The present paper studies the determinants of higher education spending by the German federal states with a focus on the interplay between higher education spending of neighboring states. More specifically, the paper asks whether the German federal states free‐ride on one another's higher educational spending or whether they employ higher education spending to attract university graduates. We identify a positive relationship between the states' higher education spending and conclude that the states compete for graduates rather than free‐ride. We also consider the effect of the recent introduction of tuition fees in some, but not all German states. We do not find evidence that tuition fees led to crowding out of public higher education funds.  相似文献

This study attempts to make a contribution to the field of spending aspects of fiscal policy and their impacts on electoral outcome. Due to varying degrees of financial responsibilities and commitments to provide public goods and services, US state governments serve as a perfectly natural laboratory to test the electoral significance of fiscal policies. We adopt a probit model, with several specifications, to determine significant impacts of fiscal consolidation and increases in welfare spending on US gubernatorial elections from 1978 to 2006. The analyses show that voters are more concerned about the increase in debt than current budget deficits. An increase in welfare spending is negatively associated with reelection. Moreover, the impact of taxation on gubernatorial elections turns out to be insignificant. In particular, findings suggest that the political business cycle model does not hold true in US gubernatorial elections. Expansionary fiscal policy right before the election may not have crucial impacts on the chances of an incumbent winning the election.  相似文献

文章利用协整分析讨论了财政支出与广义货币的相互关系,发现在1978~2002年间,中国的财政支出和广义货币具有二阶差分平稳的特征,二者之间存在显著的协整关系.财政支出的变动速度是广义货币变动速度的Granger因,但不能说广义货币变动速度是财政支出变动速度的Granger因.财政支出的短期变化对广义货币的短期变化影响较大,并且是同方向的.广义货币供给的增长速度具有一定惯性,且具有向长期值的自我恢复功能.财政支出的增长速度并不具有自我恢复功能,这意味着政府应对财政支出施加一定约束,以避免财政支出在经济过热或不景气时发生过度扩张或紧缩.  相似文献

笔者对13个发达国家1972年~2006年的面板数据进行了实证研究,结果显示:资本性(经常性)支出对经济增长率有负(正)效应,这与以往许多学者所认为的财政的资本性支出较之经常性支出对经济增长更有贡献的观点是相左的。其次,财政支出规模、私人固定投资以及外汇黑市溢价对经济增长也有着显著的影响。本研究对于在平衡预算下的财政支出结构决策有现实指导意义。  相似文献

This paper examines the impact of several macroeconomic policies, both demand and supply management policies, on economic activity within a small macroeconomic simulation model. The model is based on a standard analytical framework that underlies adjustment policies in developing economies (Des). The standard approach has been to use aggregate government expenditure as an instrument of fiscal policy to shock economic activity in a DE, with a negative dynamic response typically observed. In the context of such a small macroeconomic simulation model we decompose government expenditure into consumption and investment expenditure. Simulation exercises with and without model-consistent expectations throw up some contrasting results in the sense that fiscal policy can influence output positively through the effects of public sector investment on private investment in a DE such as India. 现行的财政支出式分权导致地方财政收支不平衡状况日益严重,而地方政府在收入自主能力受约束的条件下,只能依赖土地财政来缓解地方财政赤字压力。现行的政绩考评体系、预算制度不完善是造成土地财政的重要根源。本文以中部欠发达地区J省为例,验证了地方财政赤字对土地财政的正向影响效应,建议通过完善现行的财政分权体制,赋予地方政府更多的财权,完善预算管理制度、强化预算的归一性,同时构建以人为本、促进科学发展的政绩考评机制来根治土地财政问题。  相似文献

This article studies the determinants of size differentials between fiscal multipliers in countries around the world, both advanced and developing economies. We introduce variables not considered before for explaining multiplier size differentials, such as capital flows and the openness of capital markets, while controlling for domestic conditions and exchange rate regimes. We also disaggregate GDP into its main components in order to identify the channels through which external and internal factors can influence GDP after a change in fiscal policy. Our results point to the existence of a new channel through which fiscal policy effectiveness is affected. Capital flows, especially FDI flows, play an important role in determining the sizes of fiscal multipliers, and a country’s external conditions largely explain GDP changes after fiscal expenditure shocks. Our results also point towards a strong link between a country’s international position and its real economy.  相似文献

Government spending on public infrastructure, education, and health care can increase economic growth. However, the appropriate financing depends on a country’s fiscal position. We develop a two-sector endogenous growth model to explore how variations in the composition and financing of government expenditures affect economic growth. We find that, when tax rates are moderate, funding public investment by raising taxes may increase long-run growth. If existing tax rates are high, public investment is only growth enhancing if funded by restructuring the composition of overall public spending. Additionally, public investment that is debt financed can have adverse effects on long-run growth due to the resulting increases in interest rates and debt-servicing costs.  相似文献

Various structural characteristics of economies, directly or indirectly, affect the transmission from government stimuli to economic activity and determine the size of fiscal multipliers. In this article, we expand the standard Blanchard–Perotti fiscal SVAR model by incorporating the public debt and trade openness variables to assess the influence of these structural determinants on the effectiveness of fiscal spending in three selected former Yugoslav countries – Slovenia, Croatia and Serbia. The results confirmed the main hypotheses, which state that public debt level and trade openness significantly affect the effectiveness of fiscal spending through the means of reduction in size of fiscal effects in all countries analysed. When comparing internationally, this reduction tends to be more evident in countries with a higher degree of average public debt level and trade openness.  相似文献

China’s development policy since 1978 has differed across regions. With rapid aggregate growth has come widening regional inequality. The fiscal decentralisation reforms in 1994 shifted political pressure onto provincial officials to boost local growth through local public investments. These investments affect regional convergence by counteracting regulatory frictions in factor accumulation, and can also determine steady-state growth. However, the effect of public spending allocations across physical and human capital on growth and convergence processes is empirically unexplored for Chinese provinces. We take provincial time-series data on public spending by category, finding local public spending and its components augment convergence rates differently across regions. Spending on education and health contributes significantly more to growth and convergence than capital spending, confirming that the public capital-spending bias is not a local growth-optimising strategy. We suggest a policy of aligning local government promotion incentives to human capital targets to correct local resource misallocation.  相似文献

Using responses from the 1995 British Social Attitudes Survey (BSAS), this paper assesses if there is evidence of voter misperception of tax costs. We find convincing evidence of income tax (IT) and value added tax (VAT) misperceptions, with a systematic bias towards overestimation of tax burdens for VAT, contrary to predictions of the fiscal illusion literature. We then integrate tax misperceptions into a model of demand for public expenditure. Voters' spending preferences are strongly related to their incomes, actual tax costs, and other fiscal-related household characteristics. A tendency to overestimate tax burdens appears to have only a modest influence on demands for public spending.  相似文献

China's current fiscal system is largely decentralized while its governance structure is rather centralized with strong top-down mandates and a homogeneous governance structure. Due to large differences in initial economic structures and revenue bases, the implicit tax rate and fiscal burdens to support the functioning of local government vary significantly across jurisdictions. Regions initially endowed with a broader nonfarm tax base do not need to rely heavily on preexisting or new firms to finance public goods provision, thereby creating a healthy investment environment for the nonfarm sector to grow. In contrast, regions with agriculture as the major economic activity have little resources left for public investment after paying the expenses of bureaucracy. We investigate the dynamic effects of discretionary fiscal policy in Austria over the period 1983:1 to 2002:4. A structural vector autoregressive (VAR) analysis, using the identification strategy suggested by Blanchard and Perotti (2002, Q J Econ 117(4):1329–1368), suggests that tax shocks have a negative effect on output, consumption, and investment. Spending shocks have a positive effect but are crowded out to a large extent after a few years. We then estimate ARCH models for output growth and inflation with the fiscal shocks included as explanatory variable in the variance equation. In line with recent cross-country studies there is evidence for a destabilizing role of discretionary fiscal policy.  相似文献

This paper examines how the level of democracy in a country affects the relationship between fiscal decentralization and government size. We argue that political regimes, proxied by their democracy levels, are important for different decentralization theories to predict the impact of fiscal decentralization on government size. We test this argument using panel data from 76 developed and developing countries during 1972–2013. We find strong and robust evidence that fiscal decentralization is negatively associated with government size and that a higher level of democracy tends to mitigate the negative impact of fiscal decentralization. Therefore, our study contributes to the literature by offering a novel insight on mixed results regarding the relationship between fiscal decentralization and government size in the literature.  相似文献

Price determination theory typically focuses on the role of monetary policy, while the role of fiscal policy is usually neglected. From a different point of view, the Fiscal Theory of the Price Level takes into account monetary and fiscal policy interactions and assumes that fiscal policy may determine the price level, even if monetary authorities pursue an inflation targeting strategy. In this paper we try to test empirically whether the time path of the government budget in EMU countries would have affected price level determination. Our results point to the sustainability of fiscal policy in all the EMU countries but Finland, although no firm conclusions can be drawn about the prevalence of either monetary or fiscal dominance.  相似文献

文章基于央地财政关系协调失灵导致地方财政赤字扩张偏向的理论假设和现实背景,通过构建一个协调博弈理论模型,运用我国1995-2012年省级空间面板数据模型的GS 2 SLS 和System GMM的回归分析,系统研究了“央地财政关系”对地方政府财政赤字扩张偏向的影响机制。研究发现:我国地方政府存在财政赤字决策的相互模仿行为,中央政府存在通过财政协调机制来协调地方政府的财政决策行为,但并不成功。这意味着我国“央地财政关系”确实存在协调失灵,进而导致地方政府财政赤字持续膨胀的经济现象。  相似文献

本文首次建立引入财政分权因素的跨期消费资产定价模型,证明中国财政分权是居民消费决定中的关键因素:一方面,分权程度提高会带来居民收入增长,进而促进消费的增加;另一方面,分权程度提高会导致居民收入不确定性的增强,进而引起消费的下降。基于中国29个省区1990-2009年面板数据的实证研究验证了理论模型的判断。研究发现:预期收入水平和收入不确定性同时受财政分权因素影响,当它们共同进入模型时,只有预期收入水平系数显著为正,收入不确定性变量系数显著水平不稳定且符号不符合预期。无论引入控制变量,还是调整变量度量指标,研究结论都是稳健的。缺失财政分权因素的消费资产定价模型对于中国情况缺乏解释力,融入财政分权因素的模型则较好地拟合中国实际。  相似文献

The paper investigates the Granger-causal relationship between government spending (G) and income (Y) for Saudi Arabia for which G is the main driver of economic growth. Previous studies investigated two-way causality, from G to Y (Keynesian) and from Y to G (Wagnerian). This paper investigates a new explanation (post-Keynesian) that links Y to G through banks’ loan-making and deposit-creation. The latter is accompanied by an increase in statutory reserves (R). The findings are consistent with the post-Keynesian theory (from Y to R, and to G).  相似文献

In an attempt to examine the role of religion and religious institutions in the formation of economic and political preferences, we empirically test the relationship between religious and economic variables in the context of the 50 US states. Specifically, we test whether changes in the religious composition of states over time influences state tax rates (public revenue), and state spending patterns (public expenditure). We use church membership rates and religious contributions as alternative measures of a state's religiosity level. The results report a weak relationship between state tax rates and the religiosity of the state population over time. However, a negative relationship was observed between religiosity and public welfare spending, and a positive relationship between religiosity and public education spending. Variations arise when Catholics are included in the analysis of public spending.  相似文献
