPA strategy and the booming of border trade activities are important policy drivers of the construction land expansion. Some of the major implications for improving poverty-alleviation-oriented land use policies were further discussed. The authors argue that land use policy innovation could play a key role in breaking the Matthew effect (poor get poorer, rich get richer) of China's uneven regional development and generating and accelerating the transformation development of poverty-stricken counties. It is fundamental to meet the demand of construction land for TPA, meanwhile raise the intensive level of land utilization. The authors suggest that the government need to further improve and implement preferential land use policies for poverty-stricken counties from the provincial level, appropriately increase the quotas of construction land, and effectively strengthen the rational, efficient and intensive use of the quotas of construction land, and provide solid land policy support for poverty alleviation and thus achieve the Sustainable Development Goals with higher quality.  相似文献

Aligning existing agricultural polices with UN-Sustainable Development Goals is imperative for the transition towards a cleaner and planet friendly food production, especially for a geographically and demographically diverse country like India. In this context, the present study focuses on ascertaining the major social and environmental challenges affecting agriculture in India, while evaluating the potential of efficient policy restructure in boosting growth within this sector. The methodology incorporates a quantitative assessment of social, ecological and economic indicators of agricultural sustainability in India, coupled with a co-relation analysis between several nutrition and land-based indicators for leading agriculture states across the country. The results highlight that despite attaining sufficiency in terms of food production, access to food by all in the country remains a major challenge along with incoherence between certain Sustainable Development Goals (SDGs) indicators and their corresponding data values. Furthermore, a critical analysis of operational as well as recommended agriculture and farmer welfare policies indicate that formulation of an overarching policy influencing sustainable management of agricultural systems, combined with proper implementation of social welfare schemes, would lead to the timely realisation of SDG 1 (no poverty), SDG 2 (zero hunger), and SDG 3 (good health and well-being) in India. Consequently, an umbrella policy (National Policy on Eco-Agri-Food Systems) has been proposed by authors for sustainable management of the country’s entire agricultural value chain. Recommendations related to agricultural waste management and adoption of planetary healthy diets have also been suggested for enabling the smooth transition of agriculture as a sustainable enterprise in India.  相似文献

This article develops a new cross‐sectional methodology that explicitly incorporates adaptation into an analysis of the impacts of climate change. The methodology examines how a farmer will change choices of species and number to adapt to climate. The approach is applied to study Africa, where the impacts of climate change are expected to be the most severe. The results indicate that in warmer places, African farmers switch from beef cattle to more heat‐tolerant goats and sheep. In wetter places, farmers switch from cattle and sheep to goats and chickens. The results indicate that large commercial livestock operations specializing in beef cattle will be hard hit from climate change whereas small farmers who can easily substitute to goats and/or sheep will be more resilient.  相似文献

Rural Sustainable Development is a very important topic under the European Union policy, and it is currently promoted through the European Agricultural Fund for Rural Development 2014–2020. This fund is managed at sub-regional level by the Community-Led Local Development approach that involves Local Action Groups in order to promote the objectives of Rural Sustainable Development within rural municipalities. Each Local Action Group applies the Strengths, Weaknesses, Opportunities and Threats analysis in order to identify for its own rural municipalities the strategic elements to which it will allocate the European Agricultural Fund for Rural Development budget. Nevertheless, this analysis has some general shortcomings, including difficulties in managing a large number of Strength and Weakness factors. In addition, the importance of each factor cannot be measured quantitatively, and the same factor may be characterized both as a Strength and a Weakness. Further difficulties may occur in the case of partnerships between different Local Action Groups, such as disagreement about whether a given factor is a Strength or a Weakness, lack of information about the relationships between Strength and a Weakness factors and decision alternatives, as well as impossibility of ranking the decision alternatives.Thus, this research aims to overcome the drawbacks of the Strengths, Weaknesses, Opportunities and Threats analysis and to support Local Action Group partnerships in the sustainability evaluation of their rural municipalities, and therefore to aid the identification of a common Rural Sustainable Development strategy to allocate the European Agricultural Fund for Rural Development budget. This decision problem was tackled by applying a Multiple Criteria Spatial Decision Support System that integrates a Geographic Information System with the Multiple Criteria Decision Aiding methods “Technique for Order Preference by Similarity to Ideal Solution” and “Dominance-based Rough Set Approach”.In order to demonstrate the validity of this methodological approach, this Multiple Criteria Spatial Decision Support System was applied to a study area of thirteen rural municipalities located in Apulia Region (Southern Italy); these municipalities belong to the same landscape unit, but they are managed by five different policy makers that represent the Local Action Groups. The results provided the maps of environmental, economic and social sustainability rankings of rural municipalities as well as their overall sustainability value. Based on these rankings, a specific Rural Sustainable Development strategy was identified for the allocation of the European Agricultural Fund for Rural Development. This methodology provided a common decision making framework that can also be applied to Local Action Group partnerships within the European Union.  相似文献

Providing nutritious and environmentally sustainable food to all people at all times is one of the greatest challenges currently facing society. This problem is particularly acute in Africa where an estimated one in four people still lack adequate food to sustain an active and healthy life. In this study, we consider the potential impact of future population growth and climate change on food security in Africa, looking ahead to 2050. A modelling framework termed FEEDME (Food Estimation and Export for Diet and Malnutrition Evaluation) was used which was characterized to model the impacts of future climate changes (utilizing the Intergovernmental Panel on Climate Change Special Report on Emissions Scenarios projections) and projected population growth on food availability and subsequent undernourishment prevalence in 44 African countries. Our results indicate that projected rapid population growth will be the leading cause of food insecurity and widespread undernourishment across Africa. Very little to no difference in undernourishment projections were found when we examined future scenarios with and without the effects of climate change, suggesting population growth is the dominant driver of change. Various adaptation options are discussed, such as closing the yield gap via sustainable intensification and increasing imports through trade and aid agreements. These strategies are likely to be critical in preventing catastrophic future food insecurity.  相似文献

地质多样性(Geodiversity)为生态系统提供产品和服务,为自然资源和可持续发展管理提供信息。其原则是理解和利用自然过程为自然和社会带来多重福祉。文章回顾地质多样性概念的产生及其研究的发展历程,梳理已有的框架与"联合国可持续发展目标""千年生态系统评估"和"英国国家生态系统评估"等概念和相关政策之间的联系,揭示了地质多样性是可将地质与生态连通的结合点。当前,对地质多样性价值的认识尚存在争议,对地质多样性与生物多样性相互作用的探讨也不够,关于自然资本和生态系统服务的相关研究中缺少对地质多样性的全面理解。研究结论:地质多样性是地质与生态的结合点,是与生物多样性并驾齐驱的重要概念有必要引起高度重视;地质多样性研究的深入开展,必将对自然资源管理和生态文明建设产生积极影响。  相似文献

Relative agricultural productivity shocks emerging from climate change will alter regional cropland use. Land allocations are sensitive to crop profits that in turn depend on yield effects induced by changes in climate and technology. We develop and apply an integrated framework to assess the impact of climate change on agricultural productivity and land use for the U.S. Northern Great Plains. Crop-specific yield–weather models reveal crop comparative advantage due to differential yield impacts of weather across the region's major crops, that is, alfalfa, wheat, soybeans, and maize. We define crop profits as a function of the weather-driven yields, which are then used to model land use allocation decisions. This ultimately allows us to simulate the impact of climate change under the RCP4.5 emissions scenario on land allocated to the region's major crops as well as to grass/pasture. Upon removing the trends effects in yields, climate change is projected to lower yields by 33–64% over 2031–2055 relative to 1981–2005, with soybean being the least and alfalfa the most affected crops. Yield projections applied to the land use model at present-day input costs and output prices reveals that Dakotas’ grass acreage will increase by up to 23%, displacing croplands. Wheat acreage is expected to increase by up to 54% in select southeastern counties of North Dakota and South Dakota, where maize/soy acreage had increased by up to 58% during 1995–2016.  相似文献

With continually increasing demand for food accompanied by the constraints of climate change and the availability and quality of soil and water, the world’s farmers are challenged to produce more food per hectare with less water, and with fewer agrochemical inputs if possible. The ideas and methods of the system of rice intensification which is improving irrigated rice production are now being extended/adapted to many other crops: wheat, maize, finger millet, sugarcane, tef, mustard, legumes, vegetables, and even spices. Promoting better root growth and enhancing the soil’s fertility with organic materials are being found effective means for raising the yields of many crop plants with less water, less fertilizer, reduced seeds, fewer agrochemicals, and greater climate resilience. In this article, we review what is becoming known about various farmer-centred innovations for agroecological crop management that can contribute to agricultural sustainability. These changes represent the emerging system of crop intensification, which is being increasingly applied in Asian, African, and Latin American countries. More research will be needed to verify the efficacy and impact of these innovations and to clarify their conditions and limits. But as no negative effects for human or environmental health have been identified, making these agronomic options more widely known should prompt more investigation and, to the extent justified by results, utilization of these methodologies.  相似文献

The decrease in the area of agricultural land resulting from global population growth requires active monitoring and protective measures to prevent the loss of this valuable resource. In Poland, there is currently no single geographic information system comprehensively supporting agricultural policy. However, there are many dispersed systems containing various data on agricultural production. The aim of this study was to propose a concept for the development of a uniform Green Cadastre for Poland based on international guidelines and standards and national possibilities. The analyses revealed that the reference Land Administration System (LAS) integrated with databases of agricultural businesses can contribute to monitoring of agricultural land and support agricultural policy. The results were used to formulate conclusions about the three key determinants of the proposed Green Cadastre: key drivers, key content and key functionality. The discussed concept is fully consistent with Sustainable Development Goals, and it constitutes a comprehensive information system for the public administration and other parties.  相似文献

This study examined interactions between targeted fish populations, aspects of the fishing industry and land use changes along two ports in New England. By tracking changes in land uses over a two-decade period using parcel level data and geographic information system (GIS) tools, we examined the relationship of changes in species biomass, landings and other fishing industry variables to community spatial change. Using logistic regression models we assessed the impacts on essential infrastructure for continued fishing industry activity. Our findings have implications for land use policy that should accompany efforts being made to rehabilitate fish stocks; it should ensure that current marine infrastructure will remain in place to support the fishing industry if and when species rebound. Our models show that in New Bedford Harbor, the larger of the two ports, increasing scallop biomass (considered a long-term factor) is associated with the increase of marine-related land uses. In Provincetown Harbor, short-term factors, such as value and volume of fish landings as well as stock sizes, influence land use change. These findings suggest that the smaller port (Provincetown) is more vulnerable to market conditions and therefore in need of greater land use controls to prevent the conversion of marine-related uses. We propose some directions for further research and present the methodology used as one that can be applied to research questions of a similar nature.  相似文献

During 2005 the international policy agenda, including that of the EU, has come to include the fight against global poverty. The Millennium Development Goals (MDGs) have catalysed the interest of policy makers, public and media in poverty reduction, partly because of the simplicity and ease of communication of the 'one-dollar-a-day' income target for poverty reduction. However, there is more to poverty reduction than reaching the one-dollar-a-day threshold: other MDG indicators which matter are the poverty gap ratio and the share of the poorest 20 per cent in national consumption - because they are indicators not just of poverty but of inequality. Of the major regions of the world, inequality is greatest in Latin America. At a time when the focus of attention is on poverty reduction in Africa and Asia, it is important that Latin America should not fall off the poverty map. The high levels of inequality associated with Latin American poverty are politically and socially divisive, particularly because of the disproportionately high ethnic representation among the poorest. Because of the geographic, cultural, social, demographic context, such poverty is highly intractable. For reasons of equity, therefore, EU researchers and policymakers need to retain a broad view of the poverty-reduction agenda.  相似文献
