We apply a cross-regional probit analysis to examine the existence or otherwise of the discriminatory practice of “redlining” in housing loan lending practices of banks in Mississippi. Data on loan denial rates across three Mississippi regions of Tri-County Metro-Jackson, Southern Mississippi Corridor, and the Northern district are studied to determine the pattern of bank lending activities regarding owner-occupied housing loan extensions to minority members of Mississippi's population. The purpose is to determine the degree to which the banks have or have not observed fair and equitable lending practices toward minority borrowers, relative to the members of the majority population. The results suggest that there is a consistently high denial rates against minorities. The results indicate strong evidence of redlining practices in housing loan decisions, which contribute to the growth of racial segregation in the state.

While it is widely recognized that racial minorities and residents of distressed urban communities experience relatively greater difficulty in obtaining mortgage loans, there is little consensus on the causes of such lending patterns. This study examines the relationship between lender profitability and the percentage of their loans and loan dollars that are invested in Milwaukee’s central city and to racial minorities throughout the metropolitan area. Findings suggest that to understand broader industry-wide patterns, it is important to focus on the characteristics of lending institutions themselves, particularly those that yield discriminatory lending patterns, and not solely on the income, credit rating, and other socioeconomic characteristics pertaining to the risk and profitability associated with various population groups and community areas. Policy and research implications that will lead to a more comprehensive understanding of, and more effective solutions for, urban credit availability or redlining problems are discussed.  相似文献

Self-employed minorities have, as a group, clearly become better educated and registered substantial income gains in recent years. They have shifted away from traditional fields, favoring such emerging industries as skill-intensive services. Many entrants to self-employment, however, are poorly educated minorities concentrating heavily in such traditional areas as retailing. This study investigates the apparent paradox of poorly educated entrants coexisting with general upgrading in the minority entrepreneur universe. An elusive group—defined as “part-timers”—is found to be vitally important to the growth dynamic of minority enterprise.  相似文献

现有贷款定价理论一般认为商业银行应该对中小企业贷款实行高定价以实现当期收益最大化,却对中小企业后续业务价值缺乏考虑。本文认为后续业务价值可以用期权收益表示,进而利用期权定价方法构建了同时考虑当期收益和期权收益的贷款定价模型,并以广东省某股份制商业银行2011年中小企业贷款数据为基础进行了实证应用与比较。分析结果表明,当前市场条件下商业银行没有综合考虑中小企业贷款后期权风险与价值的合理匹配,商业银行对中小企业短期贷款利率水平偏高,而长期贷款又过度集中于传统行业并有定价偏低迹象。总体而言,商业银行高估了中小企业短期贷款风险制定了较高贷款利率,这可能超过了中小企业融资负担承受能力,并进一步阻碍中小企业发展壮大与商业银行后续业务拓展。  相似文献

We empirically investigate whether firms doing business in regions characterized as having high social trust receive preferential treatment on loan contractual terms by foreign banks. Tracing cross-border syndicated lending activities in China, we document that firms located in provinces with higher social trust scores obtain significantly low costs of bank loans and experience less stringent collateral requirement. To address the potential endogeneity issues, we adopt an instrumental variable approach and a two-sided matching model, and report consistent results. We also estimate a system of three equations through three-stage-least square estimator to accommodate the joint determination of price and non-price terms in loan contracts. In addition, we find that the effect of social trust on cost of bank loans is more prominent for firms located in provinces with relatively less developed formal institutions.  相似文献

Conclusion The general overview of foundation giving to promote black interests and the specific look at the Ford-MARC relationship support the notion that few foundation grants will go to “controversial” or “political” projects. The Peterson Commission estimated that only three percent of all private foundation grants are “innovative” and an even smaller percentage are “politically controversial.” Most often, these projects usually become controversial after the grant is made. A 1971 Urban League study revealed that grants for human services made by private foundations to black and Spanish-speaking communities were disproportionately low when measured in terms of the per capita needs of the minority population. Nevertheless, it is unrealistic to expect Ford, Rockefeller Brothers, Mott, or Carnegie to redistribute income or become the “cutting edge of social change”.  相似文献

This article presents some of the results from an unusual survey of small business owners who differ in their ethnicity: Asians, blacks, Hispanics, and nonminorities. Contrary to the prevailing view of black and Hispanic business owners and their firms, the blacks and Hispanics in the data base—in general and on average—had the same human and financial capital as their Asian and nonminority counterparts. As a result, the black-owned and Hispanic-owned firms performed as well as the Asian-owned and nonminority-owned firms. Nevertheless, black business owners had lower success rates than nonminority men in obtaining commercial bank loans, although the terms for loans granted were similar for the two groups. In light of the apparent credit discrimination, U.S. Small Business Administration (SBA) loans remain an important source of debt-type capital to black-owned firms.  相似文献

This paper analyzes the influence of the economic crisis on the Russian mortgage market from the position of the financial accelerator theory. It shows that the level of financial stability of banks and borrowers on the eve of the crisis was determining the dynamics of their development and solvency during the crisis. The “flight to quality” effect, which is inextricably connected to the financial accelerator mechanism, showed that the largest domestic banks and credit organizations that were controlled by nonresident companies and mainly specialized in mortgages were in the most advantageous position in the mortgage market. In regions, this effect manifested itself through a reduction in mortgage lending for borrowers registered in other regions and an increase in the number of credit provided by Moscow banks.  相似文献

Industrial revenue bonds (IRBs) have become an increasingly popular, though expensive and controversial, tool of economic development at the state and local levels. That controversy has focused on the economic impact of IRBs: Whether or not they meet the intended goals of creating jobs and stabilizing the tax base of local communities, and whether the benefits are worth the costs. Though IRBs are often justified, at least in part, as a particularly useful program for older, urban, minority communities, little research has been done on the participation of racial minorities and women in IRB programs. This article examines Chicago’s IRB program and finds that minorities have not participated equitably. Racial minorities and women are underutilized in many firms receiving this form of publicly subsidized financial assistance, and minority-owned businesses receive a disproportionately small share of the loans. Policy recommendations are offered to assure equitable participation of racial minorities and women in IRB programs.  相似文献

In Section 309(j)4(D) of the Communications Act, the Federal Communications Commission (“FCC”) is required to increase opportunities for minority groups to participate in the provision of spectrum based services. In Adarand Construction, Inc. v. Pena, the Supreme Court held that race-based government programs were subject to strict scrutiny. That is race-based programs must serve a compelling governmental interest such as remedying past discrimination, and must be narrowly tailored to serve that interest. Against this backdrop, a simple theoretical model is developed that explains the relationship between capital market discrimination and outcomes in FCC spectrum auctions. Given capital market discrimination and all other factors being equal, it is shown that a minority firm has zero probability of winning in an auction for spectrum. In addition, it is proven that, if equal bidding credits are given to all firms, if there is capital market discrimination, and if all other things are equal, the minority firm has a zero probability of winning in a spectrum auction. It is shown that a policy of auctioning spectrum, when there is capital market discrimination, is an inferior policy among policies that can be used to allocate spectrum. Finally, a policy of auctioning spectrum, when there is capital market discrimination, results in an inefficient auction. These theoretical results and the empirical literature on capital market discrimination suggest that the FCC is implicitly discriminating against minorities through its auctioning of spectrum under conditions of discrimination in capital markets. The results imply that race-based programs are necessary/justified in order to increase diversity in telecommunications ownership and increase the efficiency of FCC Spectrum Auctions. Given possible legal remedies, the paper contains a critical “audit”/analysis of the FCC’s lending practices under the FCC’s installment payments. Legislative proposals for creating some new form of credit/installment payment in conjunction with some experienced financial institution(s) are summarized and reviewed.  相似文献

This paper studies the financing status of small and medium enterprises (SMEs) in transition economies. Factors causing financing obstacles are indentified and further analyzed to determine their influence over financing patterns. Bank regulatory practices relevant to SMEs’ access to bank loans and their influence over loan structures are identified. Summary This article highlights the problem of inaccessibility to available government resources designed to promote the development of minority-owned business enterprises. The problem involves an ironical situation in which an unintentionally, but artificially created, information scarcity exists which hinders minority-owned business development. Existing and prospective minority entrepreneurs are essentially unaware of the untapped resources available to them at the regional and neighborhood levels. Representatives of corporate firms are equally ignorant of available government resources that can suggest to them proper ways to “get involved” in minority business development. These individuals-the minority entrepreneur and the corporate representative-who are so in need of each other, can identify ways in which to link up. In this paper, we suggest that a scheme should be available through OMBE-supported organizations by which they are able to identify existing resources so that their ideas, intentions, and programs can be shaped into viable and profitable minority business enterprises.  相似文献

地方政府干预企业信贷体现了多元利益驱动下地方政府对金融资源的竞争。本文首次同时结合财政激励、晋升激励以及腐败考察了政府利益对企业信贷规模、成本以及期限结构的影响。研究表明,政府利益会对企业贷款特征产生u型影响,其中财政激励对企业贷款特征的影响范围和程度最大,晋升激励和腐败的影响范围和程度相对较弱。进一步检验发现,政府利益给予国有控股企业的信贷优势表现在:财政激励会降低贷款利率和延长贷款期限,晋升激励会设定隐含的贷款利率上限,官员腐败程度的加深会引致贷款规模、贷款利率以及贷款期限先于非国企达到最值。基于金融危机的外生冲击分析表明,危机后地方政府较少因晋升激励和腐败干预企业信贷决策。  相似文献

This study investigates the factors affecting the loan quality of banking sector in seventeen emerging and developing markets using quarterly panel dataset covering period of 2010–2019 and utilising feasible generalised least square methodology. Our empirical analysis suggests that inflation and lending rates negatively affect the banks’ loan quality measured by non-performing loans. On the contrary, economic growth and capital adequacy show a positive impact on banks’ loan quality. The inclusion of the ratio of net open position in foreign exchange to capital and its’ lagged values, as an additional factor, has marked out this research from other studies. Our results reveal that the ratio has a significant negative impact on loan quality in banking. This finding, as it was also seen in Asian crises of 1997, indicates that the higher the ratio net open position in foreign exchange to capital cause moral hazard problem leading to the higher non-performing loans in banking sectors.

We investigate the impact of Big Tech lending on non-bank traditional lenders, which have a more overlapping clientele with Big Tech lenders than traditional banks. Our empirical methodology exploits geographical differences in Big Tech penetration ratios and adopts the instrumental variable (IV) approach using the FinTech payment adoption ratio and the distance to the Big Tech's headquarter. We find that the competition from Big Tech worsens the performance of branches facing stronger Big Tech competition by reducing the number of borrowers and the amount of loans. Moreover, branches in cities highly penetrated by Big Tech lending tighten the lending standard by reducing loan-to-value (LTV) ratios, measured as the approved loan amount per unit collateral value, while keeping the average collateral requirement unchanged. Our findings are consistent with the cream-skimming hypothesis that Big Techs possess better screening technology and reduce the quality of borrowers applying for traditional loans. Our results document novel changes in and responses of the non-bank traditional lending business in the Big Tech era.  相似文献

This study exploits the adequacy of the Monti‐Klein model to analyse the banking firms' lending behaviour and uses the geometric lag analytic model to detect the lifespan of bank conglomeration impacts on small business financial welfare. We find that, although the impact of emerging conglomerate banks on lending to small businesses is significantly negative (δ = ?0.6897; p < 0.01), the effect reverses to a pre‐conglomerate positive status within one year. Hence, bank conglomeration does not negatively affect the financial welfare of small business borrowers in the long run. Contrary to the widespread belief and fear, the negative effects are not permanent. Large banks are feared to have no time for mid‐sized businesses. We find, however, that mere increases in size, as may be caused by economic or internal growth, do not pose a threat to small businesses. Large‐sized banking firms positively and significantly correlate with small and predictable risks (δ = 1.7935; p < 0.01). Hence, contrary to what regulators fear, there is no real issue surrounding the idea that building diversifying banks will influence small business loans negatively. What matters is the means through which large banks emerge. Therefore, regulators ought to exercise caution so that they do not discourage their emergence.  相似文献
