A lab experiment evaluates the consumers’ willingness to pay (WTP) for food products made with and without palm oil. Palm oil production induces environmental damages, and its consumption presents a health risk. However, the production of alternative oils raises land use issues. In the experiment, successive messages emphasizing the characteristics of palm oil and palm oil-free products are delivered to participants. Information has a significant influence on WTP when it underlines the negative impact of the related product. This effect is stronger for the palm oil product than for the palm oil-free product. The experiment also compares the welfare effects of two regulatory instruments, namely a consumer information campaign versus a per-unit tax. Because of the respective attributes of both palm oil and palm oil-free products, the information campaign improves welfare with a much larger impact than the tax.  相似文献

Palm oil is a cooking oil and food ingredient in widespread use in the global food system. However, as a highly saturated fat, palm oil consumption has been associated with negative effects on cardiovascular health, while large scale oil palm production has been linked to deforestation. We construct an innovative fully integrated Macroeconomic-Environmental-Demographic-health (MED-health) model to undertake integrated health, environmental, and economic analyses of palm oil consumption and oil palm production in Thailand over the coming 20 years (2016–2035). In order to put a health and fiscal food policy perspective on policy priorities of future palm oil consumption growth, we model the implications of a 54% product-specific sales tax to achieve a halving of future energy intakes from palm cooking oil consumption. Total patient incidence and premature mortality from myocardial infarction and stroke decline by 0.03–0.16% and rural-urban equity in health and welfare improves in most regions. However, contrary to accepted wisdom, reduced oil palm production would not be environmentally beneficial in the Thailand case, since, once established, oil palms have favourable carbon sequestration characteristics compared to alternative uses of Thai cropland. The increased sales tax also provokes mixed economic impacts: While real GDP increases in a second-best Thai tax policy environment, relative consumption-to-investment price changes may reduce household welfare over extended periods unless accompanied by non-distortionary government compensation payments. Overall, our holistic approach demonstrates that product-specific fiscal food policy taxes may involve important trade-offs between nutrition, health, the economy, and the environment.  相似文献

Faced with rising non-communicable diseases (NCDs), the Ecuadorian Government has proposed a model health program targeting individual and environmental level determinants. Drawing on cosmopolitan social theory, the experiences of counter-movements and concerns over food policy, the authors explore how mass pesticide poisoning and obesity can be viewed as the product of the ‘success’ of the modernization policy as well as a specific range of global phenomena configuring civic activity and policy situations. Through the study of NCDs as an emergent social field, the authors examine historical developments and heterogeneity in peoples’ practices for insights on more practical and effective public policy responses. The rise of the consumer–citizen in counter-movements represents a paradoxical, but promising dynamic capable of reconstituting economies, culture, and society. In Ecuador, social action appears to be a largely neglected and under-utilized resource for tackling NCDs and perhaps other highly pressing and seemingly intractable food policy concerns.  相似文献

This study develops a baseline model specifying expected relationships between consumer motivations (health, environmental, and social consciousness), organic food identity, and organic food behavior. Based on an online survey of 1176 Danish food consumers, we investigate whether these relationships are influenced by different levels of personal values (self-transcendence, openness to change, self-enhancement, and conservation). We find that health consciousness has a higher positive influence on organic food identity with higher levels of all four investigated personal values. When openness to change is low, health consciousness has a positive effect on intentional organic food behavior through organic food identity, whereas social consciousness has a negative effect on intentional organic food behavior through organic food identity. Our results provide guidance to those seeking to segment organic food markets based on consumers’ motivations and values.  相似文献

Attitudes and perceptions of stakeholders are crucial in the acceptability of GM foods. Past research focussed on consumers, but paid little attention to the food industry and its gatekeepers, especially in Africa. Therefore, a survey was conducted covering 39 respondents from the milling industry and supermarkets, the main processors and distributors of maize products, in seven urban centres of Kenya. Respondents, mostly from senior management, were well educated and had a good knowledge of biotechnology. Their major sources of information were the media for the supermarkets, and brochures and the food industry for the milling companies. Respondents generally appreciated the benefits of biotechnology, but had concerns about the environment, although few people considered GM food harmful to human or animal health. Most respondents found traceability of GM products important, but would prefer not to label them because of the costs and possible negative consumer reactions. Respondents were largely non-committal on the use of GM products in their companies, preferring to decide on a case-by-case basis. The few negative responses, mostly from the milling industry, were affected by high risk and low benefit perceptions. Most respondents do not like the idea of labelling GM food. Better communication between research and the food industry is now needed, and more research on the labelling of GM products.  相似文献

The inter-related nature of food, health and climate change requires a better understanding of the linkages and a greater alignment of policy across these issues to be able to adequately meet the pressing social and health challenges arising from climate change. Food price is one way through which climate change may affect health. The aim of this study of the global and Australian food systems is to provide a whole-of-system analysis of food price vulnerabilities, highlighting the key pressure points across the food system through which climate change could potentially have the greatest impact on consumer food prices and the implications for population health. We outline areas where there are particular vulnerabilities for food systems and food prices arising from climate change, particularly global commodity prices; agricultural productivity; short term supply shocks; and less direct factors such as input costs and government policies. We use Australia as a high-income country case study to consider these issues in more detail. The complex and dynamic nature of pricing mechanisms makes it difficult to predict precisely how prices will be impacted. Should prices rise disproportionately among healthy foodstuffs compared to less healthy foods there may be adverse health outcomes if less expensive and less healthy foods are substituted. Higher prices will also have equity implications with lower socio-economic groups most impacted given these households currently spend proportionately more of their weekly income on food. The ultimate objective of this research is to identify the pathways through the food system via which climate change may affect food prices and ultimately population health, thereby providing evidence for food policy which takes into account environmental and health considerations.  相似文献

Food safety issues often arise from asymmetric information between consumers and suppliers with regards to product-specific attributes. Severe food safety scandals were observed recently in China. These events not only caused direct economic and life losses, but also created distrust in the Chinese food system domestically, as well as internationally. While much attention has focused on the problems plaguing the Chinese government’s food inspection system, little research has been dedicated to analyzing Chinese consumers’ concerns surrounding food safety. In this paper, we measure consumer preferences for select food safety attributes in pork and take food safety risk perceptions into account. Several choice experiment models, including latent class and random parameters logit, are constructed to capture heterogeneity in consumer preferences. Our results suggest that Chinese consumers have the highest willingness-to-pay for a government certification program, followed by third-party certification, a traceability system, and a product-specific information label. The results of this study call for the direct involvement of the Chinese government in the food safety system. A stricter monitoring system will not only improve consumer well-being in the short-run, but also restore consumers’ trust leading to a social welfare increase in the long run.  相似文献

We investigate the organic food market in two selected European countries, Great Britain and Denmark, identifying main differences and similarities. We focus particularly on consumer perceptions and priorities, labelling schemes, and sales channels as a basis for assessing market stability and prospects for future growth. We employ a unique set of household panel data that includes information on stated values and concerns as well as registered purchasing behaviour. Most organic food on both markets is produced and processed by large-scale industrialised units and distributed through mainstream sales channels, consumer confidence being sustained at present by organic labelling schemes that appear to function well. However, a parallel market, based on the supply of goods through various direct sales channels to heavy users, prevails. We find that organic food purchase decisions are primarily motivated by ‘private good’ attributes such as freshness, taste and health benefits, attributes that may be perceived as being compatible with modern production and sales structure. Mature markets for organic foods nevertheless appear to be vulnerable to consumer dissatisfaction, particularly among heavy users of organic food products.  相似文献

Food safety systems in emerging markets are currently facing a transformation period, becoming more stringent because of an increasing demand for safer food. Consequently, policy makers need to find strategies to increase food safety while giving the industry time to improve their performance. In Thailand, policy makers have adopted the strategy of upgrading food safety standards gradually. Government and private food safety brands and labels were introduced onto the market but little is known whether Thai consumers have preferences for them or not. This study is aimed at evaluating Thai consumers’ preferences for food safety labels and brands on fresh produce, using a surveyed based on discrete-choice experiments. A sample of 350 Thai consumers was surveyed in Bangkok and Nonthaburi in 2013. Quota sampling according to the shopping outlets and convenience sampling methods were adopted. Two hundred respondents were recruited at fresh-food markets and 150 respondents were recruited at supermarkets. We found that consumers are willing-to-pay more for both government led food safety label and private brands, but that there is high heterogeneity in their preferences. The high degree of social desirability for food safety labels confirms that food safety labelling policy should be supported. However, the provision of information and credibility are vital in order to mitigate the risk of consumer deception by self-claimed labels.  相似文献

Sustainable consumption in the food sector is a desirable goal which is often difficult to achieve depending as it does on the interaction of a broad set of factors, such as market prices or consumer preferences. In the current study, a distinction has been made between pre-purchase consumer decision-making, on the one hand, and purchase and post-purchase consumer decision-making, on the other. Purchase and post-purchase decisions are those that affect their actions directly. These include vehicle selection to purchase the products, shelf-time in the household or the cooking method employed. The main goal of this study was to evaluate the environmental profile in terms of carbon footprint (CF), of a range of scenarios with varying direct environmental decisions performed by consumers. More specifically, the CF of an iconic frozen seafood product in Spain (one package of frozen fish sticks of Patagonian grenadier) was modeled for a total of 24 scenarios of fish sticks consumption. Results showed a high variance in environmental impacts depending on the scenario chosen, proving the high variability in CF that the consumption of frozen seafood can show depending on consumer choices or needs. Additionally, results showed the relative importance of the consumption stage within the entire supply chain in terms of GHG emissions. Hence, important reductions may be achieved in the diet of an individual merely by improving the behavioral traits when purchasing and consuming food products. Consequently, consumers, if given the correct environmental guidelines through awareness campaigns, can play an active and relevant role in the reduction of the environmental profile of seafood products through behavioral modifications when purchasing and consuming them.  相似文献

This paper combines two of today’s most salient phenomena in contemporary China: the remarkable rise of China as a consumer society and the related mounting overweight epidemic, which now includes about 200 million overweight people. Relatively little is understood about the many factors which contribute to the expanding waistlines of the Chinese. Within the nutrition transition framework, this paper concentrates on food consumption with a special focus on the adoption of energy-rich high calorie diets. Four consumer segments have been identified according to consumption of various food products – i.e., the food perspective. These groups are labeled Yellow Earth, Green Water, Newly Affluent, and Western Adopters, and differ significantly with respect to body mass index (BMI) and socio-demographic factors. The consumption of specific food products appears to be related to the extent of overweight among different consumer clusters. By undertaking a consumer segmentation based on food consumption, this study aims to contribute to our understanding of corpulence in a fast-changing China. This paper concludes that the growing impact of the overweight and obesity epidemic in China merits the attention of food policymakers.  相似文献

This paper identifies and profiles consumer segments based on health-related attitudes. Cross-sectional data were collected in 2008 through a pan-European consumer survey (n = 2400) with samples representative for age and region in France, Poland and Spain. Four distinct consumer segments based on health-related attitudes are identified: low interest in healthy eating consumers (29.4%), positive health enthusiasts (28.2%), health strivers (35.0%) and health uninvolved (7.4%). The segments differ significantly with respect to fish consumption, attitudes and knowledge about the health benefits of fish, interest in potential informational cues when purchasing fish, and individual socio-demographic characteristics. The segment low interest in healthy eating is characterised by younger age, more males, higher BMI, low fish consumption and low interest in information, and herewith emerges as a relevant though difficult to reach segment from a food and health policy perspective. Positive health enthusiasts and health strivers have a strong involvement with food, and a strong interest in healthy eating. Both segments have a very favourable disposition towards fish consumption, which would fit with their focus to either stay healthy (positive health enthusiasts) or improve their current health status (health strivers). Health uninvolved consumers do not care strongly about health in general; though attach high importance to eating healthily.  相似文献

Every year one third of the food produced globally is either lost or wasted along the food supply chain (FSC) causing significant economic, environmental and social damages. In the developed countries household food waste is a major concern, which is manly triggered by poor food-related behaviour. Due to the importance and magnitude of the phenomenon, the UN has set the global goal of halving food loss and waste by 2030. However, to the best of our knowledge, to date no systematic literature review has been conducted on household food waste and little comprehensive explanation has yet been offered for wasteful household behaviour. Therefore, the aim of this study was to carry out a systematic review of the literature produced over an eighteen-year period (2000–2018) in order to gain a deeper understanding of multiple, complex facets of the food waste phenomenon at consumer level. Drawing on the results of the systematic literature review and of the behavioural and marketing theories, we propose a new theoretical framework “The Household Wasteful Behaviour Framework”, with the aim of better explaining food waste behaviour at household level. Results can be useful to better target social norm and educational campaigns both at private and public level.  相似文献

This paper uses qualitative and quantitative data from a survey of over 1200 rural households in nine Indian states to explore the arguments for and against cash and in-kind (in this case, food) transfers. When respondents were asked to think about, argue, and ‘choose’ between the two, two-thirds of the respondents expressed a preference for food. Rather than the choice made by respondents, the focus here is on understanding the reasons behind their choice, as explained by beneficiaries themselves. Two main findings emerge. First, some arguments corroborate existing theory (e.g., paternalism, fungibility), but others (e.g., self-control, transition costs) are not incorporated in existing theory on the advantages of in-kind transfers. Second, context is important. Most importantly, respondents’ reported preferences were associated with the benefits they were experiencing under the status quo: where the PDS performed better at distributing food, respondents were more likely to report preferring food to cash transfers. The contention of traditional theory that cash is superior fails to factor in contextual concerns.  相似文献

Meat consumption has increased significantly in the last 50 years. This trend raises various health and environmental issues, as well as moral concerns regarding farm animal welfare. In this paper, we discuss the regulation of meat consumption in developed countries. Specifically, we discuss possible justifications for this regulation in terms of environmental, health and animal welfare considerations, as well as the effect of fiscal, informational and behavioral regulatory instruments. In this paper our aim is to analyse the way the relationship between health and food has been changing at the same time as Spanish society itself. From the beginnings of the consumer society until the present day the modernization process has made its imprint on the guidelines public bodies have issued to the public on caring for their health and diet. Beginning in the sixties with a welfare idea of a healthy diet, very typical of the decade, and meant for a population with nutritional problems, today we have guidelines for an overfed population. The social trends dominant in each historical moment are shown throughout this transformation process and the dietary recommendations have been part of the social change. However, the perceptions of the administration itself on what constitutes a healthy diet have also made their mark on the criteria. The modernizing nature of the paternalistic administration of the sixties can be easily seen in contrast with the public bodies of the eighties competing with the messages from the food and agricultural businesses. As the 20th century drew to a close, dietary advice was in keeping with a background dominated by considerations on the nature of social change and in which both public bodies and citizens trusted in the truths of science as a reference point for correct action. At the beginning of the 21st century reflexivity and questioning of scientific power appear and also an increase in public preoccupation with food risks. Each stage is analysed relating historical background and dietary recommendations.  相似文献

Little is known about emerging demands for food safety among consumers in developing countries. This study presents results of an investigation of consumer awareness, willingness to pay, and price premiums for milk products manufactured using Hazard Analysis Critical Control Point (HACCP) management, a quality management system used to reduce food safety risks. Chinese food processors initially sought HACCP certification to access export markets, but now HACCP is rapidly being adopted for domestic products and HACCP logos have begun to appear on labels in China. A survey of Beijing consumers found that less than one in five respondents was aware of HACCP, and most who had heard of HACCP had learned about it within the previous year. After receiving information on HACCP nearly all respondents were willing to pay a modest price premium for HACCP-certified products. Products with HACCP labels in Beijing supermarkets sold at a price premium of about 5% over products without such labels, holding other product attributes constant. The results indicate that demand for food safety is emerging as an attribute demanded by Chinese consumers.  相似文献

The state government of Victoria, Australia, recently prepared a discussion paper towards a regional food and nutrition policy. This evaluation finds it deficient in various ways. The critique contains recommendations for the building of a national food policy. The commission report displays a lack of a systems view of the problem of nutrition, which would recognize a diversity of influences on eating (e.g. social frameworks and frameworks by which we think and know). Linear causality is not an adequate concept. Agribusiness impacts heavily on the environment. In the case of meat production, inputs to production far exceed food energy outputs. Disposal of the by-products of meat production is also more problematic. The way to impact on these wasteful and destructive industrial practices is to consume less meat. Additives in food are a serious problem not well enough addressed. This and other processing increase the cultural perception of foodstuffs as human artifacts. Awareness of the cultural role of foods would allow Australians to cope with industry campaigns promoting meat and processed foodstuffs. There should be more attention to mutual impacts of environment, consumptiuon, and additives and processing. Food from low in the food chain (cereals, seafood) should be promoted not as substitutes but as foods in their own right. Commission recommendations should deal with questions such as nutritional information labeling of foods, and especially an attempt to foster consciousness of the environmental impact of food consumption: Government policy should be mindful to the extent possible of the impact on poor areas of the world of wasteful food consumption in Australia. Proposals for action should benefit from the impact of several fields of expertise beyond health, agriculture, consumer affairs and others; for instance, anthropology or environmental science.  相似文献
