What have been the effects of development planning? Professor Donald Denman, Emeritus Professor of Land Economy at Cambridge University, argues that they have been self-defeating, at least in the case of the Green Belts. Professor Denman's autobiography, A Half and Half Affair: Chronicles of a Hybrid Don, will shortly be published by the Churchill Press.     

FREE TRADE, 'PAUPER LABOUR' AND PROSPERITY: A REPLY TO PROFESSOR MISHAN

In an Economic Viewpoint published in the September 2005 edition of Economic Affairs, ‘Can Globalisation Depress Living Standards in the West?’, Professor E. J. Mishan argued that globalisation may reduce living standards in the West by decreasing the labour–capital ratio in developed countries as firms move production to countries where labour is cheaper and/or migrants to the West from the developing world bid down wage rates. In a reply to Professor Mishan's article, Dr John Meadowcroft argues that this view of globalisation is far too pessimistic and explains why free trade, not protection, will secure the prosperity of developed and developing economies. In a final comment, Professor Mishan responds to this critique of his analysis.     

A new process capability index

In this paper a new process capability index (C _pq ) has been introduced, which is easy to compute and performs well when compared with its natural competitor (C _pm ). Work done while he was Lukacs Visiting Professor on leave from the University of Maryland.     

Virtual Special Issue on Migration

This editorial introduces a virtual special issue of Spatial Economic Analysis compiled to mark the keynote lecture at the 46th Annual Conference of the Regional Science Association International—British and Irish Section in Cornwall by Professor Jacques Poot of the National Institute of Demographic and Economic Analysis, University of Waikato. Professor Poot's lecture on migration, which is also the theme of this virtual special issue, could not be more topical. Migration is a central issue in public discourse in Europe and the United States, and is setting the agenda for political debate throughout the developed world. The ongoing refugee crisis in Europe, the associated rise in populist, nationalist political movements in Europe and the United States, and the recent vote by the UK to leave the European Union all have migration at their centre.     

ECONOMIC PROGRESS AND CLIMATE CHANGE ISSUES: A DISSENTING VIEWPOINT

The attached text formed the basis for my opening contribution, and also some later remarks, at the discussion that followed the 2008 Clare Distinguished Lecture in Economics and Public Policy, given in Cambridge, England, on 14 May 2008. The lecturer was Professor Mohan Munasinghe, a Vice‐Chair of the Intergovernmental Panel on Climate Change, and his subject was ‘A Policy Framework for Climate Change and Sustainable Development: Economic Analysis and Beyond’. I have made a few small changes to take account of some more recent developments.     

The 1987 US Stock Market Crash

Will the Crash of 1987 be followed by a deep depression like the crash of 1929?Professor Anna Schwartz, who collaborated with Professor Milton Friedman in writing‘The Monetary History of the United States’, argues that the 1987 crash will only be followed by a severe recession if the Federal Reserve allows a collapse of the money supply as it did in the early 1930s.     

Procedures and Consistency Versus Flexibility and Commitment In Employee Relations: A Comment On Storey

Jon Clark, who is Professor of Industrial Relations at Southampton University, comments on one of the most important issues raised in John Storey's Developments in the Management of Human Resources: the contrast between the ‘procedure and consistency’ of the IR/ personnel tradition and the ‘business need, flexibility and commitment’ of the HRM tradition. In particular, he queries whether HRM can be successful without a firm basis in ‘procedure and consistency’.

Off the Mark: Response to Kaufman's Evolution of Strategic HRM

Professor Bruce Kaufman's look back at two seminal books published at the beginning of the strategic HRM field and examination of two recent books to trace the evolution of the field identifies some issues, but ones with which the field has dealt for a number of years. His choice of our book HRM and Performance provided the wrong target, and consequently his analysis seemed to miss the mark. © 2015 Wiley Periodicals, Inc.     

Paradigms,Conventions and the Entrepreneur:

Abstract Criticism of the book by Choi is expressed by Professor Pressman and responded to by the author. Three problems are noted. These deal with ambiguities in the concept of paradigms and conventions, the relationship between them, and how individual feelings of envy and the notion of social conventions fail to provide a good justification for fully supporting entrepreneurship.     

Virtual special issue on urban development

This virtual special issue of Spatial Economic Analysis marks the keynote lecture at the 47th Annual Conference of the Regional Science Association International – British and Irish Section in Harrogate by Professor Bob Stimson of the University of Queensland, Australia. With over half the world’s population now living in urban areas, which according to the United Nations is expected rise to 66% by 2050, the theme of Professor Stimson’s lecture – urban development – is of critical importance. Cities provide significant opportunities for economic growth and development as long as urban design models are not only effective but also sustainable, inclusive and equitable. This virtual special issue draws together 10 articles from earlier issues of the journal, which inform a successful urban design agenda.

ABSTRACT

This virtual special issue of Spatial Economic Analysis marks the keynote lecture by Professor Sergio Rey of the University of California – Riverside at the 58th Annual Congress of the European Regional Science Association in Cork, Ireland. It draws together nine papers from previous issues of the journal that deal with regional and spatial inequalities, a central theme of regional science in general and Rey’s research in particular, thereby providing an overview of the main sources of regional and spatial inequalities both within and across countries.

Classical Liberalism in the 21st Century is a collection of essays from colleagues and friends of the late Norman Barry, Professor of Social and Political Theory at the University of Buckingham. Most share Barry's Hayekian perspective. The essays cover themes such as: international competition in trade and between jurisdictions; the corporate social responsibility fad; secular economic errors; policies relating to alleged global warming; the state's impotence at removing externalities; the moral functions of competition; and, above all, Barry's rigour and eloquence in the economic and political case for freedom.

Are serial Condorcet rules strategy-proof?

Abstract. This paper explores the extent to which majority rule is invulnerable to manipulation by individuals and coalitions, even when majority rule is used to select more than one alternative. The resulting rule may or may not be strategy-proof, depending on the size of the coalitions that can form, and on the nature of the individual preferences over sets of alternatives. No individual can manipulate with respect to a wide family of preferences over sets. The only restriction on the domain of true and revealed individual preferences is that the selection rule is always well defined. Statistical inferences accounting for human behavior

While giving subjective responses, a small fraction of respondents overstate or understate their true status. The extent of over (or under) evaluation and the proportions of such respondents differs from population to population. These biases alter the significance level and power of the commonly used tests. In this paper the authors determine the effects of these biases on the commonly used Z test, F test of Anova, and χ² test for testing the equality of multinominal distributions.This paper was presented in the International Conference in Recent Advances in Survey Sampling, in honor of Professor J.N.K. Rao, held at Ottawa in July, 2002.     

Capitalist Ideology or Socialist Delusion?

In their book Socialism—The Grand Delusion Brian Crozier and Arthur Seldon presented arguments for the superiority of capitalism over socialism. Alec Nove, Emeritus Professor at the University of Glasgow, takes issue with their reasoning. Professor Nove agrees that the allocative efficiency of markets cannot be gainsaid. But he warns against applying arguments drawn from theories of perfect competition to the real world of uncertainty, mistakes, imperfect information and economic misjudgement. Brian Crozier responds that the evidence for the failure of socialism is irrefutable.
