Using radial super-efficiency data envelopment analysis (DEA) has improved the discriminating performance across efficient decision-making units (DMUs). This paper extends the super-efficiency approach to a non-radial super-efficiency DEA (NRSE-DEA) index. NRSE-DEA is shown to be invariant to units of input (output) measurement. NRSE-DEA is illustrated here via an application to NATO burden-sharing assessment in which the DMUs are the member nations of NATO. The NRSE-DEA provides additional insights into the ranking of efficient countries, suggesting which are absorbing a particularly large share of NATO responsibilities. The NRSE-DEA generates a smaller set of efficient DMUs. This, in turn, provides more discriminatory power, a more accurate measure of super-efficiency, a more meaningful ranking of the efficient burden sharing countries, and a more reliable assessment of contributions by NATO members, amongst other policy issues. 相似文献

Determining the profit maximizing input–output bundle of a firm requires data on prices. This paper shows how endogenously
determined shadow prices can be used in place of actual prices to obtain the optimal input–output bundle where the firm’s
shadow profit is maximized. This approach amounts to an application of the Weak Axiom of Profit Maximization (WAPM) formulated
by Varian [(1984) The Non-parametric approach to production analysis. Econometrica 52:3 (May) 579–597] based on shadow prices rather than actual
prices. At these shadow prices, the shadow profit of a firm is zero. The maximum shadow profit that could have been attained
at some other input–output bundle is shown to be a measure of the inefficiency of the firm. Because the benchmark input–output
bundle is always an observed bundle from the data, it can be determined without having to solve any elaborate programming
problem.

This research develops a framework to estimate the relative efficiency of developing countries in utilizing both their domestic and external resources to achieve the Millennium Development Goals. The analysis highlights distinct efficiency differences across lending groups and geographic regions e.g. between Sub-Saharan Africa and Latin America. The performance of regions exposed to natural disasters and political violence need to be analyzed individually and risk management ought to be an integrated part of development policy. The gap between the Millennium Development Goals and human rights approaches is then examined. Finally, we qualify a country's performance level as potentially sustainable in terms of human, social and environmental welfare, in turn searching for realistic benchmarks and intermediate targets for the relatively inefficient countries. Principal component analysis in combination with data envelopment analysis was applied to solve the problem of efficiency overestimation with multi-dimensional scaling used to present the issue graphically. In summary, the aim of this work is not to rank countries in a league table rather to provide a framework that combines economic, environmental and social issues in order to search for sustainable, pragmatic benchmarks, pushing the boundaries of the Human Development Index. 相似文献

This study examines the effect of sample size on the mean productive efficiency of firms when the efficiency is evaluated using the non-parametric approach of Data Envelopment Analysis. By employing Monte Carlo simulation, we show how the mean efficiency is related to the sample size. The paper discusses the implications for international comparisons. This paper shows efficiency indices for 60 Brazilian electricity distribution utilities. The efficiency scores are gauged by three DEA models. For both models, these quantities are evaluated under different contexts. One treats with respect to the regulator perspective. The others examine an alternative approach based on cluster analysis and restrictions on factor weights. It is worth pointing out that these developments can reduce the information asymmetry and improve the regulator's skill to compare the performance of the utilities, a fundamental in incentive regulation schemes. 相似文献

Data Envelopment Analysis (DEA) has been widely studied in the literature since its inception in 1978. The methodology behind the classical DEA, the oriented method, is to hold inputs (outputs) constant and to determine how much of an improvement in the output (input) dimensions is necessary in order to become efficient. This paper extends this methodology in two substantive ways. First, a method is developed that determines the least-norm projection from an inefficient DMU to the efficient frontier in both the input and output space simultaneously, and second, introduces the notion of the observable frontier and its subsequent projection. The observable frontier is the portion of the frontier that has been experienced by other DMUs (or convex combinations of such) and thus, the projection onto this portion of the frontier guarantees a recommendation that has already been demonstrated by an existing DMU or a convex combination of existing DMUs. A numerical example is used to illustrate the importance of these two methodological extensions. 相似文献

Government supported technological research and development can help the private sector to compete globally. A more accurate evaluation system considering multi-factor performance is highly desired. This study offers an alternative perspective and characterization of the performance of Technology Development Programs (TDPs) via a two-stage process that emphasizes research and development (R&D) and technology diffusion. This study shall employ a sequential data envelopment analysis (DEA) with a non-parametric statistical analysis to analyze differences in intellectual capital variables among various TDPs. The results reveal that R&D performance is better than technology diffusion performance for the TDPs. In addition, the “Mechanical, Mechatronic, and Transportation field” is more efficient than the other fields in both R&D and technology diffusion performance models. The findings of this study point to the importance of intellectual capital in achieving high levels of TDP efficiency. The potential applications and strengths of DEA and intellectual capital in assessing the performance of TDP are also highlighted. 相似文献

Radial measures of efficiency estimated using linear programming (LP) methods can be biased since slack in the constraints defining the technology suggests that at least one input can be reduced, or one output can be expanded, even though a firm is deemed to be “technically efficient.” In this paper, we propose a directional slacks-based measure of technical inefficiency to account for the potential of slack in technological constraints. When no such slacks exist, directional slacks-based inefficiency collapses to the directional technology distance function. Our proposed measure helps to generalize some of the existing slacks-based measures of inefficiency. We examine the financial services provided by Japanese cooperative Shinkin banks, and estimate their inefficiency during the period 2002–2005. This inefficiency declined slightly during the period. We thus propose that slack is an important source of inefficiency which is often not captured by the directional technology distance function. 相似文献

This paper measures energy efficiency improvements of US single-family homes between 1997 and 2001 using a two-stage procedure. In the first stage, an indicator of energy efficiency is derived by means of Data Envelopment Analysis (DEA), and the analogy between the DEA estimator and traditional measures of energy efficiency is demonstrated. The second stage employs a bootstrapped truncated regression technique to decompose the variation in the obtained efficiency estimates into a climatic component and factors attributed to efficiency improvements. Results indicate a small but significant improvement of energy efficiency over the studied time interval, mainly accounted for by fuel oil and natural gas users. 相似文献

Quality function deployment (QFD) is a proven tool for process and product development, which translates the voice of customer (VoC) into engineering characteristics (EC), and prioritizes the ECs, in terms of customer's requirements. Traditionally, QFD rates the design requirements (DRs) with respect to customer needs, and aggregates the ratings to get relative importance scores of DRs. An increasing number of studies stress on the need to incorporate additional factors, such as cost and environmental impact, while calculating the relative importance of DRs. However, there is a paucity of methodologies for deriving the relative importance of DRs when several additional factors are considered. Ramanathan and Yunfeng [43] proved that the relative importance values computed by data envelopment analysis (DEA) coincide with traditional QFD calculations when only the ratings of DRs with respect to customer needs are considered, and only one additional factor, namely cost, is considered. Also, Kamvysi et al. [27] discussed the combination of QFD with analytic hierarchy process–analytic network process (AHP–ANP) and DEAHP–DEANP methodologies to prioritize selection criteria in a service context. The objective of this paper is to propose a QFD–imprecise enhanced Russell graph measure (QFD–IERGM) for incorporating the criteria such as cost of services and implementation easiness in QFD. This paper presents a technique for comparing the results of different assembly line balancing strategies by using Data Envelopment Analysis (DEA). Initially, several heuristics--which can be thought of as assembly line balancing strategies--were used to solve seven line-balancing problems. The resulting line balance solutions provided two pieces of information that were of particular interest: the number of workers needed and the amount of equipment needed. These two items were considered inputs for DEA. The different line balance solutions were then used as layouts for simulated production runs. From the simulation experiments, several output performance measures were obtained which were of particular interest and were used as outputs for DEA. The analysis shows that DEA is effective in suggesting which line balancing heuristics are most promising. 相似文献

With the onset of the ‘climate change movement’, organisations are striving to include environmental criteria into the supplier selection process. This article hybridises a Green Data Envelopment Analysis (GDEA)-based approach with a new Genetic/Immune Strategy for Data Envelopment Analysis (GIS-DEA). A GIS-DEA approach provides a different view to solving multi-criteria decision making problems using data envelopment analysis (DEA) by considering DEA as a multi-objective optimisation problem with efficiency as one objective and proximity of solution to decision makers’ preferences as the other objective. The hybrid approach called GIS-GDEA is applied here to a well-known automobile spare parts manufacturer in India and the results presented. User validation developed based on specific set of criteria suggests that the supplier selection process with GIS-GDEA is more practical than other approaches in a current industrial scenario with multiple decision makers. 相似文献

Over the past few decades, countries of the Middle East and North Africa (MENA) have achieved varying levels of economic development. In this paper, data envelopment analysis (DEA) is employed to study the comparative performance of selected MENA countries. For 1999, our DEA identified four of the 18 countries studied as the most efficient: Bahrain, Jordan, Kuwait, and the United Arab Emirates. All are from the Middle East, with three being members of the Gulf Cooperation Council (GCC). Yemen was rated as the least efficient of all countries considered in the analysis. A regression analysis showed that the efficiency scores have a significant relationship with the richness of the countries (in terms of GNP per capita) but do not have a significant relationship with the size of the countries (in terms of population). Further, a time-series analysis using the Malmquist Productivity Index (MPI) indicated that the MENA countries achieved higher values of desirable attributes, and lower values of undesirable attributes, in 1999 compared to 1998. During 1998-1999, technology change contributed more to the improvement of MPI than did technical efficiency change. 相似文献

Managerial efficiency is as important in social profit enterprises (SPEs) as it is for more traditional financial-profit organizations. In this regard, both donors and SPE executives use efficiency information in making decisions. Here, we suggest a linked, two-stage Data Envelopment Analysis (DEA) methodology for assessing efficiency in both charitable fundraising and cause delivery, while empirically investigating results for international aid organizations. The model allows efficiency assessment for both the fundraising and utilization of generated funds when directed for cause-related purposes. This, in particular, allows for measurement of the organization’s managerial efficiency relative to both multiple phased goals and peer organizations. Additionally, the approach provides benchmarks for identifying sources of improved performance in fundraising and program/cause service delivery. It can also project the results of changes in inputs on the amount of resources available for the charitable organization’s cause.The proposed model(s) allow the examiner to assess performance while, at the same time, identifying those instances wherein the simple ratio measures commonly used in non-profit assessment are (1) deficient, and/or (2) misleading because of the use of ‘incorrect’ variables, or the ‘hiding’ of inefficiency if/when tax form categories are filed by an SPE. In this paper, we analyse economic development and growth through traditional measures (gross domestic product and human development index) and Data Envelopment Analysis (DEA) in Colombian departments over the period 1993–2007. We use a DEA model to measure and rank economic development and growth from different approaches such as poverty, equality and security. The results show considerable variation in efficiency scores across departments. A second-stage panel data analysis with fixed effects reveals that higher levels of economic activity, quality life, employment and security are associated with a higher efficiency score based on the standards of living, poverty, equality and security. All findings of this analysis should demonstrate that economic development and growth could be achieved most effectively through a decrease in poverty, an increase in equality, a reduction in violence, and improved security. This indicates the need to generate effective policies that guarantee the achievement of these elements in the interest of all members of society. 相似文献

Thus, if the competitiveness of a nation is properly managed, enhanced human welfare should be the key expected consequence. The research described here explores the relationship between the competitiveness of a nation and its implications for human development. For this purpose, 45 countries were evaluated initially using data envelopment analysis. In this stage, global competitiveness indicators were taken as input variables with human development index indicators as output variables. An index aggregation approach is proposed to carry out comparisons of BRICSAM, a populous rapidly growing economic group consisting of Brazil, Russia, India, China, South Africa, Association of South-East Asian Nations (ASEAN), and Mexico with Group of Seven (G7), the most developed country club including Canada, France, Italy, Japan, Germany, United Kingdom and the United States. It is estimated that by 2050 the accelerated economic activity of BRICSAM could have significant impact on investment flows, legal and regulatory frameworks, the stability of political institutions, human capital and migration flows, competition policy, intellectual property rights, and social and environmental policies. The comparison analyses of BRICSAM and G7 countries could assist people to better understand the status quo of these countries in the global economy and international system, particularly in the areas of economics and responsible activities such as sustainable development, global commitments and transparent practices. Many country-ranking indices, such as the indices given in the global competitiveness report by the World Economic Forum, and the environmental sustainability index by Yale University, constitute evaluations of countries from different perspectives. This paper proposes a data envelopment analysis-based approach to aggregate different ranking indices for BRICSAM and the G7 countries.
