An income growth pattern is pro‐poor if it reduces a (chosen) measure of poverty by more than if all incomes were growing equiproportionately. Inequality reduction is not sufficient for pro‐poorness. In this paper, we explore the nexus between pro‐poorness, growth, and inequality in some detail using simulations involving the displaced lognormal, Singh–Maddala, and Dagum distributions. For empirically relevant parameter estimates, distributional change preserving the functional form of each of these three‐parameter distributions is often either pro‐poor and inequality reducing, or pro‐rich and inequality exacerbating, but it is also possible for pro‐rich growth to be inequality reducing. There is some capacity for each of these distributions to show trickle effects (weak pro‐richness) along with inequality‐reducing growth, but virtually no possibility of pro‐poorness for growth which increases overall inequality. The economy of the Democratic Republic of Congo has gained momentum between 2003 and 2015, with a high annual growth rate of over 6%. However, poverty and employment outcomes were relatively poor, while inequality increased. This study uses a computable general equilibrium (CGE) microsimulation model to study the pro‐poor effect of alternative growth strategy that is likely to strengthen the competitiveness of agro‐food products from the Congo. We experimented with three different scenarios: labor productivity growth, marketing efficiency, and transportation efficiency. The simulations demonstrated that improving the productivity of workers in agro‐food industries has not only produced strong relative pro‐poor effects, but also has the potential to lead to income convergence between rich and poor households. The analysis also revealed the underestimated contribution of agro‐food marketing and transportation efficiency. The major finding is that marketing efficiency favors the middle class. Efficiency gains in the transportation of agro‐food products generate strong pro‐poor effects in absolute and relative terms and are likely to be particularly effective in leading to income convergence. This policy has the potential not only to increase income and employment, but also to provide positive price impacts for both producers and consumers and benefits to all households, particularly low‐income households.  相似文献

This paper proposes a decomposition of the change in inequality from the perspective of income groups. For every dichotomisation of the income distribution into poorer and richer parts, the decomposition allows to detect the change in the relative income gap between the two parts and the reranking between poorer and richer individuals. This decomposition approach is particularly suitable when analysts split the population between the individuals initially below the poverty line and those above the poverty line, since the decomposition allows to capture the effects of reranking and disproportional growth in income between poor and non-poor individuals and to compare these effects with those detected for the entire population. An application to Italian income data illustrates the proposed decomposition.  相似文献

Using the Vietnam Household Living Standards Survey 2008, we explore the differences in pro‐poor growth performance in provinces in Vietnam according to the quality of the provinces’ institutions that support private sector activity. We exploit the localized and varying effect of French colonial legacy across Vietnamese provinces to address the endogeneity of institutions. We find strong and robust evidence of a positive effect of good‐quality institutions that support private sector activity on pro‐poor growth and that enhanced working hours and hourly wage and extended income from non‐farm self‐employment play critical roles in this outcome.  相似文献

This article explores how inequities in public K‐12 school spending impact the distribution of economic well‐being across American households with public school students in 1989 and 2000. Adapting concepts from the public finance literature, I explore the impact of school spending on the vertical and horizontal equity and its impact relative to other types of public spending on social programs and taxation. Conventionally, vertical equity refers to the size of the income gaps between households. Horizontal equity refers to the ranking of households along the income distribution with any change in ranks producing horizontal inequity. My main findings show that school spending, when converted into a component of income, served to reduce extended‐income inequality through improvements in vertical equity without the discriminatory implications of exacerbating horizontal inequity across households. Additionally, this impact was at least as large as that of spending on other social programs. This finding bolsters standard arguments for equity and progressivity of school finance across students.  相似文献

Measuring the progressivity of age-targeted government programs is difficult because no single data set measures income and benefit use throughout life. Previous research, using zip code as a proxy for lifetime income, has found that Medicare benefits flow primarily to the most economically advantaged groups, and that the financial returns to Medicare are often higher for the rich than the poor. However, our analysis produces the starkly opposed result that Medicare is an extraordinarily progressive public program, in dollar terms or welfare terms. These new results owe themselves to our measurement of socioeconomic status as an individual's education, rather than the geographically aggregated measures of income used by previous research. We argue that individual education has important practical and conceptual advantages over geographically aggregated measures of income. Our results suggest the crucial importance of accurate poverty measurement in evaluating the progressivity of complex government programs like Medicare or Social Security.  相似文献

This study investigates the redistributive effect of social security reform in urban China using the nationally representative urban household surveys of 1995 and 2002. The main findings are as follows. First, public pension is the main income for the elderly in urban China. The majority of people aged 60 and over (72% in 1995 and 82% in 2002) receive a pension. Second, the social security system in urban China has increased the income of low‐income and older age groups and reduced the relative poverty rate. However, the redistributive effect did not offset the expanding income inequality, which resulted in the Gini coefficient of redistributed income in 2002 being higher than that in 1995. Third, during 1995 and 2002, both low‐income and high‐income groups received a positive net benefit from the social security system, but the net benefit increased with income. The Chinese social security system lacks progressivity in contribution, and does not favor the poor in terms of benefits. Fourth, assuming that the reformed policy was applied to public sector employees, the long‐term redistributive effect of the pension system for the working population, calculated using their lifetime income, is larger. We develop a model with heterogeneity in skills to study the effect of tax progressivity on economic growth. The probability of becoming skilled depends positively on expenses on teacher time. We consider growth resulting from an externality due to skilled workers and from their employment in research and development. We show changes in the progressivity of taxes can have growth effects even when changes in flat rate taxes have none. The response is stronger with externality‐driven growth. Progressive taxation, often suggested to reduce inequality, can increase the long‐run skill premium and decrease the upward mobility of the poor.  相似文献

This article investigates the process of reducing poverty in ethnic minority households. Using two recent Vietnam household surveys, we find that ethnic minority households are more likely to be persistently poor and less likely to be persistently non-poor than ethnic majority households. The within-group component generated by the variation in income within each ethnicity group explains more than 90% of the change in total inequality. Income redistribution plays an important role in decreasing the poverty gap and decreasing poverty severity. Different ethnic groups have different poverty patterns, which should be noted when designing policies to alleviate poverty and inequality.  相似文献

This article analyzes pro‐poor growth of multiple dimensions of household well‐being by sector of activity in Cameroon. It uses (1) a polychoric principal component analysis to construct indicators of household asset endowments, (2) the growth incidence curve to analyze the pro‐poorness of the different assets, and (3) a Shapley value framework decomposition to account for changes in deprivation in terms of within‐sector growth and changes in within‐sector inequality. Data is sourced from the second and third Cameroon household consumption surveys. Results show that: (a) pro‐poor growth is not observed for all assets and households at the bottom of the distribution of the different assets experienced an increase in inequality; (b) for all asset endowments, overall deprivation worsened between 2001 and 2007; (c) whereas the growth component mitigated the worsening incidence, depth and severity of human asset deprivation, both growth and redistribution components accounted for the worsening physical, financial and social asset deprivations; (d) while the tertiary sectors of activity benefited some human asset poverty reduction, all sectors suffered from worsening financial and social asset deprivation. These results have implications for promoting growth and improving the allocation of household assets.  相似文献

Although much has been written about annual income inequality in China, little research has been conducted on longer‐run measures of income inequality and on income mobility. This paper compares income mobility of urban individuals in China and the United States in the 1990s. The following questions are taken up: To what extent are measures of annual income inequality misleading indicators of long‐run income inequality? How much income mobility was there in China in the first half of the 1990s and how did this compare with mobility in other countries? Have real income increases been greater for the poor or the rich? How important is the variation in permanent incomes in China and how has this changed?  相似文献

This note constructs a simple two class example in which the Gini index is held constant while the size of the rich and poor populations change, in order to illustrate how very different societies can have the same Gini index and produce very similar estimates of standard inequality averse Social Welfare Functions. The rich/poor income ratio can vary by a factor of over 12, and the income share of the top one per cent can vary by a factor of over 16, with exactly the same Gini index. Focussing solely on the Gini index can thus obscure perceptions—e.g. of important market income trends or large changes in the redistributive impact of the tax and transfer system. Hence, analysts should supplement the use of an aggregate summary index of inequality with direct examination of the segments of the income distribution which they think are of greatest importance.  相似文献

This paper studies determinants of income inequality using a newly assembled panel of 16 countries over the entire twentieth century. We focus on three groups of income earners: the rich (P99–100), the upper middle class (P90–99), and the rest of the population (P0–90). The results show that periods of high economic growth disproportionately increases the top percentile income share at the expense of the rest of the top decile. Financial development is also pro-rich and the outbreak of banking crises is associated with reduced income shares of the rich. Trade openness has no clear distributional impact (if anything openness reduces top shares). Government spending, however, is negative for the upper middle class and positive for the nine lowest deciles but does not seem to affect the rich. Finally, tax progressivity reduces top income shares and when accounting for real dynamic effects the impact can be important over time.  相似文献

We introduce non-homothetic preferences into an innovation-based growth model and study how income and wealth inequality affect economic growth. We identify a (positive) price effect—where increasing inequality allows innovators to charge higher prices and (negative) market-size effects—with higher inequality implying smaller markets for new goods and/or a slower transition of new goods into mass markets. It turns out that price effects dominate market-size effects. We also show that a redistribution from the poor to the rich may be Pareto improving for low levels of inequality.  相似文献

The paper disaggregates productivity shocks at a firm level into idiosyncratic and aggregate risks, and studies their impacts on inequality, growth and welfare. It develops a growth model with human capital and incomplete insurance and credit markets that provides a closed‐form solution for income inequality dynamics. We find that uninsured idiosyncratic risks are the most important determinants of inequality, growth and welfare. They are the source of nondegenerate wealth distribution. A lower weight of these shocks leads to lower steady‐state inequality, higher growth and welfare. A redistribution of income that serves as social insurance against such risks increases welfare and decreases inequality. But, it also decreases growth by distorting individual consumption and saving decisions.  相似文献

贫富不均是近几年来我国经济发展相伴而来的一个重要现象。我们除了对它作价值判断,讨论公平与否之外,更加重要的是,确切地了解它对经济增长和经济效率的客观影响。本文从需求分析的角度讨论贫富差距扩大对经济增长的影响。我们引入熊彼特的观点,认为经济增长的动力来自于创新性研究,它可以提高商品质量并推动经济增长。通过构建一个基于二元结构(城市和农村)的两部门(消费者和厂商)模型,贫富差距就可以由农民的人口比例β和农民的相对贫穷程度d来衡量。由于高收入者对于优质商品有更强的支付意愿,收入分配状况影响在普通商品和优质商品之间进行的消费决策和厂商选择,进而影响为生产优质商品而进行的创新活动。结论是:在达到分离型均衡时,减少低收入者数量所引致的贫富差距缩小有利于创新,而提高低收入者收入所导致的贫富差距缩小则不利于创新。因此,推进城市化以减少农村人口比单纯增加农民收入更有利于经济的发展,是解决三农问题的根本方法。在经济发展水平和基尼系数给定的情况下,对跨国数据实证分析也支撑了我们的理论结果。  相似文献

This article analyzes household income mobility in rural China between 1989 and 2006. The results indicate that incomes in rural China are highly mobile. The high degree of rank and quantity mobility implies re-ranking and mean convergence in income distribution, but the disparity between them also enlarged with leveling-up and Gini divergence brought about by economic growth. In addition, there exists considerable transitorily poor and rich in positional mobility. Though, transitory movement provides an opportunity for both poor and rich and decreases long-term inequality, it also causes considerable income fluctuations and economic insecurity. Moreover, the equalizing effect of income mobility on income inequality is weakening.  相似文献

There are concerns that the unprecedented economic boom which Ireland experienced in the second half of the 1990s has raised only some living standards and has widened income gaps. This paper analyzes Ireland's income distribution in comparative perspective, to understand how Ireland's distribution changed and how it compares to other rich countries. We begin with OECD (Organization for Economic Cooperation and Development) and the Luxembourg Income Study (LIS) data to compare Ireland's degree of well-being and inequality with other advanced countries. We also look in some detail at alternative sources of Irish income and their implications for the trends in income inequality in Ireland from 1994 to 2000. For instance, we examine the top of the distribution using data from the administration of the income tax system. We conclude that the spectacular economic growth in the past decade has seen the gap in average income between Ireland and the richer OECD countries narrow dramatically. However, this growth has not greatly affected the Irish ranking in terms of income inequality. Ireland remains an outlier among rich European nations in its high degree of income inequality, though still falling well short of the level seen in the United States. In the end, we find that Ireland's new-found prosperity provides a "social dividend," and choices about how it is used will fundamentally affect whether the current high level of income inequality persists into the future.  相似文献

A poverty index should be sensitive to the number of poor people, the extent of the shortfall of the poor, and the inequality among the poor. A difficulty arises when inequality among the poor needs to be assessed. The inequality may be analyzed in terms of either incomes or gaps. Depending on what side we focus on, the inequality level comparisons may be contradictory. This paper proposes a reinterpretation of the inequality component involved in the decompositions of well‐known poverty indices. The alternative indices we introduce measure equally the income and gap inequality among the poor. The comparisons in inequality as measured by these indices are then independent of the viewpoint.
