Building on the argument that justice should be the transcendent principle in accounting, we argue that social accounting invokes notions of community, shared social values, and fairness in the distribution of social resources. These ideas are elaborated in relation to local government, which provides a window on how communities make decisions about distributing their social resources and the accounting processes which guide these decisions. Fieldwork in two large but contrasting English local authorities suggests that the potential of social accounting is not reflected in the predominant accounting systems in local government organisations, but in more subtle and successful forms of ‘enacted social accounting’. Its utility relates to the achievement of short-term social goals where social injustices persist and accountants, managers and politicians seek to accommodate financial pressures to protect the most vulnerable members of the community. We identify local government accountants as morally responsible for the further development of social accounting which envisions a future for local government, and establishes links between social justice, environmentalism and localism.  相似文献

The aim of this article is to explore the role that accounting skills and accounting qualifications may play in entering fields that have been virtually closed to Aboriginal and Torres Strait Islander (ATSI) 1 people. It is acknowledged in the literature that accounting processes and accountants have historically had a domineering and detrimental impact on marginalised groups, such as ATSI peoples. However, we propose an alternative viewpoint using a Bourdieun perspective and theorise that accounting skills and accounting qualifications (capital) can open doors to powerful organisations and institutions (fields). As this is an exploratory study, we have limited our analysis to one key aspect of the Bourdieun framework, namely that of field. To that end, we examine accounting and other organisations that have traditionally closed their doors to marginalised groups in society. Interviews were conducted with ATSI people who have successfully gained entry into the field of the accounting profession, in an effort to understand the experiences and barriers they faced and to investigate the role that accounting skills plays in enabling ATSI people access to fields and decision‐making positions that have traditionally been inaccessible to them.  相似文献

The study builds on prior research on information user perceptions and the roles of management accountants. Perceptions of management accountants and managers in the same organisations regarding information supplied by the management accounting function were compared and differences highlighted. Perceptions of managers were also sought regarding desired changes in the information supplied and desired future roles of management accountants.Consistent with prior literature in MIS and accounting, the findings showed evidence of preparer–user perception gaps. Major contributors to those perception gaps were identified as an imbalance between technical and organisational validity, functional differentiation and an inherent tension between the simultaneous requirements of independence and involvement. Managers' views of desired future roles for management accountants provided consistent indicators as to how those gaps can be narrowed. The study also exposes inaccuracies in management accountants' perceptions and sets out implications for the design and reporting of future research.  相似文献

Strategic management accounting (SMA) has been presented as an efficacious approach to strategy formulation and implementation. It also suggests accountants move away from purely financial concerns to give consideration to wider business issues. Management accounting change has attracted significant research attention in recent years. This case study explores the issues which surround change and which enable the adoption of SMA and the repositioning of management accountants to become more strategic. The empirical enquiry is based in one company through a prolonged series of interviews and meetings which enabled activities over a number of years to be reviewed. This revealed an increasing strategic role for management accountants in informing strategic decision‐making and how this role came into being. The research is informed by institutional theories and neoinstitutionalism in particular, to interpret the external and internal influences on the change in roles of some management accountants and the outputs of their work.  相似文献

Volunteers’ inputs to public and other not‐for‐profit organisations are significant. However, while statisticians gather data on volunteering, accountants do so less often due to a debate as to whether the relevance of recognising volunteer input in financial reports outweighs the reliability of that data and the costs of its derivation. This paper presents a survey of voluntary organisations that publish financial reports. It explores whether the promise of funding for volunteer effort has been matched with increasing financial reporting of volunteering. The results show there is little recognition of volunteer labour in financial reports, reflecting the unresolved relevance‐reliability debate in the accounting profession.  相似文献

The role of accountants in dealing with the social, emotional and stress‐related problems of their clients is explored using semi‐structured interviews with owner‐accountants and regional development workers. Findings indicate the importance to rural communities and the related public of accountants acting as ‘emotional wellbeing counsellors’; a role they are pressured to accept by their clients and community, and for which they are neither formally educated nor trained. Implications are drawn for effective counselling preparation of accounting graduates and practising accountants by educators and professional associations.  相似文献

Accounting for the environment (ICAEW, 1992) is receiving increasing attention. A series of initial interviews, visits and other contacts with a wide range of organisations and accountants on three continents left us with the impression that accountants and accounting do not appear to be involved in corporate responses to the environmental agenda. This paper is an exploration and examination of that impression. A mail questionnaire survey confirmed that accountants have low levels of involvement in their company's environmental activities and, from responses to personal opinion questions, appear to experience a conflict between their awareness of environmental issues and an inability to translate this into action within their corporate life. These attitudes are explored in the paper and would be a sufficient explanation for the absence of environmental accounting in practice.  相似文献

The purpose of this study is: (1) to discover which services are offered by external accountants serving small and medium‐sized enterprises (SMEs); (2) to study the factors that are associated with the degree of diversification of the services offered by these accountants; and (3) to investigate if there are differences between self‐employed accountants and accounting firms on the previous two points. This study has some interesting conclusions: (1) the heterogeneity of internal staff is not significantly associated with the degree of diversification; (2) a homogeneous internal staff with an accounting background is particularly important for accounting firms that diversify their services in the accounting and tax area; (3) collaboration with other service providers is an important factor associated with more diversification of the services; (4) marketing is only important for self‐employed accountants; (5) accounting firms offer fewer non‐accounting‐related services if they serve more micro clients (fewer than 10 employees), whereas self‐employed accountants offer more accounting and tax services if they serve more micro clients (fewer than 10 employees); and (6) accounting firms that diversify in accounting and tax services mainly serve more micro clients (fewer than 10 employees), whereas accounting firms that diversify in non‐accounting areas serve more larger clients (more than 10 employees).  相似文献

In our analysis of the accounting career and practice in Mexico, we include a comparative examination of the university curriculum, noting how it has changed over time, and we examine the differences between the accounting programs in the public and private higher education systems. We took this approach to investigate recent concerns raised by many academics from the field of accounting, about the ethicality of the accounting practice and the role played by universities in teaching would-be accountants ethics, and how Mexico compares to other countries that are currently being studied in response to Chabrak and Craig's (2012) work. Our perspective and experience with Community Service-Learning as a tool to achieve critical self-reflexivity, foster community engagement, and experiential understanding with principles of social justice, leads us to suggest CSL as another method to help address the valid concerns that have been raised about ethics education in the accounting career.  相似文献

Most analyses of academic misconduct focus on students’ integrity and what is taught at the universities. Surprisingly little attention is paid to the role of faculty members. This article presents an unusual case of academic misconduct that provides an opportunity to examine the actions and rationalizations of the students and faculty members involved in the event as well as the broader university context. The case is unusual in that the instructor initiated and facilitated the academic misconduct. The analysis of the misconduct and the subsequent events suggest that self‐interest rules and concerns for wider interests are all but silent. While the case presents a somewhat dismal view of the integrity of some accounting faculty members and future accountants, it provides interesting insight into self‐interest, rationalization, social context, and both students’ and faculty members’ integrity. The analysis discusses the mechanisms used to prevent and manage faculty member misconduct, along with limitations of self‐regulation and student reports as forms of control. The article also considers how accounting educators can encourage future accountants to act with integrity and concludes that in order to achieve that goal, accounting educators must serve as role models who act honestly.  相似文献

This is an exploratory study which examines whether accountants and users of financial statements hold congruent or incongruent views on the decision usefulness of accounting information. This issue is important to the question of whether users require direct involvement in the standard-setting process, or whether their views may be adequately represented in the process by other participants such as accountants. Drawing on the sociology of professions literature under which professionals, such as accountants, are assumed to seek to maintain the judgement domain and indeterminacy of their professional task, it is hypothesised that accountant and user views on decision usefulness will be incongruent in those situations where a change in accounting method reduces judgement domain or indeterminacy. Specifically, it is hypothesised that, compared to users, accountants will perceive a lower degree of decision usefulness to be associated with a change in accounting method that reduces judgement domain or indeterminacy. Using a survey questionnaire, developed around a series of accounting method change scenarios, and administered to a sample of accountants and investment analysts (as an example of users), support was found for our hypothesis in relation to judgement domain, but not for indeterminacy.  相似文献

This study presents a thematic analysis of the oral communication concerns of three different accounting constituencies: undergraduate accounting majors, accounting graduate students, and professional accountants in two large public accounting firms. The analysis was based on 705 total concerns statements obtained from an open-ended questionnaire administered to respondents using the “communication concerns model” as its theoretical underpinning. Based on the identification of themes of oral communication concerns that arise from this analysis, the study makes suggestions for the content and sequencing of oral communication instruction in collegiate or post-collegiate instruction.  相似文献

This paper seeks to understand the professionalisation project of accountants by historically 'following' the organised, contingent interests of state agencies, professional elites, business and community organisations. Drawing upon recent research on the accounting profession that is grounded in the work of Weber, Marx and Foucault, professions are seen as self-interested transnational collec-tives whose internal modes of membership control and external relationships with other organised interests are both structured and subject to continual renegotiation and change. This particular framing of professional associations is illustrated by documenting the emergence of the Australian Public Sector Accounting Standards Board in 1983.  相似文献

The literature in accounting education has consistently called for more courses emphasizing instruction in oral communication for accounting students. This paper reports on an exploratory investigation of the communication concerns of three distinct constituencies in accounting: undergraduate students majoring in accounting, graduate students pursuing advanced degrees in accounting, and practicing professional accountants from the midwestern offices of two international public accounting firms. The communication concerns model suggests that the locus of communicators' anxieties or frustrations about communication centers on self-, task-, or impact-related issues, and that these concerns may define areas in which communication instruction is required for individuals to achieve appropriate levels of competency. The results of this study provide support for the predictions of the concerns model and point to its efficacy as a tool for curriculum design.  相似文献

One problem in evaluating the efficiency of public sector organisations is the lack of a single index of efficiency, such as profit, by which a significant element of aggregate performance of each organisation can be assessed. This article examines the potential of using data envelopment analysis to overcome such a problem in the context of an area of much current concern in the UK, namely that of assessing the efficiency of university departments. The methods involved are, however, equally applicable in other countries or in a wide range of public sector bodies. Data envelopment analysis was introduced to the accounting literature by its inventors, Charnes and Cooper (1980), but accountants generally seem to have overlooked its existence. This article aims to stimulate a greater interest in the technique and a widespread examination and evaluation of it in a variety of contexts.  相似文献

Integrated reporting (IR) is a major development in a number of sustainability-related accounting initiatives and, if widely adopted, will require significant developments in professional and university accounting curricula. These will include: a strategic rather than operational or transactional focus; longer- rather than short-term outlook; prospective rather than retrospective analysis; qualitative commentary as well as quantitative information; and reports on wider business performance metrics rather than on narrower external financial reporting data or audit compliance. This paper reports on ACCA's support of and response to the latest initiatives in IR, in particular the impact this will have on the education and training of accountants in order to reflect these new principles to prepare the twenty-first-century accountant for a much more challenging role in the near future. These developments can only be in the wider public interest of improving the relevance of information for decision-making, for all stakeholders, and allow greater efficiency in the allocation of financial and other resources and in adding public value.  相似文献

Abstract

This paper analyses Australian rural accountants’ attitudes and levels of satisfaction with continuing professional development (CPD), based on whether the CPD was delivered by a professional accounting body in a rural or metropolitan area. The paper responds to prior research that finds rural accountants are dissatisfied with professional accounting bodies [Rural and regional Australian public accounting firm services: Service provision, concerns and tensions. Australian Accounting Review, 23(23), 163–176]. Findings of a survey to which 156 rural accountants responded were that when CPD is delivered into the rural areas, there are greater levels of CPD satisfaction. The study also found that cost was significantly better for rural-delivered CPD and that when more rural-based CPD was attended differences became more significant across a number of satisfaction measures. The findings have important implications for both rural accountants and professional accounting bodies.  相似文献

Theoretical conceptions of culture in accounting research are controversial, ranging from highly deterministic, quantified and componential perspectives (such as Hosfstede's five dimensional model) to those that suggest continual changes in cultural values brought about by forces of acculturation. This paper makes a contribution to cross-cultural accounting research by examining the influence of competing theoretical perspectives of culture and acculturation on “holier-than-thou” perception bias. “Holier-than-thou” perception bias leads to individuals perceiving themselves as acting more ethically than comparable others when confronted with ethically uncertain work-related behaviours. This study contributes to cross-cultural accounting research by surveying Australian and Indian professional accountants from big four accounting firms. We firstly seek to establish the prevalence of “holier-than-thou” perception bias in both cultural settings. Secondly, we examine the differential and competing influences of culture and acculturation on perceptions of accountants from the two countries on measures of this bias. Data was collected through a survey questionnaire administered to samples of senior accountants from the big accounting firms in Australia and India. The questionnaire comprised an auditor-client conflict and two whistle-blowing scenarios and used two questions to measure the magnitude of the bias. The results show that “holier-than-thou” perception bias exists among accountants within each of the two countries. However, the magnitude of the bias was not significant between the countries. The results support the theory of acculturation in big accounting firms. Our findings have implications for accounting research where the presence of “holier-than-thou” perception bias needs to be considered in cases where respondents are questioned on socially sensitive issues. The findings may be useful to accounting researchers, managers of multinational enterprises in general, and big-four accounting firms in particular. Our conceptual framework applied in this study is innovative and provides a template for assessing current controversies in cross-cultural accounting research.  相似文献

The academic literature is critical of management accountants for their failure to initiate change and their inability to promote changed accounting information systems and performance measurement. The motivation for this study is provided by Kaplan (1986) who suggests that ‘when manufacturing operations change, the last and most difficult component to change is the accounting system’, and by Dunk (1989) who finds that accounting innovations lag operational innovations and that there are benefits arising from minimizing the time taken to adopt new accounting measures.The introduction of new management accounting systems to support management initiatives, provides the opportunity to investigate those factors contributing to accounting lag, and to determine those strategies which might usefully be employed to reduce accounting lag. This study examines the responses of accounting systems to TQM implementations at six diverse manufacturing sites in Adelaide, South Australia.Wolfe (1994), Rogers (1995), Gosselin (1997) and Bjornenak (1997) provide a theoretical framework for the investigation of the diffusion of accounting innovation and suggestions of the contextual factors which will influence its impact. This study suggests that industry sector, management commitment, organizational structure, participation and financial performance are all influential in the diffusion process, but in an inconsistent manner.  相似文献

Accountants often see themselves as objective appraisers of reality, representing reality “as is”. This paper takes a different view, arguing that accountants typically construct reality in limited and one-sided ways. It shows that the idea of objectivity in accounting is largely a myth, and one which stands in the way of interesting future developments in the discipline. The paper develops an alternative perspective on the nature of the accounting process, building on insights regarding the interpretive and metaphorical nature of accounting, and arguing that accounting should be approached as a form of “dialogue” through which accountants can construct, “read” and probe situations in a variety of ways.  相似文献
