Arguably, models of union status and union wage effects in the public sector should' consider workers in three categories: not covered, covered nonmember, and covered member. Estimates show that stronger union security laws are associated with higher percentages of covered members and nonmembers, that right-to-work laws do not affect union coverage or membership relative to where no union security law exists, and that the wages of covered members are higher than those for covered non-members.  相似文献

In this paper, we investigate the effects of works councils on apprenticeship training in Germany. The German law attributes works councils substantial information and co‐determination rights to training‐related issues. Thus, works councils may also have an impact on the cost‐benefit relation of workplace training. Using detailed firm‐level data containing information on the costs and benefits of apprenticeship training, we find that firms with works councils make a significantly higher net investment in training compared to firms without such an institution. We also find that the fraction of former trainees still employed with the same firm 5 years after training is significantly higher in the presence of works councils, thus enabling firms to recoup training investments over a longer time horizon. Furthermore, all works council effects are much more pronounced for firms covered by collective bargaining agreements.  相似文献

Opponents of U.S. and Canadian strike replacement legislation contend that restricting the use of strike replacements significantly alters bargaining power and increases strike activity. This article uses data on Canadian manufacturing collective-bargaining agreements to investigate these hypotheses. Although a general ban on strike replacements is found to be associated with longer strikes, little evidence is found to suggest that banning permanent strike replacements significantly influences strike incidence, strike duration, or negotiated wages.  相似文献

This paper reviews the circumstances in which it was set up and examines the outcomes, relative to other public service workers, over the first twenty years of its operation. Previous studies on collective bargaining structures and macroeconomic performance have largely ignored the role of stable and instable institutional structures and the effects of institutional change itself. In this article we posit that institutional stability of collective bargaining is of major importance for the moderation of unit labour costs growth. This hypothesis is tested on the basis of data which cover the period 1965–2012 and includes 28 countries. The results show that institutional change impairs the capacity to moderate unit labour cost growth significantly in the subsequent years following the change. This effect also holds for changes in both decentralization and centralization of institutions.  相似文献

The wage curve postulates that the wage level is a decreasing function of the regional unemployment rate. In testing this hypothesis, most studies have not taken into account that differences in the institutional framework may have an impact on the existence (or the slope) of a wage curve. Using a large‐scale linked employer–employee dataset for Western Germany, this article provides a first direct test of the relevance of different bargaining regimes (and of works councils) for the existence of a wage curve. In pooled regressions for the period 1998 to 2006, as well as in worker‐level or plant‐level fixed‐effects estimations, we obtain evidence for a wage curve for plants with a collective bargaining agreement at firm level. The point estimates for this group of plants are close to the ?0.1 elasticity of wages with respect to unemployment postulated by Blanchflower and Oswald. In this regime, we also find that works councils dampen the adjustment of wages to the regional unemployment situation. In the other regimes of plants that either do not make use of collective contracts or apply sectoral agreements, we do not find a wage curve.  相似文献

Local pay determination formed a key plank in the Conservative government's attempt to restructure industrial relations in the NHS, and to 'reassert managerial control' of the paybill at local (trust) level. This paper reports the findings of a national survey of Unison lead negotiators, complemented by case study interviews and documentary research, on the processes and outcomes of local pay determination, and its impact on industrial relations at both national and local levels. The paper strongly refutes recent suggestions that local pay leads to 'improved' industrial relations and greater pay equity. Moreover, and contrary to claims that Staff Side organizations are 'too weak' to challenge 'new managerial strategies', the study's findings show that the search for managerial control remains, as always, a contested terrain.  相似文献

Nutrient-dense foods that are associated with better health outcomes tend to cost more per kilocalorie (kcal) than do refined grains, sweets and fats. The price disparity between healthful and less healthful foods appears to be growing.This study demonstrates a new method for linking longitudinal retail price data with objective, nutrient-based ratings of the nutritional quality of foods and beverages. Retail prices for 378 foods and beverages were obtained from major supermarket chains in the Seattle, WA for 2004–2008. Nutritional quality was based on energy density (kcal/g) and two measures of nutrient density, calculated using the Naturally Nutrient Rich (NNR) score and the Nutrient Rich Foods index (NRF9.3). Food prices were expressed as $/100 g edible portion and as $/1000 kcal. Foods were stratified by quintiles of energy and nutrient density for analyses.Both measures of nutrient density were negatively associated with energy density and positively associated with cost per 1000 kcal. The mean cost of foods in the top quintile of nutrient density was $27.20/1000 kcal and the 4-year price increase was 29.2%. Foods in the bottom quintile cost a mean of $3.32/1000 kcal and the 4-year price increase was 16.1%.There is a growing price disparity between nutrient-dense foods and less nutritious options. Cost may pose a barrier to the adoption of healthier diets and so limit the impact of dietary guidance. Nutrient profiling methods provide objective criteria for tracking retail prices of foods in relation to their nutritional quality and for guiding food and nutrition policy.  相似文献

This article discusses the effects of regulatory change in employees’ working conditions and the dynamics of collective bargaining in Spain, a model affected by a drastic regulatory change, and draws a comparison with the UK, the more deregulated and single‐employer bargaining model in Europe. The comparison is carried out using EU‐SILC panel data to identify commonalities and differences in the patterns of change in salaries and working hours. Second, national data from Spain are used to analyse the impacts of reforms on the characteristics and outputs of collective bargaining. The findings show that regulatory changes provoked a drastic adjustment in wages in Spain, following patterns similar to the British model. However, the results lead us to highlight the need to enhance knowledge about the dynamics of bargaining processes as they crucially reveal that these trends are happening in mostly unchanged institutional characteristics.  相似文献

Strong exposed-sector unions and weak public-sector unions are seen as having beneficial effects on macroeconomic performance. Although these effects must work through the bargaining structure, the interaction with union composition is unclarified. This paper argues that the interaction effect qualitatively differs with the bargaining type. The findings show that the performance of pattern bargaining significantly increases with growing exposed-sector union strength whereas uncoordinated bargaining and centrally coordinated bargaining do not interact with union composition.  相似文献

Italian male wage inequality has increased at a relatively fast pace from the mid‐1980s until the early 2000s, while it has been persistently flat since then. We analyse this trend, focusing on the period of most rapid growth in pay dispersion. By accounting for worker and firm fixed effects, it is shown that workers' heterogeneity has been a major determinant of increased wage inequalities, while variability in firm wage policies has declined over time. We also show that the growth in pay dispersion has entirely occurred between livelli di inquadramento, that is, job titles defined by national industry‐wide collective bargaining institutions, for which specific minimum wages apply. We conclude that the underlying market forces determining wage inequality have been largely channelled into the tight tracks set by the centralized system of industrial relations.  相似文献

This article examines the inflation hedging capacity of the private home. We employ unique long‐term data for inflation, house price dynamics and rents for Amsterdam dating back to 1814, allowing us to study total housing returns in different inflation regimes and for varying investment horizons. Our Amsterdam data show that homeownership's protection against actual and expected inflation increases with the investment horizon. This increase is especially strong for horizons up to 10 years. Inflation protection from housing is stronger when inflation is persistent, and the hedging capacities of housing regarding unexpected inflation are weak.  相似文献
