The Public Oversight Board (POB) was an independent, private sector body that, between 1977 and 2002, monitored and reported on the self-regulatory activities of the SEC Practice Section of the Division for CPA Firms of the AICPA. In retrospect, the POB served an important developmental purpose prior to legislation that established the Public Company Accounting Oversight Board (PCAOB) in 2002. As a part of its activities, the POB began in 1989 to honor individuals who had made major contributions to auditing practice. This paper features profiles of individuals who contributed to the development of financial auditing in the United States and who were nationally recognized when the POB selected them as recipients of the John J. McCloy Award. The McCloy Award, given to recognize individual contributions to the achievement of audit excellence by the POB between 1989 and 2001, honored those who advanced the activities of the external auditing profession. McCloy, for whom the award was named, served as the POB's chairman from its inception in 1977 to 1984. As a diplomat and public servant, this non-accountant accumulated a distinguished record of service over his career. The McCloy Award winners were the exemplars of public accountability. Winners had a mix of backgrounds; some had been president or chairman of the AICPA or had won the AICPA Gold Medal for Distinguished Service. Still other McCloy winners were not involved with publicly-held clients on a regular basis, or were not practicing accountants, but whose recognition was merited because of their insistence on the public accountability of the auditing profession. Regardless, the McCloy Award recipients represent those who contributed to the effectiveness of the public auditing process in the United States. To date the PCAOB has not elected to continue the McCloy Award or to establish a similar recognition.  相似文献

This work describes applications of probability and statistics in RiskMetrics, J.P. Morgan's methodology for quantifying market risk. The methodology implements an analytical approach to financial risk in trading, arbitrage, and investment based on the statistics of market moves in equities, bonds, currencies and commodities. The public unveiling of RiskMetrics in October of 1994 attracted widespread interest among regulators, competing financial institutions, investment managers, and corporate treasurers, while the available technical documentation offers us a unique opportunity for informed statistical research on the theory and practice of financial risk management. For the purpose of identifying problems for further research, this discussion focuses on five applications of statistics in RiskMetrics, which range from data analysis of daily returns and locally Gaussian processes to stochastic volatility models and Itô processes for the term structure of interest rates. Another important theme of this discussion, however, is devoted to attracting statisticians to the study of financial risk management and developing the foundations for collaborative work with financial economists and practicing risk managers. For this reason, this is also an expository document that touches several areas of active statistical research with applications to problems of risk management.  相似文献

Professions typically develop disciplinary systems that allow them to caution, fine or expel members whose conduct falls below expected standards. The Institute of Chartered Accountants of Scotland (ICAS) has amended its disciplinary procedures following challenge under the UK's Human Rights Act 1998. This paper aims to explore the implications of the incorporation of a (human) rights’ framework on ICAS's professional discipline. Disciplinary procedures are located in the context of the nature of professions and professionalism. Human rights legislation relevant to professional discipline is examined and its impact in the context of the nature of rights in general, and human rights in particular, is explored. The ICAS disciplinary changes are discussed in the context of a Hohfeldian-type framework of a range of types of rights. ICAS's procedures are shown to be multifaceted and, when examined in terms of rights (and, where relevant, duties) provide added insight into the nature of accountancy's professional discipline, but deficiencies remain, with the public interest continuing to be subservient to the private interest of accountants and their professional body.  相似文献

We conjecture that banks present in two regions charge the appropriate risk premiums for trade-related projects between these markets, whereas higher rates are charged for projects involving shipments to markets where they are absent. These differences affect regional trade flows. US interstate banking deregulation serves as a natural experiment to test our model's implication with the Commodity Flow Survey data. Difference-in-differences estimates suggest that the trade share of state-pairs that allowed pairwise interstate entry increased by 14% over 10 years relative to non-integrated state-pairs. Instrumental variables estimates suggest that an actual increase in bank integration from zero to 2.28% (the mean) increases trade 17% to 25%.  相似文献

This study measures the static and dynamic crash risk connections across ESG networks from 2015 to 2020, using the generalized vector autoregressive framework. In particular, it highlights the mixed results of the crash risk connections across ESG three pillars and the different spillover performance when firms with different ownership structures and qualification of margin-trading and short-selling. Our results reveal that stocks with higher ESG ratings display more negative net spillover effects, which is consistent with the ideas that stock groups with good ESG performance experience lower crash risk, and thus transmitting smaller crash risk to other ESG levels. Among the three ESG pillars, good social performance (S) significantly lowers the total crash risk connections. In contrast, firms with well environment performance (E) do not transmit lower crash risk. Moreover, SOEs and firms with qualification of margin-trading and short-selling have lower total crash risk connections among ESG ratings. Using propensity score matching to match companies with high ESG and low ESG quarterly, we find the results are still robust. When dividing the sample according to the outbreak of COVID-19, we find the crash risk connections across ESG networks are stronger during crisis.  相似文献

The authors explain why social impact bonds (SIBs) are an excellent—and probably the only—example of the finance–social services–co-production link. They show how SIBs can provide a functional linking mechanism in social service systems. Furthermore, they can help boost the innovation and sustainability of this system. The co-production concept is related to practice by studying two prison SIBs (HMP Peterborough in the UK and Rikers Island in the USA). The 2008 financial crisis led the U.S. Treasury to implement the capital purchase program (CPP) to revive commercial bank lending and hence stimulate business activity. Employing dynamic panel techniques and methodologies from the bank lending channel literature we find that after controlling for asset size, bank capital, and macroeconomic variables (real GDP growth rate and interest rate spreads), the impact of the CPP program is statistically significant only for money center banks. However, over our sample period from 2008Q3 to 2009Q4 we find a very modest impact on lending by only the largest banks. Overall, our results suggest that CPP’s business objective to boost loan growth and hence business activity during the crisis remained unfulfilled.  相似文献
