Broadband telecommunication service is growing rapidly and its economic impact is likely to vary considerably around the globe. Considerable interest is being shown in wireless broadband, especially in low income and rural areas. This study focuses on the direct effect (broadband penetration as an input), and separately, the productive efficiency effect of broadband (as an information network externality), using a model developed in Thompson and Garbacz (2007). Aggregate fixed and mobile broadband usage and their effect are analyzed and compared first on a sample of forty-three countries with sufficient data. The same models are used on samples of high income and low income countries. It is hypothesized that the rapid growth of broadband could have a stronger effect for low income countries and their initial levels of network development. Key variables are adjusted to a per household basis, using information on household size. Due to the endogeneity of key variables, instrumental variables are employed to estimate separate equations for mobile broadband and fixed broadband. Predicted values for these variables are used in the final equations in order to adjust for endogeneity and omitted variable bias. The results of the model estimated for the full sample indicate that mobile broadband has an important direct effect on GDP, but fixed broadband has an effect no different than zero. In the models with high and low income samples it is apparent that low income countries derive significantly more benefit from mobile broadband. Estimates from the Stochastic Frontier Model find mobile broadband to be a significant driver of growth via a reduction of inefficiency.  相似文献

The scope of a wholesale market may, in addition to demand- and supply-side substitution at the wholesale level, also be determined by substitution patterns at the retail level. Considering wholesale broadband access markets, it is argued that each of these forces can be strong enough to render a 5–10% price increase by a hypothetical monopolist at the wholesale level unprofitable and thus may lead to a wider wholesale market definition including, for example, cable networks in addition to DSL. Based on the theory of derived demand elasticities the paper discusses under which circumstances this could be the case. The position of the European Commission and the practice of national regulatory authorities are then reviewed in light of these arguments.  相似文献

Having adequate access to the internet at home enhances quality-of-life for households and facilitates economic and social opportunities. Despite increased investment in response to the COVID-19 pandemic, millions of households in the rural United States still lack adequate access to high-speed internet. In this study, we evaluate a wireless broadband network deployed in Turney, a small, underserved rural community in northwest Missouri. In addition to collecting survey data before and after this internet intervention, we collected pre-treatment and post-treatment survey data from comparison communities to serve as a control group. Due to technical constraints, some of Turney's interested participants could not connect to the network, creating an additional comparison group. These comparisons suggest two primary findings, (1) changes in using the internet for employment, education, and health could not be directly attributed to the internet intervention, and (2) the internet intervention was associated with benefits stemming from the ability to use multiple devices at once. This study has implications for the design of future broadband evaluation studies, particularly those examining underserved rather than unserved communities. Recommendations for identifying appropriate outcome variables, executing recruitment strategies, and selecting the timing of surveys are made.  相似文献

This paper discusses the role of governments in broadband. It is divided into five sections. Following an introduction in section one, section two discusses the diffusion of broadband Internet. Section three deals with competition-based and public-goods views on regulation and the corresponding roles and issues for governments. To gain deeper insights into the role of government in broadband, section four analyses market regulation and public activities in furthering broadband deployment in the US, Korea and Europe. These insights are evaluated in relation to the theoretical considerations established in section three. Section five closes with a discussion of our results and some conclusions. It becomes obvious that national broadband strategies benefit from considering both public good and competition-related aspects.  相似文献

The relationship between GNP and nutritional status between countries shows a high correlation. This study of two countries with the same GNP (Thailand and Philippines) investigated their use of equal resources and the impact on nutritional status. Malnutrition is more prevalent in the Philippines than Thailand despite an extensive national nutrition programme in the Philippines, better medical and educational services and safer water supplies. The most important underlying economic factor is not income distribution but rather the cost of living, particularly for basic needs. Finally, it is concluded that although GNP is closely related to nutritional status between countries, the longitudinal correlations within a country are much weaker.  相似文献

Internet non-use is increasingly concentrated in vulnerable groups of people, especially among ageing populations and those with low socio-economic status. As participation in society becomes largely dependent on use of internet-enabled technologies, internet non-users may seek alternative ways of using the internet. Proxy internet use (PIU), where internet non-users ask internet users to perform online activities on their behalf, is a strategy for obtaining (indirect) internet access. This study examines factors for engagement in PIU, focusing specifically on how non-users’ reasons for disengagement relate to their engagement in PIU. The results from multivariate analyses of survey data from a nation-wide representative sample show that 47% of internet non-users in Slovenia who report having someone available for PIU in fact engage in PIU. In analysing four types of reasons for internet non-use—those related to interest, access, costs and skills—the results show that access issues are negatively related to engagement in PIU. Conversely, reasons related to skills issues are positively related to engagement in PIU. Considering that access to online services through PIU offers an important degree of digital inclusion, the results of this study have important policy implications. Policy initiatives tackling digital inequalities should be sensible to access and skills issues resulting in disengagement. For example, policies directed at providing and maintaining internet access at a household level may result in non-users’ increased opportunities for PIU. In contrast, skills policies should be directed at creating opportunities for informal and person-centred learning of digital skills, considering that non-users who are more aware of their deficiency in skills might be more aware of online opportunities.  相似文献

In recent years governments in many countries have acknowledged the higher complexity involved in finding the more efficient path towards a so-called broadband ecosystem. As the first decade of the twenty first century was ending, the governments of Australia and New Zealand committed to the construction of high-speed, fibre-optics next-generation access networks. This paper is about the approach followed by Australia and New Zealand to developing broadband infrastructure, the means deployed to build the network, and policy and market issues. The paper critically analyses the short history of each experience, including the political process, the reasons exhibited to justify the governments' involvement in infrastructure deployment, and the institutional arrangements introduced to manage the participation of private partners. The paper proposes a framework for analysis and uses its elements to critically analyse policy and regulatory decisions affecting the deployment rate and goals set by Australian and New Zealand government for their respective fibre-based next-generation platforms. The framework is used to draw comparisons between the two country cases and in so doing allowing the appreciation of commonalities and differences in the development and expectations for the future of telecommunications markets in the region.  相似文献

Public pay telephones are fast becoming technological dinosaurs headed quickly toward extinction. In Thailand, however, the National Broadcasting and Telecommunications Commission (NBTC) has included the public pay phone as part of the Universal Service Obligation (USO) to ensure that all people in the country have reasonable access to a standard telephone service on request, and that payphones are accessible to all people on an equitable basis, wherever they live or carry on business. In spite of this, however, public pay phones and their revenue are also sharply declining due to the ever increasing encroachment of mobile phone technology. The researcher therefore undertook a study to empirically examine the key determinant factors for individual consumers using public payphones. A discrete choice model is employed together with the analysis of data from a 2011 national survey commissioned by the NBTC. Payphone usage is determined by the ownership of fixed phones, mobile phones and income which all play an important role with payphone being a necessary service for low-income people. Hence, NBTC should continue support through the USO fund and reassess the areas and groups of people who need this service in order to ensure that the USO policy is effectively and beneficially implemented.  相似文献

We analyze industry equilibrium and incentive to compatibility when goods produced by different producers generate utility only when consumed as component parts of a system. We assume the presence of two systems, each composed of some basic component and a set of differentiated complementary products. The combination of complementarity between the two components of the system and of fixed costs in the production of the complementary product results in a form of network effect. We focus on the role played by the size of the fixed costs in the production of the complementary products in determining the size of this system effect and, by this means, the structure and types of equilibria that may be observed: monopolistic or duopolistic, symmetric or asymmetric. We also highlight the consequence of the same fixed costs for the private and social incentives to render the systems compatible.  相似文献

Drawing on the increasing body of literature on policy stakeholders and the ever-growing acknowledgement that communication policy is crafted by more than just parliamentarians and formal communication regulators this paper examines the role that another set of regulators plays in communication policy: agriculture regulators. Based on a study of the United States Department of Agriculture's Rural Utilities Service (RUS), this paper explores alternative agents of communication policy. More specifically, through document analysis we examine the way in which the Rural Utilities Service has shaped rural broadband policy in the United States over the last three decades. The implications for this research are wide, as it brings another policy actor into the policy making melee, and pushes communication policy scholars to consider the role that non-traditional communication regulators play in the communication policy making process.  相似文献

This paper presents an econometric study of information and communication technology (ICT) in all 70,000 rural villages in Thailand, where the ICT considered consists of fixed-line telephone service, mobile telephone service, public telephones, computers, and Internet service. The results may provide information that helps policymakers decide where to put limited resources to promote ICT, and helps profit-seeking ICT companies target regions that maximize revenues. The study found that education is far more important than income in predicting the percentage of households who adopt ICT services, and that some unexpected variables such as the penetration of pickup trucks are useful predictors as well. Even in areas where fixed-line phone service is available, 70% of households with computers choose not to become Internet subscribers, although many presumably have enough money and technical knowledge. By separating availability from penetration of ICT, the study found that they can have different predictors, which means that researchers who do not separate them may get misleading results. There is no evidence showing mobile telephone service as a substitute for fixed-line telephone service. Also, public telephone service had little or no impact as a substitute for fixed-line or mobile telephone service, so phone companies need not fear that deployment of more public telephones will decrease their subscribership. Finally, there appears to be significant unmet demand for telephone service in rural Thailand where the infrastructure does not yet exist.  相似文献

In this paper, we demonstrate that there is more to consumer experience than just broadband access speed. We identify and describe a complex and dynamic set of interactions that occur between different factors that collectively determine consumer experience. We suggest that the relationship between broadband speed and consumer experience follows an inverted U-shape. Access speed is necessary to provide consumers with a good experience, but it is not sufficient. Based on our findings, a more nuanced understanding of the market for broadband Internet access products is outlined and a foundation for deriving valuable policy implications is developed.  相似文献

Data obtained from a nationwide survey of US residences during September and October 2002 are used to investigate household awareness of high-speed Internet access, profile Internet access and use, and gain insight into how important always-on, price, speed, installation, and reliability attributes are in their choice of service. Preliminary analysis suggests relatively high awareness of cable modem and DSL availability. Almost 19 percent of the sample have high-speed connectivity, and the mean price paid per month for dial-up and high-speed access is $19.76 and $42.36, respectively. Preference for high-speed access is apparent among households with higher income and college education. About 63 percent of high-speed users have more than five years of online experience, compared to 48 percent of dial-up users, and high-speed users are twice as likely to share music files and photos, bank, trade stocks, and pay bills “many times a week” than dial-up users. Willingness-to-pay estimates indicate reliability of service, speed, and always-on connectivity are important Internet access attributes.  相似文献

There is an emerging body of literature analyzing how smallholder farmers in developing countries can be linked to modern supply chains. However, most of the available studies concentrate on farm and farmer characteristics, failing to capture details of institutional arrangements between farmers and traders. Moreover, farmers’ preferences have rarely been considered. Here, we address these gaps by analyzing different market channels for sweet pepper in Thailand. Using data from a survey and choice experiment with farmers, we find that there is a general preference for marketing options that do not involve a contract. Additional provision of inputs and credit can increase the attractiveness of contracts. Yet, the most important factor for farmers is to personally know the buyer they deal with, which may be related to issues of trust. Some policy implications are discussed.  相似文献

This study attempts to identify the major factors affecting farm and nonfarm income by using panel data of 894 rural households, interviewed in 2003 and 2005 in rural Uganda. We supplement the panel data with household-level soil fertility data and road distance data to the nearest urban center on three road types: tarmac, loose-surface, and dirt roads. The results suggest that soil fertility, measured by the soil organic matter (SOM) content, is positively associated with crop income but not with livestock and nonfarm income. We also find that the total road distance to the nearest urban center and the road quality have strong negative associations with the crop income.  相似文献

The authors examine the broadband digital divide by analyzing the impact of policy and regulation on broadband Internet diffusion. Their multiple regression analysis shows factors that determine broadband diffusion in technologically developed countries do not necessarily have the same impact in less developed countries. They show that in technologically developed countries, there is greater broadband diffusion in countries that make a higher financial investment in information and communication technologies (ICTs), have effective governing practices at the national level, have higher levels of education, and are more urban. In technologically developing nations, a competitive telecommunications sector and higher investment in ICTs lead to greater broadband diffusion, with investment having an even larger impact in the developing world than in the developed world. In addition, stronger democratic political institutions, higher levels of national income and lower levels of income inequality increase diffusion, but the presence of a national telecommunications regulatory authority has a negative impact. These results suggest that the path to widespread availability and use of broadband requires different strategies depending on a nation's level of technological development.  相似文献
