The paper explores the relationships between monetary variables and real economic activity and prices in the six largest industrialized economies. Univariate and multivariate time series forecasting models are used to break down monetary policy variables into anticipated and unanticipated components. Overall monetary policy variables, particularly domestic credit expansion, appear to be significant leading indicators for subsequent real economic activity and prices. Additionally, anticipated components of monetary policy are shown to have as much forecasting ability for subsequently realized economic variables as unanticipated components. This does not appear to be consistent with the implications of pure rational expectations models. It was also noted that results differed significantly according to the choice of monetary variable and across individual countries. In particular the results implied no contradiction with previous findings for the impact of unanticipated money supply in the U.S., though such contradictions would have appeared if DCE had been used as the monetary variable.  相似文献

According to the macro rational expectation (MRE) hypothesis, only unanticipated macroeconomic policy has impacts on real economic variables, and anticipated policy changes have no real impacts. This study analysis the effects of the anticipated and unanticipated components of fiscal policy on the US farm real GNP by testing the neutrality and rationality propositions of the MRE hypothesis. The test results show that both the rationality and neutrality propositions are rejected. The empirical findings indicate that the anticipated fiscal policy does have significant effects on farm output. Examination of a specific sector sheds light on the nature of the market and helps ascertain the resons for the non-neutrality.  相似文献

In the framework of a monetary asset pricing model which is simple enough to generate closed form formulae for equilibrium price functions the interactions between output, fiscal policy, and asset markets is investigated. With money yielding liquidity services in the exchange process real stock prices are negatively correlated with anticipated (stochastic) fiscal policy changes, while the impact of unanticipated (structural) fiscal policy on the stock market depends qualitatively on the ‘business cycle’ of the economy. It is shown that the monetary character of the economy, more precisely the role of money in the exchange process, is critical for the relationship between fiscal policy and real share prices. Moreover, while contingent fiscal policy measures may be successful in stabilizing the real interest rate on money they are incapable of achieving a stable term structure of the real rate on stocks. In contrast, uncontingently higher public expenditures generally promote the volatility of the real rates on financial assets.  相似文献

The paper tests the LSW proposition that unanticipated policy changes affect real economic variables by using Malaysian data over the period 1970:1–1990:4. The empirical evidence changes in fiscal policy and balance of payments do not affect real output, thus lending support to the proposition. On the other hand, anticipated monetary policy and inflation influence output in the short-run, lending support to Mishkin's views of the economy and rejecting the LSW proposition. In addition, the long-run neutrality proposition is not supported by the data. Moreover, unanticipated changes in inflation do influence real output in the short-run lending support to the LSW proposition. However, unanticipated changes in monetary policy, balance of payments and fiscal policy do not influence real output, lending support to the classical view of the economy and rejecting the LSW proposition. Furthermore, the Monetarist's view that inflation is a monetary phenomenon is rejected. The findings also show that unanticipated movements of money supply contribute significantly to the inflation rate. The Chow test shows that the coefficients remain stable over the period of study.  相似文献

The purpose of this paper is to explore empirically for Canada the implication of the Macro Rational Expectations (MRE) hypothesis that only unanticipated fiscal policy matters for real economic activity. The empirical results generated over the quarterly period 19601 to 1982iv do not reject the MRE hypothesis for Canada. These results, therefore, cast doubts on the appropriateness of using systematic fiscal policy to stabilize the real economy in Canada.  相似文献

调控政策对房价的反应、立场和影响效应是政府政策设计的重要依据,2007年底金融危机爆发后,调控政策和房价波动都发生了显著变化。文章以2008年为界,构建了三个房价和政策变量的月度时间序列样本:1998-2007年、2008-2014年和1998-2014年,在此基础上,对2008年前后调控政策的反应、立场和影响效应进行了实证分析。结果表明:(1)实际贷款利率和货币供应量在2008年前后对目标变量的反应是交错变化的,货币供应量对房价的反应与假定相反,货币政策并未对房价做出充分反应,而财政和土地政策表现出了较好的反应结果。(2)货币供应量对房价波动的影响最大,是房价持续上涨的重要原因,2008年以来,固定资产投资的影响非常显著,脉冲响应分析发现利率只能在短期内对房价产生负向影响,除土地政策外,货币和财政政策皆会在长期内对房价产生稳定影响。文章的研究为推进房价政策调控和房地产市场健康稳定发展提供了可靠的经验支持。  相似文献

Events surrounding the global financial and economic crises of 2008 and 2009 have sparked a renewed interest in discretionary fiscal policy. This article considers whether private saving in Australia behaves in a manner that is consistent with Ricardian equivalence, thus mitigating the effects of fiscal policy, or conversely, if fiscal policy has some ability to influence the real economy. Results indicate that, while there is not a full Ricardian response to changes in the fiscal stance, there is some partial offsetting behaviour—implying that fiscal policy does elicit some (limited) impact on economic activity.  相似文献

The empirical validity of alternative views about the short-run determinants of real output growth in the United States is investigated. A nested framework is used to test the macro rational expectations (MRE) hypothesis directly against two competing hypotheses - the neo-Keynesian view that anticipated and unanticpated monetary policy both matter,and Friedman's (1977) proposition that increased inflation uncertainty reduces real output at least temporarily. The unobservable explanatory variables are obtained from time-varying-parameter models of inflation and money growth, which generate forecast errors and their conditional variances consistent with rational expectations under a continuously chaning policy regime. The empirical results strongly support Friedman's view. The MRE hypothesis must be rejected since both anticipated and unanticipated monetary changes matter. The results prove robust across different model specifications and estimation techniques.  相似文献

This study analyzes the macroeconomic effects of fiscal policy on macroeconomic variables in Pakistan. The study utilizes VAR framework and uses quarterly data of Pakistan from 1976Q1 to 2017Q4. The results showed that after an increase in government expenditures, private consumption and prices take three quarters to increase, while private investment follows the declining trend. Private consumption and interest rate are negatively related with taxes, while private investment and prices are positively related with taxes. Real GDP, private consumption and interest rate respond positively with an increase in developmental expenditure, public consumption and public investment. Private investment is negatively related with development expenditure, public consumption and public investment. An increase in direct tax as well as indirect tax leads to an increase in real GDP, private investment and interest rate, while private consumption takes three to five quarters to responds. Private investment and prices are positively related with non-tax revenue, while real GDP, private consumption and interest rate are negatively related. These results support the Keynesian view that government expenditure and taxes are useful tools to stimulate the economic activity, while crowding-out hypothesis holds in Pakistan as well. An active and efficient role of government is required for macroeconomic stability.  相似文献

This study presents a first attempt at investigating whether the international co-movements of real economic activity conform to the same international co-movements of financial activity. This study tests the international co-movements of real economic activity, on the one hand, and financial variables such as stock returns, interest rates, inflation rates and risk premiums, on the other hand. We employ a dynamic correlation model on data from OECD countries for the period 1980–2010. Our findings demonstrate that international stock markets co-react in accordance with the underlying international economic forces. We also document three other results. First, the correlation among countries with respect to real economic activity is statistically positive, but the level of this correlation is lower than that of financial variables. Second, there is a significant increase over time in the international correlation level with respect to the financial variables. Finally, the creation of the Euro Monetary Union and the adoption of an inflation targeting policy in many countries have increased the international correlation of all of the financial variables tested. The article concludes with two implications from these findings: (1) predictions in the context of international portfolio diversification, and (2) policy making at the fiscal and monetary levels.  相似文献

The rational expectations literature suggests that even the effects of unanticipated changes in policy variables may not be accurately described by conventionalsimulations of macroeconometric models. Beginning with Zellner and Palm's time-series approach to structural econometric modelling, a modified simulation procedure is developed to examine the effects of changes in policy variables which are consistent with historic time-series processes. A state-space representation and the Akaike Information Criterion are used to model exogenous variable processes, and results from modified and conventional simulations are compared.  相似文献

Our purpose in this paper is to unify international trade and finance in a single general equilibrium model. Our model is rich enough to include multiple commodities (including traded and nontraded goods), heterogeneous consumers in each country, multiple time periods, multiple credit markets, and multiple currencies. Yet our model is simple enough to be effectively computable. We explicitly calculate the financial and real effects of changes in tariffs, productivity, and preferences, as well as the effects of monetary and fiscal policy.We maintain agent optimization, rational expectations, and market clearing (i.e. perfect competition with flexible prices) throughout. But because of the important role money plays, and because of the heterogeneity of markets and agents, we find that fiscal and monetary policy both have real effects. The effects of policy on real income, long-term interest rates, and exchange rates are qualitatively identical to those suggested in Mundell-Fleming (without the small country hypothesis), although our equilibrating mechanisms are different. However, because the Mundell-Fleming model ignores expectations and relative price changes, our model predicts different effects on the flow of capital, the balance of trade, and real exchange rates in some circumstances.  相似文献

Venezuela is currently immersed in a severe economic crisis as a result of years of domestic mismanagement and the recent reversal in oil prices. This article attempts to formulate a proposal for stabilization and recovery that includes upfront key policy actions to deal with the drastic foreign exchange constraint. We consider the recovery of foreign currency liquidity to be of paramount importance. This will allow not only the lifting of exchange control and the implementation of a stable and competitive real exchange rate, but also the removal of shortages across the board and output recovery. The recovery of domestic activity will also require supply-side relief in the form of broad deregulation, institutional changes, and a sensible policy to lift price controls. To maintain a stable and competitive exchange rate, we propose a whole set of policy measures for rapid suppression of inflation and the causal mechanisms that have formed over the years. A monetary reform and the support of monetary and fiscal policy for successful stabilization and recovery efforts are also discussed.  相似文献

A quarterly macro-econometric model of Japan's postwar economy has been constructed for the period 1954–1965 FY on the basis of standardized quarterly national income accounts. The model is designed for facilitating short-term economic forecasting and formulating adequate fiscal and monetary policy. Longer-term factors such as labor mobility, technical progress, etc., were also considered in the model.
The model consists of fifty-three equations related to most of the macroeconomic variables in both money and real terms, and the equations were estimated in principle by the limited information maximum likelihood method. Principal exogenous variables related to policy instruments are government expenditures including transfers, parameters of tax functions, interest rate, and prices and fares controlled by the government, etc. In formulating the model, non-linear specifications were used whenever found necessary.
Results of our testing on its predictive capability indicated fairly satisfactory performances for our observation period and also for 1966 FY. Multipliers related to fiscal and monetary policy were also obtained, indicating the dynamic characteristics of the Japanese economy, in particular, represented by dynamic business fixed investment, as compared with corresponding multipliers of the U.S. models.
Although the model is exploratory and to serve as a core for a more disaggregated "Master Model," the usefulness of the model for our purposes and the workability of our quarterly national accounts data for model-building have been recognized. The quarterly data, however, still remain to be improved especially in regard to consistency between income and expenditure and integration with flow-of-funds accounts.  相似文献

This paper examines the effect of unanticipated money on output, unemployment and prices in Korea. The empirical results tend to reject the policy ineffectiveness proposition (PIP) in most cases. They show that both anticipated and unantipated money affect output and prices, in contract with the PIP. Mixed results are obtained for the effect of monetary variables on unemployment. The statistical results show that the regular OLS two step estimates yield t values which are upward biases by 0–27% as compared with the consistent estimates of the variance-covariance matrix that are obtained in this study. Since the oil price shock of 1973–74, researchers have waged an intense debate regarding the connection between the U.S. energy sector and national income. Studies examining the relationship between oil prices, oil consumption, and real output have produced remarkably mixed results. In particular, the two most widely cited investigations by Darby and Hamilton come to dramatically different conclusions concerning the effect of oil shocks on economic activity. To date, however, studies of this issue have been either correlation based and thus void of causality inferences, have used overly restrictive bivariate causality techniques, or covered periods that exclude major oil price disruptions. This paper analyzes a quarterly multivariate VAR model to investigate the existence and direction of causality between oil prices, oil consumption, real output, and several other key macroeconomic policy variables. Among the key findings is that oil price shocks are not a major cause of U.S. business cycles. Moreover, our findings also suggest that both oil prices and real output cause significant changes in oil consumption without feedback. These results support the contention that a systematic U.S. conservation policy would not significantly impair real economic activity.  相似文献

本文根据1999-2014年中国宏观经济季度数据,在动态随机一般均衡模型框架下,考察了预期到的与未预期到的财政政策的宏观经济效应及其传导机制。本文研究发现:第一,预期到的与未预期到的财政政策均具有显著的宏观经济效应,二者合起来可以解释3634%的产出波动、1424%的就业波动和618%的物价波动;第二,与未预期到的财政政策直接影响经济均衡系统不同,预期到的财政政策主要是通过影响经济主体关于未来经济状态的信念来改变经济的均衡配置;第三,财政政策的宏观经济效应不仅取决于所选取的政策类型,而且受公众预期的影响。因此,政府不仅应当根据宏观经济目标理性选择财政政策工具,而且需要合理引导公众预期,以增强财政政策的针对性和有效性。  相似文献

The aim of this paper is to investigate the semi-strong market efficiency hypothesis with respect to fiscal policy information, in the context of the Bucharest Stock Exchange. Taking into account that macroeconomic data series of emerging countries usually have a limited size and may be plagued by inconsistencies and structural breaks, this paper proposes an ARDL Bounds testing approach for studying the relationship between stock returns and lagged macroeconomic variables. Moreover, this approach allows us to examine both the long and short-term relationship between fiscal policy and stock returns. The results indicate that, in the long run, stock prices fully and efficiently reflect information on past fiscal policy. However, in the short run, the Romanian stock market reacts efficiently only to unexpected fiscal policy news, while anticipated fiscal policy information displays a significant lagged relationship with current stock returns. In addition, the results also showed that monetary policy information is not incorporated efficiently into stock prices, both in the short and the long run, and its impact on stock returns is larger than the one exerted by fiscal policy.  相似文献

ABSTRACT

This article explores the effects of China’s economic policy uncertainty (EPU) on its fiscal policy, monetary policy and a wide range of macro-economic variables using a time-varying parameter FAVAR model. Based on monthly data from 07/2003 to 08/2017, the time-varying structure of the model allows us to capture the time-varying characteristics of the macro-economic variables and which channel is relevant. Empirical results reveal that the reaction of monetary and fiscal policies to EPU is highly asymmetric across macro-economic circumstances. Loose monetary and fiscal policies are adopted in response to EPU shocks during the financial crisis, while policies are moderately tightened after the crisis. The China Interbank Offered Rate (Chibor) responds more sensitively and severely than M2 to EPU shocks. Additionally, EPU shocks have a significant and negative impact on economic growth, consumption, exchange rates, bonds and the stock market, but showing a positive impact on credit, real estate and fixed asset investment (which might be due to China’s special economic market environment and the high investment return). The results indicate that EPU shocks significantly affect macroeconomic fundamentals through precautionary savings and financial market channels but lose their effectiveness through a ‘real options’ effect.  相似文献
