This paper discusses the philosophical underpinnings of William E. Simon's productive public service and his championing of liberty in economic citizenship and the furtherance of entrepreneurial capitalism in America. The discussion suggests that his understanding and advocacy of the instrumental role of liberty made him distinctive among policymakers and unique among political and social conservatives. Two central themes are highlighted: the principle of liberty and private initiatives to further the cause of liberty. Secretary Simon was a passionate advocate for individual liberty being ascribed the highest value in American political life and called for vigilance against the unnecessary intervention of the state in people's lives. He committed his intellectual and financial resources to the promotion of these ideals through significant initiatives in support of institutions including universities and colleges, foundations and community organizations, and groups that exhibited a strong belief in, and support of, the cause of liberty. This, Secretary Simon believed, would strengthen the free enterprise system and the spiritual values on which it rests.The overriding principle to be revived in American political life is that which sets individual liberty as the highest political value—that value to which all other values are subordinate and that which, at all times, is to be given the highest priority in policy discussions.William E. Summary This paper analyses the impact of globalisation of economic relationships on the European labour market. The main finding is that Europe's unemployment problem is rooted in rigidities in the labour market itself, while the increasing importance of international trade should provide an opportunity to reduce long-term labour market slack. In traditional Hawaiian society income distribution was consistent with the balance of power between chiefs and commoners. The ability of the chiefs to impose taxes on commoners was limited by the possibility of a commoners' revolt against the chiefs and by competition between the chiefs. After “discovery” of the Islands in 1778, the opportunity to sell provisions and sandalwood to foreign traders gave the chiefs increased incentives to curtail their competition with each other. Access to Western military technology reduced the costs of forming and maintaining a coalition among the chiefs, thus allowing King Kamehameha I to unify the Islands. With the formation of the chiefs' coalition came a shift in the balance of power toward the ruling class, thus facilitating the imposition of a higher tax on the common people. When Kamehameha died in 1819, the new King (Liholiho) faced competition for this position; to maintain an effective coalition, he redistributed wealth to the chiefs' coalition, and thereby gained the necessary support to defeat his rival in a short civil war. The primary lesson from this story is that where contact with capitalism is associated with a worsening of the income distribution, it does not follow that outsiders directly exploited indigenous workers. New technology and trading opportunities may change the society's balance of power and result in major alterations in its economic and political institutions. With these changes in the “rules of the game,” the distribution of income can worsen even if the distribution of factor endowments remains fixed.  相似文献

This essay attempts to identify the features of East Asian capitalism that seem, prima facie, to serve desirable social and political purposes while also being compatible with, if not beneficial for, the requirements of economic productivity in an age of intense international competition. It argues that East Asian countries should build on areas of competitive advantage instead of heeding calls to shed all the old ways of doing things in favor of American‐style shareholder capitalism.  相似文献

Summary In this article the process of post-war European integration has been analyzed against the background of an explanation of the Council of Europe in 1950 that political and economic unification should be developed simultaneously. History shows that in order to realize this objective, the gradualist approach believing primarily in a functional economic integration was preferred to the more radical method of taking immediate steps towards a full political union. The establishment of the European Communities formed the embodiment of the gradualist approach. Though these Communities — and the European Economic Community in particular - have fostered economic and monetary cooperation between the Western European countries, they could not, however, take the necessary steps towards the political ideal due to different views of the member states regarding the process of European integration. With the Treaty of Maastricht, coming into force on 1 November 1993, a new European élan has been born but the question posed by the Council in 1950 still has to be solved. Summary Before 1964, the Netherlands Bank did not count savings balances at money-creating banks and savings banks as secondary liquid assets or secondary liquidity (that is, near-money). Secondary liquid assets comprise claims on the public authorities and money-creating institutions, so far as they are held by other than money-creating institutions, which can be converted in large amounts into money at relatively short term without much expense or great loss on the transaction, or which can be used at their par value to make payments in satisfaction of current tax assessments.However, towards the end of the 1950's it became apparent from the rising value of the velocity of circulation of savings balances at financial institutions that these assets were acquiring increased significance for current payments. In 1964, this phenomenon induced the Netherlands Bank to count a certain part of the savings balances — indicated as liquid savings balances — as secondary liquidity, whereas the remaining part (true savings balances) was not. The Bank did so for better being able to impute the responsibility for monetary disturbances to the various sectors of the economy.Savings balances acquiring increased significance for current payments is a result of increased competition among financial institutions for the savings of the households sector. This increased competition is due to the fact that the households feel the need of more services rendered by the financial institutions as their income rise. Nowadays those financial institutions whose balance sheets do not comprise an item Current Accounts permit households to use their savings balances for making current payments. On the other hand, there is a tendency towards creating new types of accounts that serve as current accounts for the households in particular. Two speculative strategies within the European Monetary System are empirically evaluated. The potential profitability of speculating on a currency's devaluation at a realignment crucially depends on being able to predict timing and magnitude of the parity change. Such opportunity has been eliminated from the system since 1983. For the reverse strategy of borrowing low, investing high, the evidence since 1983 suggests significant profitable opportunities for the weaker EMS countries — Belgium, Denmark, France and Italy — unconditional on knowledge of the timing of realignments. We conclude that this is due to a peso problem type of premium.  相似文献

Summary As the pace of globalization quickens, firms are up against a proliferation of actual and potential competitors. Meanwhile, competition between nations and regional groupings is heating up, and there is a whole strand of thought that looks at the struggle between different types of capitalism and socio-economic systems. Such a rivalry may lead to beneficial effects, but in many cases interdependence does not automatically produce order. Summary The paper discusses various reforms that may lower the costs of the contemporary welfare state, including a shift from taxes to actuarially fair, although still compulsory, insurance premia; wider use of co-insurance,etc. It is also suggested that social security entitlements are made more robust against political interventions by moving them outside of the government budget. Freer competition is suggested in the provision of social services. Summary Keynesian demand management offsets some of the distortions caused by monopolistic competition and thus induces multiplier effects on national income and environmental damages. The cost of public funds rises with the virtual environmental tax and the degree of competition in the product market. The virtual environmental tax rises with abatement and falls with the cost of public funds. Consequently, greener preferences induce a rise in the virtual environmental tax, the cost of public funds and public abatement, and a fall in the provision of traditional public goods. A greater preference for traditional public goods harms environmental quality, since both abatement and output fall. Protecting cartels lowers the cost of public funds and may raise the provision of both traditional public goods and abatement. Environmental quality may thus rise, but other components of social welfare will fall. The paper also analyses the effects of private abatement, pollution taxes, fiscal consolidation and the progressivity of the tax system on government policy, employment, environmental quality and welfare.This paper was prepared for the OCFEB workshop Quantitative Economics for Environmental Policy held at the Tinbergen Institute Rotterdam, March 22 1994. The poor record of conventional development theories in reducing poverty in developing countries may result from the neglect of certain preconditions that are necessary before the people of a developing country are receptive to conventional economic stimuli. The basic needs approach, in its various forms, focuses on some of these requirements through its emphasis on human development and the recognition that economic development does not take place in a social vacuum.

In this article a critical threshold of basic needs satisfaction is said to be a necessary, but not sufficient, precondition for economic development. Only if such a threshold has been achieved, will a population be receptive to those elements responsible for successful development in economically more‐advanced societies.  相似文献

This paper applies the Feldstein-Horioka criterion, that is, the role of savings-investment correlations, to assess the degree of financial integration in the European Community. We establish a link between the Feldstein-Horioka criterion and three other criteria for financial integration: the covered, uncovered, and real interest parity condition. Subsequently, we evaluate the Feldstein-Horioka criterion for financial integration on the basis of its underlying assumptions. The paper performs both cross-section and time-series analyses of savings-investment correlations. The time-series analysis relies on the concept of cointegration. Summary Dr. Holtrop's address on the occasion of the award of the Dr. N. G. Pierson medal to Professor C. Goedhart and to Professor G. A. Kessler answers the question why it is still meaningful to commemorate Dr. N. G. Pierson (1839–1909), the foremost Dutch economist of the 19th century. Pierson was successively a managing director and later governor of the Nederlandsche Bank (1868–1891), a professor of economics (1877–1886), a minister of finance (1891–1894 and 1897–1901) and a prime-minister (1897–1901). A brief outline is given of Pierson's publications in the fields of (1) methodology, (2) the social problem, (3) the international monetary system, and (4) equitable taxation. The address concludes with a quotation from Alfred Marshall's last letter to Pierson.

High taxes and generous social benefits are often blamed for causing unemployment. The conventional view is that if taxes on labour are (too) high, jobs will be lost and that generous social benefits will exert an upward pressure on unions' wage claims. In the case where unions co-ordinate their wage bargaining strategy, this need not be the case. A simple model is used to illustrate the effects of the tax rate level and tax internalization on unions' wage bargaining strategy. A high marginal tax rate along with endogeneity of the average tax rate shifts the union's trade-off between wages and employment in favour of the latter. These shifts may have contributed to the success of the so-called polder model or tulip model of the Netherlands.  相似文献

Summary This paper considers the relationship between economic size and vulnerability to external disturbances. In order to analyze this issue effectively a model comprising three different-sized economies is constructed. The issue of economic size and insulation is approached from this alternative perspectives depending upon the relative size of (a) the `recipient' country and (b) the transmitting country. The results of the analysis indicate that, contrary to popular belief, a small country under floating exchange rates is less severely affected by external economic events than a large economy regardless of the type of external disturbance and the degree of domestic wage indexation.This paper has been improved by the helpful comments of a referee. I provide an economic interpretation of the long swings of the dollar in the 1980s. I use the fully modified estimator method to analyze the long-run behavior of the dollar/sterling exchange rate over the period 1979–1989, detecting a structural shift in February–March 1985. In the 1979–1985 subperiod economic agents have reacted to a reduced set of fundamentals only, a finding that might corroborate the irrational behavior interpretation of the dollar upswing. In the 1985–1989 subperiod economic agents have associated the equilibrium value of the dollar with the behavior of a more balanced set of fundamentals.  相似文献

Ten countries—most completing their transition from socialist-based economies to market economies—are slated to join the European Union (EU) in 2004 and four additional countries are expected to become members at some future dates. Despite the relatively small economic size of the accession countries, this type of deep integration can have non-negligible effects on countries outside of the preferential zone as the reduction in barriers across partners leads to a re-orientation of trade. In this paper, we evaluate the extent of trade adjustments and the economic impacts it will have on the East Asian economies using a dynamic computable general equilibrium (CGE) model. The overall macroeconomic effects on East Asia are small. There is some trade diversion, but there may be an opportunity to increase market penetration in some sectors of the expanding EU for which East Asia has a marked comparative advantage. The paper also assesses the relative importance of linking trade openness to productivity and lowering trade costs between the accession countries and the EU-15.  相似文献

Summary An exporting manufacturer may incorporate in his product imported raw materials or semi-finished products that are subject to an import duty. It will depend on the regulations of his country whether he automatically gets his import duty refunded or has ro apply for a licence to that end. In the latter case the granting of such a licence will depend on the kind of product, and on the economic and political conditions in his country. The author of this article attempts to show:(1) that in the majority of cases an import duty on a product which is going to be reexported, is detrimental to the economy of the country itself, both a short and at long term; and(2) that both methods of refund may work in a community administered by a single, objective and efficient government.If no central government exists, as for example, in the case of the European Common Market, each country will retain jurisducton over refund of import duties at export to countries outside the E.C.M.-area, unless — which is preferable — refund on exports to countries outside the common market is made automatic by common consent.  相似文献

In recent years, Europe has witnessed an accelerated process of economic integration. This paper analyzes how increased economic integration has affected labor and product markets. We use a panel of Belgian manufacturing firms to estimate price-cost margins and union bargaining power and show how various measures of globalization affect them. Import competition puts pressure on both markups and union bargaining power, especially when there is increased competition from low wage countries. This suggests that increased globalization is associated with a moderation of wage claims in unionized countries, which should be associated with positive effects on employment.

Abstract

In the article “Is Swedish Research in Economic History Internationally Integrated?” 1 Daniel Waldenström, Is Swedish Research in Economic History Internationally Integrated?, Scandinavian Economic History Review, vol. LIII, 2005:2, 50–77 , I present new facts on the past international publications and conference participation activity of Swedish economic historians. In contrast to claims made in a recent large public investigation, my data show that Swedish economic historians have not published extensively in international journals, or books, in recent years. This can in part be explained by the custom to write predominantly monographs, to write mostly in Swedish, and to use hardly any quantitative methods or theory-based economic analysis. Naturally, I am well aware that there may also be some other factors at work, and that empirical investigations of this kind are always open to objections. Problems regarding sample selection, variable definitions and so forth cannot be avoided, and to focus mainly on journal article publications in a field where books and anthologies play an important role raises some concern. 2 See, e.g., the discussion in my article on these issues relating to the works by Diana Hicks and others. However, my article does not advocate any methodological dogmatism and acknowledges that economic history research can be conducted and presented in many different ways, using several different methodologies. The important thing is to recognise that there is great potential in combining such an open-minded methodological attitude with an active interest and participation in the research that appears in the many international peer-reviewed journals. This would not be to import some foreign (American) methods or views of the field so much as trying to revive the true Swedish economic history in the spirit of Eli F. Heckscher. In my view, this is the most consistent strategy to ensure both more and better future Swedish research in economic history.  相似文献
