对于中国眼镜出口企业来说,已经过去的2004年,可谓是既沉重,又值得欣喜的一年!2004年国家先后两次对出口退税政策进行调整,将综合退税率从原来的15%平均下调了3个百分点。这意味着,当年中国眼镜出口成本约增加了4%。而对于出口产品结构以中、低档为主,价格为主要竞争优势的中国眼镜行业来说,影响不能算小。同时又加上眼镜行业原材料涨价、劳动力成本上升、少数国家对中国眼镜产品反倾销等因素,确实让眼镜出口企业感受到了沉重。然而,值得欣喜的是,2004年中国眼镜出口企业在困难面前没有退缩,在努力克服上述不利因素的基础上,保持了全年眼镜出口的稳步增长。当年我国眼镜出口金额为14.89亿美元,同比增长了41%。其中,眼镜镜片出口金额为7亿美元,眼镜架出口金额为2亿美元,眼镜成镜出口金额为5.78亿美元,分别占出口总额的47%、14%和39%;同比分别增长79.48%、26.58%和15.6%。2005年,作为世界眼镜生产领先大国,中国能否把小眼镜的贸易在全球市场上继续做大、做强,应该说是机遇和挑战并存。迅速发展的中国眼镜业据专家介绍,眼镜是我国轻工行业中比较小的一种商品。但眼镜行业却是一个市场化程度较高、劳动密集而又蕴含着巨大商机的行业。改革开放以来,中国的眼镜行业是较早走向国际化的行业之一,目前已成为中国轻工业中市场化较高、发展最快、产业链较为完整、最具生机和活力的产业。据中国眼镜协会理事长徐云媛介绍,目前中国已成为世界领先的眼镜生产大国。近5年来,中国眼镜产业年均增幅达17%,2004年眼镜工业总产值超过160亿元。目前,中国眼镜生产企业已超过4000家,有一定规模的验光配镜店超过2万家,每年不仅能生产2亿副镜架、2亿副镜片和近3亿副太阳镜,而且已开始批量生产纯钛、钛合金、记忆合金镜架、镀膜、CR-39光学树脂、渐进多焦点、非球面镜片、隐形眼镜等技术含量较高的产品,并已形成了广东东莞、福建厦门、浙江温州、江苏丹阳、上海、北京等一批产业链齐全、具有一定经济规模的眼镜生产基地和一批年产值上亿元的大型眼镜生产企业。与此同时,中国的眼镜出口也迅速增长,目前眼镜产品出口已遍及全球181个国家和地区。据海关统计,2004年中国眼镜产品出口金额14.89亿美元,与上年同期相比增长41%。今年以来,我国眼镜产品出口继续保持快速增长势头。1-4月,我国眼镜出口金额为5.61亿美元,平均单价为0.88美元,同比增长分别为21.52%和18.92%。
