This paper utilizes a world spatial equilibrium model to examine the effects of U.S.–Canadian softwood lumber disputes on U.S., Canadian, and other exporters' and importers' lumber markets. Results show that the U.S. import tariff on Canadian softwood lumber impacts prices, supply, demand and trade flows not only in the United States and Canada but also in the other countries. Though the goal of U.S. trade restriction is to limit imports from Canada and protect its producers, the United States cannot fully accomplish this goal as non-Canadian exporters fill the void left by the reduced imports from Canada. Canadian producers lose from the U.S. policy, but their loss is mitigated as Canada redirects its exports to other importers. Importing countries such as Japan and the European Union benefit from the U.S. trade restrictions as Canada seeks to sell its softwood lumber to these countries.  相似文献

Canadian exports of beef and live cattle to the United States have increased significantly since the late 1980s. Hog and pork exports have increased since the mid-1990s. Major factors affecting exports of beef, pork, cattle and hogs from Canada to the United States include the exchange rate, increased Canadian production, Canada-U.S. price differentials and trade liberalization under the Canada-United States Free Trade Agreement of 1989. Increased Canadian exports have resulted in small but significant reductions in U.S. domestic prices of beef, pork and hogs.  相似文献

The United States claims that the undervaluation of Chinese currency, the Yuan, causes U.S. exports to China to decrease and imports from China to increase. Furthermore, because the Yuan is undervalued only against the dollar, U.S. competitors have an advantage in exporting to China and China has an advantage over its competitors in exporting to the United States. This study develops a theoretical model to analyze the effect of the Yuan undervaluation on prices, supply, demand, and trade in the United States, China, and their competitors. This study applies a cointegration/error‐correction model to empirically quantify the short‐run and long‐run effects of the devaluation of the Yuan on important agricultural commodities traded between the United States, China, and their competitors. These commodities include Chinese imports of milk, soybeans, and cotton from the United States and U.S. imports of beans, fruit juice, and fruit from China. The results show that Yuan devaluation causes Chinese imports of U.S. milk, soybeans, and cotton to decline and U.S. imports of beans, fruit juice, and fruit from China to increase in the short run and in the long run.  相似文献

In 2016, the U.S. launched a trade dispute against China at the World Trade Organization, arguing that China has been restricting its grain imports via tariff quota administration. Despite sharp criticisms by the U.S., the extent to which the grain imports were restricted in China remains largely unknown, primarily due to that China's grain import behaviors are still under-researched. The U.S. grain export sector might actually gain little from China's grain trade liberalization in the short run, since China has become less import dependent on the U.S. through the pursuit of import diversification. In this context, this article aims to quantify impacts of the tariff quota administration on China's grain imports from its trading partners. We calculate ad valorem tariff equivalents of the tariff quota administration and then estimate import demand elasticities using a source differentiated import demand model. We find that the tariff quota administration might have reduced China's quota fill rates for the grain commodities by 10–35% during 2013–2017. In particular, the U.S. wheat exports to China were largely negatively affected. We also find that the tariff quota administration in China acts like a variable import levy—its import restrictiveness varies negatively with world prices, leading to lower import demand elasticities.  相似文献

U.S. trade of beef and live cattle declined substantially after the discoveries of bovine spongiform encephalopathy (BSE) in Canada and the United States in 2003. In this study, an econometric model is developed to estimate the effects of lifting trade restrictions on U.S. cattle and beef prices. Results show that increases in imports of Canadian cattle and beef would lower prices of slaughter steers, feeder steers, and retail beef, but these negative impacts would be more than negated by the positive effects on prices that would result if beef exports return to near pre-BSE levels.  相似文献

A spatial equilibrium single period model of the Canadian-United States fresh peach trade was constructed to evaluate the effect of the Canadian tariff on United States fresh peach exports to Canada, Canadian production, consumption and prices. The model consisted of fifteen United States and two Canadian producing regions, thirty-five United States and six Canadian consuming cities. Using historical trade patterns some but not all United States producing regions were permitted to ship to Canada and there were no Canadian shipments to the United States. Comparisons of the nontariff with the tariff solution vectors of production, trade, consumption and prices indicated that the tariff had only marginal effects on Canadian fresh peach imports from the United States and that Canadian consumption quantities and prices were only moderately affected. Un modèle du marché aux pêches au Canada et aux Etats-Unis fut construit pendant une seule période afin d' évaluer les effets du tarif Canadien sur les exportations de pêches Américaines au Canada, la production Canadienne, la consommation et les prix au détail. Le, modèle fut composé de 15 régions de production Américaines et de deux régions Canadiennes, ainsi que 35 villes de consommation d' Amérique et six villes de Canada. En utilisant des données commerciales et historiques, quelquesunes, mais pas toutes les régions de production, avaient le droit d' exporter au Canada, et il n' y avait pas d' exportation aux Etats-Unis. Nous nous sommes servis de ce modèle pour comparer les importations Canadiennes en franchise, la production, la consommation et les prix résultants à d' autres prix où les tarifs s' appliquaient. Les résultats ont montré que le tarif Canadien affectait à peine les importations de pêches fraîches des Etats-Unis et que la consommation Canadienne et les niveaux de prix ne subissaient qu' une légère modification.  相似文献

North American Free Trade Agreement (NAFTA) was referred to by U.S. President Trump as one of the worst trade deals ever made. Given this billing, one might have expected the result of its renegotiation to be a major change to the trading relationship between the United States and Canada. The new United States, Mexico, Canada Agreement (USMCA), however, retains a great deal of its predecessor. This is particularly true for agricultural trade. Canadian market access into the United States remains virtually unchanged. No major domestic regulatory changes were agreed to by Canada. While there were concessions made on market access for U.S. products into Canada's heavily protected sectors where the supply management policy applies, they do not appear to threaten the system. While the value of the compensation has not yet been announced, compensation for losses that will be suffered by farmers producing under supply management is agreed in principle. The USMCA is an agreement to keep things pretty much the same.  相似文献

A dumping investigation involves comparing export prices with a "normal value" loosely defined as the price in the exporter's domestic market observed in the course of normal trade. However, domestic sales with prices below production costs are excluded from the computation of a normal value. The paper illustrates how price cycles affect the magnitude of estimated dumping margins. The empirical analysis focuses on Canadian hog exports to the United States and U.S. potato exports to Canada. The estimated period and amplitude of each price cycles result in average dumping margins for Canadian hogs and U.S. potato exports of 11.5% and 5.9%, respectively. Biases in dumping margins depend on the nature of the cycle, the period of investigation, and the average production cost estimate.  相似文献

We investigate the impacts of multilateral removal of all border taxes and farm programs and their distortions on developing economies, using a world agriculture partial equilibrium model. We quantify changes in prices, trade flows, and production locations. Border measures and farm programs both affect world trade, but trade barriers have the largest impact. Following removal, trade expansion is substantial for most commodities, especially dairy, meats, and vegetable oils. Net agricultural and food exporters emerge with expanded exports; net importing countries with limited distortions before liberalization are penalized by higher world prices and reduced imports. We draw implications for current World Trade Organization negotiations.  相似文献

The linkage between macroeconomic policies and agricultural commodity trade has become an important research issue of agricultural economists. This paper investigates the macroeconomic linkage of soybean trade competition between the exporting countries of the United States, Brazil, and Argentina in the EC-12 and Japan import markets. It is argued that U.S. monetary growth may have important impacts on the competitive position of U.S. soybean exports through exchange rates. Two relationships are investigated: (a) the effects of U.S. monetary growth on the agricultural trade weighted exchange rates, and (b) the responsiveness of agricultural commodity prices and U.S. exports to exchange rate movements. Results indicate that a weak dollar increases imports of soybeans and soymeal significantly which serves to increase the equilibrium world price and increase both U.S. and Brazil/Argentina exports in the long run. However, during periods of more expansionary U.S. monetary policy there is little evidence of significant increases in market share position for U.S. soybeans and soymeal in world markets.  相似文献

A highly disaggregated, "tariff line," source-differentiated, partial equilibrium model of U.S. specialty cheese imports is developed to investigate reform options for tariff-rate quotas (TRQs). A mixed-complementarity framework is used to represent bilateral and most favored nation (MFN) tariff quotas. The impacts of liberalizing U.S. specialty cheese imports via bilateral and MFN quota expansions, out-of-quota tariff cuts, and simultaneous liberalization scenarios are evaluated. We find that the path of liberalization is quite different, depending on the reform approach undertaken, particularly if the United States adopted an MFN quota administration mechanism for specialty cheese imports.  相似文献

Following the signing of the 1989 Canada–United States Free Trade Agreement, sales of Canadian wheat to the United States grew rapidly. This resulted in a series of trade disputes, culminating in an investigation by the U.S. International Trade Commission (USITC) into the impacts of U.S. imports of Canadian wheat on the U.S. wheat farm program. A USITC finding of "material interference" would have led to a recommendation to implement tariffs or quantitative restrictions against Canadian wheat under Section 22 of the U.S. farm program legislation. The U.S. Department of Agriculture (USDA) claimed such material interference, but the U.S. flour millers, pasta makers and grain handlers, along with Canadian grain industry interests, testified that the true effects of imports are in the order of one–tenth of the effects claimed by the USDA. USITC staff analysis led to intermediate estimates of effects. This study explores the impacts of Canada–U.S. wheat trade on U.S. wheat prices and program costs, explains some of the differences in measured effects, and reports the outcome of the dispute.  相似文献

This paper looks at the recent boom in agricultural commodity prices to see to what extent the changes these prices reflect are of a structural rather than short term nature. It concludes that they are essentially short term: a lagged supply response to the agricultural depression of 1970 and 1971; the coincidence of normal commodity cycles for several commodities; an unusual coincidence of adverse seasonal conditions in major producing areas, particularly the U.S.S.R.; and an unprecedented upswing in world economic activity. Nevertheless, there are a number of factors which suggest that, other than possibly in short term disequilibrium situations, agricultural commodity prices will not decline to previous levels: worldwide inflation; redirection in world agricultural support policies; and the energy crisis. Many of these factors win also influence prices of manufactured goods and hence the terms of trade. After considering the problems of world food supplies and continued growth in world population, the paper suggests that there is little evidence of a major structural change in the market for agricultural commodities. Rather, it points to a return to the previous situation where there is a slight tendency for the terms of trade to move against agriculture.  相似文献

This study uses a random parameter probit estimation to examine the effects of tariff liberalization on the probability of establishing new trading relationships in meat commodities. Our simulation results indicate that the effects of tariff reductions decrease with distance, but increase with the level of development. The probabilities of trade increase at an increasing rate with the size of tariff reductions thus justifying calls for ambitious liberalization schemes. Canada and Mexico are the NAFTA countries that are most likely to export in response to EU tariff reductions on bovine and poultry meats, while Brazil and Argentina emerge as the MERCOSUR countries most likely to penetrate the EU bovine meat market after EU tariff reductions. Uruguay's probability to export poultry meat is most responsive to EU tariff reductions.  相似文献

The objective of this study is to design a framework to assess trade patterns and market welfare (Marshallian measures of producer and consumer surpluses plus government payments) under various combinations of agricultural, environmental and trade policies. To reach this objective, an environmental model, EPIC, is linked to a model of the North American hog-pork sector. The reduction in Québec inventories, following the implementation of environmental policies, triggers a decrease of Canadian live hog exports to the U.S. and an increase of U.S. pork exports to Canada. Environmental policies are responsible for decreases in welfare. The decrease in welfare is the largest when a moratorium in North America is simulated. Since trade liberalization has a positive impact on welfare, the welfare decrease from a moratorium is somewhat attenuated under free trade conditions.  相似文献

This article incorporates the U.S. sugar policy instruments in a spatial Nash equilibrium model of world sugar trade and simulates the consequences of the U.S. sugar policy reforms on sugar trade among major producing and consuming regions of the world. The results show that policy reforms which eliminate import barriers by the U.S. can lead to major changes in the directions and volumes of sugar trade. Specifically, U.S. sugar imports would increase but domestic production and consumer prices would decline. Several regions in the developing world would increase their shares of the world sugar export trade.  相似文献

Mexico and Canada successfully challenged the U.S. mandatory country of origin labeling (COOL) requirements for beef and pork as inconsistent with World Trade Organization (WTO) rules, which ultimately led to arbitration over the level of trade lost due to the COOL measure. During this phase of the dispute, Mexico, Canada, and the United States provided the Arbitration Panel with estimates of the trade losses caused by COOL that were produced using different quantitative methods. The U.S. estimates were based on an equilibrium displacement model (EDM). This article presents a version of the EDM used by the U.S. Government to calculate trade losses due to COOL. The Panel developed its own analysis combining econometric analysis and an EDM that used only supply-side information to calculate changes in Canadian and Mexican livestock trade. The U.S. EDM includes both the supply and demand sides of the market. We use the U.S. EDM and the Panel's assumptions to re-estimate the value of lost trade due to COOL. The inclusion of demand-side effects and domestic COOL costs produces lower estimated trade damages than those produced using the Panel's analysis, validating the EDM as a useful quantitative tool for this type of trade policy analysis.  相似文献

Liberalization of world trade in agricultural products ranks high on the agenda of the Uruguay Round. After a period of more than six years, however, the negotiations have not been concluded. Nevertheless, an outcome seems to be in sight. The agreement will most likely not result in a move to freer trade. It seems that domestic policies will become even more regulative than in the past in an attempt to cut exportable surpluses and to ease trade tensions among the main exporting nations. This paper explores possible impacts of the GATT Round on agricultural development in developing countries. Agricultural development is more than only growth in agricultural production or productivity. However, it is argued in the paper that other variables which also indicate agricultural development are often closely correlated with growth in production and productivity. Trade in agricultural products is not always an engine for agricultural development. If internal divergences are not accounted for by appropriate domestic policies, trade may be even harmful to agricultural development. Hence, empirical research based on cross-country analysis does not provide a clear answer about the role of trade for development. Past policies in industrialized countries have most likely had a negative effect on developing countries as a group; however, the effects differ widely across countries. Liberalization policies in industrialized countries would not just reverse these negative effects for developing countries. Price reduction in industrialized countries may not result in the often-cited production decline in the short term. Present X-inefficiency in agriculture will be reduced by liberalization, leading to an outward shift of the supply curve. Hence, liberalization may not lead to higher world market prices for temperate-zone products in the short and medium term. Apart from this, empirical models differ widely in the price effects they predict. The expected outcome of the Uruguay Round – increased regulation of domestic policies – is likely both more negative for developing countries than past protectionist policies and worse than an overall liberalization. World market prices will increase, uncertainty and instability can be expected to grow, and food aid may become less available. There will be a need to react to these challenges with measures on the international and national level. Initiatives to deal with food crises in developing countries and to stimulate liberalization in developing countries should be considered. Finally, developing countries should be made aware that their own domestic policies have a much greater economic impact than policies in other countries, even if the latter are as protectionist as current agricultural policies in the industrialized world.  相似文献

It has been alleged that exportation by import state trading enterprises (ISTEs) must involve unfair trade practices. We show that such exporting may result from a rational use of market power by a sufficiently protected price discriminating ISTE. We argue that the flawed design and implementation of the tarffication process initiated in the last GATT agreement is providing ISTEs with incentives to export. The tariffication of import quotas and other related import restrictions was dirty in the sense that it permitted the setting of prohibitively high tariffs on many commodities. More importantly, it failed to eliminate quantitative trade barriers as the previous import quotas were replaced by minimum access commitments (MACs). In this paper, we use a simple partial equilibrium framework to explore the trade and welfare consequences of trade liberalization through tariff reductions and MAC enlargements under the small country assumption when domestic production and imports are controlled by an ISTE. We show that tariff reductions and MAC enlargements have very different effects on the behavior of the ISTE. MAC enlargements induce inefficient trade by encouraging the profit maximizing ISTE to increase its exports. In terms of welfare, MAC enlargements are immiser-izing. We conclude that tariff reductions are to be preferred to MAC increases as a means to liberalize trade .  相似文献

Durum wheat is one of the commodities for which there is intense trade competition between the United States and Canada. This article examines the relationship between Canadian and U.S. durum wheat prices using cointegration and an asymmetric error correction approach. The overall results suggest that a long run relation holds between the U.S. and Canadian durum wheat prices. The U.S. price responds to restore the equilibrium relationship with the corresponding Canadian price, while the Canadian price evolves independently. Using tests for structural change it is revealed that changes in Canadian domestic policy (the repeal of the WGTA) had an effect on this long run relation. Since the withdrawal of the WGTA, quality differences in durum wheat for both countries seem to matter in the dynamics and integration of U.S. and Canadian durum wheat prices. Le blé dur est l'une des denrées pour lesquelles les États‐Unis et le Canada se livrent une concurrence féroce. Le présent article examine la relation entre les prix du blé dur américain et canadien en utilisant la cointégration et un modèle à correction d'erreur asymétrique. Les résultats globaux semblent indiquer qu'il existe depuis longtemps une relation entre les prix du blé américain et canadien. Le prix américain réagit pour rétablir la relation d'équilibre avec le prix canadien correspondant, tandis que le prix canadien évolue de façon indépendante. Des tests effectués pour vérifier les répercussions des changements structurels ont indiqué que des changements dans la politique intérieure canadienne (notamment l'abrogation de la Loi sur le transport du grain de l'Ouest ‐ LTGO) ont eu une influence sur cette relation. Depuis l'abolition de la LTGO, des différences de qualité de blé dur dans les deux pays semblent avoir de l'importance dans la dynamique et l'intégration des prix du blé dur canadien et américain.  相似文献
