Recently, the peace education as a field has received world-wide attention from scholars, educators and policymakers. In Europe, awareness-raising activities supported by individuals and organizations has paid off and led to successful implementation of peace curriculum into education. Considerable amount of studies reveals that the peace education activities in schools contributed to the realisation of the importance of peaceful and sustainable future. However, peace education is a long neglected subject among the scholars in North Cyprus. Unfortunately, there is no single study focussing on peace education and its necessity in North Cyprus. In this regard, the aim of this study is to investigate how Special Education Students in North Cyprus perceive the concept of ‘‘peace’’. Also, the possible ways of implementing ‘peace education’ into curriculum are scrutinized. In order to fulfil the research aim, qualitative data collected from 158 Special Education teacher candidates. The findings reveal that majority of the participants believes that ‘peace education’ should be taught in schools. At this point, collected data also indicate that governmental initiatives need to be taken in order to raise awareness among students and teachers about ‘peace education’.

The majority of empirical studies dealing with production processes, work organization and industrial relations practices have been conducted in advanced industrial nations. This article reports on a study of the changing nature of work organization and industrial relations policies in the developing economy of Malaysia. It explores the broad patterns of change in human resource management, technology and work organization among Malaysian manufacturing firms in the context of Best's ‘old’ and ‘new’ competition. The question that arises is: does the evidence reveal that Malaysia is embracing elements of the ‘new competition’, or is it still locked into a regime of mass production, or both? The article argues that the ‘old’ and the ‘new’ competition should not be treated as a simple, straightforward duality model of development. The distinction between the two approaches is sometimes blurred and not so clear-cut. The case study observes that both systems could be operating side by side at the same time within an organization. Since the Malaysian manufacturing sector is expected to shift from simple assembly and process-type operations using labour-intensive techniques to the more advanced and higher value-added industries, greater investment in HRD to upgrade the skills of the work-force and the adoption of appropriate industrial relations policies that emphasize decentralization, greater employee involvement and continuous innovation will become crucial. To be able to compete successfully in the global economy would require a change in focus in the adoption of industrial relations and human resource development policies. For Malaysia to realize its aspiration to become an industrialized and developed nation by the year 2020 would require radical changes in those policies within the context of an integrated approach to economic and industrial planning.  相似文献

Knowledge creation has been enormously emphasized in recent years as the critical factor for long term economic growth. Knowledge creation can affect individuals and societies by increasing economic opportunities. In order to see the knowledge creation process, individuals who have different approaches to the problems can be a starting point to understand creativity in inventions. Accordingly, this study aims to understand the generation process of inventive ideas from inventors’ point of view. Inventors in cancer research are interviewed by asking the question of how they came up with their inventive ideas. From inventors’ stories six themes are developed: stumbled into solution, like raising arm, tried different things, open to variety, possibility of error, and extension from previous knowledge.  相似文献

Pollutants, wastes and scrap appear as joint products of consumption or production processes. Leontief and other authors extend input–output (IO) tables such that additional products and industries, respectively, account for pollutants and abatement activities; they also analyze the effects of pollution control policies, by means of traditional IO methods. This approach does not account for choice of technique and, therefore, neglects the possibility of substitution. This paper addresses the intriguing issue of whether natural disasters do not only generate negative impacts on society, but, in the long run – under favourable and effective policy and behavioural responses – also positive outcomes. This challenging and novel resilience question is formulated here as the ‘Blessing in Disguise’ hypothesis. There is quite some speculation in the literature on possible long-term and systemic effects of disasters, but there is little empirical evidence supported by solid quantitative analysis on expected positive outcomes. The challenging aim of the present study – to examine under what conditions natural hazards may lead to positive socio-economic outcomes in the long run (‘Blessing in Disguise’) – is empirically addressed from a resilience perspective. It integrates in one quantitative research framework (the ‘Pentagon model’), a Stimulus-Response approach and a Capability-Theory inspired framing of territorial opportunities in coping with natural disasters, and uses a mix of statistical and econometric analyses, such as multiple linear regression analysis, cluster analysis, and a Stimulus-Response adjusted Difference-in-Difference model. Our findings, based on a global comparative study, show that a ‘Blessing in Disguise’ scenario is frequently a valid proposition that may manifest itself differently in different geographic, social-economic, political and institutional contexts. Although there is not a single pattern of development specific in all cases, it is clear that positive recovery trends can be observed both at the state level, and also at the regional level. The analysed data show regularly incremental changes after recent natural disasters (especially in the long term) at country level, but more thorough positive changes can be identified at the regional scale. In conclusion, the management of disasters requires proper response capacities and appears to create a window of opportunity for improved capabilities, but it is only a conditional possibility that may be transformed into a sustainable form of new development.  相似文献

Collaborative governance institutions consisting of government and civil society actors often emerge to solve complex policy problems. Yet decades of research on collaborative governance has found that realizing the ‘collaborative advantage’ is often very difficult given the multitude of actors, organizations and interests to be managed. This article deploys a participant observation approach that also harnesses data from a natural experiment in collaborative governance for homelessness policy in Vancouver, Canada, to reveal the distinct collaborative advantage produced in terms of policy, using empirical decision data and counterfactual analysis. The data reveal that nearly 50 per cent of the policy decisions made in the collaborative institution would not be made in the alternative scenario of unilateral bureaucratic control. The collaborative advantage realized in this governance institution that is premised on horizontality, deliberation and diversity is the result of a series of small interventions and the strategic deployment of rules devised by the bureaucratic metagovernor in charge of steering the governance collaboration.  相似文献

The number of incarcerated mothers is increasing significantly. There are many risks and harmful consequences for the children of the incarcerated mothers. In Iran, there is not a systematic research and information on these children. Therefore, this study aims at utilizing a qualitative methodology, to investigate the living conditions of this group, based on their mothers’ narratives. The grounded theory approach of Strauss and Corbin 1998 was used to analyze the consequences of the incarceration of mothers on the living conditions of children. The participants of the study include 16 incarcerated mothers who were on leave. The data were gathered via in-depth and open-ended interviews. During the coding process six categories were extracted which describe the living condition of the children: behavioral, mental, and physical challenges; escape; experience of poverty and destructive economy of family; dilemma of caring; mother-child visitation; difficulties suicide and mother’s emotional challenges. Children of incarcerated mothers encountered challenges such as mental, behavioral and economic. Many of them escape from home and school. Mothers prefer informal caring of their children than formal. The mother-child visits include some difficulties such as long distance, transportation costs, and undesirable visiting atmosphere. Mothers pointed to their deep psychological problems and sometimes committing suicide due to the separation of their children.  相似文献

This paper considers the value that aldermen in Dutch municipalities, who are elected politicians, attach to quantitative output information. The paper especially focuses on the way in which aldermen evaluate the performances of their professional top managers. In the paper the Hopwood evaluation styles, which originally refer to the private sector, are further developed for the public sector. Exploratory field research was conducted in the municipalities of Groningen, Leeuwarden and The Hague. The research shows that the aldermen paid much attention to a manager's activities and the organization's operations and relatively little to outputs. Aldermen did not use an ‘output-constrained’ or an ‘outcome-conscious’ evaluation style. Rather, most of the politicians evaluated the performances of their top managers in a style that is here called an ‘operations-conscious style’. This evaluation style focuses on the activities of managers and the processes of their organization. Quantitative output information plays some part in this evaluation style, but the main question is whether a manager acts as a good ‘facilitator’, i.e. ensures that his organization is functioning well. Besides, important criteria are the way in which a manager deals with short-term problems and with the politicians' opinions and personal wishes.  相似文献

This study examines the influence of a national cultural dimension, specifically a strong orientation towards collectivism/reliance on network relationships, referred to as ‘wasta’, on the way in which psychological contracts form and change in a Saudi organisation. Specifically, it focuses upon how the psychological contract is perceived to have been breached by repatriates because of the role that wasta plays in shaping formal and informal HR practices pre- and post-assignment. The analysis demonstrates that prior to international assignment, wasta was taken for granted and only implicitly acknowledged as influencing selection criteria for assignments and individuals’ expectations and obligations associated with their psychological contract. Once repatriated, wasta was foregrounded and perceived as highly problematic in terms of career advancement. This shaped repatriates’ perceptions that their psychological contract had been breached, influencing their intentions to leave. These findings suggest that the psychological contract can be viewed as highly context-specific, as well as a person-centred phenomenon. We consider the implications of our research in terms of the influence of national cultural characteristics on individual’s perceptions of breaches to the psychological contract and highlight the possible implications generally for Saudi Arabia, which is aiming to be less reliant on foreign labour.  相似文献

A corporate strategy is often formulated on the executive floor at headquarters. However, in order to make it live in an organisation, middle management and employees must be involved and make sense of it. These actors thus contribute to, participate in and enact the strategy in processes where it may take on new meanings and forms. This article investigates how ‘Winning Behaviours’, a strategic concept developed on the initiative of top management at the Carlsberg Group in order to improve global integration in the multinational organisation, was recontextualised. It draws upon interviews and observations as well as documents collected at the company headquarters in Denmark and in its subsidiaries in China and Malaysia. Here, expatriate and local managers tried to give sense to the Winning Behaviours in various ways, and employees brought their own local leadership ideals into play when they tried to make sense of the preferred behaviours and turn them into daily practices. The process of creating a new strategic concept and making it live in other sociocultural contexts was facilitated by headquarters staff in the Human Resources and Communications departments, who thus played an important role as change agents in the ‘glocal’ strategy process.  相似文献

In this paper, we study the ‘wrong skewness phenomenon’ in stochastic frontiers (SF), which consists in the observed difference between the expected and estimated sign of the asymmetry of the composite error, and causes the ‘wrong skewness problem’, for which the estimated inefficiency in the whole industry is zero. We propose a more general and flexible specification of the SF model, introducing dependences between the two error components and asymmetry (positive or negative) of the random error. This re-specification allows us to decompose the third moment of the composite error into three components, namely: (i) the asymmetry of the inefficiency term; (ii) the asymmetry of the random error; and (iii) the structure of dependence between the error components. This decomposition suggests that the wrong skewness anomaly is an ill-posed problem, because we cannot establish ex ante the expected sign of the asymmetry of the composite error. We report a relevant special case that allows us to estimate the three components of the asymmetry of the composite error and, consequently, to interpret the estimated sign. We present two empirical applications. In the first dataset, where the classic SF has the wrong skewness, an estimation of our model rejects the dependence hypothesis, but accepts the asymmetry of the random error, thus justifying the sign of the skewness of the composite error. More importantly, we estimate a non-zero inefficiency, thus solving the wrong skewness problem. In the second dataset, where the classic SF does not yield any anomaly, an estimation of our model provides evidence for the presence of dependence. In such situations, we show that there is a remarkable difference in the efficiency distribution between the classic SF and our class of models.  相似文献

Institutions play an important role in women’s and men’s entrepreneurial behaviors. This article provides a systematic review of institutions and women’s entrepreneurship literature through an institutional lens, with a particular focus on informal and formal institutions. The article sets out to explore institutions for women’s entrepreneurship, illustrating why having an institutional perspective of women’s entrepreneurship contributes to a deeper understanding of the phenomenon. To reach this aim, we analyze and classify the scholarship by explanatory factors and type of informal and formal institutions. The article suggests that gender roles, as an informal institution, influence the creation of both informal and formal institutions, and in turn, the women’s entrepreneurial behaviors is based on gender roles. Finally, a theoretical model is developed, which allocates women’s entrepreneurship in the center and shows the role of institutional environment in their decision to start new ventures. Implications for future research are finally discussed.  相似文献

In this paper, the ‘recession push’ and the ‘prosperity pull’ hypotheses are used to analyse the effect of growing non-farm wage employment on entrepreneurship in a rural developing context. Data are collected in a rural household survey in 110 communes in central Vietnam which includes subjective owner assessments of reasons for starting non-farm businesses. This way it is possible to separately test the two hypotheses by distinguishing opportunity and necessity entrepreneurs. We use clustered probit regression analyses and control for possible endogeneity in order to predict participation in entrepreneurship. The results show that better access to non-farm wage employment increases the likelihood of becoming an opportunity entrepreneur but has no effect on necessity entrepreneurship. This, therefore, supports the ‘prosperity pull’ hypothesis but not the ‘recession push’ hypothesis. The growing non-farm economy is likely to accelerate the emergence of opportunity entrepreneurship in rural areas. However, necessity entrepreneurs are suffering from a lack of individual and household assets which pushes them into entrepreneurship regardless of non-farm job opportunities in the surrounding area.  相似文献

The EU seeks to improve its labour market performance through implementing the Lisbon and European Employment Strategies which encourage the modernization of work organization through the development of partnership with the assistance of an ‘appropriate’ regulatory framework. Key aspects of this latter framework concern workers' rights regarding information, consultation and participation in corporate governance. European labour laws, introduced in the 1970s, sought to strengthen employers' consultation with their workforce and, more recently, the changing economic, technological and organizational environment has returned issues related to workplace democracy to the top of the social policy agenda. Here we evaluate the significance of the new Directive on Information and Consultation with Employees (ICE) within the context of this planned modernization of European social policy. In doing so, we re-examine the historical development of workers' consultation laws in Europe and assess the economic rationale for regulating workplace social dialogue in an enlarged Social Europe.  相似文献

Critical perspectives have called for the study of women’s entrepreneurship as a route to social change. This ‘social turn’ claims women are empowered and/or emancipated through entrepreneurship with limited problematisation of how these interchangeably used concepts operate. Using an institutional perspective in combination with a narrative approach, we investigate women entrepreneurs’ life stories on their ‘road to freedom’ where entrepreneurial activity enables them to ‘break free’ from particular gendered constraints. Through juxtaposing women’s narratives in the contexts of Saudi Arabia and Sweden, the relationship between empowerment and emancipation is disentangled and (re)conceptualised. The findings distinguish between empowerment narrated as individual practices to achieve freedom for the self within institutional structures and emancipation as narrated as a wish to challenge and change structures of power and reach collative freedom. The yearning for collective emancipation propels women’s stories of entrepreneurship by raising expectations for entrepreneurship as a vehicle for institutional change. Such stories may fascinate and inspire others to engage in entrepreneurial endeavours to become empowered, but whether they reach emancipation remains an empirical question to be answered. The performative dimension of entrepreneurial narratives is, however, their ability to turn emancipation into an (un)reachable object of desire, with a quest for even more individual empowerment and entrepreneurial activity, at the same time excluding other forms of human conduct as conducive for change.  相似文献

This paper analyses the importance of ‘Shari’a scholars’ in the Islamic Financial Services (IFS) sector, which has been a growing global practice since the 1970s. Based on Shari’a Law, IFS firms provide banking, finance and insurance respecting faith-based prohibitions on interest, speculation and risk taking. Although IFS firms operate across a variety of scales and involve a range of actors, this paper focuses on the transnational capacities of Shari’a experts employed by IFS firms. These scholars use their extensive knowledge of Shari’a Law to assess the ‘Islamic’ character of a firm's operations, and assist the development of Shari’a-compliant products. As they embody necessary entry-points into Islamic circuits of knowledge and authority, members of what we dub the ‘global Shari’a elite’ can be regarded as ‘gatekeepers’ of Islamic financial circuits. Drawing on a comprehensive data source we present a geographical analysis of Shari’a board membership, nationality and educational background of 253 Shari’a scholars. The results show that the global Shari’a elite connects a limited number of IFS hubs (e.g. Dubai, Kuala Lumpur, Kuwait City, Manama, and London) to knowledge and authority networks falling outside ‘mainstream’ business and service spheres.  相似文献

The paper analyses the impact of technological and national-culture factors on certain HRM policies and practices in Britain and France. This perspective supports the neo-contingency approach, which does not claim primacy for either the technological or the national-cultural factors shaping HRM policies and practices. HR managers in each country in high-, mid- and low-tech firms were surveyed. The relevance in the diffusion of certain patterns of HRM policies and practices advocates that employees working in intensive technology firms need a creative and adaptive HR management approach. The differences found in the application of the HRM practices studied between the two countries are illustrated through the educational system, which is different in France and Britain.  相似文献

Abstract

International human resource management research in non-governmental organisations (NGOs) is scarce and it predominantly focuses on the recruitment and retention of volunteers. The context of NGOs is different from conventional for-profit international business settings with different kinds of challenges, especially in terms of providing appropriate training on managing multi-cultural teams and working with local project partners and communities. The literature also tends to focus on expatriate perspective and not on a host country perspective. We address this gap by examining how project managers and hosts experience cross-cultural issues on overseas assignments. We study volunteer project managers leading international and local youth volunteers during the Raleigh International programme in Malaysia. We use a qualitative methodology and data collected at 3 case locations via participant observation during 120 days contact with the respondents as well as interviews and surveys. We propose the CPACE (Curiosity, Passion, Adaptability, Communication and Empathy) framework describing competences needed in cross-cultural encounters and based on respondents’ actions as well as their words and it is relevant to a NGO context. The framework is intended to lay the foundation for future research and in particular to demonstrate the need for cross-cultural competence to be more grounded in particular contexts.  相似文献

Assumptions of resilience are frequently made about organizational actors, both by scholars and practitioners. It is argued that resilience is unlikely to be the usual outcome from the trauma routinely confronted in organizational life. It is suggested that ‘assumptions’ of resilience stem from either a reification of what is perceived to be a highly desirable trait in organizational actors or a lack of acknowledgement of what, if recognized, would be regarded as an ‘unthinkable’ aspect of organizational life. Managers are unlikely to recognize and admit that the pain they inflict on others in the name of efficiency, organizational down-sizing and out-sourcing will contribute to long-term changes in organizational actors. It is also likely that, while coping skills and resources may be sufficient to equip individuals for the myriad problems they routinely face, even the ‘successful’ actor may not remain unscathed. Some of the negative organizational outcomes of this unthinking ‘assumption’ of resilience are canvassed and suggestions are made as to what strategies may ameliorate the situation. A rearticulation of actors' ‘voice’ in formal organization, at a time of a hegemonic dominance of economic rationalism, is especially overdue.  相似文献
